The bidder shall have successfully completed, during the last five financial years, under a single contract/work order, Operation and Maintenance of a Sewage Treatment Plant based on Membrane Bio-Reactor (MBR) technology having a contract value of not less than RS 1.27 Crore, and shall submit the Work Order/Letter of Award/Agreement along with the Completion Certificate and/or satisfactory Performance Certificate issued by the concerned client, clearly indicating the nature and scope of work, MBR technology, plant capacity, contract value, duration and satisfactory performance.

For qualifying experience from a Private Sector organisation, the bidder shall have completed MBR O&M work of not less than Rs. 1.905 Crore under a single contract/work order and shall submit the Work Order/Agreement, Completion/Performance Certificate, invoices, payment proof and a CA certificate confirming the executed value and payments received. MCC may independently verify the documents and performance with the client.

The bidder shall have successfully operated and maintained at least one MBR-based STP of 4 MLD or above for a continuous period of one year under a single contract/work order during the last five financial years, and in case of a consortium, the Lead Member shall satisfy this requirement in its own name, with all members jointly and severally liable.

The bidder shall demonstrate access to adequate financial resources by furnishing a Line of Credit/Credit Facility of not less than Rs. 76.20 Lakh from a Scheduled Bank or Financial Institution, in the prescribed format and valid for the period specified in the tender.

Average annual turnover during the last three financial years shall be at least RS 2.50 crore. for a consortium, the Lead Member shall meet 50%, each other member 20%, and collectively 100%, supported by audited statements/CA certificate.

The bidder shall be a validly registered Company/Firm/Proprietorship.A consortium of up to 3 members is allowed, with a Lead Member and Consortium Agreement/MoU.

The bidder shall possess valid PAN, GST, EPF and ESI registrations, as applicable.

The bidder shall possess a valid Electrical Contractor Licence suitable for HT/LT electrical operation and maintenance works in Karnataka. Alternatively, the bidder may have an approved and legally enforceable arrangement with a suitably licensed Electrical Contractor or qualified personnel, as permitted under the tender conditions.

The bidder shall demonstrate availability of the minimum key personnel specified in the tender and shall submit Curriculum Vitae CV, educational and technical qualification certificates, relevant experience certificates and signed letters of availability/commitment from the proposed personnel.

The bidder shall demonstrate ownership of, or assured access to, the required testing instruments, tools and tackles, safety equipment, software, calibration facilities and other resources specified in the tender, and shall submit valid calibration certificates for applicable instruments.

The bidder and every consortium member shall not have had any contract terminated during the preceding five 5 years due to fundamental breach, abandonment of work, persistent failure to meet statutory effluent discharge standards or serious safety misconduct, unless such termination has been finally set aside or resolved in favour of the bidder or member by a competent authority, tribunal or court.

The bidder, its directors/partners/proprietor and, in case of a consortium, every consortium member and its directors/partners shall not be debarred, suspended or blacklisted by any Central Government, State Government, Urban Local Body, PSU or other Government authority as on the bid due date, and a self-declaration/affidavit to this effect shall be submitted along with the bid.

The bidder shall submit a plant specific O&M Methodology covering staffing and shift deployment, process operation, preventive and predictive maintenance, MBR membrane O&M, chemical dosing, electrical and mechanical maintenance, emergency and breakdown management, safety management and mobilisation/takeover plan.

The bidder shall disclose all ongoing O&M contracts, works contracts and other major commitments, including contract value, balance obligations, manpower deployment and expected completion dates. Each consortium member shall disclose its commitments separately. Where a Bid Capacity formula is prescribed, available capacity shall be assessed strictly as per the prescribed formula without duplication or double counting of resources, turnover, experience or capacity.

The bidder and each consortium member shall not have any conflict of interest that provides access to another bidder's confidential information, compromises impartial performance of the contract, or violates applicable procurement laws or tender conditions, and shall disclose any actual or potential conflict of interest in the bid.

The bidder shall ensure that all experience claimed for technical qualification relates to satisfactorily performed work and is free from unresolved or persistent statutory effluent quality non-compliance attributable to the bidder during the claimed period. MCC may verify the performance with the concerned client and/or relevant statutory authorit

The bidder shall have a valid Agreement/MoU/Letter of Association with an NABL accredited laboratory approved by MCC and shall submit the same with the bid. During the contract period, mandatory testing of influent and treated effluent shall be carried out through KSPCB and an approved NABL accredited laboratory as specified by MCC/KSPCB, at the bidders cost, and all reports shall be submitted to MCC. Treated effluent shall comply with applicable KSPCB/CPCB standards and Consent conditions, and MCC may require additional independent testing whenever necessary.
