Special Eligibility Criteria

   Bulk purchase [minimum 80 percent of net procurement quantity] will be made only from OEM i.e. JAQUAR/ MARC/ESS ESS/JAL - OR their authorized representative with Tender Specific Authorization. Authorized dealers shall attach Tender Specific Authorization along with the offer, failing which the offer shall be summarily rejected. In deserving cases, the offers from untried firms meeting the requisite credentials/capabilities/ capacity may be considered for developmental orders limited to the extent of 20% of Net Procurement Quantity. The untried firm must upload all the document in support of their credentials such as M & P, Testing facilities, QAP, Technical Manpower available with them, UDYAM registration certificate for same/similar items, supply performance (PO Copies, Inspection Certificates, R/Notes etc.) for same/similar item along with their offer failing which their offer will be summarily rejected without any back reference.    In Keeping with the Public Procurement (Preference to Make in India) Order, 2017, as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of the item is restricted to Class I local suppliers only and the vendors who do not qualify to be Class I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I local supplier for the tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

Commercial-Compliance

   Firm willing to avail benefits of Micro and Small Enterprises, must submit documentary evidence of being Micro or Small Enterprises for tendered item in the certificate issued by nodal agencies as per Public Procurement Policy (i.e., UDYAM REGISTRATION CERTIFICATE), failing which firms offers will be treated as Non-MSE firm. For detailed instructions refer Para 15 of General Tender Conditions attached with NIT and/or available as Public Document on IREPS website Goods and Services/SCR. Failing which such benefit will not be extended to them.

   Firms are advised to quote as per delivery schedule mentioned in the tender. Offers with large variation from tendered delivery schedule are liable to be ignored.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Firms who are eligible for bulk orders, are to quote for a quantity not less than 50% of the tendered quantity. Offers for quantity less than 50% of tendered quantity will be considered unresponsive and the offer will be summarily rejected.

   Validity of Offer: No deviation from the offer validity period stipulated in the tender is permitted. Validity will be reckoned from the closing date of tender.
