Consultancy Services for Obtaining Pre-Construction Statutory Approvals and Clearances for Construction of South Zone Regional Training Centre (SZRTC) for Ministry of Home Affairs (MHA) at Avathi Village, Devanahalli Taluk, Bengaluru, Karnataka comprising (i) Development Plan Approval from BIAAPA, (ii) Building Plan Sanction including Commencement Certificate from BIAAPA, (iii) Environmental Clearance (EC) from SEIAA Karnataka / MoEFCC, (iv) Consent for Establishment (CFE) along with Water & Sewerage NOC from KSPCB and KUWSSB / BWSSB, (v) Fire NOC from Karnataka Fire and Emergency Services, (vi) Height Clearance NOC from Airports Authority of India (AAI), (vii) BESCOM NOC for Electrical / Power Connection, and (viii) Gram Panchayat NOC from Avathi Village Gram Panchayat — including preparation of all drawings, documents, reports, calculations, forms, and undertakings required by each authority; submission of applications on respective online portals / manual submission as applicable; follow-up, liaison, and attendance at all scrutiny meetings, inspection committee meetings, public hearings, and authority proceedings; responding to all queries and deficiency memos; resubmission as required; and obtaining and handing over all original clearance orders / NOCs / certificates to the Engineer-in-Charge, complete as per scope of work at Part-B of the bid document and directions of the Engineer-in-Charge. The rate shall be inclusive of all professional charges, documentation & drawing charges, travel, liaison, and all incidentals required for obtaining all eight (8) clearances. Nothing extra shall be payable on any account whatsoever. Statutory fees, processing fees, inspection charges, and other charges levied by statutory authorities shall either be reimbursed to the Consultant at actual on production of original receipts, or paid directly by the Department to the concerned statutory authority, as may be decided by the Engineer-in-Charge. Note: The consultancy fee quoted shall be a lump sum inclusive of all professional services. Statutory fees, processing charges, and other authority-imposed charges payable to Government / statutory bodies shall not form part of this rate.
