The Terms Of Reference Which Specifies The Scope Of Work And The Task Involved For The Work Of Infrastructure

Development Project Such as Consultancy Work For New Or Existing Diff. Type Of Civil Work Like RCC Trimix

Road, Asphalt Road, Paver Block Road, Footpath, Divider, Traffic Circle, Street Light, All Type Of Building Like

Community Hall, Party Plot, Complex, Library Building, Gymnasium Building, Crematorium Development, New

Garden Development, Beautification, Solar Power System, CCTV Camera, Water Supply, Underground Drainage,

Strom Water Drain, Solid Waste Management Etc. Development Related Project Work. Under Different Grants,

Yojana or Municipal Fund.

The work of the consultancy work is decided in three phases as under.

I. Detail survey, data Planning, Designing, Estimating and to prepare the project including all.

II. To get the accordance for A.A & T.S getting the loan or grant from Govt. Organization and invites the

tender, finalizing and issuing the work order.

III. Execution of Project including testing process Day to day supervision, checking of bills, quality

assurance, completion certificate etc. till requirement for complete work.

(I) Phase – 1. Preparation of project report, including detail Survey Planning, Designing, estimation,

DPR including all.

(II) Phase – 2. Preparation, Invitation, scrutiny, finalization of tender and award of work incl. to get the loan

TERMS OF REFERENCE

1.0 Scope of work in detail:

i. Collection of data and information about the existing structure system.

ii. Deciding the norms and parameters for designing the system in consultation with the municipal

and administrative approval & obtaining finance from various financial institutions Government sector.

2. Making technical presentation to the financial institutions in respect of technical aspects of the project.

3. Preparation of project tender packages for the entire project in consultation with the local body.

4. Preparation the project implementation chart for the whole project keeping in mind the fund flow expected

as well as the minimum interruption in the services being provided in town. Preparation of Prequalification

documents for short listing competent contractors and undertaking the whole procedure of prequalification

for the approval of the local body.

5. Preparation of the detailed tender document and invitation of tenders.

6. Evaluation of the tenders received, preparation of and evaluation report, presentation two the local body

with specific recommendations for approval of the tender by the local body.

1. Complete day to day supervision of the work at site, monitoring the progress, Full time experienced engineer

The above terms of reference refer to three different phases of Services and all the phases

maybe undertaken simultaneously or separately and may go on as parallel activities.

The technical agency has to do the work in close consultation with the Nagarpalika authorities and

also Government guideline at different stages.

General condition: -

1. Consultant must have to mention fee for all stages, phases of work compulsory. The fees are for the entire

work or any part of work there of and will be as per Nagarpalika requirement.

2. The fees include all the works related to the project, all papers, drawing, design, traveling and other

incidental expenses.

3. The designs and reports prepared by the agency shall be the property of the local body. But the same should

not be given to any other places without prior consent of the technical agency.

4. Any dispute arising out of the contract shall be settled by mutual discussion failing which through

arbitration in accordance with the Indian arbitration act.

5. The date of commencement of the project will be treated from the date of the work order.

6. For various installments, the technical agency shall submit bills in duplicate with advance stamped receipt.

7. The agreement for the technical agency shall be subject to Mahemdabad jurisdiction.

8. All the final documents prepared shall be provided to the local body in three (3) copies extra copies if

required will have to be paid for.

14 The time limit of the service will be 3 Years but if Nagarpalika wants to work with the same consultant, the

further renewal contract may be done by Nagarpalika, following the legal procedures.

15 Consultant must establish one office at Mahemdabad Town.

16 The consultant has to assign and appoint one or more than one qualified site supervisor for each and

every kind of work separately as required.

17 The consultant has to maintain all site work register like steel, cement, cc cube, pipe line etc. as per

instruction of RCM office, consultant has to appoint qualified degree holder civil engineer for this work.

 The above terms of reference refers to three different parts of consultancy and all the parts may be undertaken

simultaneously or separately and may go on as parallel activities.

 The Consultant has to do the work in close consultation with the Nagarpalika authorities and instruction of

municipal engineer for at all stages.

 The name of consulting firm who shall qualify for selection shall be entered into the short list to be approved

by Mahemdabad Nagarpalika. Mahemdabad Nagarpalika shall be competent to reject any or all submission for

qualification without assigning any reasons.

ELEGIBILITY CRITERIA FOR PMC SERVICES

The following criteria shall be fulfilled by the bidder as a minimum to qualify for further

evaluation and opening of their price proposal:

(a) Copy of Office Establishment proof (Certified copy of constitution of firm with detail setup of firm)

(b) List of Equipment and technical staff with proof of salary credited by consultant (technical agency)

(c) Copy of PAN card

(d) Copy of PF Certificate (If Applicable)

(e) Copy of G.S.T. Certificate

(f) The consultant/firm is an Indian Commercial entity and having registration/empanelment in Government

/ Semi Government Organizations including any State Govt. Undertaking (like GMFB, GUDM, GRHB,

TCGL, Municipal Corporations. The Consultant/firm Should submit attested copy of

registration/empanelment with State Government Department in appropriate class. (Government empanelled

agency give work preference) & Attached Copy of empanelment Letter.

(g) Qualification of Proprietor/Lead Partner/Director of company has been Post Graduate in Estimation or

Valuation of Immovable Property with 05 Years Experience.

(h) consultant must be practicing as an Engineer on Record (EOR) and Structure on Record with the respective

Corporation / Municipality / Urban Development Authority / PWD / GIDC / GIDB or Any other Government

Body (Government of Gujarat)

2. Experience in Key Activities:

a) Consultant/firm should have experience of having successfully completed Similar work in Minimum

03 Nagarpalika in 1 RCM zone for DPR Approval and supervision work with bill verification.

b) Copy of Form-3A duly signs with govt. authority of below listed projects.

- The Bidder must have completed any kind of Roads (CC/Paving Block) projects amounting Rs. 15.00 Crore

or more as a Project Management consultant (PMC) or as a DPR preparation consultant in last 2 year

- The Bidder must have completed any kind of Storm water Drainage projects amounting Rs. 7.50 Crore or

more as a Project Management consultant (PMC) or as a DPR preparation consultant in last 5 years.

- The Bidder must have completed any kind of Building works projects amounting Rs. 3.00 Crore or more as

a Project Management consultant (PMC) or as a DPR preparation consultant in last 5 years.

- The Bidder must have completed any kind of Garden projects amounting Rs. 1.50 Crore or more as a Project

Management consultant (PMC) or as a DPR preparation consultant in last 5 years.

c) Attested Copy of original certificates in support of above requirements shall be enclosed in hard copy

for verification, certified by the respective employer or his authorized representative, not below the rank

of an Executive Engineer or equivalent. Original Certificates of the same shall be produced for

verification on demand by employer. In case of any of the above works being carried out in joint

venture or association, the same shall be certified by client only not below the rank of an Executive Engineer

or equivalent and the certificate in this regard from other JV partner is not acceptable.

B) Financial Criteria:

1. The Consultant/Firm shall have annual financial turnover during the last 3 years (i.e. from 01/04/2022), should

be at least Rs.50.00 Lacs or more. (Balance Sheet and C.A. Certificate should be attached)
