(A) Following manufacturer or his authorized agent/dealer having tender specific authorization will be technically eligible for bulk order: ( 1 ) Original Equipment Manufacturer (OEM) of Tamping Machines. (OR) (2) TCTT manufacturer who has successfully supplied TCTTs equal to minimum 35% of the tendered quantity in last 10 calendar years and current calendar year to Indian Railways with satisfactory performance.As proof of satisfactory performance, tenderers should submit performance certificate(s) issued by Indian Railways (OR) (3) TCTT manufacturer who has successfully supplied TCTTs equal to minimum 35% of the tendered quantity in last 10 calendar years and current calendar year to at least two operators on other world Railways with satisfactory performance should be submitted from such clients. Such supply and performance may be directly to world train operators or to the Tamping Machine OEMs or to any Operators of tamping machines in at least two different countries. As proof of satisfactory performance, tenderers should submit performance certificate(s) issued by the Train operators or by Tamping Machine OEMs or by Tamping machine operators. (i) Supply and satisfactory performance quantity, for adjucating the minimum eligibility criteria of 35% of tendered quantity, from at least two World Railways/ two different countries, will be counted as below: (a) By aggregating the satisfactory performance in Indian Railways and at least one other World Railway/ foreign country, if any satisfactory performance is there in Indian Railways. Or (b) By aggregating the satisfactory performance in at least two foreign World Railways/ foreign countries, if no satisfactory performance is there in Indian Railways. [ Supplied tools which have completed average service life of minimum 2,50,000 insertions in a set (as defined in clause 11.0 of Technical Specifications), will only be considered as having satisfactory performance. Performance of the supplied quantity in no. of insertions must be mentioned in performance certificate(s). ]

New manufacturer who does not meet the eligibility criteria but who agrees to abide by the specification and has the Testing facilities as specified in the clause 13.0 and Quality Control System as specified in clause 14.0 respectively of the document. Offer of such new manufacturer shall be considered for the developmental order.

I/We agree to supply the tendered stores at the rates quoted by me/us in accordance with the IRS Conditions of Contract and [or] special and [or] other conditions specified/attached with the tender.

Guarantee will be as per specification. If not mentioned in the specification, then warranty/Guarantee shall be as per IRS Conditions of Contract.

PACKING TO BE DONE AS PER GOVERNING SPECIFICATION

a.) Firms are advised to supply the material duly embossing/engraving or stenciling with permanent marker the name of manufacturer/supplier and year of manufacture at a place which is preferably visible and shall not get worn out during service. b.) If none of the above is possible the same to be marked on packing.

Submission of EMD is mandatory. Exemption and other details will be as per Para 13 of Instructions to Tenderers for e-tender attached with this tender. Firm's seeking exemption from from deposition of EMD shall have to attach scanned copy of requisite documentary evidence in support of their claim along with Offer, failing which the Offer will be summarily rejected. (NB:- In two packet bidding system, such documents must be uploaded at the time of techno commercial bid.)

Firms shall submit Performance statement of last 10 years.

Tender not accompanied with Bid Security declaration will not be evaluated.

It will be responsibility of suppliers to upload clear/visible documents in support of their claim and no back reference will be made for submission of such documents.

The firm shall attach all the relevant documents as proof of their eligibility while submitting their offer. The offer will be evaluated based on the documents uploaded by the firm in this tender. Firms to note that physical documents will not be accepted after opening the tender. Any document submitted after opening the tender will not be considered while evaluating the firms offer.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
