Providing and Laying of Rubber Moulded Paver
Block Grey/Coloured 60 mm thick, M-35 Grade
of any size ; shape (Usually Uni-Paver Blocks)
using black trap good quality aggragate of
mm nominal size for footpath, parking areas,
service lanes and other areas as
mentioned in the drawing / instruction of
engineer in charge. Cost includes formworks
using rubber mould, Rate providing and
laying paver blocks as per required grading
and specification. The paver block shall be
mechanically compacted. The work of ₹
paving blocks shall be executed in line and level
by skill mason of flooring work only. It should be
laid in such a way that the no cutting of the
paver block to be necessary. if cutting of paver
block necessary then it should be cut by
machine only and carting. The finished
surface of the paver block shall have
resonably good, plain finished. Paver blocks
shall be compacted and shall be relaid if
necessary. Gravel or such type of materials
shall not be allowed for production.
Laying on 5cms thick sand beddding.

specified thickness, size, grade of concrete
and colour machine made and blasting by
automatic shot blasting machine and high
density of as per approved sample of
approved make for footpath, parking areas,

bedding layer of coarse sand below paver
block as per required grading and specification.

The finished surface of the paver block shall
have coarse sand Texture Finish. Pave blocks
shall be compacted and shall be re-laid if
necessary. Actual laid area shall be measured
and paid without any wastage.

of size 200mm x 200mm.

The first envelope ‘A’ containing technical bids from the bidders received,
shall be opened in the presence of the bidder’s representatives as per NIT
and the technical bids shall be scrutinized by AMC for satisfying eligibility
criteria for the bidders for this work. Then, the financial bids – Volume-II
(envelope ‘B’) from the eligible tenderers only shall be opened. The actual
date of opening of financial bids shall be communicated to technically
qualified bidders at a later date.
Tenders received without EMD shall be considered as Non-Responsive and
shall be rejected outright. ..
14 Terms, Condition, & All general condition of contract of Form B1 condition of contract shall
Specification be applicable..
15 Defect &Liability Period The contractor shall be responsible to make good and remedy at his own expense
any defect which may develop or may be noticed before the period mentioned
hereunder from the certified date of completion, The within 15 days of receipt of
the notice. In the case of failure on the part of the contractor, the Engineer-in-
charge may rectify or remove or re-execute the work at the risk & cost of the
contractor. The Engineer-in-charge shall be entitled to appropriate the whole or
any part of the amount of security deposit towards the expenses, if any, Incurred
by him in rectification, removal or re-execution. The Defects Liability period
shall be as under(a) for all works costing upto Rs. 50,000 ( amount put to
tender), the period shall be 3 months from the certified date of completion.
(b) for all works costing more than Rs. 50,000 and upto Rs. 1 crore (amount put
tender), the period shall be 6 months from the certified date of completion or one
monsoon, whichever is later.
(c) for major projects costing more than Rs. 1 crore, the period shall be
months from the certified date of completion which should include one
(d) For building works, the period specified in (a), (b) or (c) above OR elapse of
monsoon period following the certified date of completion, whichever is later.
For the purpose of deciding the monsoon period, the 30th September may be
treated as the last date.
16 Time permitted to start Whenever a work is allotted by Engineering staff, whether minor or major
parts of work of part thereof of any amount, the contractor shall be bound to start the
works within 48 hours of intimation of work. Communication done
telephonically via SMS, Via Whatsapp and through letter / E-mail shall be
considered legal and binding for the same. Failure of comply to start the
works in 48 hours of intimation as above by contractor the contractor shall
be levied penalty of (1) Rs.1000/- per day (for tenders amounting upto
Lakhs), (2) Rs.2500 per day (for tenders amounting above 10 Lakhs and
upto 30 Lakhs), (3) Rs.5000 per day (for all tenders amounting above
Lakhs). Three times failures by contractor shall make contractor
responsible to be black listed unless and otherwise justified properly in
writing / binding within 15 days of last notice of penalty.
17 Compensation for Delay 10% of Remaining work
18 Addendum/Corrigendum Addendum/Corrigendum If any Shall be Published 48 Hrs. Price To the
Final Submission Time And Date. The Same Shall From a part Of Tender
And The Same As to be Attached Along With The Tender Document.
19 EPF Act As per Acoount Department circular no-37 Date:09/08/2018
Conditional tenders will not be accepted. Municipal Commissioner reserves the rights to reject any or
all the tenders without assigning any reasons thereof.

