Whether bidder hasminimum two (02) years of experience for providing the services of Multiple Activation Circulation Bypass (MACB) Tools for Companies engaged in E & P activities in last five (05) years.

BEC CL. 2.1.(a)-I.ii Whether the bidder has executed at least one (01) number of contract for minimum duration of one year for providing services of running of at least 3 numbers each, of all sizes of Multiple Activation Circulation Bypass (MACB) tools (171/2”/12-1/4”, 8-1/2” & 6”Hole sizes), in the last five years for Companies engaged in E & P activities. [Note: Ongoing contracts having satisfactory completion of minimum duration and no. of jobs as above shall also be considered as executed for evaluation purpose] The bidders experience in ongoing contract involving multiple services (with no interdependence) shall also be considered in meeting the experience under (i) and (ii) above subject to condition that the relevant service has been satisfactorily completed.

1 Mob charges: ONGC reserves the right to mobilize the total quantity of tools (on regular basis) in two installments. Payments on the mob charges will be regulated on proportionate basis.

2 The above rates should be inclusive of all the taxes, duties, levies as applicable against this contract including but not limited to Corporate Tax, Personnel Tax, Service Tax and any other statutory taxes, duties, levies etc., as applicable under this contract for completion of job as per scope of work.

3 The above rates should be firm during entire duration of the contract and no escalation will be allowed under any circumstances.

4 Applicable Customs duty on the spares/consumables/tools/equipment shall be borne by the bidder. If applicable, required undertaking/certificate as per Government guidelines shall be issued by ONGC so as to enable the contractor to import goods against concessional rate of Custom Duty provided these are specified in the list 33 of said Customs notification.

5 Price shall be quoted only as per Schedule of Rates above. The quantity indicated above is for evaluation purpose only. However, payment shall be regulated as per actual as governed by KPI.

6 Quoted rates shall be inclusive of all cost of spares, consumables required for Contractor's equipment/ tools etc. No charges other than indicated in Schedule of rates shall be payable. Rental / Service charges shall be inclusive of all cost of spares and consumables etc.

7 Total Mobilisation Charges of MACB tools for Firm as well as Callout Services (C1+E1) shall not be more than 1% of ‘T’ i.e. total Contract Value (including GST) (if tools are brought from outside India/ SEZ). However, if it is observed that that total Mobilization Charges for all MACB tools (Firm as well as Callout Tools) quoted by the bidder (s) is higher than 1% of the evaluated Contract Value, the offer (s) of such bidder(s) shall be evaluated restricting total Mobilization Charges upto the above specified limit. 8.1 Bidders are to give detailed break-up of CIF Prices of each tool/ part of the assembled equipment in the format separately which will be used in executing services. Bidders are also to indicate items which are imported and already available in India in remarks column.

10 At the time of execution of the project, the contractor/ supplier shall be required to submit local content certification duly certified by the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content. For cases where it is not possible to provide certification by statutory auditor or cost auditor of the company (in the case of companies) or by a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) at the time of execution of project, the contractor/supplier shall be permitted to provide the certificate for local content after completion of the contract, but not later than Final Bill submitted by the contractor/supplier. In case the contractor/ supplier does not meet the stipulated local content requirement and the category of the supplier changes from Class-I to Class- II/ Non-local or from Class-II to Non-local, a penalty up to 10% of the contract value shall be imposed by ONGC. The same shall be recovered from the Final Bill and/or Security deposit or any other amount due to the contractor/supplier in ONGC. However, contract once awarded shall not be terminated on this account. 1 Mob charges: ONGC reserves the right to mobilize the total quantity of tools (on regular basis) in two installments. Payments on the mob charges will be regulated on proportionate basis.

2 The above rates should be inclusive of all the taxes, duties, levies as applicable against this contract including but not limited to Corporate Tax, Personnel Tax, Service Tax and any other statutory taxes, duties, levies etc., as applicable under this contract for completion of job as per scope of work.

3 The above rates should be firm during entire duration of the contract and no escalation will be allowed under any circumstances.

4 Applicable Customs duty on the spares/consumables/tools/equipment shall be borne by the bidder. If applicable, required undertaking/certificate as per Government guidelines shall be issued by ONGC so as to enable the contractor to import goods against concessional rate of Custom Duty provided these are specified in the list 33 of said Customs notification.

5 Price shall be quoted only as per Schedule of Rates above. The quantity indicated above is for evaluation purpose only. However, payment shall be regulated as per actual as governed by KPI.

6 Quoted rates shall be inclusive of all cost of spares, consumables required for Contractor's equipment/ tools etc. No charges other than indicated in Schedule of rates shall be payable. Rental / Service charges shall be inclusive of all cost of spares and consumables etc.

7 Total Mobilisation Charges of MACB tools for Firm as well as Callout Services (C1+E1) shall not be more than 1% of ‘T’ i.e. total Contract Value (including GST) (if tools are brought from outside India/ SEZ). However, if it is observed that that total Mobilization Charges for all MACB tools (Firm as well as Callout Tools) quoted by the bidder (s) is higher than 1% of the evaluated Contract Value, the offer (s) of such bidder(s) shall be evaluated restricting total Mobilization Charges upto the above specified limit.
