1. Nagarpalika is implementing a Bid Documents for Project Management

Engineering Consultancy for Different Development Works Planning, Estimating

and Supervision In Nagarpalika Area works of Different Grant for KATHLAL

Nagarpalika Dist.:- KHEDA.

2. Nagarpalika invites sealed and super scribed bids from eligible bidders for work

of Bid Documents for Project Management Engineering Consultancy for Different

3. Bidders may obtain further information from, and inspect and acquire the

PROCEDURE OF TENDERING

25, 2025-26 (Average annual Turnover must be 75 lacs last three Financial Year

 Bidder should be provided Registration of Consulting engineer firm or Engineer

License from Nagarpalika /GOG/ MSME or Equivalent Authority. (Without any

license of consultant tender will be rejected)

 Qualify Staff Detail Submitted with Certificate and CV.

1. Structure Engineer – 1 (M.E / M. tech. in Structural Engineering)

(with Government Approved Licensee Copy)

2. Architect Engineer – 1 (Certificate of Council of Architecture)

3. Sr. Engineer - 2 (B.E in Civil Engineer)

4. Site Engineer – 2 (Diploma in Civil Engineer)

 Experience certificate for Different Consulting work and detail of completed work

during last 5 year of Minimum 100 Crore. (Attach Experience certificate 3A).

 Bidder must be submitting minimum 5 (Five) Work Order of Govt. / Semi. Govt.

 The bidder should not have been black listed / debarred / terminated by any

govt. / Govt. Board / corporation / company / statutory body / PSU company / non-

govt. / Private agency and funding agencies in last 3 (three) years attached with

notarized affidavit.

 Firms are not allowed to form Joint venture or Consortium with other Firms.

 Work Presentation held on Pre-Bid Meeting Bidder must be submitting Copy of

Presentation Certificate.

All above documents submit in physical tender documents compulsory otherwise

disqualify in technical bid.

Note :- A Notarized Affidavit and true copy by bidder specified that all

the documents pages provided by him/her are genuine.

Qualification requirements specifying financial capacity, technical, minimum

acceptable levels with regards to Bidder’s experience in relevant projects and other

relevant factors such as work in hand, future commitments and litigation history as

given and described in the evaluated first and those qualifying the criteria will be

considered for further price evaluation. Technical proposals, which are not

substantially responsive, will be rejected.

5. A Demand Draft payable to Chief Officer, KATHLAL Nagarpalika, KATHLAL issued

by any nationalized bank having a branch at KATHLAL. A fixed deposit/ Demand

Draft receipt pledged in the name of Chief Officer, KATHLAL Nagarpalika,

KATHLAL from any Nationalized Bank valid up to 28 days from the date of closure

Survey, Data Collection and Investigation: Field Survey:

Planning and design of all the three (3) services require topographical survey of the project

of towns to be carried out and necessary base plans with spot levels and contour levels

shall be prepared. The complete details should be certified by the ULB for completeness

of coverage, and a layout plan to scale as specified shall be prepared indicating the existing

and proposed components along with RLs.

Data Collection:

The consultant shall be wholly responsible for all the details of the proposal, site

conditions, the execution methodology etc. All data utilized in preparation of the proposal

shall be presented indicating the source of the data and also the basis of assumptions, if

any. The consultant shall be responsible for all the data or designs and drawings and cost

estimate given by them.

Data to be collected shall include but not be limited to:

Prefeasibility/Administrative Report of the project town Population of the city as per

2011 census, present and future (design) period. Present condition of the city such as:

Data relating to slums viz. number, location and population, service coverage.

Land Requirement:

The project design shall be strictly based on land owned by concerned ULB or public

land owned by KATHLAL Nagarpalika. The consultant shall identify the land at the very

early stage of conducting feasibility study in consultation with ULB. The consultant shall

obtain no objection certificate from ULB for land belonging to ULB before finalizing the

feasibility report. For land belonging to other government departments, the consultant

shall assist ULB with equal responsibility to obtain NOC for the identified land parcels from

concerned department before completion of Feasibility study.

Outputs and Deliverables

Under this contract the Consultant’s payments will be on output and deliverables based.

It is very important for the consultants to note the exact outputs required and their

contents. Reports to be submitted by Consultant to Chief Officer, KATHLAL Nagarpalika.

All reports, documents and drawings prepared by the consultant are to be submitted to

the client under this assignment. The analysis of data and the design proposals shall

be based on the data derived from the primary surveys and investigations carried

out during the period of assignment. The sources of data used in the reports shall

be indicated with complete details for easy reference. The Consultant shall submit of the

client the final reports a documents in bound volumes (and not spiral binding form)

after completion of each stage of work as per the schedule and in the number of

prescribed copies. Further, the reports shall also be submitted in CDs/ Pen drive in

addition to the hard copies. The soft copy shall be in original version and pdf form.

Consultant shall submit all other reports mentioned specifically in the TOR.

Preparation of Project & get Technical Sanction:

Project with Planning, hydraulic design, drawing and detailed estimate as per Government

SOR prepared by Consultant and submit to KATHLAL Nagarpalika in 3 set in hard copy and

after verification of estimate by Nagarpalika and then get technical sanction from

concern authority like RCM/GWSSB/GUDM or if any remark on estimate by concern

authority, Consultant should be revised estimate and answer of remarks and get Technical

After get technical sanction & Administration approval from concern authority prepared

Tender documents as per T.S/Administration approval and discussion with Engineer,

KATHLAL Nagarpalika in respect of work and accordingly prepared tender documents.

Site Supervision work:

Full time Supervision of work, QA, Quality control including taking Samples for Material,

Cubes and other testing Reports Required as Per Government rules and Submitting the

Reports to Concern Lab/GERI and final report to Authority, taking measurement of

the work, Recorded of Measurement Book and preparation of bills in 2 set and all allied

work till completion of work with completion certificate.
