3.Scope of Work: The work of - Kota-ROH of 1000 wagons at Kota C&W depot as per schedule of work. Body repair of wagon to be inspected by the nominated SSE or authorized representative of Sr.DME/Frt/Kota, as per CAMTECH Manual (latest) , RDSO/Railway board's guidelines and as per schedule of work. Bill shall be calculated according to actual work done on number of items repaired of each type by the contractor. Bill shall be cleared for payment after final inspection of ROH repair of wagon and subject to clearance from the inspecting officer/authority. 4.Commencement of work and liquidated damages: Work shall be started the work as per schedule mentioned in the LOA. Late start of the work shall be liable for penalty. The time for the execution of the work or part of the works specified in the contract documents shall be deemed to be the essence of the contract and the works must be completed, not later than the date(s) as specified in the contract. The contractor has to complete minimum offered 3 Wagons/day and maximum 06 numbers of offered wagon per day. Work content of offered wagon will be decided by nominated SSE or authorised representative of Sr.DME/Frt/Kota. The SSE/In-charge shall inform the firm about the targets for the next month by the 20th of the every month. Accordingly, the Contractor shall deploy the required manpower and machinery for the upcoming month. 5.General Work Procedure (a)Striping/lifting i)Lift the body, keep it on trestles and run out bogies. ii)Strip bogie component including Strip brake gear levers and rods for examination and repair. iii)Strip spring & spring suspension arrangement including snubbing device, EM Pad fitment, Graphite Flake lubricating. iv)Inspection v)Jointly Examine Bogie's frame. vi)Check frame alignment as per instructions contained in RDSO Technical Pamphlet No. G-95, vii)Examine headstock for damage, and bent/cracks. viii)Examine pivot for welding defects/cracks/abnormal depth due to wear. ix)Replace where necessary and lubricate with graphite flakes to IS:495 in dry condition.

v)Draining of Auxiliary Reservoir, Dirt collector to be cleaned. vi)Leakage in pipes and joints to be checked. vii) Manual adjustment of brake gear to be done in accordance with wheel diameter. viii)The setting of the Empty load device and the A & E dimension of SAB shall also be done before the SWTR test (g)Ultrasonic Testing i)Check the wheel profile, and turn the wheels. ii)UST of Axle to be carried out & turning of the wheel to worn wheel profile during ROH be done iii)All the wheels are to be checked ultrasonically & ensure stamping as per instructions given by SSE/C&W or representative of Sr.DME/Frt and End Axle cap bolts are to be tightened up by torque wrench with proper torque (40 kg-m) and in no case old locking plates are to be reused. (h)CBC i)CBC Knuckles and coupler body are to be checked by contour gauge as per Technical Pamphlet no. G-76. Anti creep/ articulated rotary operation of locking arrangement to be checked. (i) Paint & stencilling i) painting of corrosive area with scrapping, cleaning and painting ii)Preparation of surface before painting iii)Stencilling of wagons at both side of the wagons (j))Material handling i)Operation of material handling equipment's like lister truck and Fork lifter with collection of released materials from different locations and dumping at nominated scrap yard and loading, unloading of store materials. ii)Hiring of Pickup Van for material Transportation with fuel , driver and all cost. iii)Hiring of Road Mobile/Hydra crane with fuel , driver and all. (k)Assistance in Miscellaneous work during ROH i)Assistance in Air brake testing & repair work. ii)Assistance in Store work which includes - Material loading / unloading, material segregation, housekeeping & distribution with record keeping iii)Computer operator for data feeding which includes FMM data feeding, Pre and Post data recording including air brake testing data of ROH iv)Assistance in Blue marking for adapter and bore seat gauging. 6.Detailed Work Procedure:- A.Striping/lifting Lifting of wagon body and Stripping of bogie components (Body lifting , Trolley shifting, Wheel shifting, Stripping spring & spring suspension arrangement including snubbering device, EM Pad fitment , Graphite Flake lubricating). Activities to be done i)Lift the body, keep it on trestles and run out bogies. Bogies are to be shifted to bogie area for repair. ii)Wheels are to be shifted to wheel turning lathe if required. Strip bogie component for examination and repair as below: Strip spring & spring suspension arrangement including snubbing device. Check coil springs for free height and other defects. Replace where required. a)Outer Coil Springs - Group and use in sets. Replace if free height at or less than 245 mm for CASNUB 22 W(M), NL, NLB, NLM, NLC & CASNUB 22HS and 238 mm for CASNUB 22HS(Mod-I), CASNUB 22HS(Mod-II). b)Inner Coil Springs - Group and use in sets. Replace if free height less than 247 mm for CASNUB 22 W(M), NL, NLB, NLM & NLC, 228 mm for CASNUB 22HS, 210 mm for CASNUB 22HS(Mod-I) and 207 for CASNUB 22HS(Mod-II).
