(1) The tender documents will be received by RPAD/By hand /Courier with the name of
work written on the top of the envelop addressed to the Chief Civil Engineer,
G.S.R.T.C. Corporation, Ahmedabad from the Electrical contractor licensed, Electrical
Contractor Registration for the work up to the time & date mentioned in Tender.
(2) 1 % Earnest Money as mentioned above against the work shall be paid in Cash/ D.D.
only. The receipt must be attached to the tender. The Earnest Money will be
returned on finalization of tender to the Contractor.
(3) The Earnest Money will be forfeited in case after the acceptance of the tender, the
Contractor fails to complete the contract document and pay the amount of security
deposit as noted above within the specified time limit of intimation in writing to do
(4) Statement showing experience of tender with copies of testimonials for the type of
work for which tender is submitted should be attached with the tender. A list of all
the works previously carried out and on hand at the time of tendering together with
the value of these works should also be attached with tender.
(5) No alteration in the form of tender of schedule or quantities and to additional in the
shape of special stipulations shall be permitted.
(6) Acceptance of the tender will rest with the competent authority who reserves the
right of rejection of any or all the tenders without assigning any reasons thereof
(7) A statement showing names of partners, directors, etc. of the firm with complete
addressed of each shall be attached to tender and all partners must sign the tender
unless it is signed by one of them who passes power of attorney to do so.
(8) The contractors are required to submit their tender income tax clearance certificate,
the tender which is not accompanied with ITC shall not be considered.
(9) The tender which does not fulfill all or any of the conditions or are incomplete in any
respect is liable to be rejected.
(10) The contractor whose tender is accepted shall be required to,
(i) Pay the amount of Security Deposit of the tender within ten days of the
(ii) Enter the amount or Security Deposit of the tender within ten days of the
(iii) Enter in regular contractor agreement in SBD tender form with the G.S.R.T.
(11) In case of any dispute arising regarding the work the decision of the Chief Civil
Engineer will be final.
(12) 1 % Welfare cess will be recovered from the contractor bill.
(13) E.M.D. & S.D. will be paid 1% & 10% of tender amount respectively in form of
Demand Draft / FDR / BG respectively from Nationalized or Schedule Bank must be
submitted at the time of agreement.
(14) All item included in the tender form must be done as per strictly instructed by the
Divisional Engineer.
(15) The tenderer must contain latest renewed Electrical License and registration from
R & B Department, Govt. of Gujarat.
(16) Chief Civil Engineer reserves all the right to accept or reject all tenders without
assigning any reason thereof.
(17) Last date of tender supporting documents, tender fees & EMD with concern
documents by hand/ RPAD upto dt.29-07-26, 16-00 hrs. “E-1 & Above”

FIRE WORK CONDITIONS
Selection of an Agency for Supply, Installation, Testing, Commissioning and Maintenance
of Fire Fighting Equipment at GSRTC
General Terms & Conditions
1. Scope of Work
The selected Agency shall be responsible for the complete Supply, Installation, Testing,
Commissioning (SITC), and satisfactory operation of Fire Fighting Equipment and Systems at
the designated GSRTC Bus Stations, depots, workshop, division office, and tyre plant etc.
The scope shall include supply of all materials, accessories, fittings, valves, pipes, supports,
electrical connections, control panels, detectors, alarms, extinguishers, signages, testing
equipment, and all incidental works required for complete commissioning of the system.
The agency shall obtain the Pre-fire NOC, Final Fire N.O.C. with other relevant opinion from
the respected competent authority.
2. Eligibility Criteria for Agency
i) The bidder should have a registered office in Gujarat or provide an undertaking to
setup one on rental or ownership basis if work gets awarded.
ii) The Bidder shall be an establishment, firm, Partnership firm / LLP/ company/ Society
or any other legal entity incorporated in India and recognized under the relevant act
including any amendment thereto.
iii) The Bidder must have a valid license and certification to provide fire-fighting
services from the competent authority.
iv) The bidder must be resisted under Competent Chief Fire Officer / Regional Fire Office
v) The Bidder shall have a minimum of three years' experience in the execution of
Supply, Installation, Testing, and Commissioning of fire fighting equipment and fire
protection systems for Government, Semi-Government, Public Sector Undertakings
(PSUs), Local Self-Government Institutions, or reputed private organizations.
vi) The Bidder shall, over the past 3 (three) financial years preceding the Bid Due
Date, have completed fire safety O &M at Central or State government/ Semi -
government buildings of built-up area more than 500 sq.m :
3 (three) completed works costing not less than the amount equal to 80% of the
estimated tender value
2 (two) completed works costing not less than the amount equal to 50% of the
estimated tender value
1 (one) completed works costing not less than the amount equal to 40% of the
estimated tender value
vii) The Bidder should not be blacklisted by Organization / Government Entity /
Government Company
3. Milestone and Payment Terms
The payment condition shall be as per the milestone of the project.

