| 1.00 | Complete consultancy services for preparation of DPR for buildings given below:- (A) Design and preparation of Architectural drawings , structural drawings, design of services (B&R and E&M) and preparation of Accommodation statement part II, Approximate estimate part-I& II and bill of quantities for building and internal and external services for "Construction of Under Ground OPS Complex and allied infrastructure at EAC(U)” with blast protection from all sides for impact of at least 2000 Lbs munitions and EMP protection including core area for circulation of lifts and services etc. of room height (clear) min 3.6 meter and capacities as given below:-
(i) Total approximate floor area (underground OPS complex) – 4,235 sqm
(Configuration will be of upto 02(two) levels only). The top of roof slab of upper basement shall be at 5 m below the NGL with soil on it till approx. 1.5 M above NGL. The Nos. of basements may vary based on site condition. The protection work all around the building shall be additional to the given floor area
(Note: The floor areas and capacities mentioned above may vary within 10%).
(ii) The floor area required for provision of E&M installation (e.g DG set, Fire fighting installation, lift machine room, Central AC Plant and AHU, HT/LT room, rooms for water supply installation, sewage pump , fuel pumping station room & any other services as required during design etc.) shall be additional to approx. floor area given above in 1.0 (i) ,either underground or above the ground level as per client requirement. The same will be finalized in consultation with user and the cost of it is inclusive in the above rate.
(iii) The car parking required for the manpower strength utilizing the UG OPS ROOM shall be provided on the ground level, Area of which will be in addition to the floor area given above in 1.0 (i) ,deemed to be included in the quoted cost

| 2.00The scope of work under this agreement shall comprise and cater for complete Consultancy service as defined hereinbefore or hereinafter for design and preparation of Architectural drawing, detailed estimates on SSR 2020 rates as well as prevailing market rates, stage wise yard sticks based on market rate, structural drawings, design of services and bill of quantities and market rate analysis for building and for all items of internal and external services including preparation of tender. | |||||
| 2.01The Consultant shall prepare and provide complete technical and design Engineering services, develop final design and provide detailed working drawings. Approximate Plinth areas of structures to be constructed are laid in BOQ. The working out methodology to be provided for execution. | |||||
| 2.02Schematic diagram for internal electrification, internal water supply, plumbing including all fittings /fixtures, design, detailing and drawings for automatic smoke and fire detection system, fire alarm system and fire fighting system arrangements, including automatic water sprinklers as per NBC / Fire Guidelines / advisory with complete schematic diagram. Getting approval of CFEES for the fire fighting scheme and approval on fire fighting drawings to schematic diagram shall be provided. | |||||
| 2.03Any missing details which are felt necessary and required for delivering the stipulated Consultancy services will be furnished by the CE (AF) Shillong. The Consultant shall submit all preliminary details of all the works covered, according to specifications laid under instructions to Tenderers / Bidders and Consultancy Agreement as per stages of acceptance of tender to concerned section of CE (AF) Shillong for approval. After approval of preliminary details / design drawings, final details shall be submitted to E6, E4 & E2 (Design) sections of CE (AF) Shillong | |||||
| 2.04The Entire Consultancy services shall be completed in all respects within 120 days of time. However the Consultant shall be required to furnish any missing details or details of item of work or any clarification necessitated during execution/completion of the projects mentioned under scope of works. The following aspects are also deemed to be included in the Scope of Consultancy. | |||||