c)Snubber Coil Springs - Group and use in sets. Replace if free height less than 279 mm for CASNUB 22 W(M), NL, NLB, NLM & NLC, 278 mm for CASNUB 22HS, 289 mm for CASNUB 22HS(Mod-I) and CASNUB 22HS(Mod-II). (i)Assist to examine Bogie frame. Check frame alignment as per instructions contained in RDSO Technical Pamphlet No. G-95/ G-64 as advised by SEE (C&W)/Kota. (ii)Strip brake gear levers and rods for examination of worn out/damaged parts. (iii)Remove Elastomeric pad and replace with new one. (iv)Repair/ Reclaim/ Replace Centre Pivot bottoms if required. (v)Repaired/ reclaimed Centre Pivot bottoms are to be lubricated with graphite flakes to IS:495 in dry condition. Ancillary works required to be done under this activity Tools and tackles like trestles and other required materials like wooden block/planks, packing, wedge etc are to be brought from its nominated place to the work site before start of the work and to keep them in their nominated place after completion of the job. Collect and segregate the disposed / dismantled materials and dump/keep in nominated place or any other place as advised by SSE (C&W)/Kota. B.Cleaning (removal of residual sticky materials like coal and dumping at nominated place). Activities to be done: Clean the sticky residual materials like coal, lime stone, iron ore etc. from the wagon floor and wall. The collected residual materials after cleaning of the wagons are to be dumped at the nominated dumping yard as advised by railway authority. Cleaning of wagons should be done with outmost care without damaging the wagon floor or body. Ancillary works required to be done under this activity Tools and tackles like Shovel, spade, ladder etc are to be brought from nominated place to the work site before start of the work and to keep them in their nominated place after completion of the job. Fire vulnerable materials are to be dumped in suitable place as advised by SSE (C&W)/Kota to avoid any type of fire hazard.
C.Bogie Repair and inspection (Liner cutting, Liner welding, CP bottom replacement/ repair, Side bearer repair/replacement, Side frame key attention, Brake beam change (if required), Brake block replacement , APD fitting, LSD fitting/repair, BMBC repair, Marking/ Stencilling ) All the activities are to be carried out under the supervision of Railway Supervisor. Slope Surface- Replace the Wedge block if slope surface wear is 3 mm Vertical Surface- Vertical surface from centre line of spigot wear limit: 54 mm Reclaim the worn surface by welding as directed by Railway Supervisor.
3.CENTRE PIVOT (BOTTOM) REPLACEMENT/ REPAIR Following repair/replace will be done if thickness reaches below the dimension mentioned against each as advised by SSE (C&W)/ Kota or his representative. Examine pivot for welding defects/cracks/abnormal depth due to wear. Renew/Replace where necessary as advised by railway representative. Vertical Side 22 W- Renew by welding if wears more than 4 mm Vertical Side 22 WM- Renew by welding if wears more than 3 mm Vertical Side 22 NL- Renew by welding if wears more than 3 mm Seat Side 22 W- Renew by welding if wears more than 3 mm Seat Side 22WM- Renew by welding if wears more than 3 mm Seat Side 22 NL- Renew by welding if wears more than 3 mm. 4.ADAPTER Adapter is to be replaced in case of following or as advised by SSE (C&W)/Kota or his representative. Crown Surface- Replace if worn 3.5 mm or more Side lug- Replace if wear more than 3 mm on either side Thrust shoulder- Replace if depth exceeds 0.7 mm Machined relief- Replace if depth less than 0.8 mm. 5.SIDE BEARER REPAIR/REPLACEMENT Check the side bearer housing for any damage and repair/replace if damaged. Replace CC pads of side bears. 6.SIDE FRAME KEY ATTENTION Side frame keys are to be removed before wheel set removal from trolleys and they are to be fitted properly with key bolt, nut and washer after placement of trolleys on wheel sets. Deficient Side frame keys are to be fitted with new ones. 7.BRAKE BEAM. Examine brake rigging components with special attention to brake beam deformation and wear on integral brake shoe bracket. Change the brake beam if required as advised by SSE (C&W)/Kota. 8.RECLAMATION OF BRAKE BEAM ON ACCOUNT OF WORN-OUT BRAKE HEADS CASNUB 22 NL, 22NLB, 22NLM, 22NLC, 22HS, 22HS (Mod-I) 22HS (Mod-II) Brake head is integrally cast with end piece casting, which is welded with structural steel brake beam channel and Truss flat at ends as shown in RDSO Drawing No WD- 89033-S/1. Depending upon the extent of wear, worn out brake heads can either be built up by welding or worn out brake heads can be replaced by new brake head. Replacement of brake head of brake beam should be done on appropriate fixture. a)CASNUB 22W (M) bogies; Procedure for replacing worn out brake heads is as under; Remove split pin and washer from brake beam end. Remove pin securing brake shoe adjuster with brake beam by removing split pin. ii. Take brake heads out of brake beam along with brake shoe adjuster. iii. Disengage brake shoe adjuster from brake head by providing bolt after disengaging split pin, nut cover, spring and adjusting piece. iv. Assemble new brake head with brake shoe adjuster by using items mentioned in Para (III) as shown in RDSO Drawing No. WD-88012-S/1. v. Slide new brake head assembled with brake shoe adjuster on brake beam end. Engage brake shoe adjuster with brake beam by using pin and split pin as shown in RDSO Drawing No. WD88012-S/1. vi. Further secure brake heads on brake beam end by putting washer and split pin as shown in RDSO Drawing No WD-85054-S/4.