2. Assessment of Submission
2.1The Employer will open the technical bid of physically submitted document of all the bids
received for the package (except those received late) containing the sealed Tender volume and
other enclosures then announce the names of bidders in the presence of bidders or their
representatives who choose to attend on the date and time mentioned in the NIT In the event of
specified date of bid opening being declared as a holiday for the Employer, the Tender will be
opened at the appointed time and location on the next working day.
2.2 In Physical submission, Bidders detailed and tender fee, E.M.D. shall be opened first. The
Employer at the opening will announce bidder’s names, , the presence/or absence of EMD, the
amount and validity of EMD furnished with each bid, is valid registration and such other details,
as the Employer may consider appropriate. As per the checklist.
2.3 The Employer will determine whether the bid is accompanied by the required EMD.
2.4 If the EMD furnished does not conform to the amount and validity period as specified in the
Invitation for Bid and has not been furnished in the form, the bid shall be rejected by the
Employer as non-responsive and the Tender volume will be returned to the bidder.
2.5 Subject to confirmation of the EMD by the issuing bank, the Tender volume accompanied with
valid EMD will be taken up for further evaluation. In case, the Bank does not confirm the EMD,
the bid shall be rejected as non-responsive and no further evaluation carried out.
2.6 The tender volume will further be examined to determine whether the bid has been properly
signed, meets the eligibility and qualification criteria, has the required available bid capacity, is
accompanied by the requisite certificates, undertaking and other relevant information specified in
the bid documents and is substantially responsive to the requirement of the bidding documents
and provides any clarification for ascertaining the correctness of the information/details.
2.7 If the Tender volume is not substantially responsive, it will be rejected by the Employer and will
not subsequently be made responsive by correction or modification or withdrawal of the
nonconforming deviation or reservation.
3. Evaluation and Comparison of Tender volume
The Employer will evaluate and compare only those Tender volumes which are determined to be
substantially responsive in accordance with Clause 2 and qualified for award of Contract in
accordance with Clause 5(General Terms and Condition).
4. Procedure for Tender Opening
Received copies of tender in physical form with in schedule time, will be open on schedule date
and time. In the event of specified date of bid opening being declared bidders who qualify the
criteria then bidder bid will be considered for opening of price bid.(Following clause no. 5 of
5.1 The Employer will award the Contract to the bidder whose bid has been determined to be
substantially responsive to the bidding documents and who has offered the lowest Evaluated Bid
Price, provided that such bidder has been determined to be (i) eligible in accordance with the
provisions of Clause 3(General Terms and Condition); and (ii) qualified in accordance with the
provisions of Clause 5(General Terms and Condition).
6. Notification of Award
6.1 Prior to expiration of the period of bid validity prescribed by the Employer, the Employer will
notify the successful bidder by cable/fax and confirmed by registered letter that his bid has been
accepted. This letter shall name the sum which the Employer will pay the Contractor in
consideration of the execution, completion and maintenance of the Works by the Contractor as
prescribed by the Contract.
6.2 The notification of award will constitute the formation of the Contract.
7. A successful Bidder has to deposit security deposit / Bank Guarantee as per As per City
Engineer Circular (WRM) no. 6 2011/12 DT: 24/06/2011 after receiving letter of Indent.
Time limit of work will commence from the date of issue of work order.
8. Clarification of Bids
8.1 To assist in the examination, evaluation and comparison of bids, the Employer may, at his
discretion, ask any bidder for authentication the correctness of the information/details furnished
by him in his bid. Such request by the Employer and the response by bidder shall be in writing or

decisions may result in the rejection of his bid.
10.1 The bidder is advised to visit and examine the Site of Works and its surroundings and obtain for
itself on its own responsibility all information that may be necessary for preparing the bid and
entering into a contract for construction of the Works. The costs of visiting the Site shall be at the
bidder’s own expense.
10.2 The bidder and any of its personnel or agents will be granted permission by the Employer to
enter its premises and lands for the purpose of such inspection, but only upon the express
condition that the bidder, its personnel and agents, will release and indemnify the Employer and
its personnel and agents from and against all liability in respect thereof and will be responsible
for death or personal injury, loss of or damage to property and any other loss, damage, costs and
expenses incurred as a result of the inspection.

1. Scope of Bid
1.1 The Ahmedabad Municipal Corporation hereinafter called "the Employer" invites Tender
document for the construction of works (as defined in these documents, hereinafter referred to as "the
Works") detailed in the table given in the IFB.

5.3 Disqualification
Even though the Bidders may meet the above criteria, they are subject to be disqualified for any of the
following reasons:
a) Misleading or false representation in the forms, statements and attachments submitted and included
b) Record of poor performance such as abandoning the work, rescinding of contract for which the
reasons are attributable to the non-performance of the contractor, consistent history of litigation
awarded against the applicant or financial failure due to bankruptcy.

6.1 Each bidder shall submit only one bid per contract package either by himself or as a partner in a
joint venture. A bidder who submits or participates in more than one bid for a contract package will

7. Bidding Documents
The bidder is expected to examine carefully the contents of all the above bid documents. Failures to
comply with the requirements of bid documents will be at the bidder's own risk. Pursuant to Clause
16, bids which are not substantially responsive to the requirements of the bidding documents will be

The bid, and all correspondence and documents related to the bid exchanged between the bidder and
the Employer shall be written in the English language. Supporting documents and printed literature
furnished by the bidder may be in another language provided they are accompanied by an accurate
translation of the relevant passages in the English language, in which case, for purposes of
interpretation of the bid, the English translation shall prevail.
9.1. Unless stated otherwise in the bidding documents, the Contract shall be for the whole works as
described in bidding documents, based on the percentage rate amount in the Bill of Quantities
submitted online by the bidder.

10. Bid Validity
10.1 Bids shall remain valid as per Instruction to Bidders (ITB) after that deadline date for bid

shorter period.
10.2 In exceptional circumstances, prior to expiry of the original bid validity period, the Employer
may request the bidders to extend the period of validity for a specified additional period. The
request and the responses thereto shall be made in writing or by fax. A bidder may refuse the
request without forfeiting his bidder agreeing to the request will not be required or permitted to
modify his bid but will be required to extend the validity of his Bid Security for the period of the
extension, and in compliance with Clause 2 ( Financial Terms & Conditions) in all respects.
11. Format and Signing of Bid
11.1 The bidder shall prepare two copies of the documents comprising the bid as described in
Instructions to Bidders.
11.2 The bid shall be typed or written in indelible ink and shall be signed by a person or persons duly
authorized to sign on behalf of the bidder.
11.3 The bid shall contain no alterations, omissions or additions, except those to comply with
instructions issued by the Employer, or as necessary to correct errors made by the bidder, in
which case the person or persons signing the bid shall initial all such corrections.
11.4 All witnesses and sureties shall be persons of status and probity and their full names,
Occupations and addresses shall be printed below their signatures.
12. Deadline for Submission of Bids
Bids must be received by the Employer at the address specified above not later than the time and date
specified in the NIT.
Any bid received by the Employer after the deadline for submission of bids will be returned unopened

