The Surat Municipal Corporation invites tenders from eligible and qualified bidders

for the execution of the following scope of work:

1 The potential breeding spot : survey should be carried out by the bidder in the

inaccessible Surat Municipal Corporation area as per the instructions of the

Health Department. According to the instructions of the area assigned by the

health department officer, the area has to be surveyed to find the outdoor

potential mosquito breeding site using Al/ML sensor based drone technology

with HD/4K video quality.

2 Data Processing: Survey data will be filtered through AI/ML(Artificial

Intelligence/Machine Learning) technology to potential breeding site and

uploaded on online platform.

3 The cloud base platform : processed data should be available online and its web

browser should be Android compatible so that the health worker of the

corporation can easily operate and monitor the treatment remotely. The online

platform should have an updateable provision of completion of work after

completion of required treatment operations. The processed data should be

available with GEOTAG and limited access to data should be given to different

wards/areas of the Corporation. Access/subscription to the platform shall be

made available during the contract.

4 Health worker of Surat Municipal Corporation will further be deployed at the

potential site where treatment is required after aerial survey and data

processing. After completion of required treatment work completion update will

be done by the Health Worker of the Corporation.

5 The non-reachable site where it is difficult to carry out the spraying operation by

the ground team should be automatically assigned to the drone team and after

completion of the larvicide spraying operation by the drone team, the same

should be updated on the online platform.

6 Larvicide/pesticide for spraying operations will be provided by Surat Municipal

7 A facility for live monitoring of operations should be available so that updates of

operations can be monitored remotely. Also, live mapping GPS stick has to be

used to get accuracy in the work.

8 All the work has to be done keeping in view the epidemic situation and if the

need for more work is found, keeping in mind the epidemic situation, then more

work has to be done after getting the approval of the department.

9 During survey activity and larvicidal spraying operation, the log sheet has to be

maintained by the ward officer for working hours and spraying work.

10 The work has to be done in a favorable environment ensuring optimal use of

larvicide and minimal damage to the environment.

11 If required, the Bidder shall provide demonstration with all scope mentioned

above, for which prior notification will be given by the department.

12 The agency must have at least one qualified Entomologist on its payroll for a

minimum period of six months prior to the date of publication of the tender or

should submit entomologist report and study done in project for reference

13 If found necessary, the bidder may be called upon to deliver a detailed technical

presentation before the Evaluation Committee, wherein the bidder shall present

the web portal for post-survey LSM activities, including tracking and monitoring

Evaluation Procedure

The selection of the Vendor will be made on the basis of Quality-cum-Cost Based

Selection (QCBS) method in three stages.

In the first stage, the evaluation of the minimum eligibility documents (refer Eligibility

Criteria) submitted by the bidders will be carried out. Based on this evaluation, a list

of short listed bidders shall be prepared.

In the second stage, the qualified bidders' proposals shall be evaluated technically.

Technical points will be given on the basis of the evaluation of the Technical Bids by

the eligible bidder as per the Evaluation Criteria mentioned in Technical Eligibility

Criteria Minimum 32(Thirty Two) points is required out of the total Technical Score of

100 for getting short listed for opening the Financial Bid.

-:TERMS AND CONDITIONS :-

1 Successful Bidders awarded the purchase/work order must deposit the requisite

amount of Security Deposit (5% of the Contract Value) within the stipulated date

(1) If the successful bidder shall unable to furnish Performance Security within time

limit, the delay penalty of 0.065 % for each day delay.

(2) If the successful Bidder fails to fulfill his obligations under this Tender i.e.,

Nonadherence to terms and conditions contained in this Tender, the surat municipal

corporation give notice to successful bidder, after due notice to the bidder may

blacklist . In such events, the Contract will stand terminated and the

Performance Securities of such Firm shall be forfeited.