b)BRAKE BLOCK REPLACEMENT Replace the old brake blocks with new brake blocks. Remove the split pin and brake block keys and replace the brake blocks. Secure the new brake blocks with the brake block keys and split pins.Any other work required for trolley repair maintenance. Ancillary works required to be done under this activity; Tools and tackles like trestles and other required materials like wooden block/planks, packing, wedge etc are to be brought from its nominated place to the work site before start of the work and to keep them in their nominated place after completion of the job. Correction/ repair to following defects: (a)Distortion due to wedging or other mishandling. (b)Jamming of hinges. (c)Excessive clearances in hinges. (d)Inadequate overlap between flaps and door leaves. (e)Gaping of doors at the stanchions (f)Distortion or breakage of tower bolts. (g)Breakage of hinges. (h)Damage to gravity cotters, hooks and hasps.
iv)Fitting/replacement of door fastening road, door cotter pin eye, bolt hook and eye locking pin on empty wagons and closing of doors. v)Fitting/ replacement of door fastening rod guide, door hasp which requires riveting on empty wagons. Repairs by welding to door fittings. vi)Reparable distorted or bulged doors must be straightened to ensure proper fit. Worn out hinges are responsible for sagging or gaping doors and inadequate overlap. Such hinges must be replaced with new or reconditioned ones. vii)If the door is completely damaged and beyond repair/ missing/ deficient, then new door to be fitted. After fitting of new door or repair of damaged door doors should be checked for proper closing and locking of the gravity cotters and locking bolts. In open condition door should be rest on the striking plates. New door of BOXN wagon will be supplied by Railway for the door replacement work. viii)Side Pillars- Check cracks at the base & repair. ix)Patching of body, door or floor plates, straightening bulged ends, repairs to angle irons, stanchions and crib angles etc. x)Damage/broken/deficient body panel, pillar, stanchion and cooping etc., to be suitably welded and painted. xi)Tools and tackles like trestles, ladders and other required materials like wooden block/planks, packing, wedge etc are to be brought from its nominated place to the work site before start of the work and to keep them in their nominated place after completion of the job. xii)Collect and segregate the disposed / dismantled materials and dump/keep in nominated place or any other place as advised by SSE (C&W)/Kota. E.Lock bolting/Riveting . This schedule involves lock bolting/riveting of draft gear, CBC support plate, C.P.Top/bottom, Door check spring, Striker casting, back stopper, yoke pin support plate, yoke support plate, stanchion, etc. i)Cut old rivets//Lock Bolts and remove by riveting punch. ii)The mating area is to be cleaned to remove dirt and any foreign material and perfect seating of mating parts has to be ensured before assembly. iii)Before heating, the rivets are to be checked visually for any defect and rivets having visual defects should not be used. iv)Contractor has to do riveting//Lock Bolting of offered wagon as per work schedule and as per instruction of authorized railway representative on the same day on which wagon is offered for work. After riveting/lock bolting it should be free from defects like crack, loose, rotation, poor head formation etc. If found, re-rivets to be done and no extra amount will be paid for the same. v)Collect and segregate the disposed / dismantled materials and dump/keep in nominated place or any other place as advised by SSE (C&W)/Kota

G.Lowering of wagon body over trolley (Trolley shifting, Body lowering, & fitting of locking pins). Activities to be done: Shifting of trolley from bogie shop to body repair shop. Placement of trolleys under the wagon body. Removal of trestle. Lowering of wagon body over trolley. Fitment of all locking pins. Ancillary works required to be done under this activity; Tools and tackles like trestles and other required materials like wooden planks, packing etc are to be brought from nominated place to the work site before start of the work and these are to be kept at nominated place after completion of the work. Collect and segregate the disposed / dismantled materials and dump/keep in nominated place or any other place as advised by SSE (C&W)/Kota. H.Assistance for Ultrasonic Testing (UST) of axles (End cap opening and cleaning, Machine shifting, End cap closing, wheel shifting, Final disposal). Activities to be done: Shifting of the Ultrasonic Flaw Detector machine as instructed by the machine operator. Opening of axle end caps. Cleaning of axle ends. Closing of axle end caps after testing. Shifting of wheels for final disposal as instructed by railway representative. Ancillary works required to be done under this activity; Tools and tackles and other required materials are to be brought from its nominated place to the work site before start of the work and to keep them in their nominated place after completion of the job. Collect and segregate the disposed / dismantled materials and dump/keep in nominated place or any other place as advised by SSE (C&W)/Kota. I.CBC Removal, Dismantle and Fitment. J.