Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The contractor shall carry out operation and maintenance of the RO plant during the contract period

The contractor shall ensure proper functioning of the RO plant and uninterrupted supply of safe drinking water to the public.

The contractor shall carry out regular cleaning and maintenance of filters, membranes and other components of the RO plant.

Chemical washing of membranes and filters shall be carried out whenever required for proper functioning of the plant.

All repairs of borewell, motors, pumps, membranes, filters and other equipment of the RO plant shall be borne by the contractor.

The contractor shall bear all expenses related to operation, maintenance, servicing, replacement of spare parts and any other costs required for proper functioning of the RO plant.

No additional payment shall be made by the Grama Panchayat for repair or maintenance of the RO plant.

The contractor shall maintain cleanliness of the RO plant premises and equipment

The contractor shall attend any breakdown immediately and restore the plant to working condition as early as possible.

If the RO plant remains non-functional due to the negligence of the contractor without submitting a proper written reason for shutdown to the Grama Panchayat, a penalty of 250(Rupees two Hundred Fifty only) per day shall be imposed until the plant becomes operational

The contractor shall submit a weekly maintenance report and water quality report to the Grama Panchayat.

The contractor and his staff shall maintain proper behaviour and discipline with the public and Grama Panchayat officials.

The contractor shall supply purified drinking water to the public at the rate of 5 (Rupees Five only) per 20 litre can as fixed by the Grama Panchayat.

The contractor shall not collect any additional charges from the public other than the rate fixed by the Grama Panchayat.

The successful bidder shall remit the quoted amount to the Grama Panchayat every month through DD without fail If the bidder fails to remit the amount within the stipulated time, the Fixed Deposit (FD) furnished by the bidder shall be liable for forfeiture.

If the contractor fails to maintain the RO plant properly or violates any tender conditions, the Grama Panchayat reserves the right to terminate the contract and forfeit the security deposit.

The Grama Panchayat reserves the right to inspect the RO plant at any time during the contract period.

The contractor shall not be held responsible for non-operation of the RO plant if the borewell source has no water due to natural reasons or depletion of groundwater.

The contractor shall ensure that the RO plant is operated daily during the prescribed timings fixed by the Grama Panchayat.

The contractor shall not cause any damage to the RO plant building, machinery or other Government property. Any damage caused shall be repaired by the contractor at his own cost.

The contractor shall appoint a responsible operator for proper operation and maintenance of the RO plant.

At the end of the contract period, the contractor shall hand over the RO plant and all equipment in good working condition to the Grama Panchayat.

The contractor shall not keep the RO plant closed without valid reason. If the plant remains closed without permission of the Grama Panchayat, necessary action including penalty or termination of contract may be taken.

The contractor shall supply only purified RO water to the public. Supply or sale of untreated borewell water is strictly prohibited

The contractor shall not transfer or sub-lease the RO plant operation to any other person without prior permission of the Grama Panchayat.

Any health complaint arising due to supply of contaminated water shall be the responsibility of the contractor

The bidder shall visit the RO plant site before submitting the bid and upload the Site Visit Acknowledgement Letter duly signed by the concerned authority of the Grama Panchayat. If the bidder fails to upload the Site Visit Acknowledgement Letter, the bid shall not be considered for technical qualification.

The bidder shall submit a notarized affidavit agreeing to all the tender conditions as per the prescribed format uploaded in tender docuement. If the bidder fails to submit the affidavit in the prescribed format, the bid shall not be considered for technical qualification.

The bidder quoting the highest amount to the Grama Panchayat shall be considered for selection and the quoted amount shall not be less than 5,000 (Rupees Five Thousand only)

If all bidders quote an amount less than 5,000 (Rupees Five Thousand only), the highest bidder may be selected subject to remitting a minimum amount of 5000 (Rupees Five Thousand only) per month to the Grama Panchayat for each plant

Past Experience

To qualify for Award of this contract, each Tenderer in its name should have in the last five years, i.e. 2021-22 to2024-25 satisfactorily completed as prime contractor, at least one similar work of value not less than Rs. 10
