Financial Standing: The Bidders will be qualified only if they have minimum financial capabilities as below - (i)T1- Financial Turnover: The bidder should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year up to the date of opening of the tender. The audited balance sheet reflecting financial turnover certified by chartered accountant with her stamp, signature and membership number shall be considered. (ii)T2-Liquidity: The bidder should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by chartered accountant with her stamp, signature and membership number shall be submitted by the bidder along with bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered. Otherwise, the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled Bank in India and it should not be more than 3months old as on date of submission of bids. In Case of JV firms' overall liquidity of JV firm shall be assessed by arithmetic sum of liquidity of all members of JV.
1.The work of "Track Based Lubricator" is executed by firm whose technical capabilities have already been established by RDSO as under: - "The technical capabilities of vendor of "Track Based Lubricator' have been established as per Document no. TM/SM/STR/48/TBI (E) and TM/SM/STR/48/TBLH and fulfilment of all requirements given in the specification IRST-48. The approval is also based upon satisfactory prototype testing and performance evaluation in the field." 2. Only RDSO approved firms are eligible.

The tenderer shall visit the site of work and acquaint himself/themselves with the conditions of work viz. approach roads and accessibility, availability of materials, electric power, water for work and drinking purposes, site for labour camps, stores, godowns, extent of lead/lift in work, availability of skilled and unskilled labour etc. that may be encountered in the course of execution of work. In short, he/they should familiarize himself/themselves fully with the all the conditions of the work site & all the financial implications due to the above conditions is deemed to be understood and taken care of while bidding the offer.

| Supply,installation,commissioning and maintenance of track based rail lubricator(Electronic type) with dual applicator/wiper bar complete system including supply of grease for 05 years as per RDSO's technical specification No.IRS-T-48 upto ACS-5 issued in May-2025 (Ver- 5.0) (or latest correction slip, if any) for track based lubricators with carry down effect upto 2Km & supply of solar panel and its accessories including battery for successful operation of lubricator. Power supply:Application system should be designed to operate either with direct electrical connection to AC power source or independently using a solar panel and battery as per para 7.2 of RDSO technical specification for track based lubricator. The firm has to inspect each location regularly for operation and maintenance within 45 days(at least twice in 3 months) for each curve. The machine and the solar panel assembly will be the property of contractor which will be taken back by contractor after successful completion of job (i.e. after 05 years.) The rate includes all tools, plants,parts, labour,taxes,transportation,royalty etc complete job. The rate also includes the cost of maintenance and all parts for 5 years. The rate also includes testing of grease for its suitability as per RDSO specification(i.e. testing the grease for its coefficient of friction at Gauge Face corner of outerrail of curve, which should be less than 0.25).Coefficient of friction and carry down effect of lubricator shall be measured at a frequency of 3months or higher,depending on the site conditions with a RDSO validated Tribometer as per RDSO Document No.IS/RDSO-TMM/0001:2023 or latest if any.(Note:- If the coefficient of friction at Gauge Facecorner of outer rail of curve is found above 0.25, then no payment will be made to the agency for that period, calculated on pro rata basis. | Removal and re-fixing of Gauge Face Lubricator equipment fixed on the rail to carry out various track maintenance works such as machine tamping, deep screening by BCM, track renewals, destressing etc. or when ever required as instructed by Engineer in-charge. The rate includes all tools, plants, parts, labour,taxes, handling,crossing of tracks, loading, unloading, transportation of removed equipment to nominated location and bringing back to site for re-fixing etc. complete job. After re-fixing, the machine should be in working condition. If any damage happens to the equipment during removal, handling, transportation & re-fixing, the entire responsibilitylies with the agency. No claim from Railway shall be made.