(i)Material handling Operation of material handling equipment's like lister truck and Fork lifter with collection of released materials from different locations and dumping at nominated scrap yard and loading, unloading of store materials. Activities to be done: Operation of Material handling equipment's like Fork lifter, lister truck. Collection of released heavy materials from different work sites at Kota C&W depot or any other place as instructed by railway representative and dumping at nominated site. Loading and unloading of store materials as instructed by Rrailway representative. •Ancillary works required to be done under this activity; Tools and tackles and other required materials are to be brought from nominated place to the work site before start of the work and these are to be kept at nominated place after completion of the work. (ii) Hiring of Pickup Van for material Transportation: a.The contractor shall provide a double-cab Pick-up van of minimum 1.5 MT capacity with seating for five persons (e.g. Tata Xenon Yodha, Mahindra Genio, Bolero Camper or similar), not more than 5 years old and maintained in good condition. b.The vehicle with driver shall remain available 24x7 as per Railway's requirement, including for emergency restoration/relief works, without extra payment. c.The quoted monthly hire rate shall be inclusive of fuel for 2000 kms, driver's wages, maintenance, taxes, tolls and all incidental charges. In the event that the vehicle runs less than 2000 kilometers in any given month, the unutilized kilometers shall be carried forward to next month. d.Normal duty of the driver may be of 12 hours in a day as per instructions of site supervisor. Normal working hours shall be advised by the officer concerned to the driver. The driver of the vehicle shall keep himself in contact with the officer in charge. Accordingly No. of drivers have to be arranged by the tenderer. e.The vehicle shall operate on all types of roads/embankments, shall always be fueled, equipped with functional meters, logbook, spare wheel and tools. f.All defects must be rectified immediately at contractor's cost. g.The tenderer shall have the all papers certificates (i.e. Registration certificate, fitness certificate and insurance policy etc.) of the vehicle along with driver/vehicle. That shall be shown whenever required and Zerox copy of registration may also be enclosed with tender documents. (iii)Hiring of Road Mobile/Hydra crane with fuel, driver and all : a. Loading/unloading of trolley wheels from truck/trolley, changing of wheels of wagons, lifting of wagons and placing it on trestle with the help of 14T Hydra and any work instructed by supervisor. The Hydra will be required daily from 08:00 to 17:00 hrs and may be called as per requirement at any time. b. The Hydra crane with good condition and driver shall be arranged by the contractor, and the driver's wages will be borne by the contractor. c. In case of any fault in the Hydra, the contractor shall immediately arrange a replacement Hydra to ensure Railway work is not affected. Railway will not be responsible for any damage, loss, or safety of the Hydra. d.The contractor shall provide necessary lifting belts and accessories for lifting wheels/trolleys/wagons.
e.The contractor shall submit the Hydra driver's valid driving license, PVR, and medical fitness certificate to the SSE/C&W/Kota before commencement of work. f.The contractor's staff must be polite, well-behaved, and disciplined. If any staff is found unfit due to misbehavior, misconduct, or violation of rules, the Railway may require replacement. The contractor must immediately replace such staff with suitable personnel. g.Workers deployed by the contractor shall carry suitable identity cards, displayed properly. The contractor shall be solely responsible for the safety of his staff. Railway will not be liable for any compensation or medical aid in case of injury to contractor's employees. h.The contractor shall bear the full cost of diesel, petrol, lubricants, oils, spare parts, and repairs for the Hydra throughout the contract period. i.The tenderer shall have the all-papers certificates (i.e. Registration certificate, fitness certificate and insurance policy etc.) of the vehicle along with driver/vehicle. That shall be shown whenever required and Zerox copy of registration may also be enclosed with tender documents. j.Crane can be used in any depot of Kota area as per instruction of SSE/C&W. i.e Sickline/Yard/IOH depot K. Paint & stencilling a. Paint (i)Painting of corrosive area with scrapping, cleaning and painting (ii)Preparation of surface before painting a)The purpose of cleaning is to remove dirt, oil, grease, rust, and other contaminants, which would prevent the paint film from adhering to the metal or would provide a nucleus for the commencement of corrosion. Cleaning by hammering, chiseling, or scraping is unsatisfactory and should not be resorted to. The surface cleaning may be done by vigorously scrubbing with a stiff brush. All welded parts and adjacent surfaces should be thoroughly cleaned to remove residual alkaline flux and washed with hot water. b)A coat of priming paint should be applied immediately after the surface has been cleaned and dried. A delay of more than 4 hours may result in the development of fresh rust on the surface. The second coat of primer must be given when the first coat is dry. Painting must be done under cover in a shed or shop. The painted surfaces must remain under cover until the paint is dry. c) Panel patches and riveting strips must be cleaned, as prescribed above and given two coats of primer before storage or fitment. d)After completion of all repairs, a final coat of finishing paint should be given to all painted surfaces. e) When the paint film is only partially damaged, it should be touched up with one coat of primer and then given the finishing coat. f)Surfaces, which will become inaccessible after assembly must be given complete painting before assembly.
