Transportation of coal from Naini mines of SCCL to RTPS and BTPS BY RCR mode

b) The tenderer shall have previous experience in any one (1) financial year during the preceding five (5) financial years (i.e.2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) as handling agent for the movement of Coal to Thermal Power Station/Industrial Unit by Road cum Rail Mode (i.e., Lifting Coal from Mines Transporting by Road to Nearest Railway Siding/stock yard & Loading into Rakes) c)The tenderer shall have satisfactorily handled at least a minimum quantity of 5.00 lakh MT (Five lakh MTs) of coal & contract value not less than Rs. 25.00 crores for any thermal power station/industrial unit in any one (1) financial year during the preceding five financial years, i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 by Road Cum Rail mode d)The Tenderer shall have successfully executed, the contracts involving Railway Liaisoning, coordination and logistics management for the movement of Domestic coal from Coal mines to Thermal Power Stations/Industrial Units in India through Road cum Rail mode, comprising liaisoning with Coal Companies, Coal lifting, Road Transportation, identification and coordination of Railway Loading Siding(s), Railway Coordination, Loading Supervision, Movement, Handling and Delivery of Coal, involving a minimum quantity of 5.00 Lakh Metric Tonnes (MT) in any one (1) financial year during the preceding five (5) financial years (i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) e)The experience claimed under Clauses (b), (c) and (d) shall have been successfully completed by the Tenderer and shall be supported by documentary evidence, including Work Orders/Agreements and Completion Certificates/Performance Certificates issued by the Employer, clearly indicating the scope of work, quantity handled and satisfactory performance

The tenderer should have achieved a minimum annual financial turnover of Rs. 134.00 crores in at least two financial years in last five years i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 and shall furnish copies of profit & loss statements and Audited Balance sheets duly certified by the Chartered Accountant

The tenderer should be financially sound and capable of executing high value contracts. As a proof of their financial capability, they should produce a firm and unconditional Letter of Commitment for an amount of Rs. 33.55 Crores (Rupees Thirty Three Crores Fifty Five Lakhs Only) from any nationalized bank / scheduled bank / branches of foreign banks in India valid for minimum period of one year to meet the fund requirement of the contract.

The tenderer shall furnish documentary evidence in the form of certificates issued by the General Manager / Chief Engineer / Head of the Company / Electricity Board / KPCL / CIL or their subsidiaries / SCCL or their subsidiaries / any Thermal Power Station as proof of satisfactorily fulfilling the requirements indicated in (b), (c), (d) & (e) above along with the copies of the relevant work orders. In case of certificates issued by any person other than the above authorities, the head of the Company / Utility / CIL / SCCL and their subsidiaries shall certify that the person issuing certificate is the authorized authority to issue such certificate

h)1) The tenderer must have ownership / working arrangement with a third party for a minimum of 80 Tippers / Dumpers, each having Valid Registration Certificate, Updated Road Permit & Updated Fitness Certificate, (Ownership documentary evidence to be submitted with bid documents) 2)The tenderer must have ownership / working arrangement with a third party for minimum 02 Pay Loaders (bucket capacity not less than 2.5 CuM) (Ownership documentary evidence to be submitted with bid documents). 3)The details regarding availability of transportation vehicles/ tippers, coal loading machinery at the railway siding / stack yard for loading of coal into wagons, their capacity etc. The details shall be furnished as per Schedule-I. KPCL will have the right to inspect all the equipments / vehicles offered by the Tenderer and verify their ownership / control as well as their present working condition and other details if considered necessary before deciding the tender and awarding the work.

Note: 1) The tenderer should have executed the contracts successfully to the satisfaction of the order placing party without any default. The bidder shall have to submit the experience/performance certificate(s) in original in this regard. The experience/performance certificate(s) should reflect minimum quantities as stated above for minimum qualifying criteria. 2)Experience in the main contract shall only be considered for satisfying the experience criteria specified in PQR. The contracts should have been bagged from the utility for whom the coal is transported / handled and executed by the bidder in its own name. 3)Experience as sub-contractor / Consortium member / Joint Venture shall not be considered for qualifying the experience criteria specified in PQR. 4)Bidder to submit affidavit regarding non-involvement in trading of domestic coal from CIL / SCCL or their subsidiaries or Private coal mines. Those bidders involved in trading of domestic coal of CIL / SCCL or their subsidiaries or Private coal mines are not allowed to participate in the tender.
