BIDDER TO PLEASE READ THIS CAREFULLY
1) The tender document: Pre-Qualification Document - Volume I, Technical Bid - Volume II,
Price Bid Volume -III, and B1 agreement Volume - IV and drawing Volume - V shall be
prepared by e- tendering process marked as technical bid with Pre-qualification application &
2) The Bidder shall submit documentary evidence in support of Tender Evaluation Criteria,
failing which the tender will be rejected.
Earnest money as mentioned in the Memorandum of work in brief attached herewith & tender
fee shall be paid in the form of D.D. / F.D.R valid for the minimum period of 6 months. Scanned
copies of DD / F.D.R for tender fee & EMD should be submitted in electronic format through
online, while original documents of tender fee & EMD should be submitted by speed post/
courier / R.P.A.D. / Hand Delivery at Office of The Executive Engineer, G.I.D.C. Vapi
Administrative Building, Plot No. C-5/101, New Telephone Exchange Road, GIDC CHAR
RASTA, VAPI -396195 on or before date specified in the tender notice.
3) The contractor shall also apply for pre-qualification in the manner set out in the Pre-
Qualification Document (Volume – I).
4) Please read special conditions attached with technical bid (Volume – II).
5) Please read the application for pre-qualification attached with the Pre-Qualification Document
6) The rates for items to be executed shall be quoted in the Schedule B (Work execution)
attached with Price Bid only in electronic format through online and rates for three years
maintenance of the work done under this contract shall be quoted in the Schedule “B”
attached with the Price Bid only in electronic format through online invariably. The bidder
should have to quote the rates in the Schedule- B compulsory.
7) GIDC reserve the right to withdraw the maintenance work.
8) The rates for items in Schedule B attached with the Price Bid shall be quoted only in electronic
format through online & digitally signed the same.
9) The bidder should have to fill the required details in the Schedule No. C to I for application of
pre-qualification attached with the Pre-Qualification Document (Volume – I) in electronic
format through online compulsory. Documents for the same for verification should be
submitted by speed post/ courier / R.P.A.D. / Hand Delivery at Office of The Executive
Engineer, G.I.D.C. Vapi Administrative Building, Plot No. C-5/101, New Telephone Exchange
Road, GIDC CHAR RASTA, VAPI -396195 on or before date specified in the tender notice.
10) If the tender is taken in favour of the company, a power of attorney / necessary authorization
in favour of the person who may have signed the tender for the company, must accompany
11) All the work shall be carried out as per the specifications attached with this technical bid
12) The rate quoted include clearance of site (Prior to commencement of work at its close) in all
respects and hold good for work under all conditions including site moisture, weather etc.
13) Any sort of correction or erasure in the tender shall not be done by the tenderer, by applying
white fluid or any other chemical. The tenders with corrections made in aforesaid manner
shall be out rightly rejected by the GIDC, if not initialed at corrected figures & words.
14) If any corrections, erasures or overwriting are required by the tenderer before submitting the
tender, all the corrections shall be initiated by the tenderer only before submission of the
tender; otherwise, the tender shall be rejected by the Corporation.
15) Schedule "A", "B" attached with the Price bid & Schedule “C” to “I” attached with the Pre-
Qualification Document (Volume – I) should be digitally signed by the bidder.
16) Please also read the chapter –I & II of B1 form attached with this technical bid (Volume – II).
17) The contractor shall have to furnish the Permanent Account No., Assessment No. & Ward
under which he is assessed.
18) The Unit rates specified for various items to be executed as per Schedule – B attached with the
Price Bid are excluding GST but inclusive of all labors, materials, testing charges, Labour Cess
& Other taxes, equipment’s, all incidental charges involving in the work and as specified in the
Mode of measurement & payment of detailed specifications of items incl. all taxes, royalty,
octroi, transportation cost etc. all as applicable presently as to be enforced for future by any /
all including Central/State Government & Statutory bodies from time to time.
19) The contactor shall have to furnish the True copy of the GST Registration & R.P.F.C.
registration certificate & latest challan.
20) A deviation in time schedule is not acceptable.
21) Alternate designs / offers are not acceptable

SPECIAL SITE SPECIFICATION INSTRUCTION TO
Must Read before Quoting Rate
For Understanding the nature of site condition and scope of work, it is advised that the
bidder performs a physical site inspection prior to quoting rates.
1. Site Familiarization and Operational Constraints
The Umargam GIDC Estate is a fully operational and saturated industrial hub established in
1967. Bidders are strongly advised to visit the site to assess the ground realities before
submitting their rates. By submitting a bid, the contractor acknowledges that they have
The high volume of heavy vehicle traffic (loading/unloading).
The density of existing industrial units and their logistical requirements.
The specific challenges of the local terrain and high-rainfall climate.
The density of existing underground services (Power, Water, Gas, Drainage).
2. Traffic Management and Industrial Access
Non-Closure Policy: The Contractor must ensure that access to any industrial unit
(Company Approach) is never fully closed during working days.
Coordination: All approach-related work must be executed in close coordination with
the affected industrial units.
Traffic Diversion: The Contractor shall be responsible for providing a detailed traffic
diversion plan, including necessary signage, barricading, and marshals, at no extra cost
to the Corporation.
3. Underground Utilities and Parallel Projects
Utility Hazards: The estate contains an extensive network of aging underground
utilities. Excavation must be carried out with extreme caution. Any damage to existing
utilities due to the Contractor’s negligence shall be repaired at the Contractor’s own
DGVCL Coordination: Bidders are notified that DGVCL may undertake underground
cabling projects parallel to this contract. The Contractor is required to maintain full
cooperation and synchronization with DGVCL and other agencies to avoid
departmental conflicts or re-working of sections.
4. Weather and Seasonal Planning
Heavy Rainfall: Umargam is categorized as a high-rainfall zone. The Contractor must
factor in potential work stoppages during the monsoon and implement necessary
protection for open trenches or materials. No claims for "Idle Labor" will be
entertained solely on the grounds of typical regional rainfall patterns.

1. Unit Rates specified for various items to be executed as per Schedule "B" in the price bid are
excluding GST and inclusive of all labour, materials, testing charges, equipments, all incidental
charges involved in the items & 1% Labour Cess and as specified in the mode of measurement &
payment of detailed specifications of items, & all other taxes, royalty, octroi, transportation cost
etc. all as applicable presently and as to be enforced for future by any / all including
Central/State Govt. and Statutory bodies from time to time.
2. For round the clock Maintenance closed as per tender of Building work/ Wirings/ Street Lights/
Camera and necessary equipment etc. minimum persons are to be engaged as per annexure.
3. Rates quoted should be as per minimum wages act, Government of Gujarat and must include PF,
ESIC and Bonus, failing which can result into disqualification of bidder.