b.Stencilling of wagons at both side of the wagons: i.Surface cleaning and preparation of both sides of wagons for stenciling. ii.Stenciling in all offered wagons will be done by suitable paint. PRO R/DATE Wagon Owner Wagon No. Wagon Type Sole bar Center sill stencil Any other stencil as applicable. iii.Brush, stencil, another items & Ladder required for stenciling will be arranged by contractor. iv.Contractor has to deploy sufficient manpower in each shift for above work. L.Assistance in Miscellaneous work during ROH: a. Assistance in Air brake testing & repair work i.Assist in conducting single pipe and twin pipe air brake testing of freight wagons as per RDSO/Indian Railways instructions. ii.Provide help in repair, replacement, and adjustment of brake gear, slack adjusters, and air brake fittings. iii.Support in identification of air leakage and defective brake components. iv.Ensure safe working practices and compliance with Railway rules and workshop safety standards during all activities. b.Assistance in Store work which includes - Material loading / unloading, material segregation, housekeeping & distribution with record keeping. (i) Provide assistance in loading and unloading of wheels from truck, store materials, components, and consumables. (ii) Support in segregation, stacking, and proper storage of materials as per category and specification. (iii) Assist in housekeeping activities to maintain cleanliness and safe working conditions in the store premises. (iv)Help in issue and distribution of materials to various sections as per indents/requirements. (v)Maintain records of receipts, issues, and stock position in prescribed registers/forms under supervision of store staff. (vi)Provide staff for sweeping work of shed area at 18:00 hours every day. c.Computer operator for data feeding which includes FMM data feeding, Pre and Post data recording including air brake testing data of ROH (i)Carry out data entry in Freight Maintenance Module (FMM) covering all freight activities as per Railway guidelines. (ii)Feed pre-repair and post-repair technical data, including component changes and test results, into FMM. (iii)Enter and update air brake testing details of wagons in the system on a daily basis. (iv)Maintain accuracy of data, generate reports, and ensure timely submission to concerned Railway officials. (v)Assist in digital record keeping, retrieval of historical data, and compliance with Railway IT system requirements. Qualification: The computer operator should be a Graduate (preferably in Science/Commerce/Computer Applications) or equivalent with sufficient working knowledge of computers
d.Assistance in Blue marking for adapter and bore seat gauging: The contractor shall assist in the blue marking process for adapters and bore seat gauging of freight wagons as per the Railway's guidelines. This includes cleaning and preparation of components, application of marking medium, precise gauging of bore seats and adapters using approved gauges, inspection of contact areas, and maintenance of records of measurements and results in prescribed formats. All activities shall be performed under the supervision of Railway officials, ensuring compliance with safety norms and quality standard. 7.Other Working Conditions: A.Welding Procedure : i.In general, instructions for welding, edge preparation, procedure of welding etc. contained in RDSO Specification No. G-72 Rev.-3 or latest should be followed. ii.Earthing of wagons body should be ensured before starting welding work. Method of earthing is as under:- If any welding work is done after assembly of wagons proper earthing shall be ensured so that electric current does not pass through the bearings. The earthing should be done very close to welding area and the earthing wire should be tightly secured at both ends. Alternatively the earthing can be done with an earthing wire/strip running parallel to the track instead of earthing with rails. If wagons is not properly earthed the current passing through the bearings will cause arcing in between the rollers and the race ways leading to failure. All the earthing ports may be properly grounded through periodically calibrated earth pits." iii.Details of the edge preparation for welding shall be in accordance with IS: 9595- 1980"Recommendations for Metal Arc Welding". iv.Specification of electrode should conform to IRSM 28-02 class M2 for MMAW and IRSM 46-03 class VI for MIG/MAG. v.Only those electrodes and MIG wire combinations which have been approved by RDSO shall be used for welding. vi.All welds shall be homogenous and show physical properties similar to those of parent metal. Finished welds shall be perfectly free from all defects such as porosity, burnt metal, inclusions etc. and shall present as smooth appearance. Welded joints defect specially due to the use of equipment and /or filler material shall not be accepted. vii.After welding the welded parts or assemblies should correspond to the dimensions required as per mentioned in drawings. B.Scrap generated from wagons under repair will be retained by the railway. In order to keep site free from scrap, contractor will collect scrap by his own arrangement as soon as possible to a nominated place as decided by the Railway. C.Each wagon must be stencilled for ROH done at Kota, with date. 8.Materials To Be Supplied By Railways: i)Electricity, water and compressed/ pneumatic air will be provided by Railway free of cost. However, if railway is unable to provide electricity/water due to unforeseen reasons, Contractor shall make alternative arrangements so that work is not hampered. ii)Welding Electrodes suitable for all kinds of welding will be provided by Railways iii)All required wagon components / materials including lock bolts of different sizes will be provided by Railway for the repair/replacement work. iv)LPG, DA/Oxygen Gas will be provided by Railways.
9.Consumables and machine to Be Arranged By Contractor: All machines & plants necessary for proper & smooth execution of above work will be arranged & borne by contractor. No any claim or arrangements will be demanded in this regard. The firm has to provide following tools and equipment: S. The contractor has to supply as per the day to day requirement of workload and deputed manpower. However, in case of increase in workload in any day/over a period of days, the contractor has to supply additional tools and equipment, commensurate with the work load, so as to avoid delay in completion of work in time which may otherwise invite penalty. 9.1The Contractor must keep spare, equipment & tools in sufficient quantities in ROH Depot/C&W/ Kota so as to provide immediate replacement in case of breakdown of any machine and damages to equipment and tools. On no account, the problem in work place will be sympathised. 9.2Any overdue ROH wagon of BOXNHL/ BOXN/ BCN or any freight stock will be given for Routine Over Hauling (ROH) at ROH shed primarily in any shift or as per requirement.