4. Applicable Codes and Standards
The entire work shall be carried out in accordance with the latest editions of:
National Building Code (NBC) of India.
Relevant Indian Standards (IS Codes).
Bureau of Indian Standards (BIS) Specifications.
Gujarat Fire Prevention and Life Safety Measures Act and Rules.
National Fire Protection Association (NFPA) Standards, wherever applicable.
Central Electricity Authority (CEA) Regulations.
Local Fire Authority requirements.
Any directions issued by the Government of India, Government of Gujarat, or GSRTC.
5. Site Inspection
The Bidder shall inspect the respective location, before submission of the bid and satisfy
itself regarding the site conditions, existing infrastructure, accessibility, and any other
factors affecting execution of the work. No additional claim shall be entertained on this
6. Material Specifications
All equipment shall be new, unused, genuine, and of standard quality.
Materials shall conform to relevant BIS/IS specifications.
Equipment shall bear ISI marking wherever applicable.
Only approved makes specified in the tender shall be used.
7. Supply and Installation
The Agency shall supply, transport, unload, store, handle, install, and commission all
equipment at its own risk and cost. Adequate precautions shall be taken to avoid damage to
existing structures, utilities, and public property.
Installation shall be carried out by trained and qualified personnel under the supervision of
competent engineers/staff.
9. Safety Requirements
The Agency shall comply with all applicable labour laws and safety regulations. The Agency
shall provide Safety helmets, Reflective jackets, Safety shoes, Gloves, Safety belts during
execution of work with Barricading and warning signage.The Agency shall be solely
responsible for any accident, injury, or damage occurring during execution.
10. Testing and Commissioning
The complete Fire Fighting System shall be tested in the presence of GSRTC representatives.
The Agency shall submit all relevant test reports. The system shall be considered complete
only after successful commissioning.
GSRTC may inspect the work at any stage. The Agency shall provide all necessary assistance,
manpower, instruments, and documents during inspection.
12. Third-Party Inspection
GSRTC reserves the right to appoint an independent inspection agency. Any defects
identified shall be rectified by the Agency without additional cost.
13. Statutory Approvals
The Agency shall obtain all necessary approvals, inspections, clearances, and No Objection
Certificates (NOCs) from the competent authorities wherever required.
14. Completion Period
The entire work shall be completed within the time specified in the Work Order. Delay shall
attract liquidated damages as per the Contract.
15. Defect Liability Period
The Agency shall provide a Defect Liability Period (DLP) of 12 months from the date of
successful commissioning unless otherwise specified in the tender. Any defects shall be
rectified free of cost.
16. Annual Maintenance
Where applicable, the Agency shall provide Comprehensive Annual Maintenance Services
(CAMC) after completion of the DLP under the terms specified in the Contract.
All supplied equipment shall carry the manufacturer's standard warranty. During the
warranty period, defective parts shall be replaced without any additional cost to GSRTC.
18. Documentation
The Agency shall submit:

Equipment Manuals
Operation & Maintenance Manuals
Warranty Certificates
Inspection Reports
Manufacturer Certificates
Spare Parts List
Other relevant documents
The Agency shall provide operational and maintenance training to GSRTC personnel after
commissioning of the system.
20. Labour Laws
The Agency shall comply with all applicable labour laws, including provisions relating to
minimum wages, EPF, ESIC, Employees' Compensation, Contract Labour, and other statutory
21. Quality Assurance
GSRTC reserves the right to reject any material or workmanship not conforming to the
specifications. The Agency shall replace rejected materials immediately at its own cost.
22. Damage to Property
Any damage caused to GSRTC property or any third-party property during execution shall be
repaired or compensated by the Agency at its own cost.
23. Housekeeping
The Agency shall maintain cleanliness at the work site and remove debris, scrap, and unused
materials regularly. The site shall be handed over in a neat and clean condition.
Failure to comply with contractual obligations, quality requirements, safety standards, or
completion timelines shall attract penalties and liquidated damages as specified in the

GSRTC reserves the right to terminate the Contract in whole or in part for breach of
contract, poor performance, insolvency, fraud, corrupt practices, abandonment of work, or
failure to comply with contractual obligations.
The Agency shall indemnify and keep GSRTC indemnified against all claims, damages, losses,
liabilities, costs, expenses, and legal proceedings arising out of the execution of the work.
27. Force Majeure
Neither party shall be liable for failure to perform its obligations due to Force Majeure
events as defined in the Contract.
28. Dispute Resolution
Any dispute arising out of the Contract shall first be referred to GSRTC for amicable
settlement. Failing such settlement, the matter shall be governed by the Arbitration and
Conciliation Act, 1996 (as amended), and the courts at Ahmedabad, Gujarat, shall have
exclusive jurisdiction.
The Agency shall comply with all circulars, instructions, technical specifications, and
directions issued by GSRTC during the execution of the work.
30. Decision of GSRTC
The interpretation of the tender conditions, technical specifications, quality standards,
measurements, acceptance of materials, certification of work, extension of time, levy of
penalties, and all matters relating to execution of the Contract shall rest solely with GSRTC,
and its decision shall be final and binding upon the Agency.
