Outsourcing of services for manning, operation and routine maintenance of water supply and fire fighting installations at DSC line married accomodation and single JCOs/ORs accomodation in two shifts per day Ist shift from 0600 hrs to 1400 hrs and 2nd shift from 1400 hrs to 2200 hrs including sunday & holiday by deploying one skilled Operator/Electrician in every shift all as directed by Engineer-in-Charge. The installation mainly comprises of the following:-
(a) DSC PUMPING INSTALLATION AT MD ACCN. (i) Centrifugal mono block pumping set electric driven 3 phase 415 volts, 50Hz, 7.5 HP capacity make-Kirloskar-01 No. (ii) Cl sluice valve 80 mm dia -01 No. (iii) Cl non return valve 80 mm dia -01 No. (b) FIRE FIGHTING INSTALLATION AT MD ACCN. (i) Centrifugal pumping set pump model No 65/324 driven by 3 phase 415 volts, 50Hz and 30KW/40HP capacity. Make-Kirloskar-02 Sets. (ii) Cl sluice valve 100 mm dia -02 Nos. (iii) Cl non return valve 100 mm dia -02 Nos. (iv) Electric control panel with starter and MCCB etc -01 No. (c) PUMPING INSTALLATION AT DSC LINE JCOs/OR SINGLE ACCN (i) Mono block centrifugal pumping set driven by 3 phase 415 volts, 50 Hz electric motor, 3 HP capacity make –CG-03 Nos. Outsourcing of services for manning and operation of building P-25 water supply pump house alongwith electric substation and DG set of building, located near married serivce officers complex round the clock (24 hrs) in three shifts per day Ist shift from 0600 Hrs to 1400 Hrs, 2nd shift from 1400 Hrs to 2200 Hrs & 3rd shift from 2200 Hrs to 0800 Hrs including sunday and holiday by deploying one skilled Operator/Electrician in every shift as directed by Engineer-in-Charge including maintenance of earthing of installation. The installation comprising of the following electric equipment:-
(A) LT panel No-01 consisting of the following:- (i) Incomming MCCB 400 Amps rating capacity - 01 No. (ii) Outgoing MCCB 250 Amps rating capacity-01 No. (iii) Outgoing MCCB 100 Amps rating capacity - 01 No. (B) LT panel No -2 consisting of the following:- (i) Change over switchfront operated type, 415 Volt, of cap 200 Amps 01 No. (ii) MCCB 200 Amps -01 No. (iii) MCCB 100 Amps -02 Nos. The installation mainly comprising of the following:- (C) STAND BY DG SET 75 KVA (P-25). Outsourcing of services for manning & Operation of water supply and fire fighting installation at DIPAS pump house and DG set of main building/animal house, Chamber Bldg at DIPAS, DG set of office bldg at DIPR round the clock (24 hrs) in three shifts per day Ist shift from 0600 Hrs to 1400 Hrs, 2nd shift from 1400 Hrs to 2200 Hrs and 3rd shift from 2200 Hrs to 0600 Hrs including sunday and holiday by deploying one skilled Operator/Electrician in every shift as directed by Engineer-in-Charge including maintenance of valves in the complex & pumps etc. The Installation comprises of the following equipment:-
(A) LT Panel comprising of the following:- Incomer MCCB 315A, 35 KA, Changeover 400A, (Out going) MCCB 250A, 25KA – 01 No MCCB 32A, 10 KA, - 02 Nos MCCB 200A, 25KA – 02 Nos Starter complete with power Contactors and all accessories - 05 Sets. (B) Jockey pump 15HP -01 No. (C) Fire fighting main pump 55 KW – 02 Nos. (D) Water Supply pump 7.5 HP – 02 Nos. (E) Air vessel and pressure switches – 01 Set. (F) DG Set 320 KVA complete with AMF Panel and connected accessories – 02 Sets. (G) DG Set – 160 KVA complete with AMF Panel and connected accessories – 02 Sets. (H) DG Set 100 KVA complete with AMF panel and connected accessories – 01 Sets.
Outsourcing of services for manning & Operation of CFEES main receiving electric substation alongwith DG sets of capacity 82.5 KVA and 75 KVA in round the clock (24 hrs) in three shifts per day Ist shift from 0600 Hrs to 1400 Hrs, 2nd shift from 1400 Hrs to 2200 Hrs and 3rd shift from 2200 Hrs to 0600 Hrs including sunday and holiday by deploying one skilled Operator/Electrician in every shift as directed by Engineer-in-Charge. The installation comprising with the following equipment:-
(A) Vaccum Circuit breaker (VCB) HT 11 KV, 3 phase, 50 Hz repturing capacity 630 Amps -05 Nos. (B) Potential transformer of capacity 11 KV/110 volts attached with main HT Panel complete. (C) Transformer step down 400 KVA,11 KV/433 volts indoor type natural oil cooled -01 No. (D) LT panel -01 No consisting of the following:- (i) Incoming ACB rating capacity 800 Amps - 01 No. (ii) Out going MCB 40 Amp 03 Nos. (A) HT OCB 400 Amp - 04 Nos. (B) Transformer step down 11 KV/430 Volt of 1000 KVA – 02 Nos. (C) LT panel comprising of the following:– Incomer Air Circuit breaker 1600A – 1 No Out going MCCB DTH 800A-4Nos MCCB DTH 200A, 35 KA – 01 No. Incomer Air Circuit breaker 1600A – 1 No (incomer). Notes for ser item Nos 1.00 to 5.00:- (i) The contractor shall deploy one skilled Operator/Electrician in every shift with ITI qualification alongwith Adequate experience in similar field. (ii) It is an express condition of the contract that tenderers are required to quote their rates duly considered minimum applicable as per policy wages of the tradesmen intended in the tender, as in force on the end date of bid submission. It shall be deemed that quoted rates are based on minimum wages notified by the concerned authority for the station i.e Govt of India/State Govt/Union Teritory, whichever is higher including all statutory provisions such as EPF, GST, ESIC , Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable. (iii) In case the rates quoted by tenderer are less than the notified minimum wages as on bid submission end date including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable, his tender will be treated as non-bonafide and will not be considered for Acceptance. In such case, the lowest tender shall be determined amongst valid/bonafide bids only. (iv) Tenderer's are required to quote their rates upto two digits after decimal place or otherwise it will be considered by rounding off to two digits after decimal place. (v) Nil or ‘Zero’ quoting against OH & profit will be rated as non-bonafide.
