Construction/Upgradation of Sewage System in Chikkaballapura Town along with 5 years Operation & Maintenance (including 1-year Defect liability period) under NGT Environmental & Compensation fund through Design, Built, Operate and Transfer (DBOT) model

3.2(b) Satisfactorily completed (at least 90% of the contract value), as prime contractor, at least one similar work such as UGD project /STP project/ water supply project/ Irrigation Projects /combined water supply & sewerage project/ combined water supply & sewerage project with Road/ combined water supply & sewerage project with Layout works/ combined water supply & sewerage project with Buildings value not less than Rs.12.31 Crores. If the bid is submitted as a joint venture, then any one partner should meet the requirement.

3.2(c) Executed in any one year of the last five years (2020-21 to 2024-25) the following minimum quantities of works. (1) Earthwork excavation in all kinds of soil by mechanical / manual means -60366 Cum (2) Cement concrete (Including RCC & PCC) -2350 Cum (3) TMT Steel - 32.50 Ton (4) uPVC/RCC/NP3/Stone ware/ DI pipes of dia. in range of 160 mm to 500 mm dia. - 11.31 Km. If the bid is submitted as a joint venture, then any one partner/jointly should meet the requirement in the same financial year. Note: The certificate should be issued by an officer not below the rank of Executive Engineer or Equivalent or Employer in case of Govt / Semi Govt. Authorities and General Manager in case of Public Sector Undertaking. If the bid is submitted as a joint venture, then any one partner/jointly should meet the requirement in the same financial year.

3.2(d) The tenderer or his identified subcontractor should possess experience in Construction of Wet well/ Sewage Pumping Station/ Jack well/ Intake well of minimum 6 m diameter / 18.85 m perimeter. If the bid is submitted as a joint venture, then any one partner should meet the requirement

3.3 (a) availability by owning at least 50% of the required/specified key and critical equipment for this work and (b) the remaining 50% can be deployed on lease /hire basis for all works provided, the relevant documents (commitment agreements etc.) for availability for this work are furnished. (1) Excavators -Total-3 Nos. (Owned -2 No. and Hired -1 No.) (2) Tippers- Total-4 Nos. (Owned -2 No. and Hired -2 No.) (3) Self-loading Concrete mixer - Total-2 Nos. (Owned -1 No. and Hired -1 No.) (4) Crane of capacity- Total-1 No. (Owned -0 No. and Hired -1No.) If the bid is submitted as joint venture, then any one partner/jointly should meet the requirement. Note: The bidder shall provide invoice / RC book copies for owned vehicles and for lease / hire vehicles, agreement along with RC book/ invoice copy for vehicles

3.3(b) Liquid assets and/or availability of credit facilities of not less than Rs 7.38 Crore (credit lines/letter of credit/Certificates from banks) for meeting the fund requirement etc., (equivalent of the estimated cash flow for 3 months in the peak construction period) in the form of unconditional credit lines/ letter of credit/ certificate from any Nationalized Banks/ Scheduled Banks from Karnataka -India as per the prescribed format. If the bid is submitted as a joint venture, then any one partner should meet the requirement. Note: Liquid assets in the form of credit line/ letter of credit/ certificates from banks for meeting the fund requirement etc., shall be in the format appended with the bid document. Any conditional Banker Certificate will not be accepted and will lead to disqualification.

3.6 Tenderers who meet the above specified minimum qualifying criteria will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tender capacity means (AxNx1.50 - B) Where A means Maximum value of civil engineering works executed in any one year during the last five years (updated to 2025-26 price level) taking into account the completed as well as works in progress. N means Number of years prescribed for completion of the works for which tenders are invited B means Value, at 2025-26 price level of existing commitments and on-going works to be completed during the next 1 year. Note: (1) The statements showing the value of existing commitments and on-going works as well as the stipulated completion period, remaining period for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent. (2) In case of JV, values of A and B shall be the sum total of the respective figures of all the Partners.

3.2(e) The tenderer or his identified subcontractor should possess experience in Construction of 1 Nos of SBR/ NEBR/equivalent/any other type STP/ WTP works with a minimum of 5.00 MLD Capacity. If the bid is submitted as a joint venture, then any one partner should meet the requirement. Note: (1) The Experience certificate from the competent Govt /Semi Govt. /Public sector undertaking shall be furnished. The certificate should be issued by an officer not below the rank of Executive Engineer or Equivalent or Employer in case of Govt / Semi Govt. Authorities and General Manager in case of Public Sector Undertaking. (2) Turnover and the value of completed work shall be given a weightage of 10% per year to bring them to the price level of the FY in which the tenders are invited. (3) Value of the work mentioned in the work done certificate shall be Excluding GST (4) If the bidder has submitted work done certificate in JV, only JV share will be considered for evaluation purpose. (5) The sub-contractor should provide his consent for associating with the bidder for this tender package. (6) The subcontractor should also provide his experience certificate/ documents for the claimed works

3.2(a) Achieved in each of the at least two financial years a minimum annual financial turnover (in all classes of civil engineering construction works only) of Rs. 49.22 Crores (i)Audited profit and loss account statement/ balance sheets certified by the chartered accountant, (ii) Turnover certificate with UDIN and (iii) IT returns filed for the above indicated 5 years is to be uploaded along with the technical bid. If the bid is submitted as JV, then the requirement of minimum financial turnover shall be considered on the basis of combined resources. The lead partner should have an annual financial turnover of not less than 51% of total turnover indicated above in any two financial years during last 5 financial years. All document/certificates issued by a Charted Accountant should have a UDIN (unique document Identification Number) generated through the ICAI (The Institute of chartered Accountants of India) Portal. Certificate without UDIN the documents uploaded will be considered and treated as invalid documents. Note: In case of JV, Joint venture partnership deed shall be submitted as per section 10 format for Joint Venture along with the other documents through KPP Portal. (1) Individual - Rs. 49.22 Cr. (2) Joint Venture- Lead Member - Not less than Rs. 25.10 Cr.