At the same time that the Employer notifies the successful bidder that his bid has been accepted, the
Employer will direct him to submit the Performance Security and attend the Employer's office on a
date determined by the Employer for signing the Form of Agreement.
15. The selection process will lay high emphasis on the ability and competency of contractors to do
high quality work within the given time schedule.
16. The onus of providing, all necessary company / project related information, in appropriate manner
and medium, so as to demonstrate the competency of the bidder and to allow proper evaluation, will
rest entirely on the Bidder.
17. All clause shall be operative from the date of issue of work order and up to the expiry of original
and extended time limit.
18. Legal Condition:-
Corrupt or Fraudulent Practices
The Employer will reject a proposal for award if he determines that the Bidder recommended for
award has engaged in corrupt or fraudulent practices in competing for the contract in question.
The Employer will declare the firm ineligible, either indefinitely or for a stated period of time, to
be awarded a contract by AHMEDABAD MUNICIPAL CORPORATION if it at any time
determines that the firm has engaged in corrupt or fraudulent practices in competing for the
contract, or during execution.
“corrupt practice” means behavior on the part of officials in the public or private sectors by
which they improperly and unlawfully enrich themselves and/or those close to them, or induce
others to do so, by misusing the position in which they are placed, and it includes the offering,
giving, receiving, or soliciting of anything of value to influence the action of any such official
in the procurement process or in contract execution; and
“fraudulent practice” means a misrepresentation of facts in order to influence a Procurement
process or the execution of a contract to the detriment of the Borrower, and includes collusive
practice among bidders (prior to or after bid submission) designed to establish bid prices at
artificial non-competitive levels and to deprive the Borrower of the benefits of free and open

If Ahmedabad Municipal Corporation is convinced that the Bidder has resorted to material

Tender volume is submitted without valid documents and without proof of eligibility criteria it
will be rejected.
Those who do not meet with the eligibility criteria need not submit the Tender document.
Tenders, which do not fulfill all or any of condition or are submitted incomplete in any respect or
are conditional tenders, will be rejected.
Contractor shall be responsible to obey all Labour Laws, Environmental and Safety Laws.(the
existing laws as well as framed from time to time). Any penalties laid due to violation of such
laws shall be directly deducted from the contractor's outstanding.
19. Administrative Conditions:-
Safety and Signage
Contractor has to arrange for the complete safety of the persons working for project, users of the
road i.e. public and vehicles also. All the arrangements of traffic drums, metal / fiber cones, traffic
blinkers, traffic signs as per design, safety tapes etc. to be arranged at site. Necessary florescent
marking on traffic signs to be provided so that it should be visible at night. During night working
hours safety in charge personnel shall be provided with florescent jackets. This shall be Provided
at no extra cost by the bidder under attaché with specified in the tender documents under
Liaison with local authority for electrical connections for the AMC
The contractor is responsible for liaison with local authority for change in supply connection or
new connection on behalf of AMC. It includes filling the necessary application to power Supply
Company, follow up and getting the supply, filling the necessary test reports to the power supply
company. All official fees including security deposits and other expenses shall be of initially paid
by the contractor. AMC may support to get the temporary connection and may at its
diseretien get the same converted to permanent connection at the same of AMC if desired
do,and contractor shall as no extra cost support the same. In this case AMC my be as the
remaining cost subject to approval.
20 :- CONTINGENT FEE:
The Contractor warrants that he has not employed any person to solicit or secure the contract
upon any agreement for a commission, percentage, brokerage or contingent fee. Breach of this
warranty shall give the Municipal Commissioner the right to cancel the contract or to take any
other measure as the Municipal Commissioner may deem fit. The warranty does not apply to
commissions payable by the contractor to establish commercial or selling agent for the purpose
of securing business.
No officer, employer of the Municipal Corporation be admitted to any share or part of this
contract or to any benefit that may rise there from.
21:- OVERPAYMENT AND UNDERPAYMENT:
Whenever any claim fourths payment of a sum to the Municipal Corporation arises out of or
under this Contract against the contractor the same may be deducted by the Municipal
Corporation from any sum then due or which at any time thereafter may become due to the
contractor under this contract and failing that under any other contract with the Municipal
Corporation or from any sum due to the contractor with the Municipal Corporation (which may
be available with Municipal Corporation), or from his retention money, or he shall pay the claim
on demand. The Municipal Corporation reserves the right to carry out post payment audit and
technical examination of the final bill including all supporting vouchers, abstracts, etc.
The Municipal Corporation further reserves the right to enforce recovery of any over payment
when detected not withstanding the fact that the amount of the final bill may be included by the
If as a result of such audit and technical examination any over payment is discovered in respect
of any work done by the Contractor or alleged to have been done by him under the contract, it
shall be recovered by the Municipal Corporation from the contractor by way of all the means
prescribed above or if any under payment is discovered by the Municipal Corporation, any
amount due to the contractor under this contract or under payment may be adjusted against any
amount then due or which may at any time thereafter become due before payment is made to the
contractor from him to the Municipal Corporation on any other contract account whatsoever.
If, at any time, there should be evidence of any lien or claim for which owner might have
become liable and which is chargeable to the contractor, the owner shall have the right to retain
out of any payment then due or thereafter to become due an amount sufficient to completely
indemnify the owner against such lien or claim or if such lien or claim be valid the owner may
be or become due and payable to the contractor. If any lien or claims remaining, unsettled after
all payments are made, the contractor shall refund or pay to the owner all money that the latter
may be compelled to pay in discharging such lien or claim including all cost and reasonable

( C ) FINACIAL CONDITION
1. Cost and Currencies of Bidding
The bidder shall bear all costs associated with the preparation and submission of his bid and the
Employer will in no case be responsible or liable for those costs.
Currencies of Bid and Payment
The rates and the prices shall be quoted by the bidder entirely in Indian Rupees
All payments including advances, if any, shall be made in Indian Rupees.
2. Earnest Money Deposit :-
2.1 Bank guarantees (and other instruments having fixed validity) issued as surety for the bid shall be
valid for 28 days beyond the validity of the bid.
2.2 The EMD of the unsuccessful bidders, except for L1,L2 and L3 bidders, will be returned as
promptly as Early as possible as but not later than 28 days after the expiration of the period of bid

Circular.in the form of a Bank Guarantee/ DD/Locle MICR cheque for an amount equivalent to
5% (five percent) of the Contract Price .
Failure of the same shall make the contractor liable for any penalty as decided by AMC. At present a
policy is framed by Audit department of AMC to charge 4% interest for the balance period and
discontinuity period.
The Security Deposit to be provided by the successful bidder in the form of a bank guarantee as
per format shall be issued as per Memorendum of work.
(E) Retention :-
a). Retention @ 2% of the value of work done will be deducted from each RA bill. It will be
released along with release of payment of Final Bill.

