Design & Development of an Automated Sagar Mela Pilgrim Transport Management System During Gangasagar Mela 2026

Upgradation and necessary modification of existing login-protected Web Application for real time location tracking of vessel and vehicle using GPS tracker from Kashinagar point to Sagar Mela point and vice versa. The web application should provide real time data on count of pilgrims at various locations. The vessel / vehicular movements to be projected in MAP clearly indicating Safe / Preferred movement Path/zone as the case may be. Data updation in the application should be automated with the integration of geofencing module through GPS tracker for full satisfaction of the administration. Development of rescue module so that intermediate distance between two devices can be mapped using Google maps - Creation, Maintenence and Optimisation of database, Writing controller logic to reflect movement of two specific vessels on Google Maps, projection of two specified vessel on Google Maps. Bug fixes, performance optimization, and ensuring smooth operation. Cost towards cloud services, APIs, and hosting infrastructure. Real time performance optimisation in case of peak load, generation of different reports as desired by administration, performance fine, tuning and optimisation.

Mobile App Modules (Upgradation): 1) Design, Development and Customisation of Mobile App for Drivers of Vessles at satisfaction of district administration 2) Design, Development and Customisation of Mobile App for Launch and Vehicles for display of Routes [Waterways and Roadwaya, idicating deviations], Panic Alert detection and generation at satisfaction of district administration 3) Design, Development and Customisation of Mobile App with Dashboard Function with customisation to Operationalise the system through field level workforce at satisfaction of district administration 4) Design, Development and Customisation of Mobile App interface for administration for full satisfaction of the administration at satisfaction of district administration

Incident Reporting Software Application to track different incidents on Mela Prangan i.r.o related areas from Babughat till Sagar (All Inclusive) at regular intervals coming through different inputs for creation of Dashboard Function at satisfaction of district administration.

Testing, configuration and operationalization of 50 nos. of Dual Profile high quality tracking devices (AIS 140) (Primary Devices) including Hardware, SIM Card Cost, Mobile Operator Service Costs, Technical Support, and Cloud Server); the devices so provided must be able to work in very low network (with M2M VTS SIM ), and must be capable to handle huge concurrent load for vessels running from Lot-8 to Kachuberia and vice-versa at the satisfaction of the District Administration for a period of one month. The rate should include materials cost, Labour cost, all taxes admissible as per present Govt. rule & all others incidental charges including tools & plants & transportation cost.

The rate should include materials cost, Labour cost, all taxes admissible as per present Govt. rule & all others incidental charges including tools & plants & transportation cost.

Testing, configuration and operationalization of 230 nos. of GPS tracking devices along with Hardware, SIM Card Cost, Mobile Operator Service Costs, Technical Support, and Cloud Server and subsequent installation and maintenance of the same at the buses running from Kashinager point to Sagar Mela point and vice versa for real time tracking during Gangasagar Mela 2024 at satisfaction of district administration. The rate should include materials cost, Labour cost, all taxes admissible as per present Govt. rule & all others incidental charges including tools & plants & transportation cost.

Testing, configuration and operationalization of 50 nos. of GPS tracking devices along with Hardware, SIM Card Cost, Mobile Operator Service Costs, Technical Support, and Cloud Server and subsequent installation and maintenance of the same as replacement devices for all vehicles running during Gangasagar Mela 2026 for real time tracking at the satisfaction of district administration. The rate should include materials cost, Labour cost, all taxes admissible as per present Govt. rule & all others incidental charges including tools & plants & transportation cost.

Testing, configuration and operationalization of 60 nos. of GPS tracking devices along with Hardware, SIM Card Cost, Mobile Operator Service Costs, Technical Support, and Cloud Server and subsequent installation and maintenance of the same at the Ambulances running from Kachuberia to Sagar Mela point and vice versa for real time tracking during Gangasagar Mela 2026 at satisfaction of district administration. The rate should include materials cost, Labour cost, all taxes admissible as per present Govt. rule & all others incidental charges including tools & plants & transportation cost.

Deployment of 72 Nos. of Manpower for 10 days towards Operation & Maintenance of the proposed system at various strategic points like Lot 8, Kachuberia, Namkhana, Benuban, Chemaguri, K1 & K2 Bus Stand, Mega Control Room etc during Mela Period , plus additional 12 manpower @ 2 per burge for 6 burges

Testing, configuration and operationalization of 6 nos. of Battery Operated GPS Devices on rental basis with Hardware, SIM Card Cost, Mobile Operator Service Costs, Technical Support, and Cloud Server and subsequent installation and maintenance of the same for implementation of rescue module during Gangasagar Mela 2026 at satisfaction of district administration. The rate should include materials cost, Labour cost, all taxes admissible as per present Govt. rule & all others incidental charges including tools & plants & transportation cost.
