Providing of Watchman Services to O & M Urban Division, HESCOM Hubballi of Dharwad District in O & M Circle HESCOM, Hubballi jurisdiction on contract basis throughout source agency

The bidder must have a minimum experience for a period of Three (03) financial years in providing Security Guard/Security services as on the date of tender notification and must have deployed minimum 50% of the tender quantity of Security Guard/Security Staffs (09Nos) to KPTCL/ESCOMs/ any Government/ Semi Govt establishments/Public Sector undertakings in Five (05) Preceding financial years i.e FY 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 Documentary Proof such as DWA copies along with performance certificate issued by the competent authority not below the rank of Executive Engineer shall be uploaded As per Annexure-1

The bidder shall offer full man power i.e Security Guard/Security as mentioned in the bid. If the offered quantity is less than the tendered quantity such offers will be liable for rejection subject to non-providing additional required manpower within 10 days from the date of LOI as per Self-declaration in this regard shall be uploaded as per Annexure-2

The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last Five financial years (i.e. 2020-21 to 2024-25) with HESCOM/KPTCL. A history of awards involving litigations against the bidder or any part or JV may result in rejection of bid. Bidder should furnish the self-declaration in this regard as per Annexure-3 and upload the same

The Bidder should not have been blacklisted by KPTCL/ESCOMs/any Government/Semi Govt establishments/ Public Sector undertakings as on last date of submission of bid. Self-declaration in this regard shall be uploaded As per Annexure-4

An undertaking to engage staff with basic required qualifications and monthly rate of minimum wages payable to watchman/security engaged by Private Agency/Contractor as per Annexure-5

The bidder should not have been defaulted/short closed due to non-performance in execution of works against the order placed by ESCOMs/ KPTCL/ any other Government Distribution/Transmission utilities including PSUs as on date of bid submission. Self-declaration for the same shall be uploaded as per Annexure-6

The bidder shall engage the staff employed by him for the Service of Security guard are Kannadigas only and are able to Read, Write and Speak Kannada as per the prevailing norms. A self declaration for the same shall be uploaded as per Annexure-7

Government of Karnataka reservation circular dated 20/05/2024 for availling services through outsource agency(GOK Circular uploaded) and amendments thereon. The bidder shall produce an undertaking to this effect as per annexure-10 is to be uploaded. Further if any violation found during contract period your contract will be terminated

The bidder should upload original Clear Scanned copy of Technical Evaluation documents Shall be uploaded

The annual turnover of Bidder in any one of the 5 (Five) financial years i.e., 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 shall not be less than 100% of amount put to Tender i.e Rs 46.18 Lakh. The bidder should upload the Copies of Annual turnover certificate and audited balance sheet, profit and loss account duly certified by registered Chartered Accountant & Income Tax return ITR for three financial years (i.e. from 2022-23, 2023-24 & 2024-25) Shall be uploaded

Liquid assets (Cash credit at Bank+Term deposit in any Nationalized/ Scheduled Commercial Bank) on or after the date of notification of tender+Availability of credit facility in any Nationalized/ Scheduled Commercial Bank shall not be less than 25% of amount put to tender i.e Rs 11.54 Lakh which shall be supported by certificate issued by any Nationalized /Scheduled Commercial Bank.The said Original scanned Credit Facility Certificate should possess the name of the Firm and tender Indent number and the credit facility to be issued in the name of Superintending Engineer (Ele), O & M Circle, HESCOM, Shivaganga layout, Hubli. The credit facility certificate should be in the Format Annexed to this bid as per Annexure-8. The conditional credit certificates are liable for rejection.