| 2.05Notes: (i) Client reserves the right to increase or decrease the scope of work during planning stage till approval of DPR from CFA (Competent Financial Authority) and without prejudice to the total technical responsibility of the Consultants. (ii) The broad specifications of the project as indicated herein are for guidance. (iii) The Consultant shall visit the site of work and shall make himself aware of all the site conditions which may affect the structural design of the buildings /structures. The quoted rates shall be deemed to be inclusive of this aspect. | |||||
| 2.06DESIGN PARAMETERS– Client shall provide following information /details /services to the Consultant for completing the work. It is clearly understood that the Consultant shall be responsible for obtaining information/details from GE (I) (AF) Shillong for ensuring completion of the work in all respects within the time schedule agreed for the Project. (i) Land availability – its size, location. (ii) Type of Building / Structures and Services for which drawings are to be prepared. (iii) Scale of Accommodation and amendments thereto. (iv) Plinth Area to be considered for planning. (v) Specification to be incorporated (Zonal Specifications). (vi) Military Engineer Services SSR – 2009 (Part-I) (vii) Military Engineer Services Standard Schedule of Rates-2020 (Part-II) for preparing detailed Estimates and cost of the Building. (viii) Defence Works Procedure (DWP-2020). (ix) Copy of Board Proceeding/ user requirement in detail | |||||
| 2.07The detailed scope of work shall involve: | |||||
| 3.00SCOPE OF ARCHITECTURAL CONSULTANCY SERVICES a) Architect from the consultant shall visit the site and a preliminary discussion with User rep, GE (I) (AF) Shillong and Planning team of HQ CE (AF) Shillong Zone shall take place. b) After discussion, three preliminary conceptual drawings, in latest AUTODESK software and BIM( LoD ie level of development for BIM should be minimum LoD 350), consisting plans and sections, layout plan etc, explaining the theme of the architectural planning, based on data and local architectural norms to be submitted in duplicate hard copies for approval of Users and Planning team. These conceptual drgs shall be in compliance with NBC norms and CFEES norms also. The architect of the firm shall be present to explain the planning to user and HQ CE (AF) Shillong Zone. (c) After approval of one of the three conceptual drawings , the consultant shall prepare Architectural working/tender drgs incl. sch of finishes , MEP drgs, internal water supply and internal electric supply and other services like Lift, Fire detection and alarm (including PA system), fire fighting system , HVAC drgs incorporating required changes/ modifications, and submit the same in four copies, to respective sections E6, E2 (Plg) & E4 of HQ CE (AF) Shillong Zone. The working drgs including details shall be on A1 or A0 size of paper, as required on standard scale as per standard practice. The final drgs (draft tender drawings) shall be got approved from User & Planning team of HQ CE (AF) Shillong. The Architect of the firm shall liaise/discuss with user for the same. | |||||

The detailed scope of work shall involve:

(d) After getting approval from user and HQ CE (AF) Shillong Zone, the structural drgs shall be prepared. After taking approval of structural drgs from HQ CE (AF) Shillong Zone, Architect from the consultant shall reconcile the structural drgs with architectural drawings, before Vetting of the structural drawings from any IITs. If there is any hindrance / deviation observed in structural drawings, the same shall be resolved within consultant’s Architect and structural designer in consultation with HQ CE (AF) Shillong Zone. (e) After approval of architectural drgs , submission of final drgs in both hard copy (one set on tracing paper and 04 set on plain paper) & soft copy (in AUTO CAD) shall be submitted to E6 section of CE (AF) Shillong office duly signed by an Authorized Architect of the Consultant with CoA (Council of Architecture) registration number. (f) Submission of 2 mins walk through view. (g) Submission of 3D perspective views of exterior with landscaping as per Layout Plan and also interior views of the building.
General Notes: (i) Modern architectural practice shall be followed through all the stages of preparation drgs from conceptual stage to contractual drawings. (ii) Local byelaws, relevant IS codes and MES laid down norms shall be followed. (iii) Fire and life safety norms shall be strictly adopted as per NBC-2016 norms and got approved from CFEES for Firefighting sheme/drawing. (iv) Relevnt typical drawings (TDs) shall be developed as per scope of work and project requirement basis.
