COMPREHENSIVE MAINTENANCE OF FIRE ALARM AND DETECTION SYSTEM UNDER GE ND VISAKHAPATNAM

The Fire Alarm System / Detection System/ Internal Fire fighting/ Internal Fire Hydrant System [Total 32 Nos. of Systems] shall comprise following mentioned control panels, Battery Chargers and allied components : [i] Microprocessor based Addressable Networking type Fire Alarm / Detection Control Panel Supply Unit, Heavy Duty Battery Charger and Allied Components – 48 Nos [ii] Microprocessor based Addressable Networking type Fire Alarm / Detection Repeater Panel Supply Unit, Heavy Duty Battery Charger and Allied Components – 06 Nos [iii] Microprocessor based Conventional type Fire Alarm / Detection Control Panel with Supply Unit, Heavy Duty Battery Charger and Allied Components – 40 Nos [iv] Microprocessor based Conventional type Fire Alarm / Detection Repeater Panel with Supply Unit Heavy Duty Battery Charger Tested and proved functionally – 10 Nos [v] Microprocessor based Networking type Fire Alarm Control / Detection and fire fighting CO2 Gas Release Panel with Supply Unit, Heavy Duty Battery Charger and Allied Components – 04 Sets [vi] Fire Hydrant Panel with Allied Components – 18 Nos.

Notes for Serial Item No. 1: [a] The contractor shall employ minimum 02 Nos of Senior Technician / Senior Mechanic [Certificate holders from recognised ITI / NCT / VT in the Electrician / Fitter trade with 5 Years of relevant experience in the field] and 02 Nos. of Semi Skilled Helpers with 3 Years of relevant experience in the field for carrying out Comprehensive Maintenance and Repairs of Microprocessor Addressable / Microprocessor Conventional type Fire Alarm System / Fire Detection System / Internal fire fighting/ Internal fire hydrant system. The Comprehensive Maintenance and Repairs shall be carried out by under the guidance of the Service Engineer of the OEM for efficient operation of Fire Alarm / Fire Detection System Internal fire fighting/ Internal fire hydrant system. [b] All the manpower employed shall report to Office of AGE [E/M]/ Sub Station/ Complaint Cell for day to day maintenance and efficient functioning of Fire alarm and fire fighting systems including day to day checking of serviceability and all safety features and submission of daily progress of maintenance/ repairs/ checking and updating the details in the Registers.

[c] Contractor shall provide all Spare Parts / Accessories etc. and the rate quoted is deemed to be inclusive of supply and fixing of all Major and Minor Spares viz. Mechanical / Electrical / Electronic / LED lights etc. including Cables, SCR / IGBTs / High Pressure Braided Hoses of compatible make as specified by the OEM except Spares catered vide Serial Item No. 2 to 28 of BoQ as and when required for trouble free and smooth / efficient operation of Fire Alarm / Fire Detection System complete all as directed by the Engineer-in-Charge. All the safety measures shall be ensured for serviceable condition round the clock and cost of their spares, batteries etc. shall be deemed to be included in the rate quoted. Nothing extra shall be paid extra on these accounts. [d] Spares catered vide Serial Item No. 2 to 28 of BoQ shall be measured and paid separately as "Supply Only" wherever required and rate quoted for Serial Item No. 1 of BoQ shall be excluding the same. However, replacing, fixing, repairs and testing shall be deemed to be included in the rate quoted. [e] The contractor shall be solely responsible for efficient functioning of all the Panels / Systems during the entire contract period. Contractor shall provide necessary Testing Kit, Tools and Equipments at his own expense.