10. Manpower: The contractor shall submit a minimum manpower deployment plan for each activity mentioned in the Schedule to Sr.DME/Frt/Kota before the commencement of work. The deployment plan shall be prepared in a realistic manner, duly considering the actual working conditions. The contractor must fulfil the following technical requirements for welders: Qualification Requirement for outsourced Welders (As per Railway Board L.No 2025/M(W)1/814/6 dated 24.03.2025) 1. Qualification Standards (For Fusion welding of steel) Welders must be qualified according to ISO 9606-1:2017 (or latest) OR IS 7310 (Part 1): 2019 (or latest) for fusion welding of steel as per the approved Welding procedure Specification (WPS), which includes material type, thickness, joint type, welding position, welding process, and consumables. AND 2.Educational and Training Requirements: •Matriculation/SSLC plus ITI certification from a recognized institution (NCVT/SCVT) in the welder trade. OR •Act Apprentices trained and certified in the welder trade by any Railway Unit, Government, Semi Government, or PSU unit are also eligible. AND 3. Competency Test by Railway Unit: Railways shall conduct competency test at their premises on the welders engaged for outsourced work to verify their skills by taking trial test on at least 2 sample pieces at the cost of the Railways and if the trial is found satisfactory, Competency certificate will be issued by respective officer/SSE (incharge). In case competency test trail of the welder is found to be unsatisfactory, cost of the test shall be borne by the contractor. 4. The validity and process of renewal of competency certificate would be as defined in ISO 9606-1:2017 and IS 7310 (Part I)- 2019 Para 9. NOTE: - The contractor must submit the above certificates before starting the work. 11.Contractor shall deploy one supervisor (One qualified Diploma/ Graduate Engineer Or equivalent ) who will liaison/coordinate with railway executive supervisor/nominated representative of railway for day-to-day execution of contract work and disposal of accumulated scrap at nominated place. It must be ensured by the contractor that nominative supervisor of firm will keep a mobile phone with him always and respond promptly. 12.All direct or indirect costs and obligations pertaining to employment of specialized manpower and equipment shall be borne by the contractor. 13.Contactor will be responsible to pay any type of compensation to deployed labour in any case. 14.Contractor has to submit detailed deployment plan of man power , machine and plant before starting of work. Detailed plan of man power, Machine and plant shall be jointly signed by representative of Railway and Representative of contractor. 15.Whenever, there is increase in workload on any day in the currency of contract, the contractor has to deploy additional manpower, commensurate with the workload, in order to avoid detention of any train and completion of any assigned task in time, which may otherwise invite penalty. 16.Personal Protective Equipment (PPE's): Following safety gears will be supplied by the contractor to their staff to carry out the work and no additional charges will be claimed the same:- S.NToolsMinimum requirement /welderMinimum requirement /helper 1.Frame goggles for eye protection11 2.Glass tined welder's eye1- 3.Hand gloves LH/RH1 set1 set 4.Safety helmet11 5.Apron for mild impact1- 6Safety Shoe11
17.Outturn Cycle Or Cycle Time : i)Wagon will be offered after pre-inspection of wagon, jointly by site engineer & authorised representative of Sr.DME/Frt /Kota. Each wagon offered must be made fit within same day. Minimum offered wagons to contractor: 3 Nos and Maximum 06 Nos. Minimum outturn will be 90 wagons per month and contract should be completed in 12 months from date of commencement of work. 18.Penalty Clause : i)The penalty for detaining a wagon under repair on contractor's account for more than 01 days including handing over date shall be Rs 2000 per wagon per day. ii)In case of poor workmanship repair work will have to be re-done besides penalty for detention of wagons as above will also be imposed. iii)If contractor fails to maintain any register then a penalty of Rs.100/- will be imposed for each register per day. iv)In case of delays beyond control of the contractor, waiving off of the penalties may be considered by Sr.DME/Frt /Kota on merit. v)If any damage occurred by contractor during execution of any activity then it should be certified by concerned official , a penalty shall be charged as per cost of damaged component and shall be deducted from contractors bill. Assessment will be done by Railways and it will be final and binding on the contractor. In addition to this , a penalty Rs. 5000 per instance shall be also levied to contractor. vi)The workers should behave polite & maintain co-operation with Railway Officials Any misbehaviour/misconduct by contractor staff is highly undesirable and such incidents if reported, will be penalized Rs 10000/- for each occasion. In addition to that, other actions as may deem fit by Railway Administration shall also be taken. vii)If any abnormality was found during inspection of Railway officers then a penalty of Rs.2000/- will be imposed. viii)Penalty of Rs 100/- per person per month (after two month grace period) will be imposed on the contractor, if Police Verification Certificate not submitted ix)Contractor engaged any labourer without submitting the medical certificate(after two month grace period) & without obtaining permission from Sr. DME/Frt/Kota or his authorize representative, a penalty of Rs. 100/- per day per person till submission of medical certificate will be imposed and to be recovered from the contractors running monthly bills x)A penalty of Rs. 100/- each per staff per occasion having no ID- card (issued by the contractor) and/or having no PPEs and/or in Uniform and/or Not wearing safety shoes. xi)The decision of Senior Divisional Mechanical Engineer /Frt/Kota, West Central Railway regarding the imposition of penalties shall be final and binding on the contractor. xii)The contractor shall be liable for payment to railway, double the cost of repair of that particular wagon, in case of failure, during the guarantee period. xiii)Tools/Machines/equipment shall be supplied by contractor as per the tender document. If any day any tools, machine and equipment did not supply by contractor. Same machine/equipment will be provided by Railways if available. Recovery @ Rs. 500 per machine /equipment per day shall be made.in addition to this penalty of Rs 500 per machine/equipment per day shall be imposed. xiv) During joint monthly inspection of list of consumables/tools/equipment's by Railway supervisor and contractor staff, if items found defective/deficient then a penalty of Rs. 500 per day will be imposed till the deficiency is completed.