STRUCTURAL DESIGN AND DRAWINGS:- (a) Analysis and design of the structure as per latest IS codes in analysis and design software STAAD PRO,RCDC, and STADD FOUNDATION ADVANCE (Latest version) (Non-structural member /component design may be carried out in MS Excel etc), as per approved architectural drgs. (b) Preparation of structural drgs based on approved architectural plans complete including all details in AUTO CAD incl original prints in tracing papers A0 /A1 size and submission of 5 sets of tracing paper prints /white prints and one set of drgs in soft copy copied in CD (All drgs shall be drawn to a standard scale and shall not be printed in " fit to scale" mode. Scale shall be clearly mentioned in the drawings. The preferred scales are as follows:- (i) Main Plan 1:100 (ii) Details of component 1 : 25 (iii) Minor details/ cross sections of columns and beams etc. 1: 10. (iv) Vetting of design and drgs from any IITs. (v) Submission of design basis report and design folder containing details of calculations, Arch drg and structural drgs ( including softcopy of all arch drgs. and structural drgs in AUTO CAD ) of signed and certified drgs.
NOTES :- (a) Design shall be carried out by qualified structural engineers having an experience of designing under ground building in MES/ Govt Dept. (b) All structural drawings including the details of expansion joints, if any, as well as print copy duly vetted. (c) All provisions in the IS codes shall be strictly adhered to and followed. (d) The drgs Shall be got approved from Director (Design)/SO-I (Design) of HQ CE (AF) Shillong before taking final prints for vetting and final submission. (e) The consultant will be liable to attend the discussions and tender presentation after submission of drgs and issue required amendments drgs/ corrections as directed by the deptt. without any extra cost. The rates quoted here in shall deemed to be inclusive of the cost of any such changes. (f) All design folder & drawings should have the following certificate from the checking/vetting agency "It is certified that the design and detailing are complying all the requirements of relevant Indian Standards including seismic codes and special publication provisions. Accordingly, the Structural design folder and drawings are vetted for its compliance of codal provisions and structural soundness.“ (g) The consultant shall also make provisions and changes, if any, as recommended by CFEES. (h) The consultant and vetting authority shall ink sign on each and every drawing as a token of confirmation/ authentication. (j) The consultant shall also visit the proposed site before carrying out design if required by him without any extra cost to the dept. (k) The structure engineer shall be available in Shillong during the process of Str and design and finalization of drgs and as and when changes in Str drg will be necessitated due to user’s/ client’s/ site requirement.
TOPOGRAPHICAL SURVEY Detail topographical survey of proposed site including alternative sites to prepare contour plan of area with 0.5mtr interval of contour and 3.0x3.0m grid in overall area along with showing all details of existing buildings, roads and other related features to be furnished in CAD Software duly calculated the earth required for filling/removal to bring the level as per the existing level of road and to be submitted in soft copy with hard copy including necessary cleaning of vegetation for visibility.
SOIL INVESTIGATION DETAILS: (a) Carrying out Soil Investigation at work site of project (at the location of Underground Structure) by boring of 150mm dia through any type of sub soil strata at various locations as per IS 1892 (latest edition) from the lowest floor level of lower basement to the required depth (N>50) or depth of refusal wherever is meet earlier. The depth of investigation shall comply clause No. 5.6.3 of IS 1892:2021. If refusal encounters before required depth of bore, another bore shall be carried out at a radial distance of 2mtr. If refusal encounter continues on the next location, it shall be carried out upto total 04 Nos of bores to eliminate the probability of local refusal due to boulders/pebbles without any extra cost to the department. In case rock is encountered, drilling for 1.5 m depth inside the rock is essential to ensure that boulders or layers of cemented soil are not mistaken for rock and conducting test as per relevant and latest IS code. (No. of Borehole - 05 Nos)
(b) Carrying out Soil Investigation at work site of project (at the locations of buildings to be constructed above GL) by boring of 150mm dia through any type of sub soil strata at various locations as per IS 1892 (latest edition) from ground level to 10 mtr (N>50) or (Depth of refusal wherever is meet earlier). If refusal encounters before mentioned depth of bore, another bore shall be carried out at a radial distance of 2mtr. If refusal encounter continues on the next location, it shall be carried out upto total 04 Nos of bores to eliminate the probability of local refusal due to boulders/pebbles without any extra cost to the department. In case rock is encountered, drilling for 1.5 m depth inside the rock is essential to ensure that boulders or layers of cemented soil are not mistaken for rock and conducting test as per relevant and latest IS codes. (No. of Borehole - 05 Nos) (c) Conducting Standard Penetration Test / Dynamic Cone Penetration Test in the bore as per latest edition of IS including collecting disturbed samples at every 0.5mtr or change of strata including packing and handling all complete and collecting undisturbed soil samples at every 1.0 mtr or change of strata including packing and handling all complete as per latest edition of IS. (d) Carrying out laboratory test for:- (i) Specific gravity, bulk density, dry density. (ii) Maximum dry density and Optimum Moisture Content (Modified Proctor Density Test). (iii) Grain size analysis. (iv) Natural moisture content (v) Atterberg limits test (Liquid Limit, Plastic Limit, Shrinkage Limit).