[f] The rate quoted shall be deemed to be inclusive of carrying out the Periodic Checks (Monthly, Quarterly, Halfyearly, Yearly) including providing necessary testing arrangements of the entire systems fortnightly in presence of user and concerned JE E/M i.e. Inspect the functionality of each system components like Smoke Detector, Sprinklers, valves, pipe lines, pumps, Manual Call Point, Beam Detector, Sounder Cum Strobe, Isolator Module, Response Indicator, Battery, Battery Charger, UV Flame Detector and other components etc. of Each Fire Alarm Panel / System and its components. Necessary test Report for each Fire Alarm / Fire Detection System/ Fire Hydrant System shall be submitted to GE duly signed by the Senior Technician / Mechanic, JE, Engineer-in-Charge and User representative. [g] The contractor shall carry out complete servicing of Directional Valves, CO2 Nozzles, CO2 Cylinder Valves checking and refilling / topping up of the CO2 in the existing CO2 Fire Fighting Cylinders of 69 Litres of water capacity @ 45 KG per Cylinder complete all as specified and as directed. CO2 will be measured and paid separately as supply only under relevant items of this BoQ. However, Rate quoted is deemed to be including the cost dismantling, transportation, weighing including visual survey with proof, hydro testing with stamp and date of testing of each cylinder. CCE approved gas filling agency certificate with Date and stamp to be submitted to Engr-in-Charge. [h] The contractor shall provide Emergency Light and necessary tools shall be available in a tool box for day to day maintenance of Fire Alarm Systems/ Fire fighting systems. [j] The contractor shall check the High Pressure Braided Hoses and replace the same if found defective and the rate quoted hsall be deemed to include for the same. [k] The contractor shall provide conveyance and communication system like mobile phone etc. to all Mechanics and Helpers. [l] The contractor shall abide by the latest Labour Rules and Minimum Wages Act. [m] Wages paid by the contractor to the persons employed shall not be less than the minimum wages fixed by State / Central Government from time to time whichever is higher. The contractor shall also insure the workmen employed on the job.

[n] The contractor is responsible for Insurance, EPF, ESI, Gratuity, Bonus, Labour Welfare Cess etc., as applicable and shall be paid to the Workmen as per existing Labour Rules / Acts / Regulations and rate quoted shall be deemed to be included for the same. [o] INSURANCE AND DRESS CODE: The contractor shall provide the workmen with Dark Blue Colour Uniform [Formal Pant & T-Shirt] with labels showing / printed i.e. "Name of the Firm and Designation" on Front and "GE [ND] [V]" on the back of the T-Shirt along with protective clothing / gear. The contractor shall also provide shoes to the workers and the persons shall not be allowed to enter the work site without wearing shoes. [p] The contractor shall be responsible for all Accidents / Injuries happening to the workmen. Any accident causing Minor / Fatal Injury, Partial Disability due to any untoward incident or non-adherence to Safety and IE Regulations or fault in maintaining of Fire Alarm / Fire Detection Systems or on account of any mishandling / wrong operation / lack of knowledge of safety precautions or on account of any circumstances beyond his/their control, the contractor shall be solely responsible for settling all claims of compensation to the deceased, failing which department will have a right to recover any sum indicated / claimed by Labour Commissioner / Court authorities. No claim whatsoever will be entertained in this regard. No compensation is payable by the department on this account. Contractor shall provide first aid boxes to meet any emergency situations.

[q] The contractor shall carryout the comprehensive maintenance of the Fire Alarm / Fire Detection Systems /Fire fighting/ Fire Hydrant Systems catered under subject work through the Original Equipment Manufacturer of the Fire Alarm / Fire Detection Systems / Fire fighting/ Fire Hydrant Systems or from their accredited / authorised agencies only. The lowest bidder shall submit MoU from the Original Equipment Manufacturer of the Fire Alarm / Fire Detection Systems /Fire fighting/ Fire Hydrant Systems or from their accredited / authorised agencies to provide technical support, trained persons for maintenance & testing and spares before commencement of the work to GE. [r] The spares shall be of the make as per existing or as per the OEM.

Supply only Batteries [12V, 07/12AH ] with terminals and connections complete all as specified and as directed.

Supply only Detectors complying with and type certified to EN – 45, Analog/ Addressable type, Multi-Sensor Detector with Heat and Smoke combination and installation, testing and commissioning complete all as specified and as directed. Make: Apollo/ System Sensor

Supply only Manual Call Point Resettable type complete all as specified and as directed. Make: Spencer Fire / Notifier / Honeywell

Supply only Glass Chamber for accommodating Manual Call Points alongwith suitable hammer complete all as specified and as directed.

Supply only CO2 Gas for filling in the existing CO2 Fire Fighting Cylinders complete all as specified and as directed.

Supply only PVC insulated and sheathed Multistranded, Copper Conductor, industrial cable, 1100 Volt, conforming to IS 694 of size 2 X 1.5 Sq.mm with clamps for fixing on cable tray, fixed to walls, laid in trenches / on ground with all accessories as required complete all as specified and as directed. Note: Excavation and Earthwork, Cable Protection Pipes wherever required will be measured and paid saperately under respective items of this Schedule.

Supply only Intelligent Addressable Short Circuit Isolator [Fault Isolation Module] suitable for DIN Rail mounting and mounted external device shall display status of Tri-Colour with Open, Short Circuit LED Status Indication for Normal and the Device shall be suitable for Loop connectivity complete all as specified and as directed. The FIM shall be considered for every 20/22 devices as the site condition UL / FM/ CE/ LPCB certified complete all as specified and directed.