xv)A penalty of Rs 5000/- per instance shall be imposed for improper earthing while performing welding work. xvi)If the work is not started up to the specific date of LOA. A penalty of Rs 1000/- per day shall be imposed. xvii)In case the Contractor fails to deploy the supervisor , he shall be liable to pay liquidated damages of Rs 1000/- per day. xviii)In case the Contractor fails to deploy the staff as per deployment plan, he shall be liable to pay liquidated damages of Rs 1000/- per day per staff. xix)Scrap generated if not cleaned on the same day then a penalty of 1000 per day shall be imposed. xx)Penalty related to hiring of Hydra/Road mobile crane: a.If Hydra is not available during Railway Work, Contractor will use Railway's crane with permission of Railway officials.Payment A penalty of Rs. 4000 per day shall be imposed. b.A penalty of Rs. 100 per day shall be imposed for non-submitting driver's licence and medical certificate. c. xxi)Penalty related to hiring of pickup van: a.The contractor shall ensure that the vehicle is made available every time to the officer in charge failing which the penalty shall be charged up to Rs 500/- per day per vehicle. b.In case of breakdown of the vehicle enroute during the course of operation, contractor has to provide a substitute within the period of one hour plus reasonable running time from the garage of the contractor to the place of break down failing which a penalty of Rs 500/- per day per vehicle shall be imposed and that day should not be counted (0:00 to 24:00 hours). In the event of the breakdown of the vehicle enroute responsibility of transporting the incumbent of the vehicle to his destination shall be borne by the contractor. c.A penalty of Rs 500 per day per vehicle will be imposed if tenderer failed to provide vehicle after the stipulated date of starting of work mentioned in LOA/Contract order. xxii)Assistance in Miscellaneous work during ROH: Delay/Non execution of any activity , a penalty of Rs. 1500 per day per activity shall be imposed. 19.Payment Terms: i)No advance payment will be made by the Railways. Payment to the tenderer shall be made monthly for the work completed as per measurement recorded in site register and certified/ signed by Sr.DME/Frt/Kota or his authorized representative. ii)Bill passing authority is Sr.DME/Frt Kota & bill paying authority is Sr.DFM Kota. iii)Payment to the tenderer shall be made subject to deduction of income tax, other taxes, penalty Imposed or any other statutory deductions. Depositing of EPF and ESI of contractor's labors & all other Taxes with concerned authorities is the liability of contractor. No bill of payment will be made without documentary evidence of submission of challan of EPF & ESIC of labour deployed and documentary evidence that the same has also been uploaded in I.R. Shramik Kalyaan Portal of that bill month. iv)Contractor would have to submit the EPF and ESIC of the deputed staff on or upto every 15th of the month. v)Payment against each schedule of works will be based on accepted rate of 'BILL OF QUANTITIES& as per their units vi)No interest shall be payable on any amount which is payable to contractor for delayed payment or any other cause. vii)Security deposit shall be released only after on successful completion of the Maintenance/guarantee period. viii)In case of any dispute, the final decision will be of Sr.DME/Frt /Kota/West Central Railway.
20.SPECIAL TERMS & CONDITIONS OF CONTRACT 1.The work may be carried out round the clock, 7 days a week in open in all- weather condition. In case of any change in the timings, permission shall be taken from Sr.DME/Frt /Kota. 2.The staff deployed should be capable of attending the ROH, so as to make the offered wagon fit within same days of handing over to contractor . 3.Time of start of repair of wagons will be same as time of pre-inspection by authorized Railway representative and time of completion of repair will be determined from time of offer for final inspection by contractor. 4.A register will be maintained for daily attendance of their staff. 5.Commencement of work:- The Work shall be started as per schedule mentioned in the LOA. Late start of the work shall be liable for penalty. This period can be extended by Sr.DME/Frt/Kota West Central Railway on merits and on application by contractor. Non commencement of work by contractor shall have the following impacts - Rate of liquidated damages as decided by Sr.DME/Frt*Kota ,between 0.05% to 0.30% of contract value of the works for each week or part of the week 6.Delivery Schedule: The work should be completed in 12 months from date of commencement of work. (Average out turn should be 90 wagon per month) 7.The nominated supervisor will prepare a list of repair works to be executed for each wagon depending upon the damage condition of wagon. This work list will be given by supervisor to carry out repair work. The repair work in wagon may include part or full activities as detailed in schedule of work. It may be possible that due to variation in quantum of work carried out in wagons, number of offered wagon changed. The contractor has to be repaired all wagons for the varied quantity of wagons thereon. 8.The contractor should submit the Police verifications certificate of the staff deployed by him to SSE (G) C&W Kota and copy of the same to the RPF/Kota for record within two months from the date of issue of letter of acceptance. 9.The contractor staff should always be in Uniform as approved by Sr.DME/Frt /Kota. 10.All staff proposed to be engaged by the contractor will have to be medically examined by the registered medical practitioner for general fitness & free from any chronic disease at contractor's cost and certificate deposited with representative of Sr.DME/Frt /Kota prior to his appointment to the work Contractor shall follow the minimum wages act, EPF act and other acts related to welfare of labour as enforced time to time. Payment to the contractor's staff shall be made as per current minimum wages and through bank only and the proof of this should be submitted with the bill of that month. 11.Depositing of EPF and ESI of contractor's labour & all other taxes with concerned authorities is the liability of contractor. 12.Railways competent authority (Mechanical department Officers only) have full power to make any changes or terminate the contract any time without assigning any reason. 13.Contractor shall be liable for payment of GST to Custom and central Excise department. A copy of valid registration certificate shall be provided to this office for record.