(vi) Shear characteristics of undisturbed samples using Direct Shear Test and Triaxial Shear test. (vii) Unconfined Compression Test. (viii) Consolidation test. (ix) Chemical test for availability of soluble Chloride, Sulphate, Carbonate, Nitrate content and PH value of Sub-Soil, Ground Water & Sub-Soil Water. (x) Free swell index and swelling properties of soil. (xi) Harmful Salt. (xii) Organic matter in soil if any. (xiii) Ground water table & HFL test as per under to be mentioned in the soil report:- * Maximum and minimum level of ground water in the area with source of information. * Ground water table observed during the investigations. (xiv) Angle of internal friction. (xv) Coefficient of internal friction. (e) Carrying out Open Pit / Trial Pit Excavation Test by digging a trial pit of size 3m x 3m x 4m deep as per location shown by Engr-in-Charge for visual inspection of the strata, collection of disturbed/undisturbed samples and carrying out in-situ test using accessories, materials, labours, supervision etc. as required at site of work & testing work and also incl withdrawal of same from the site after completion of work, complete all as directed and as specified. After the pit is excavated, the details of the stratus shall be recorded with the description of each layer with thickness and ground water table, if any. After collecting the samples/in-situ testing, the pit shall be backfilled with the same excavated material. Arrangements shall be made for dewatering below ground water table. Precautions shall be taken to prevent surface water draining into the trial pit. (No. of Pit to be excavated for testing - 01 No)
(f) Conducting plate load test at place below the existing ground surface as directed by Engr-in-Charge for estimation of bearing capacity of soils and its settlement as per latest edition IS 1888 and for determination of Modulus of Subgrade Reaction (K- value) as per latest edition of IS 9214 using accessories, materials, labours, supervision etc. as required at site of work & testing work and also incl withdrawal of same from the site after completion of work, complete all as directed and as specified. (No. of Plate Load Test to be conducted - 01 No) Notes: (A) Subsurface Investigation Report shall include clearly following parameters:- (i) Introduction. (ii) Object of the geotechnical investigations. (iii) layout of bore holes on proposed site plan with their latitude, longitude and level wrt established permanent BM. (iv) Record of boring as per format provided at IS 1892:2021. (v) Soil/Rock properties as per detailed exploration (As per Cl. No. 4.4 of IS-1892:2021). (vi) Bore log / Trial Pit log (As per format provided at Fig. 4 of IS 1892:2021). (vii) Plan showing location and depth of in-situ tests. (viii) Geological information of the area. (ix) General Topography of the site. (x) Past usage and historical data of the site, if available. (xi) In-situ test results. (xii) Plot of standard penetration test (N values both uncorrected and corrected) with depth of identified areas. (xiii) Laboratory test results (As per format provided at Fig. 5 of IS 1892:2021). (xiv) Summary of strata profile.