1. Tenderer should be registered in PWD/ in Govt. R&B /CPWD / AMC or equivalent

11. Materials as and when rejected by the Engineer in charge or AMC's Consultant shall be
removed from the site of work within 24 hours.
12. All work shall be carried out in a manner as per standard engineering practice.
13. All tools, templates, machinery and equipment for correct execution of the work as well as for
checking lines, levels, alignment of the works & all precautionary measures during execution shall
have to be kept in sufficient numbers and in good working condition at the site of the work. All
excavated trench shall be kept covered with barricade and caution tap.
14. Special modes of the construction not adopted in general Engineering practice, if proposed to
be adopted by the contractor shall be considered only if the contractor provided satisfactory evidence
that such special mode of construction and completion of work to the required strength and quality.
Acceptance of the same by the Engineer in charge shall not however, absolve the contractor from the
responsibility of any adverse effect and concordance of adopting the same in the course of exaction or
completion of the work.
15. The contractor shall be responsible for observing the rules and regulation imposed under the "Minor
Mineral Act", and such other laws and rules prescribed by the Government from time to time.
16. All necessary safety measures and precautions (incl. those laid down in the various relevant
Indian Standard) shall be taken to engrave the safety of men, materials and machinery on the work
and also of the work itself.
17. Quantity measured in the tender is approximate. It may increase or decrease looking to the
quantum of actual work for which no any claim shall be entertained by A.M.C.
18. Contractor shall have to execute extra item if required or as per need of AMC.
19. The work in general shall be carried out as per standard specifications of the relevant items to
be executed & as per the instruction of Engineer in charge & as per the guidance of AMC's
Consultant for this project.
20. The general terms & conditions of the contract shall be applicable & shall be binding on the
contractor. The contract agreement shall have to be executed between AMC & the agency to which
work is awarded for execution.
21. For Tender amounting below 10 lakh LOI shall be issues within 3 days after received of
sanctioned tender and resolution.Within 10 days contractor has to submit SD and after reciveing SD
Work order shall be issue to contractor and the time limit shall be start from the date of issue of the
written work order to the contractor.
For Tender amounting above 10 lakh LOI shall be issues within 3 days after received of sanctioned

submission of S.D and shall be deducted from contractor’s bill.
22. In case of any ambiguity in specifications mentioned in this tender, the interpretation given by
M.C. Or His Designeted Officer will be final and binding to the Contractor.
23. The contractor shall take no advantage of any apparent error or omission in drawing or
specification and the Engineer -in-charge shall make such corrections and interpretations as necessary
to fulfill the intent of the plants and specifications.
24. The quantities of items in BOQ (Bill of Quantities) may vary in case of necessity arises.
25. All prevailing taxes/duties chargeable by State Govt./Central Govt. and the Municipal
Corporation. will be payable by the contractor.

and with other contractors to connect and to take a supply from such services, paying all costs in

30. Tenders shall submit all the valid/certified documents in support of their initial/eligibility
criteria mentioned above along with the bid. They shall have also to submit the income tax clearance
certificate and solvency certificate.

32. The contractor shall get the electrical works executed through the authorized Government

GENERAL SPECIFICATION
Time limit for the work shall be 12 months after the order to start the works. Progress of work
should be in proportion to time limit. The details of reinforcement of R.C.C. work shall be as per
design and instructions of Add. City Engineer and his order will be considered final.
The contractor shall have to maintain account of steel, cement and other materials that may be
brought by him on site. This account shall be regularly maintained and kept open for inspection by
Municipal Staff. Watering of all the items shall be as per instructions otherwise no payment shall be
made to contractors. Mixing of concrete shall be done by concrete mixer machine. Arrangements of
binding vibrator for R.C.C. works if required shall have to be made by the contractor .
The contractor shall be remain responsible for Workmen’s compensation if any accident. The
contractor shall arrange for barricading at night and arrangement of Pagi at night to direct the traffic.
He shall be responsible for any damage to public. If any incident happen, during the execution of
work. In case of dispute for unseen or overlooked items the decision of the Dy. City Engineer shall
be final. The contractor shall have to give site clean of all rubbish during the work and at the time of
completion of work and hand over the site with final finishing of the work as directed. All the
rejected materials shall be removed from site within 24 hours by contractor at this risk and cost.
Debris shall have to cart daily from site.
For mixing mortar either for masonry or for plaster or for any other purpose contractor shall have
to prepare through of bigger size and mix the mortar in the required proportion. In on case he shall be
allowed to mix the mortar either on floor or any finished surfaces. The contractor shall have to make
his own arrangement for water required for the work.
If any extra item crops up during the progress of work the same shall be carried out by the contractor
and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if
item is not available in SOR than based on current market rates. In case of extra item decision of
Add. City Engg. shall remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the
propose work the contractor shall carry out the same at his quoted rates without charges any extra and
the contractor will have to carry out the works and he will be paid at the rate quoted by him. No
claim for extra rate for subsequent changes in site and design is entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors shall
have to prepare the measures boxes according to this measure.
Octroi exemption passes shall not be given for any materials required for the work. Contractor will be
fully responsible for compliance of the various provisions under contract Act. 1970 and the Rules
framed the to under.
The tender for the work shall remain open for a period (180) days from the date of opening of the
tenders for this work and that the tenderer shall not be allowed to withdraw on modify the offer on
his own during the period. If any tenderer withdraw or makes any modifications or addition in the
terms and conditions of his tender not acceptable to the Municipal Corporation the Municipal
Corporation shall without prejudice to any right or remedy be at liberty to forfeit in full the said
earnest money and black list the contractor.
If work is not started within specified time limit the penalty as per rule & tender condition delay of
start shall be recovered separately from the immediate bills payable to the contractor. Contractor has
to make his own arrangement for procurement of steel and cement.
Contractors should note the following conditions carefully:-
i) Conditional tender shall not be accepted.
ii) All tenders are to be submitted in duplicate without which the tenders are liable to be rejected.
iii) In case of tender downloaded from website, tender fee & EMD should be submitted in form
of demand draft
iv) Condition of Form - B1 Standard Specification of material & code of practice will be

