Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The amount put to tender is Exclusive of GST.The Contractor should quote the rate Exclusive GST. Increase in GST shall not be paid in the extended period of contract for which the contractor is responsible for delay in determined by the authority while granting extension of time

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

Contractors can request for E-tendering documents on Payment (non refundable) for each work towards the tender processing fee. While applying the contractors can pay the tender processing in the e-procurement portal using modes-viz. through ICICI bank / credit card / direct debit / National Electronic Fund Transfer (NEFT)/ Over The Counter (OTC)

The contractor should pay Earnest Money Deposit (EMD) in the E-procurement portal using any of the payment modes viz., credit card / direct debit / National Electronic Fund Transfer (NEFT) / Over the Counter (OTC). The validity of the EMD shall be for a period of 180 days from the date of opening of the tender. The EMD amount accepted in the form of electronic cash (not through DD) will be maintained in the Government Central Pooling Account at ICICI Bank until the contract is closed. The EMD amount to be paid through Electronic Cash only

The following certified copies duly attested shall be scanned and attached to E-procurement tender

The intending bidder should have satisfactorily completed at least 90 percentage of the contract value as a prime contractor at least one similar work(Repairs and Replacement of parts of Radial gates) costing not less than Rs.20.96 lakhs usually at less than 50 percentage of the amount put to tender during last 5 financial years reckoned back from work done certificate should be issued by an officer not below the rank of Executive Engineer of the concerned division or equivalent officer. The cost will be updated to the present value by giving weightage of 10 percentage per annum if the work is completed prior to the year 2024-25

To qualify for award of this contract each bidder in his or her name in the last 5 years 2019-20 to 2023-24 should have achieved in at least 2 financial years minimum financial turnover of Rs. 41.92 Lakhs Audited profit and loss account certified by a Chartered Accountant along with income tax return filed for respective year should be submitted. The financial turnover of previous years shall be given weightage of 10% per year to bring it to the price level of financial year in which tenders are invited (2024-25).

For Construction of transmission line/Substation Works,the Contractor shall engage only those agencies who are licensed to do the power line construction works in Karnataka .They should have constructed at least one similar single power line for the equal to 80% of the length of power line for the work tendered in a single contract .The details of the transmission line construction contractor with registration certificate and certificates of experience signed by an officer of not below rank Executive Engineer of KPTCL shall be submitted for KNNLs verification post award of the Work

The Work of the construction of transmission line should be got done through a government licensed ,Super Grade Electrical Contractor CEIG Approved ,who have the experience of carrying out such works.

Corrigendum / Addendum will be published in the E- Procurement website for all modifications / Corrections if any

The intending contractors should note that, if any of the lands (either in part / parts or in whole) required for the work is not yet acquired by the Department, it shall be the responsibility of the contractor to take possession of such land and start the work by consent of the owners before commencement of work at no extra cost to the Department and no claims whatsoever relating to non availability of land would be entertained

If any of the dates mentioned above happens to be a General Holiday, the next working day will holds good

Conditional tenders are liable to be rejected. The officer competent to accept the tenders shall have the right to reject any or all the tenders without assigning any reason whatsoever

The intending bidders are advised to visit the site of work before submitting their tenders

As per the Government order No. LT/300/LET/2006 Bangalore Dt:-18-01-2007 a sum amounting to 1% of the bill amount of the contractor will be deducted towards cess and will be credited to the Karnataka building and other Constructions labour welfare fund

Any bidder who is otherwise technically qualified withdraws from the bidding process at any stage before a final decision is taken on the tender, the EMD of such bidder shall be forfeited, the name of such bidder shall be removed from the category list of contractors at least for a minimum period of one year in DEPARTMENT/KPWD, besides making such bidders liable for blacklisting

The payment of bills for these works will be made as and when letter of credit received under the same Head of Account from Govt. of Karnataka

Typo-graphical errors if any will not be the ground for any claims by the contractor

If many bidders quoted lowest same price to the work and the award of work will be done by toss/ lottery system or by obtaining no objection certificate in this regard by other contractors who have quoted the same price

The work shall be tackled and completed within prescribed tender period

The bidder should adhere all terms and conditions as mentioned in the tender notification and bid documents

No interest will be paid by Karnataka Neeravari Nigam Limited on the Earnest Money deposited

The contractor is responsible for any damages due to natural calamity the government or Nigam will not give any compensation for until the completion of maintenance period

The currency period of the tender shall be 180 days from the date of opening the tender/tenders. If delay in deciding the tender is inevitable, the consent of the tenderer agreeing to keep open his offer for a minimum further period should be obtained in advance. The minimum further period for which the tenderer is required to keep his offer open should invariably be specified before his consent is obtained.

During technical evaluation, if the employer finds that any certificates / information furnished is false, such bidders will be disqualified and barred from participation in the bid

If any bidder fails to satisfy the conditions mentioned above, such bids will be rejected and their financial bids will not be opened

The Bidder shall be responsible for successful performance of the contract

The Bidder to participate in the tender under single bid basis only. Any violation will attract disqualification of the bid

If the percentage quoted by the contractor for the work is below ninety percent of the updated recast estimated amount put to tender, then the contractor shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted percentage and 90% of the updated cost put to tender. In case of contractor quoting above 125% of updated cost put to tender, then the over and above 125% of the updated cost put to tender will be withheld during the progress of work. The additional performance will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per agreement. The withheld amount in the later case will be released only after entire work contracted is fully completed and so certified by the Executive Engineer. (If BG submitted while issuing fresh BG or extending any existing BG, claim period of a minimum one year from the date of expiry of validity period of BG is to be specified invariably)

The intending bidders are advised to visit the site of work, make themselves familiar with local situation about the availability of construction materials, work men, land required for construction activities, etc and shall upload along with bid with details of references for visit of different parts of the scheme in the form of photographs of site

The contractor whom tender is accepted shall execute the agreement within 20 of receipt of letter of acceptance. The successful tender will sign the agreement and deliver it to the employer

The tender processing charges paid by the bidder/firm/company are not refundable even if the tender is cancelled

The bidder/firm/company shall send the authorization letter for their representation duly attending their signature

The Employer shall give notice to the Contractor of any Defects before the end of the Defects Liability Period, which begins at Completion and is defined in the Contract Data. The Defects Liability Period shall be extended for as long as Defects remain to be corrected

Maintenance period or the Defect liability period for this work is 12 months from the date of completion of work

If the Employer instructs the Contractor to carry out a test not specified in the Specification to check whether any work has a Defect and the test shows that it does, the Contractor shall pay for the test and any samples. If there is no Defect the test shall be a Compensation Event

The materials used for electrical works shall confirm to relevant ISI specification

Other terms and conditions as per Bid document & Tender Notification

Time allowed for completion of the work from the date of Agreement to the contractor is 4(Four) months including monsoon period

Karnataka Neeravari Nigam Ltd., Reserves the right to verify the correctness of the statements and documents furnished and inspect the jobs executed by the agency/ firm, if found necessary

As per as Royalty charges is concerned, contractor should submit MDPs for each material issued from Mines and geology Department, GOK. Otherwise Penalty charges will be recovered as per Nigam circular No. 8708 dated: 26.12.2023
