Average Annual Turnover of the vendor for the last three completed financial years prior to date of opening of tender should be equal to or more than three times the average annual value of retail local purchase procurement made by that Railway hospital in the last three completed financial years or three times the estimated annual value of purchase, whichever is higher.
The average annual turnover of Bidder/Vendor in the previous three financial year prior to date of opening of tender should be equal to or more than Rs. 33,81,079/- . The bidder has to submit and audit balance sheet with profit and loss statement certified by CA with her stamp, signature and membership number shall be considered. NOTE:-The balance sheet and all other financial documents attested/certified by CAs to substantiate fulfilment of Financial eligibility criteria should be with UDIN, failing which the offer is likely to be rejected without any further reference.
Vendor should show profits in at least two out of the three last three financial years. Balance sheet/Profit - loss account certified by CA should be called for this purpose. NOTE:-The balance sheet and all other financial documents attested/certified by CAs to substantiate fulfilment of Financial eligibility criteria should be with UDIN, failing which the offer is likely to be rejected without any further reference.
Details of registration with any Government/Private/corporate Hospitals and past experience of supply to Government/Private/Corporate Hospitals for establishing the performance/Capacity of the vendor. Documents related to registration and contract copies along with satisfactory working in these organizations should be called.

Condition mentioned in the all uploaded documents are applicable and binding in this contract.
The Bid Security shall be deposited either in cash through e- payment gateway or submitted as Bank Guarantee bond from a scheduled commercial bank of India or as mentioned in tender documents. The Bank Guarantee bond shall be as per Annexure VI A and shall be valid for a period of 90 days beyond the bid validity period. The tenderer are advised to upload the Bid Security in case of BG as per Annex VI A for BID SECURITY uploaded in document Tab. Also, the original Bank Guarantee should be delivered in person to the official nominated as indicated in the tender document within 5 working days before closing date for submission of bids (i.e. excluding the last date of submission of bids).Non submission of scanned copy of Bank Guarantee with the bid on e-tendering portal(IREPS) and/or non submission of original Bank Guarantee within the specified period shall lead to summary rejection of bid. NOTE- Bank Guarantee for Bid Security shall be Acting Through CMS/CKP and Beneficiary shall be FA & CAO/S.E.Rly/Garden Reach/Kolkata.
PAN &GST Registration certificate should be submitted.
Vendor offering maximum discount on MRP shall be consider on Rate contract, If rate contract is to be entered on more than one vendor, discount offered by L1 shall be counter offered to other selected suitable higher bidders i.e. L2, L3 (as applicable ) for acceptance. The bidders accepting the counteroffers shall be finalized for placement of rate contract as per the predefined distribution. Regarding numbers of firm, decision of Railway administration /authority will be final.
PBG @ 5% to be submitted in favour of FA&CAO, south Eastern railway, Garden Reach, Kolkata- 43 within 30 days from the date of issue of letter of acceptance. PBG Shall remain valid for a period of 60 days beyond the date of completion of all contractual obligations.
Quantity to be ordered against rate contracts shall be graded in relation to discounts offered by vendors i.e. L1 will get the maximum supply orders. In case of two vendors distribution of orders (value wise) should be in the ratio of 70:30 on monthly basis. Suitable methodology may be adopted. In case of three vendors distribution of orders (value wise) should be in the ratio of 60:25:15 on monthly basis. Suitable mechanism may be worked out to implement this. While deciding the tender, the distribution should be followed as far as possible. These provisions must be transparently disclosed in the tender.

If rate contract is to be entered with more than one vendor, discount offered by L1 should be counter-offered to other selected suitable higher bidders i.e. L2, L3 (as applicable) for acceptance. The bidders accepting the counter offers shall be finalized for placement of rate contract as per the predefined distribution. (The ratio will remain same to give the advantage to the one whose offer was L1).
Termination of rate contract Railway reserve the right to terminate the rate contract any time without assigning any reason to vendor with approval of the competent authority.
Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
The tenderer are advised to read all the conditions mentioned in the tender document as well as uploaded documents carefully before submitting the bids.
e-Tender Forms shall be issued free of cost to all tenderers. (Authority- Rly Board's letter No. 2020/CE-I/CT/3E/GCC/Policy dtd: 16.07.2020)
The Bid Security shall be rounded off to the nearest 100. This Bid Security shall be applicable for all modes of tendering. (ii) Any firm recognized by Department of Industrial Policy and Promotion (DIPP) as 'Startups' shall be exempted from payment of Bid Security detailed above. (iii) Labour Cooperative Societies shall submit only 50% of above Bid Security detailed above.
In case, submission of Bid Security in the form of Bank Guarantee, following shall be ensured: i. A scanned copy of the Bank Guarantee shall be uploaded on e-Procurement Portal (IREPS) while applying to the tender. ii. The original Bank Guarantee should be delivered in person to the official nominated as indicated in the tender document within 5 working days before closing date for submission of bids (i.e. excluding the last date of submission of bids).iii. Non submission of scanned copy of Bank Guarantee with the bid on e-tendering portal (IREPS) and/or non submission of original Bank Guarantee within the specified period shall lead to summary rejection of bid. iv. The Tender Security shall remain valid for a period of 90 days beyond the validity period for the Tender. v. The details of the BG, physically submitted should match with the details available in the scanned copy and the data entered during bid submission time, failing which the bid will be rejected vi. The Bank Guarantee shall be placed in an envelope, which shall be sealed. The envelope shall clearly bear the identification "Bid for the ***** Project" and shall clearly indicate the name and address of the Bidder. In addition, the Bid Due Date should be indicated on the right hand top corner of the envelope. vii. The envelope shall be addressed to the officer and address as mentioned in the tender document. viii. If the envelope is not sealed and marked as instructed above, the Railway assumes no responsibility for the misplacement or premature opening of the contents of the Bid submitted and consequent losses, if any, suffered by the Bidder.
EMD and SD deposit amount shall be govern by Railway board's circular no 2004/RS(G)/779/11/Pt Dated 23.12.2019.