Any soil which generally yields to the application of pickaxes and shovels, spades, rakes or any
such ordinary excavating implement or organic soil, gravel, silt, sand turf loam, clay, peat
etc. falls under this category. For materials and workmanship for earthwork and
excavation, relevant specification IS: 3764 & IS 1200 (Part I) shall be followed.
To protect persons from injury and to avoid damage to property, adequate
barricades, construction signs, red lanterns and guards as required shall be placed and
maintained during the progress of the construction work and until it is safe for the traffic
to use the roadways. The relevant Indian standards and the rules and regulations of local
authorities in regards to safety provisions shall be observed.
The depth of the excavation shall be as required. The site shall be cleared and all
obstructions, loose stones, materials and rubbish of all kind, bush; wood and all type
trees shall be removed, as directed. The materials so obtained shall be the property of
AMC and shall be conveyed and stacked as directed, within 50-m. lead. The roots of the
trees coming in the sides of the trenches shall be cut and coated with hot Bitumen.
All types of trees, woods etc. which requires prior permission of Govt./ Forest
Authority / Municipal Commissioner, before cutting shall be cut after obtaining such
permission from them. The rate of site clearance is deemed to be included in the rate of
The excavation shall be carried out in true line and level and having width and
depth, as shown in the drawings or as directed. The Contractor shall do the necessary
shoring and strutting or shall provide necessary slopes to a safe angle or steps, as
required or directed, at his own cost. No extra payment shall be made for such
precautionary measures, taken. The bottom of the excavated area shall be leveled both
longitudinally and transversely, as directed, by removing excess soil and watering, as
required. No earth filling will be allowed for bringing it to level, if by mistake or any other
reason, excavation is made deeper or wider than shown on the drawings or as directed.
The extra depth or width shall be made up with sand filling, as specified for the bottom
level of the subsequent finishing at the cost of the Contractor or as directed by Engineer-
The Contractor shall at his own expense and without extra charge make provision
of supporting all utility services, lighting the excavated areas, separating and stacking
serviceable materials nearly, shoring, timbering, strutting, bailing out water either sub-
soil or rainwater, including pumping at any stage of the work. all Excavation work must
executed with manual labour only.
1.2. Precautions :
The blasting operation shall remain in charge of competent and experienced supervisor
and workman who are thoroughly acquainted with the details of handling explosives and
blasting operations. The blasting shall be carried out during fixed hours of the day,
preferably during the mid-day-lunch hours or at the close of the work as ordered in
writing by the Engineer-in-charge. The hours of blasting shall be notified in advance to
the people in the vicinity. All the charges shall be prepared by the man in charge only.
Red danger flags shall be displayed prominently in all directions during the blasting
People except this who actually light the fuse shall be prohibited from entering into this
area. The flag shall be stationed as 200 m. from the firing site in all directions and all
persons including workmen shall be excluded from the flagged area at least 10 minutes
before the firing warning whistle being sounded for this purpose.
During excavation in rock by blasting, the lowest 15 cm. of the stratas shall be blasted
with light charges so as not to shatter or weaken the underlying rock on which the
foundation will be actually laid. If excavation in rock is done to larger width and lengths
than those shown on the drawings or as directed, no payment shall be made for such
over break. If excavation is done to depth grater than shown on the drawings or directed,
excess depth shall be made up with foundation grade concrete as directed at the
contractor’s cost.
The charged hole shall be drilled to the required depth and in suitable places when
blasting Is done with powder, the fuse cut to the required length shall be inserted in the
holes and the powder dropped in. The powder shall be gently tamped with copper rod
with rounded ends. The explosive powder shall then be covered with trapping materials
which shall be tamped lightly but firmly. When blasting is done with dynamite and other
high explosive dynamite cartridges shall be prepared by inserting the square cut ends of
fuse into the detonator, and finished with dippers at the open ends. The detonator should
be gently pushed into the premier leaving one third of the copper exposed outside. The
primer shall be housed into the explosive. Bore holes shall be of such size that the
cartridges can be easily passed down. The primer shall be cleared of all debris and
explosive inserted. The space for about 20 cms. above the charge shall then be gently
filled with dry clay pressed home and rest of the tamping is firmed with any convenient
materials gently packed with a wooden cover.
At a time, not more than 20 such charges shall be prepared and fired. The man in charge
shall blow a whistle in a recognised manner for cautioning the people. All the people shall
then be required to move to safe distances. The charges shall be lighted by the man in
charge only. The man-in-charge shall count the number of explosions. He shall satisfy
himself that the charges have been exploded before allowing the workman to go to the
The contractor shall be fully responsible to strictly follow the prevailing rules and
procedures regarding blasting procedures.
In case of a misfire the following procedure shall be observed :
Sufficient time shall be allowed to account for the delayed blast. The man in charge shall
inspect all the charges and determine the missed charge.
If it is the blasting powder charge, it shall be completely flooded with water. A new hole
shall be drilled at about 45 cm. from the old and fired. This should blast the old charge.
Should it not blast the old charge. Should it not blast the old charge, the procedure shall
be repeated till the old charge is blasted.
In case of charge of gelatin, dynamite etc. the man in charge shall gently remove the
tamping and the primer with detonator. A fresh detonator and primer shall then be used
to blast the charge. Alternatively the hole may then be drilled 15 cm. away and parallel to
it. This hole shall then be charged fired when the misfired hole should explode at the
same time. The man in charge shall report to the office at once all cases of misfire, the
cause of the same and what steps were taken in connection therewith.
If a misfire has been found to be due to defective detonator or dynamite, the whole
quantity in the box from which defective article was taken must be sent to the authority
as directed for inspection to ascertain whether all the remaining materials in the box are
also defective or not.
1.4. Accidents :
The contractor shall be solely responsible for any accident during the entire procedure of
handling explosive and blasting and shall pay necessary compensation to persons affected
or damage t lands or properly etc., due to the blasting without extra claims on the