(3) If the successful bidders shall not deploy a team along with required drones at

particular location as may be decided mutually, a penalty of Rs. 10,000 per instance

4 In the event of any disputes arising out of the execution of Rate Contracts, the

within stipulated period shall be the sole responsibility of the

Successful Bidder / Tenderer, failing which, SMC may recover

the amount due, from any other payable dues with SMC and

decision of Municipal Commissioner shall be final and binding

on the Contractor / Successful Bidder in this regard. Further,

the non payment of GST to the Government may lead to the

termination of contract and forfeiture of Security Deposit /

Performance Guarantee Amount.

c. If imposition of any other new Taxes / Duties / Levies / Cess or

any other incidentals etc. or any increase in the existing Taxes /

Duties / Levies / Cess or any other incidentals etc. are

imposed during the course of the contract, the same shall be

borne by the Contractor / Successful Bidder only, in no case

SMC shall be liable for the same.

7 Authorized Signatory/ Signing of Tender: Individual signing the tender or other

documents connected with contract must specify the capacity in which the

tender documents are signed as:

a). a “sole proprietor‟ of the concern or constituted attorney of such

b). a partner of the firm, if it be a partnership firm, in which case he

must have authority to execute contracts on behalf of the firm

and to refer to arbitration disputes concerning the business of

the partnership either by virtue of the partnership agreement or

other person and if, on enquiry it appears that the persons so signing had no

13 All attending Tenderer shall have to submitted Max.6(Six) Months old

solvency certificate of Mini.20% of the Estimated Amt. of the tender cost of

any Nationalized Bank/Schedule Bank.

14 The Bidder (Reseller/ OEM) should be from India. but the registration of their

head office or service centre should be in Gujarat State.

15 Availability of service centres: Bidder/OEM must have a functional service

centre in the state of each consignee’s location in case of essential and

immediate services (not applicable in case of goods having on-site warranty).

Payment shall be released only after submission of documentary evidence of

having functional service centre.

16 Bidder’s offer is liable to be rejected if they don’t upload any of the

17 OPTION CLAUSE: The Purchaser reserves the right to increase or decrease the

quantity to be ordered up to 25 percent of bid quantity at the time of

placement of contract. The purchaser also reserves the right to increase the

ordered quantity by up to 25% of the contracted quantity during the currency

of the contract at the contracted rates. Bidder is bound to accept the orders

21 Bid offers with incomplete specification will be disqualified during the

Technical Evaluation.

22 In case of non-compliance with the above terms and conditions, the bidder

will be rejected by the buyer during the technical evaluation.

23 Any decision regarding the above bid will be considered final by the standing

committee of the Surat Municipal Corporation.

24 In case of any mishap, the bidder has to take insurance of all his employees.

Surat Municipal Corporation will not be responsible for any loss in the nature

of money, public property or human/animal life.

25 The successful bidder has to submit details of all the Machinery, Software and

analytical tools which will be used for the project.

26 After checking the minimum qualification criteria of the party in this tender by

the Expert Committee, the party fulfilling all the criteria will be opened for

commercial bid to the technically qualified party after reviewing the technical

quality in Quality-Cum-Cost Based Selection (QCBS) of the same agency.

27 Costs incurred for aerial machine work like rent of drone, cost of pilot and

cost of maintaining online platform shall be borne by the bidder.

28 In addition to the machines approved in the tender, the bidder shall keep

additional machines in spare and provide another machine immediately in

case of machine breakdown during operation. Along with that, manpower

related to drone operation will also have to be provided.

29 Appropriate uniform, identity card and necessary safety gears shall be

provided to the employees to be hired by the bidder for this work. Also, care

must be taken to avoid endangering public interest during operations.

30 Bidders shall maintain and submit signed log-sheet after performing the daily

operation of the area assigned to them.

31 The Surat Municipal Corporation shall have the sole right to accept or reject

the lowest tender or any tender or parts thereof and no reason shall be

assigned there for.

32 Log sheet with the details of completed work signed by the Officer/Employee

of that area shall be deposited along with tax invoice at the end of monthly

work based on which payment will be made.