14.Loss or injury: Railways shall not be responsible for any personal injury or loss to contractor's staff of the firm or any other loss to the firm while they are on the job at Railway Premises. 15.Each wagon offered by the Railway for repair shall be pre-inspected jointly by the authorized representative of Sr.DME/Frt /Kota and representative of the contractor, who will mark the area to be repaired in the pre-inspection sheet. It will have particulars, like - Wagon number, date of inspection, date and time handed over for repair, nomenclature of the activity to be attended and signature of the authorized representatives. 16.The repairs shall be carried out as per the procedure given under the Scope of Work. 17.Measurement of the work as per activities attended in Wagons will be done by authorized Railway representative of Sr.DME/Frt /Kota. 18.Post repair inspection shall be carried out by authorized representative of Sr.DME/Frt /Kota. 19.The contractor shall adhere to the quality standard acceptable to authorized representative of Sr.DME/Frt /Kota, and only those works passed by the authorized representative of Sr.DME/Frt /Kota shall qualify for payment. 20.Defective/rejected repair work will have to be re-done by contractor. 21.The contractor shall submit the detail of manpower (with particulars like, Name, Father's name, Address, Age, Passport size photo) that would be utilized for the work to the depot in- charge and any change in the manpower shall be communicated to the depot in-charge in writing. This should be submitted before starting of the contract at Depot premises as well as in between as and when any of his employees is replaced with the new employee. 22.The contractor shall provide identity card to all those employees deputed to work who shall carry out the said work. The ID card shall carry the photograph, name, father's name, address, contact no. etc. The contractors name, address and contact no. shall also be printed on the back side of the identity card. 23.The contractor shall inform RPF authority regarding his employees deputed to work inside the Depot premises as per the said bio-data. Those employees carrying proper identity card, details of which have been submitted to the concerned Railway representative will be only allowed to work inside the premises. 24.The contactor shall not allow anybody to use the premises for any purpose other than that is permitted under the contract. 25.The contractor shall ensure that the workmen engaged by him do not indulge in any indecent behavior or create disturbance in the workplace during the course of work, failing which the contract shall be liable to be terminated. 26.No accommodation shall be given to any contractor(s) staff/supervisors for the purpose of stay. No Railway Pass/PTO shall be admissible to the men engaged by the contractor. 27.The contractor shall provide safety equipment (PPE Kit), industrial helmet, uniform and safety shoes to all the employees and shall ensure the use of the same by his staff while on duty. 28.Total schedule value is included all expenses like wages to staff (as per MWA), other miscellaneous expenses and GST and other expenditure. The rates quoted on total schedule value on offer sheet should be inclusive of all cost such as Tools, Labour, Consumables, Transportation, applicable taxes, duties and levies etc including GST. Rate quoted on offer sheet shall only be considered.
29.The Railway shall not be responsible for any accident that may occur to contractor's labours / servants for any reasons whatsoever. The contractor will himself ensure the safety of his workers and shall be liable to pay claims, whatsoever if made by the contractor labours. Railway will not carry any responsibility of such payments. The contractor will be responsible to supply personal protection equipments (PPE) to his staff and no additional charges are claimable for the same. Contractor should obtain the Insurance policy for his workers to comply with the provision of workman compensation Act 1923. 30.The cost of damage to the Railway property, if caused by the contractor during the execution of work will be charged on the contractor. 31.Any misuse of Railway property will be viewed seriously and the actual cost with penalty will be recovered from the contractor's bills 32.The contractor shall follow the instructions of depot in charge/his representative in execution of the services. 33.The stationery required for maintaining the daily formats and other registers are to be supplied by the contractor@46"46@The entire work area including the Railway track shall be kept free of any obstruction/debris released from the wagons repaired by the contractor (for placement and drawls of wagons) on the same day. 35.The contractor must ensure compliance of all labour laws and safety measures for his staff as applicable. 36.Scrap generated from new material at site would belong to the Railway. 37.Contractor will be responsible for safety & security of stores/stored material to be used for repair of wagons.38 In case wagons are not offered due to unforeseen circumstances contractor will have no claim for compensatory payment39.The Contractor shall adhere to the Labour Rules, Workmen Compensation Act and Payment of minimum wages Act and other Labour legislation's. 40.The Contractor shall furnish complete details of the personnel to be deployed with supervisor(s) giving the working timings. The name/list of all the employees along with supervisor should be submitted 41.That the contract labourers shall not have any claim for the absorption in the Railways. 42.The contractor will provide two new Computer with latest specification (All in one 11th Generation/ I-7/ min 8 GB RAM/ min. 1TB SSD/23inch LED screen make: HP/DELL for the above work in which all the records related to the work will be recorded and their analysis and information related to FMM will be filled daily. After completion of work computers shall be handover to Railway store. 43.The contractor shall comply with the provision of the hours of the employment regulations in respect of the staff employed, by him in the manner decided upon by the appropriate authorities. 44.The Railway Administration reserves the right to decrease the quantity of workload and the decision of the Railway Administration in this respect shall be final and binding on the contractor. The contractor shall not claim any compensation for the decreasing of workload if any. 45.All direct or indirect costs and obligations pertaining to employment of specialized manpower if any will be borne by the contractor. 46.Warranty: The contractor has to bear complete guarantee/warranty of workmanship & welding for satisfactory renewal for 12 months from the date of completion of ROH schedule of the wagon.