No materials excavated from foundation trenches of whatever kind they may be, are to
be placed even temporarily nearer than1.5m. of distance prescribed by the Engineer from
the outer edges of excavation. All materials excavated shall remain the property of
Government. Rate for excavation includes sorting out of useful materials and stacking
them separately as directed within the specified lead. Materials suitable and useful for
back filling or other use shall be stacked in convenient places but not in such a way as to
obstruct free movement of men, animals and vehicles or encroach upon the area required
for constructional purpose. The site shall be left clean of all debris on completion.
Disposal of excavated materials is subject to the following :
Unsuitable materials obtained from clearing site and excavation shall be disposed off
within a lead of 50 meters as directed. useful materials obtained from clearing site and
excavation shall be stacked within a lead of 50 M. beyond the building area as directed.
Materials suitable for back filling shall be stacked at convenient places within a lead of
M. from the structure for reuse. Useful stones from rock excavation shall be stacked
neatly within a lead of 50 M. and will be allowed to be used by the contractor on payment
at rates laid down in the contract or if not so aid down, at schedule of rates of the
Division or at a mutually agreed rates if there are no such rates in the Schedule of rates.
If surplus materials are required to be conveyed beyond 50 M. conveyance will be paid for
under a separate item.
1.7. Mode of measurement and payment :
The work shall be measured for the work limited to the dimensions shown on drawings or
directed, Excavation to dimensions in excess of the above will not be measured or paid
for and if so ordered by the Engineer the contractor shall have to fill up the excess depth
with cement concrete specified for foundation without extra payment.
Driving of sounding bards, drill holes to explore the nature of substratum upto a total
length of meter distributed in 2 or 3 places in each foundation if necessary, will be
considered incidental work and eill not be paid for separately.
Removal of slips and blows in the foundation trenches will not be measured or paid for.
If it is necessary in the opinion of the Engineer-in-charge to carry foundation below the
levels shown on the plants the excavation for the first 1.5 M. of additional depth will be
included in the quantity for the particular classification and will be paid for as extra work
at rate to be decided under the general conditions of contract unless the contractor unless
the contractor is willing to accept payment as tendered rates.

to a place within 5km. distance or as directed and ordered by the Engineer, so as not to
cause any inconvenience to the public traffic finding which in view of public safety and
traffic convenience. The corporation shall carry out the work by any other agency at the
contractor’s risk and cost. If the instructions are not completed within 7 days from the
date of order to cart the surplus materials and clear the site, the said work shall be
carried out by the Municipal Corporation at the risk and cost of the contractor and no
claim or dispute shall be entertained in this respect.
If the filling in trenches after settlement of the earth filling in trenches is to be
done and the same shall be carried out by the contractor without asking any extra rate.

Providing and Laying of Rubber Moulded Paver Block Grey/Coloured 60 mm
thick, M-35 Grade of any size ; shape (Usually Uni-Paver Blocks) using
black trap good quality aggragate of 20 mm nominal size for footpath, parking
areas, service lanes and other areas as mentioned in the drawing /
instruction of engineer in charge. Cost includes formworks using rubber
mould, Rate providing and laying paver blocks as per required grading
and specification. The paver block shall be mechanically compacted. The
work of paving blocks shall be executed in line and level by skill mason of
flooring work only. It should be laid in such a way that the no cutting of the
paver block to be necessary. if cutting of paver block necessary then it
should be cut by machine only and carting. The finished surface of the
paver block shall have resonably good, plain finished. Paver blocks shall be
compacted and shall be relaid if necessary. Gravel or such type of

Scope of work :
Excavation and compaction up to 30 cm in height . for footpath paving in all sorts of soil
murrum including sorting outs and stacking of useful materials stuff up to 50 mt. lead
from excavated place and same well be carting. Up to 5 km.
The scope of work includes manufacturing, supplying and laying of precast paver blocks
at various Retail outlets. The work includes :
Verification of the existing site condition and advising our project in charge to lay suitable
base course if required. Contractors are required to satisfy themselves with quality of sub
grade, sub-base course before the paver blocks are laid and suggest strengthening if
Clearing the site by removing all obstacles such as stones, debris etc. for laying of
Manufacturing of paver blocks in your plant as per requirements in technical
specification enclosed.
Supplying of paver blocks at site, including handling at both ends.
Laying of paver blocks at site as per requirement in technical specification, within shortest
possible time. The site being existing operating Retail Outlets, care should be taken to
ensure that the operation is not closed. The job of laying may required to be carried out
during night also.
Testing of paver blocks through reputed Govt./Non Govt. Test house and submission of
test results as per requirements in Technical Specifications. HPCL reserves the right to
carryout test at random. Cost for such tests to be borne by party.
The contractor shall guarantee that all material and components designed, fabricated,
supplied and laid by him shall be free from any type of defect due to faulty material
and/or workmanship/erection for a period of One year from the date of completion of
work at individual sites. However, the contractor fro two years shall render free
TECHNICAL SPECIFICATIONS :
I) Paver Block Manufacturing Facilities :
The Paver Block shall be made in factory with following minimum facilities :
1.1 Concrete Block making Machines :
The machine should be capable of producing high quality Paver Blocks by
obtaining high level of compaction by application of hydraulic compaction and also
by high intensity vibration to the moulds. The machine should have automatic
control panel for uniformity in strength.
1.2 Concrete Batching & Mixing Plant : (Not essential)
The concrete Mix Design should be followed for each batch of materials. The
concrete ingredient should be mixed in concrete Batching & Mixing plant with
minimum capacity of 30 cum/hour. The plant should equipped with automatic
control panel for maintaining water cement ratio from batch to batch to obtain
concrete of uniform quality and strength. The plant should be equipped with
adequate mechanism for mechanized loading of raw materials into mixer and
conveyor belt for transportation of concrete from mixer to concrete block making
machine to maintain quality of wet cement.
1.3. Curing:- The factory should have well designed curing area to ensure adequate
curing of paver blocks.
Laboratory (Desirable but not essential) :
The factory should have the following:
Compression testing machine of adequate capacity.
Other tools and equipment for testing raw materials and paver blocks.
(1).Systematic record of test results of various paver blocks manufactured in the