xv) Soil properties based on above field test. (xvi) Evaluation of safe bearing capacity based on shear failure criteria (Ref IS:1904:1986 or latest amended/revised codes) & (IS:8009 Part I & II). Allowable bearing capacities at various depths below GL are to be given. The suggestion for economical width and type of foundation also to be provided. The report shall include detailed calculations for SBC. In case of lower bearing capacity, calculation of SBC & Settlement calculations for raft foundation also to be provided. (xvii) Recommendation for pile foundation with pile capacity in case weaker strata is encountered. In case of weak soil strata / filled up earth requiring pile foundation, depth of soil investigation is to be increased suitably. (xviii)Allowable bearing capacity-based on SPT 'N' value, 'c-Ø' value and permissible settlement with sample calculations. Complete calculations will be submitted in soft copy in the same CD contacting the SSI report.
(xix) A detailed site plan showing the location of each bore hole duly numbered corresponding to the type of structure with its brief details like LxBxH & configuration should be enclosed with soil investigation report. Location of foundation of adjacent structures, especially those that might be impacted by the proposed construction should be indicated with details in site plan. (xx) Liquefaction analysis to be enclosed with the soil investigation report. (xxi) Suitability of excavated earth / soil for back fill to be given in the report. (xxii) Photographic record of geo-explorations as well as testing shall also be attached as part of the report. (xxiii) SBC shall be calculated and provided for all types of foundations i.e. strips, isolated, raft footing and deep foundation as required accordingly. (xxiv) Recommendations of building wise net safe bearing capacity has to be furnished in the report. It is advised to give recommendations of Net Safe Bearing Capacity for specific buildings/structures duly taking into consideration soil data/profile of all bore holes in that particular building.
(xxv) Net safe bearing capacity for different type, size and depth of foundation is to be given in format as depicted in tender documents.(Refer sl page no. 37) xxvi) Remedial measures for foundation footings, plinth beams and filling under floors in case of meeting expansive soils. (xxvi) Other relevant recommendations for foundations and improvement of soil if necessary. (B) Report shall be submitted as per sample proforma attached. (C) Testing method shall be strictly in accordance to relevant IS code : 2720. (D) In case of hilly terrain and location of site on hill slope, soil investigation agency shall look into the stability of slopes and give suitable recommendations to avoid slope failure at later stage. (E) All pages of the soil investigation report shall be serially numbered, stamped and signed by the agency carrying out the soil investigation. (F) Six copies of ink signed report duly scrutinized and vetted by IIT shall be submitted with detailed description of field investigations carried out, soil classification and general nature of soil strata, water table, interpretation of test results, grain size distribution curves, compressive index curves, site plan etc. as listed in preceding paragraphs. (G) GE shall scrutinize the soil investigation report and endorse the same for correctness. GE, Engr-in-Charge and JE shall note 'N' value log and general soil profile as noticed during Field Test. (H) CD containing video evidence of depth of each bore hole & machinery deployed at site be kept in record.
E/M Services: Comprehensive design, consultancy for MEP services, external/internal electric and mechanical services for all the buildings under the entire project. Scope includes designing, preparation of service plan, schematic diagram, all drawings, preparation of BOQ including detailed specifications and rate analysis with price list/quotations with supported makes (not less than three) for the following works services/utilities all as specified and directed for final approval of bldg plans:-
(a) Internal electrification complete including flame proof wiring/fitting fixtures/equipments, cable tray etc.,LV as well as ELV systems, including energy efficient lightening, ventilation, light/power sockets, TV/Telephone sockets etc. (b) External electric supply system starting from tapping power from existing HT source and onwards like HT Cables, Power/Distributions transformers, Switchgear,HT/LT Voltage stabilisers, HT/LT Panels, LT Supply, LT cables, etc as per standard code of practice. (c) External water supply system starting from tapping point from existing supply and onwards like pipelines, valves, UG Sump, pump house, service tanks, pump sets etc as per standard code of practice. (d) Fire detection and alarm system (including PA system) and Fire Fighting Systems including required building including all as required in accordance with NBC-2016 and getting approval from CFEES. (e) Passenger lifts and goods lift in accordance with NBC-2016/user requirement. (f) Lightening protection (external and internal) as per latest code of practice. (g) Hot water Supply.
