Special Eligibility Criteria

   Eligibility Criteria for Bio vacuum Toilet for Trainset : Bulk order: The firm should be proven supplier of vacuum evacuation system and should have supplied at least 500 vacuum evacuation systems or vacuum toilets for rolling stock application, either by firm or by their principals (OEM) which should have been in satisfactory operation for at least 2 years. They should submit records of previous supplies and credentials. Firm or their principal should have well- established manufacturing and testing facilities. Firm and their principal should have established quality control system and organization to ensure quality of the product and should be an ISO 9000 certified company or should have an internationally certified quality control system. The proof for the same shall be submitted along with the offer. (offers received along with the ToT will be dealt as per the name 1) Estimated case value is Rs.14,22,37,200/-.

   Additional Requirement 1. Under mentioned critical components of Vacuum Evacuation System to be procured from the OEM/ with whom the Transfer of Technology agreement is made or from the sources approved by the OEM with whom the Transfer of Technology agreement is made. a. Control paneI with PLC/Microprocessor/Micro controller with inbuilt memory b. Pinch/Slider valves c. Ejector module 2. Documentary evidences of procurement of the critical components as indicated above should be submitted at the time of prototype approval and further during inspection of regular supplies. 3. The contact details (Names, Phone number, and email-ids)with complete address of the Transfer of Technology partner with list of key personnel should be submitted along with offer. 4. The firm should also submit certificate of satisfactory performance from user railways, for the supply performance details submitted towards qualifying the eligibility criterion. 5. The supply performance that has been done under Transfer of Technology with a technology partner will be considered for evaluation only with the offers that are submitted under the same technology partner. 6. The firm should also enclose an affidavit indemnifying genuinity of all the certificates submitted with the offer.

   Documents to be submitted along with the offer: a. Necessary documentary proof for supply of Bio vacuum Toilet for 500 vacuum evacuation systems or vacuum toilets for rolling stock application, such as certificate from the coach manufacturer/end user /PO copies along with receipt notes / inspection certificates / receipted delivery challan etc. shall be submitted along with the offer failing which their offer is liable to be rejected without any reference. b. Satisfactory service performance report issued by Railway rolling stock manufacturers train operators / end users for 500 sets of same make for minimum period of two years. c. In case the credentials of the associate/subsidy/group company of the OEM is used for the requirement of the eligibility criteria, a tender specific authorization by the associate/subsidy/group company for using their credential and also proof of their relationship with the OEM is to be submitted. d. Document of manufacturing and testing facilities with firm / principals to be submitted with the offer. e. ISO or International Quality certificate for firm /their principal to be submitted. f. Documents in foreign language must be accompanied with its authenticated translation in English. In this regard, your attention is invited to clause 1.3 of Section-l of Bid document. g. If the offer of the firm is for manufacturing under a ToT, then the ToT agreement, duly signed by both the parties shall be submitted along with the offer.

   Developmental Order: The firm who have developed bio vacuum toilets indigenously or in collaboration with OEM and meets the technical and functional requirements of this specification, they can be considered for developmental order followed by prototype approval and field trial for 6 (six) months from the date of fitment as per clause No.9 of this specification. Firms approved under this clause shall be treated at par to the firms approved under clause 2.1 of specification RDSO/2017/CG-06 Rev- 03 after successful supply and commissioning of at least 500 units in Indian Railways, Firm or their principal should have well- established manufacturing and testing facilities. Firm and their principal should have established quality control system and organization to ensure quality of the product and should be an ISO 9000 certified company or should have an internationally certified quality control system. Proof for the same shall be submitted along with the offer.

   Document to be submitted along with the offer. a. Prototype clearance or the joint certificate of fitment trial by railway unit along with the test reports towards compliance to the technical and functional requirements of this RDSO specification (from any Unit of Indian Railways) to be submitted as a proof of developing the bio vacuum. Self certificates shall not be accepted. b. In case the credentials of the associate/subsidy/group company of the OEM is used for the requirement of the eligibility criteria, a tender specific authorization by the associate/subsidy/group company for using their credential and also proof of their relationship with the OEM is to be submitted. c. Document of manufacturing and testing facilities with firm / principals to be submitted. d. If the offer of the firm is for manufacturing under a ToT, then the ToT agreement, duly signed by both the parties shall be submitted along with the offer. e. ISO or international Quality certificate for firm / their principal to be submitted. f. Documents in foreign language must be accompanied with its authenticated translation in English.    Note: 1. Offers received along with the ToT and credentials of ToT providers will be dealt as under - (a) If the bidder has acquired the technology and has manufactured and supplied the tendered item earlier and fulfils the requirements of Eligibility Criteria with or without the credentials of technology provider, such bidders shall be considered for regular orders provided Performance of the items supplied is satisfactory. These bidders should submit along with their offer the documentary evidence in favour of the manufacturer from whom technology is transferred for meeting the eligibility criteria. They should also submit their own credentials such as proof of supply in the form of PO copies along with Inspection Certificates/R Notes. It should be clearly indicated that past supplies made by the bidder were with the same technology provider and manufactured by the bidder itself and were not supplied as imported item. A declaration to this effect shall be submitted. However, the Indian partner changes his technology providing partner in tender under consideration, the firm can't be considered for bulk/regular order. (b) If the bidder, who has acquired the technology or in the process of acquiring the technology and does not have experience in manufacturing and supplying the tendered item, the bidder shall he considered only for developmental orders provided they fulfil the requirement of EC and meet the technical and functional requirements of the specification. These bidders should submit along with their offer the documentary evidence in favour of the manufacturer from whom technology is transferred for meeting the eligibility criteria. They should also submit their own credentials such as documented past performance (PO copies along with receipt notes / inspection certificates) of similar item OR details of M&P along with statement of Clause-wise compliance of STR if available. (c) ToT agreement duly signed by both the parties shall be submitted along with the offer.