II) SPECIFICATIONS FOR COLOURED PAVER BLOCKS :
Coloured concrete paver blocks shall be manufactured as per attached
specifications using approved colour Pigment of “BAYER” Make “BAYFERROX IRONOXIDE
PIGMENTS” with minimum colour pigment of 3% by weight of cement. The colour shade
shall be “RED” as selected by HPCL before commencement of the work. White cement
shall be used for colored pavers to obtain the desired colour shade. The job also includes
providing 50 mm thick sand bedding to match the shade of the paver block.
The colour of the paver block shall be guaranteed against fading of colour for
period of 12 months from the date of laying of the same at site.
All other technical specifications & Procedure for testing, laying & sampling of
coloured pavers will be as per attachment.
III) PAVERS BLOCK CHARACTERISTICS :
The concrete pavers should have perpendicularities after release from the mould and the
same should be retained until the laying.
The surface should be reasonably smoothe and of anti skid and anti glare type.
The paver should have uniform chamfers to facilitate easy drainage surface run off.
The pavers should have uniform interlocking space of 2mm to 3mm to ensure compacted
sand filling after vibration on the paver Surface.
The concrete mix design should be followed for each batch of materials separately and
automatic batching plant is to be used to achieve uniformity in strength and quality.
The pavers shall be manufactured in single layer only.
Skilled labour should be employed for laying blocks to ensure line and level of laying,
desired shape of the surface and adequate compaction of the sand in the joints.
The pavers shall be of cement gray colour without any pigment & for coloured pavers
refer “specifications for coloured pavers.”
The pavers are to be skirted all round with kerbing using solid concrete blocks of size
150mm X 250mm X 380mm. The kerbing should be embedded for 100mm depth. The
concrete used for kerbing shall be cured properly for 7 days minimum.

1. Sampling For Testing
Sampling for testing of paver blocks shall be done in accordance with Appendix-A.
Compressive Strength
Testing for compressive strength shall be undertaken in accordance with

Concrete Floor Tiles) – Appendix D.
Water Absorption
Testing for water absorption shall be in accordance with IS 2185:1979 : Part I
(Specifications for Concrete Masonry Units) – Appendix E.
Sampling of Paver blocks.
1. Method of sampling :
Before laying paver blocks, each designated section comprising not more than
50000 blocks, shall be divided into ten approximately equal groups. Three blocks shall be
drawn from each group.
Marking and identification :
All samples shall be clearly marked at the time of sampling in such a way that the
designated section of part thereof, and the consignment represented by the sample, are
clearly defined.
The sample shall be dispatched to the approved test laboratory taking precaution to
avoid damage to the paving in transit. Protect the paving from damage and
contamination until they have been tested. The testing shall be carried as soon as
possible, after the sample has been taken. As soon as practicable after sampling. The
samples shall be stored in water at 20 degree C 5 degree C for 24 hours prior to
Paver Block Providing and laying shot blasted Non - interlocking, Paver
blocks of specified thickness, size, grade of concrete and colour
machine made and blasting by automatic shot blasting machine and
high density of as per approved sample of approved make for footpath,
parking areas, service lanes,cross over and other areas as mentioned in

cutting of the paver block to be necessary. If cutting of paver block
shall be required, than cut by machine only and laying to be done by skilled
flooring mason. The finished surface of the paver block shall have coarse
sand Texture Finish. Pave blocks shall be compacted and shall be re-laid if
necessary. Actual laid area shall be measured and paid without any wastage.

machinery’s and in the interest of the work. it shall be carried out on a water tight
platform and care shall be taken to ensure that mixing is continued until the mass is
uniform in colour and consistency. However in such cases 10% more cement than
otherwise required shall have to be used without any extra cost. The mixing in
mechanical mixer shall be done for a period 1 to 2 minutes. The quantity of water shall be
sufficient to produce a dense concrete of required workability for the purpose.
The concrete shall be handled from the place of mixing to the final position in not more
than 15 minutes by the method as directed and shall be
placed into its final position, compacted and finished within 30 minutes of mixing with
water i.e. before the setting commences.
The concrete shall be laid in layers of 15 cms. to 20 cms.
The concrete shall be rammed with heavy iron rammers and rapidly to get the required
compaction and to allow all the interstriees to be filled with mortar.
After the final set, the concrete shall be kept continuously wet, if required by pounding for
a period of not less than 7 days from the date of placement
The concrete shall be measured for its length breadth and depth, limiting dimensions to
those specified on plan or as directed.
The rate shall be for a unit of one cubic meter.