Supply only Addressable Control Module complete all as specified and as directed.

Supply only Electronic wall mounted time delay Voltage stabilizer of 2 KVA Capacity, Automatic Operation, for input variation of 170 Volts to 250 Volts with stabilised voltage of 230 Volts with accuracy of ± 2.5% complete all as specified and as directed

S & F in repair MS ERW Pipe, 50 mm bore, Heavy Grade, conforming to IS – 1239 including all fittings as in Riser and Sprinkler or laid in floors or fixed to walls and ceilings duly painted with two coats of synthetic enemal paint over one coat of zinc chrome primer including testing complete all as specified and as directed.

S & F Double Headed Fire Hydrant Landing Valve of Type B of size 63 mm dia conforming to IS – 5290 including all Joints and Jointing Materials complete including taking down existing Fire Hydrant of any description complete all as specified and as directed.

Excavation in trenches not exceeding 1.5m wide and not exceeding 10 Sq.m on plan area and not exceeding 1.5m deep in Soft / Loose soil complete all as specified and as directed.

Returning, filling in, including spreading, levelling, watering and well ramming in layers not exceeding 25cm thick of excavated soil complete all as specified and as directed. Note: A deduction of 10% shall be made from total computed volume of filling to cater in bulk irrespective of machinery used for ramming.

Removal of excavated material [Soil] to a distance not exceeding 50 m and depositing where directed at a level not exceeding 1.5m above the starting point complete all as specified and as directed.

M & L for Dry River Sand cushioning over and around the cable for cable protection in trenches, levelled and punned down complete all as specified and as directed. Note: The punned down thickness shall be measured for payment.

Supplying and laying un–reinforced Precast Concrete Cable Cover, Class LV, Type 1, Flat, of size 250mm x 150mm x 40mm complete all as specified and as directed.

Supplying and laying GI pipe, 25mm dia, light grade for earthing lead protection etc. or fixing on wall / poles or laid in trenches / floors of any type, secured with clamps complete all as specified and as directed.

S & F Fire Hose Box / Cabinet made of 16 gauge MS Sheet 800mm X 600mm X 250mm with Double Door with 4 mm thick glasses and door frame made of 16 gauge MS sheet painted fire red outside and brilliant white inside fixed to wall and suitable for fixing Two Hose Reel of 15 m long complete including taking down existing Fire Hose Box of any description complete all as specified and as directed.

M & L for carrying out repairs to MS Sheet fire hose box of size 800mm X 600mm X 250mm installed at any location by replacement of broken glass with new 4mm thick plain glass of suitable size and derusting, cleaning, denting, welding as required including preparation of all surfaces and painting with two coats of synthetic enemal paint over one coat of red oxide primer complete all as specified and as directed.

M & L for Point Wiring complete with 1100 Volts, FRLS Grade, 4 Sq.mm, Single Core, PVC Insulated, Unsheathed, Multistranded Copper Conductor Cable, conforming to IS - 694 drawn through and including heavy duty PVC Conduit, 20 mm dia including all accessories concealed in Walls / Roofs / Floors / Ceiling etc. or surface type / semi concealed type and Modular Type Pressed Metal Flush Box made out of 2mm thick MS Sheet of suitable size and including Modular type Base / Grid Frame & Cover Frame for housing Modular Type Switches, Sockets and Regulators etc. concealed in walls, including 1100 Volts, FRLS Grade, 1.5 Sq.mm, Single Core, PVC Insulated, Unsheathed, Multistranded Copper Conductor cable as earth continuity conductor with colour coding and connecting to Earth Dolly for16 amps Power Point controlled by 16 Amps One Switch including taking down existing unserviceable point wiring of any description complete all as specified.

M & L for Rewinding of fire booster pump Motor of capacity 7.5 to 10 HP Capacity using super enamelled copper conductor of suitable gauge including insulation, varnishing, packing and testing etc., cleaning, greasing etc. and testing including replacement of nuts and bolts for foundation etc. complete all as specified and as directed.

S & F in repair Heavy duty PVC Conduit, 20 mm dia concealed in Walls / Roofs / Floors / Ceiling etc. inclusive of boxes [Junction / Terminal but inclusive of all tees, bends, elbows, reducers, bell mouth tube ends and fixing accessories such as couplers, lock nuts, saddles, pipe hooks etc. complete all as specified and as directed.
