Special Eligibility Criteria

   I/We engage to supply the Western Railway with the articles specified above upon the terms of the Indian Railway Standard Conditions of Contract (latest revision) and upon the terms of the Revised Special Conditions and Instructions for the Guidance of the Contractors issued by the Western Railway S/137/F Revised May 2011 Amendment No. 12 of Aug, 2018 available at ireps.gov.in/ireps/upload/repository/railway/483/148/public/splconditionandinstructionAmend12 aug2018.pdf.

Commercial-Compliance

   Risk Purchase clauses shall not be applicable

   VALIDITY : Tenderers to quote minimum 90 days validity of offers.

   LD for delayed supply: Recoveries of liquidated damages shall be levied @ 1/2 % (Half percent) of the price of the store per week or part of week during which delivery is accepted. The upper limit for recovery of LD in supply contract shall be 10 % of the value of contract irrespective of delays, unless otherwise specifically provided in the contract.

   FIRMS NOT ACCEPTING DELIVERY SCHEDULE AS PER TENDER WILL NOT BE CONSIDERED.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   MSE:a] MSE register firm to please indicate whether they are registered with any of the following Micro & Small Enterprises (MSE) agencies : District industries Centres, KVIC, KVIB, Coir Board, NSIC, Directorate of Handicraft & Handloom or any other body specified by Ministry of MSME. [Name the agency clearly] b] If tenderer is registered with any of the above mentioned agencies, please indicate the terminal validity date of registration and also indicate whether the Enterprise is owned by SC/ST or Women. The 25% Quantity shall be considered to MSE including qty. for woman owned MSE & for SC/ST owned MSEs as per extant rules and only be considered if valid certificate issued by nominated agencies is uploaded along with offer. If documents are not uploaded this benefit will not be given to tenderer.

   Firm must quote FOR destination rates, movement by road only, clearly indicating taxes, transport charges and other charges. Tenderers not accepting these terms are likely to be passed over without any further reference to the firm. Transit risk will be to contractors account.

   In case the successful tenderer is not liable to be registered under CGST/IGST/UTGST/SGST Act, The railway shall deduct the applicable GST from his/their bills under reverse case charge mechanism (RCM) and deposit the same to the concerned tax authority.

   Successful tenderer should submit an undertaking that he will pay GST collected from Railway within due date and upload the payment details in GSTIN to enable railway (purchaser) to obtain input tax credit.

   Tenderer should furnish his GSTIN with copy of registration with his offer. All the bidders/Tenderes should ensure that they are GST compliance and their quoted Tax structure/Rates are as per GST Law

   Collect back scheme for packing waste under SWM : Collection of non-biodegradable solid waste after successful delivery of the product / material from consignee place will be arranged by the supplier.

   In case of dispatch by road date of actual receipt of material by consignee will be considered as date of supply.

    Warranty/Guarantee: 1) As per IRS conditions or specified in tender specification, whichever is more.

    EFT: All the Payment will be compulsorily by made through Electronic Fund Transfer [EFT] scheme and vendors are requested to register for this scheme

    Single use plastic shall not be used for packing purpose.

    If firms want to avail MSE purchase preference benefits then they have to apply for the same.