Painting Two Coats on divider and footpath curb surface / New Concrete
Surface ( Painting two coats after filling the surface with synthetic enamel
paint in all shades on new plastered concrete surfaces)
The colour and workmanship shall be in accordance with the Code of Practice for painting, and as
specified in the drawings or as directed by the Engineer
Materials: Synthetic enamel paint shall conform to IS.
The materials required for work of painting work shall be obtained directly from approved
manufacturers or approved dealer and brought to the site in maker's drums, kegs etc. with seal unbroken.
All materials not in actual use shall be kept properly protected, lids of containers shall be kept closed
and surface of paint in open or partially open containers covered with a thin layer of turpentine to
prevent formation of skin. The materials which have become stale or flat due to improper and long
storage shall not be used. The paint shall be stirred thoroughly in its container before pouring into small
containers. While applying also the paint shall be continuously stirred in smaller container. No left over
paint shall be put back into stock tins. When not in use, the containers shall be kept properly closed.
If for any seasons, thinning is necessary, the brand of thinner recommended by the manufacturer shall
The surface to be painted shall be thoroughly cleaned and dusted. All rust, dirt and grease shall be
thoroughly removed before painting is started. No painting on exterior or other exposed parts of the
work shall be carried out in wet, damp of otherwise unfavorable weather and all the surfaces shall be
thoroughly dry before painting work is started.
Brushing operations are to be adjusted to the spreading capacity advised by the manufacture of
particular paint. The paint shall be applied evenly and smoothly by means of crossing and laying off.
The crossing and laying off consists of covering the area over with paint, brushing the surface hard for
the first time over and then brushing alternately in opposite directions two or three times and then
finally brushing lightly in direction at right angles to the same.
In this process, no brush marks shall be left after the laying off is finished. The full process of crossing
and laying off will constitute one coat.
Each coat shall be allowed to dry completely and lightly rubbed with very fine grade of sand paper and
loose particles brushed off before next coat is applied. Each coat shall vary slightly in shade and shall be
got approved from Engineer-in-charge before next coat is started.
Each coat except the last cost shall be lightly rubbed down with sand-paper of fine pumice stone and
cleaned of dust before the next coat is applied. No hair marks from the brush or clogging of paint
puddles in the corners of panels angles of mouldings etc. shall be left on the work.
Approved best quality brushes shall be used.
Mode of measurements & payment :
Any type of C.C. Central verges curbs surface shall be measured under this item.
All the work shall be measured not in the decimal system as executed subject to the following limits
unless otherwise stated hereinafter :
(a) dimensions shall be measured to the nearest 0.01 metre.
(b) Areas shall be worked out to the nearest 0.01 Sq. metre.
No deductions shall be made for openings not exceeding 0.5 sq. mt. each and no addition shall be made
for painting to beadings, mouldings, edges, jambs, soffits, etc. of such opening.
The different surfaces shall be grouped into one general item, areas of uneven surface being converted
into equivalent plain areas in accordance with the mode of measurement for payment.

displaced during concreting or any other operations of the work. All devices used for positioning shall
be of non-corrodible material. Wooden and metal supports shall not extend to the surface of concrete,
except where shown on drawing. Placing bars on layers of freshly laid concrete as the work progresses
for adjusting bar spacing shall not allowed. Pieces of broken stone or brick and wooden blocks shall not
be used. Layers of bars shall be separated by spacer bars at 1m c/c , Precast cover blocks in cement
mortar 1:2 ( 1cement : 2 coarse sand) about 4 X 4 cm square section or 4 cm dia round section or PVC
cover blocks shall be used to maintain the cover of the concrete members as directed by Engineer In
charge or Architect. Reinforcement after being placed in position shall be maintained in a clean
condition until completely embedded in concrete. Special care shall be exercised to prevent any
displacement of reinforcement in concrete already placed. To prevent reinforcement from corrosion,
concrete cover shall be provided as indicated on drawing. All the bars projecting from concrete and to
which other bars are to be spliced and which are likely to be exposed for a period exceeding 10 days
shall be protected by a thick coat of neat cement grout.
Bars crossing each other where required shall be secured by 18 gauge GI binding wires (annealed) of size
not less than 1 mm., in such manner than they do not slip over each other at the time of fixing and
As far as possible, bars of full length shall be used. In case this is not possible, overlapping of bars shall
be done as directed. Where directed and practicable overlapping bars shall not touch each other,
but be kept apart by 25 mm. or 1.25 times the maximum size of the coarse aggregate, whichever is
greater by concrete between them. Where not feasible, overlapping bars shall be bound with
annealed wires not less than 1 mm. thick, twisted tight. The overlaps shall be staggered for
different bars and located at points along the span where neither shear nor bending movement is
maximum in beam and slab.
Whenever indicated on the drawings or desired by the Architect and Engineer-in-charge, bars shall be
joined by couplings which shall have a cross section sufficient to transmit the full stresses of bars.
The ends of the bars that are joined by coupling shall be upset for sufficient length so that the
effective cross sectional the base of threads is not less than normal cross section of the bar. Threads
shall be standard threads. Steel coupling shall conform to IS :
When permitted or specified on the drawings, joints of reinforcement bars shall be welded with
appropriate welding rod as per the instructions given by Structural Engineer. The type of welding,
size of fillet etc shall be as approved by Structural Engineer. Welded joints shall preferably be
located at points when steel will not be subject to more than 75 % of the maximum permissible
stresses and welds so staggered that any one section not more than 20 % of the rods are welded.
Only electric are welding using a process which excludes air from the molten metal and conforms
to any or all other special provisions for the work shall be accepted. Suitable means shall be
provided for holding bars securely in position during welding. It shall be ensured that no voids are
left in welding and when welding is done in 2 or 3 stages, previous surface shall be cleaned
properly. Ends of the bars shall be cleaned of all loose scale, rust, grease paint and other foreign
matter before welding. Only competent welders shall be employed on the work. The M.S
electrodes used for welding shall conform to IS: 814. Welded pieces of reinforcement shall be
tested. Specimen shall be taken from the actual site and their number and frequency of test shallbe
as directed. Welding shall be done by electric arc process as per IS : 816 and IS :
At the time of concreting, a bar fitter shall remain at site to keep the reinforcement in position.
Rolling margin shall be checked for each lot of steel received at site. This rolling margin shall be
considered for reconciliation of steel at the end of the project or after the end of each month as per
the decision of engineer -in charge.
Mode of Measurement and Payment
Reinforcement shall be measured in length including overlaps, separately for different diameters as
actually used in the work. Where welding or coupling is resorted to in place of lap joints, such
joints shall be measured for payment as equivalent length of overlap as per design requirement.
From the length so measured, the weight of reinforcement shall be calculated in tones by using
standard IS co-efficient. Length shall include hooks at the ends. The wastage of steel and binding
wires shall not be measured and paid extra. The rolling margin of steel shall not be paid extra.
The rate for reinforcement shall include the cost of labour and material required for all operations
described above like cleaning of reinforcement bars, straightening, cutting, hooking, bending,
binding, welding placing in position etc. as per the drawing or directed by the Architect or
engineer- in-charge Rate shall also include the cost of GI binding wires of 16 to 18 gauge, devices
like chairs, pins, spacer bars, cover blocks of PVC or cement mortar etc. for keeping reinforcement