(h) Dsign for Earthing for electrical items as well as for communication devices of users/ required by OEM (j) Design of all flame proof wiring as required by the User. (k) Design of HVAC with heating and cooling features, precision air conditioning and humidity control including heat load calculation with appropriate number of air changes, design of AC duct, cooling tower and all connected items with independent temperature control in each room. (l) Design of sewage pumps and dewatering pumps alongwith rated capacity and electrical arrangement etc. (m) Design of oxygen generator plant alongwith duct etc. as required (n) Design of compact type STP with electrical arrangements etc. (o) Design of emergency light at entry and exit (p) Design of LT cable tray (q) Design of bulk storage & fuel pumping station, fuel supply distribution lines (r) Design of building management system (BMS) (s) Design of UPS system (t) Design of SCADA system of Elect/Water supply. (u) Standby Power Supply which includes DG sets and AMF panels including required building (v) Design of Air curtain (w) Design of CCTV network (x) Design of PA system (y) Design of Biometric Access Control System (z) Design of Exhaust system for toilet & kitchen.
NOTE:- (a) All provisions in the IS codes shall be strictly adhered to. (b) The consultant rep/expert in designing should be available in shillong during the process of finalisation of design/drawing. (c) All design, drawings and specifications shall be vetted by IIT. (d) The drawings shall be got approved from Director E/M of HQ CE(AF) Shillong zone before taking final prints for vetting.
B/R SERVICES Preparation of Site plan/ Sketch 'P' and Sketch 'Q'/ drawings duly marked B/R services including schematic diagram for Internal water supply. Site plan showing all external B/R services i.e Road/path, Area Drainage, Sewage, Fencing/compound wall, schedule of finishes etc .Testing of soil for suitability for filling alongwith complete waterproofing solution. The methodology for excavation for execution is also required.
EARTH WORK ESTIMATION:- Earth work estimation required for complete UG complex (Below GL) and other building above GL
ADDITIONAL REQUIREMENTS Type of formwork, design of formwork duly approved by any of thr IITs Methodology of excavation and details of machinery required The methodology of pumping out of water during execution and the T&P required for it.
Preparation of furniture portion estimate as per requirement given by user.
PREPARATION OF DETAILED ESTIMATES ,BOQ AND TENDER DOCUMENTS (i) Preparation of detailed estimate item wise including taking off quantities and abstract as per MES SSR 2020 and as per market rate (Estimate as per SSR 2020 and as per market rate to be submitted separately) including buildings under demolition ,if any. (ii) Preparation of yard stick at market rates including preparation of tender complete in all respect with detailed Specification of materials including Makes ,preparation of particular specifications (Technical Specification in line with zonal specifications), BOQ, pre-priced Schedules and submission of details to HQ CE (AF) Shillong Zone as per approved drgs for the above specified work. (iii) Preparation of abstract/BOQ as per MES format including taking off quantities of material and labour and their pricing at SSR/market rates along with quotations/supporting documents. (iv) Specification for materials/items to be incorporated in the work need to be specified in the tender documents. Note: Approval for the above to be obtained from Dir(Contracts) of E8 section before submission.
MISCELLANEOUS: (a) List of T&P required to execute the project with justification. (b) Minimum completion period to complete the subject work with CPM Chart and stage wise details of resources required Note: 1. No Claim on account of increase/decrease of number of floors or cost of project shall be admissible .
Preparation of appropriate scaled 3D model with lightening acrylic cover, wooden box with good quality glass enclosure.