(vi) In case of TIE in amount between two or more bidder firms, the preference shall be given in order of following criterias:- (a) Class of contractor. (b) Work load return. (c) Financial soundness (as per solvency certificate issued by Bank). (vii) The timing of shift of 08 Hrs has been given in particular item of BoQ which will be finally decided by the Engineer-in-Charge in consultation with user, accordingly the contractor shall provide the necessary manpower for operation of various items/installations. However, no extra payment for the same will be entertained by department at any stage. In this regards, the decision of the Accepting Officer shall be final, conclusive and binding. (viii) Increased wages including all other benefits in compliance of statutory provisions shall be paid to workers by the contractor. No other claim whatsoever shall be admissible on this account and the bidders shall consider this aspect while quoting their rates. It must be noted that in compliance of the statutory provisions, the increase will be passed over to the workers. (ix) Consumable item i.e Diesel (DHPP) and Engine oil will be issued by the department. The contractor shall collect and transport the same from E/M store yard to the requisite installations within 24 Hours at his own cost and arrangement. Proper record for issue & receipt of oil shall be maintained by the Engineer-in-Charge & contractor.
(x) The Contractor shall not pay wages lower than the latest notified minimum wages in force to their workmen/ tradesmen including all other benefits in compliance of statutory provisions. Bidders shall consider this aspect while quoting their rates. (xi) The contractor shall provide and deploy qualified and experienced operator per shift and no operator shall be allowed to work beyond 08 hours per day. (xii) The operator deployed by the contractor shall carry out minor repair/replacement of unserviceable parts as and when required by Engineer-in-Charge. The parts required shall be issued by the department free of cost through Baby Indent. (xiii) The manpower deployed by the contractor shall be responsible to maintain the installation neat & clean by cutting bushes & grass around the installation and thrown the same outside the MoD area. All cutters, digging and other tools required for cleaning shall be provided by the contractor. (xiv) Contractor shall be responsible to maintain Log books, Duty roster, earth test register, transformer oil test register, complaint slip, break down register and repair/renewal of parts (spares) register as directed by Engineer-in-Charge. (xv) Contractor shall provide all necessary tools to operator required for routine and periodical check-ups. (xvi) Operator shall neither leave the installation without prior permission from JE/AGE E/M nor without proper handing taking over to the next shift operator (reliever).
(xvii) Duty Roster for detailment of Operators shall be approved by Engineer-in-Charge within Ist three days of every month and the same shall be kept on record and properly displayed at each installations with their photographs. (xviii) No payment of RAR/Final bill shall be made to the Contractor unless proof of payment of latest notified minimum wages to the operator/electrician through Cheque or RTGS/NEFT in their bank account is submitted by the Contractor to Engineer-in-Charge for verification. (xix) Contractor's quoted rates shall be deemed to include above mentioned provisions and nothing extra is payble to the contractor on any account. (xx) The contractor shall provide all the tools i.e the earth tester & clamp meter, multimeter HT & LT meggers, clamping tool, cutting tool including tools for kept at each installation at their own arrangement and will check all the earthing of sub station for its serviceability in presence of JE E/M, Engineer-in-Charge and test report shall be submitted to the office of AGE E/M dully signed by the contractor or their rep and JE E/M on commencement of work for their record.
(xxi) For any damage to the installations due to negligence of operator such as loose connections, improper routine check up/maintenance etc; the contractor shall be held fully responsible to replace the same damage at his own cost all as directed by Engineer-in-Charge. (xxii) Original certificates regarding qualifications of Operators engaged in the work, police verification and identity proof shall be produced by the Contractor to the Engineer-in-Charge for verification and approval. (xxiii) Contractor shall provide new 2 x pairs uniform and 2 x pairs shoes and safety equipment like safety jacket, orange reflective safety boot, Helmet, HT hand gloves, Safety belt work in rogress tape, triangle stand (orange colour) to their workman/trademen. The cost of these items deemed to be includes in the rates quoted by contractor for M&O items. (xxiv) Tradesmen on duty will keep separate records of each installation including log sheet, earth register, serviceability register of plant and as directed by Engineer-in-Charge.
