COMPREHENSIVE MAINTENANCE CONTRACT (CAMC)
SCOPE OF WORK, TERMS AND CONDITIONS
1. Quarterly Health Checkup & Preventive Maintenance of PD metering systems which includes PD Meter,
DCV, Strainer & Air eliminator. TRV, Pressure Gauges, DPG, Earthing Relays, Wires, Cables, Batch
Controller & other structures are out of our scope.
2. 4/5 Point Calibration of Metering System once in a year during W&M Stamping.
3. IDEX representative will cross check Flow Meters deliver quantity during their Quarterly visit for
preventive maintenance.
4. Promised Resolution of Break down within 72 Hours.
5. Spares are under our scope, for IDEX make P D Meter & Other make internal / external
equipment parts will arrange by BPCL, if required.
6. Checking and rectification of leakage across strainer / Air Eliminator / PD meter during Quarterly
7. DP verification for all strainers & recommending cleaning of same as per priority 5 to 6 strainers
will be cleaned under our supervision and process explained to BPCL. Therefore, balance
cleaning of strainers will be in BPCL Scope.
8. Air eliminator Visual inspection and check for any leakage and rectification of issues.
9. DCV functionality testing
10. Addressing any specific issue raised by BPCL.
11. Imparting on job training.
PAYMENT TERMS :
100% payment shall be released within 30 days on monthly basis after submission of
valid invoice along with reports/MOM of preventive and breakdown maintenance
activities undertaken duly signed by Bidder & BPCL authorized person. Penalty, if
applicable, shall be deducted from monthly bills.

Additionally, bidder shall attach a list of spares for Operational and MaintenanceSpares
for a period of three years which would be necessary for 1 year trouble free operation
and maintenance of the system.

SAFETY AND SECURITY
The responsibilities of the vendor are as follows:
Vendor should follow the safety rules as directed by engineering officer/location in/charge.
In case any lapse is observed in adhering to safety regulations while carrying out the work,
penalty will be levied at any time on discretion of location in/charge.
The vendor should ensure that manpower deployed by the vendor for carrying out the
work, while on duty should wear proper protective cover all clothing as provided in this
document or as required/directed by the corporation. The vendor will be responsible for
maintenance of the uniforms.
The vendor shall provide Standard PPE as per BPCL Guidelines which shall be two
set of Protective Uniform (Boiler Suit), Two set of Safety shoes & Two Helmets to
each workman compulsorily.
In case there is change on any PPE, then Vendor shall be required to provide same
to the workman without any extra cost.
The vendor after award of the contract but before commencement of the work shall furnish
to the company a list containing names along with photographs and addresses of his
workmen duly verified by the police. The vendor shall ensure that all contract labour
deployed under this contract will be subject to police verification regarding their
Identity card shall be issued by the vendor with photographs of his workmen / supervisor
and the contractor will ensure that his workmen wear the identity card at all times while on
duty / inside the Depot.
The vendor shall be fully responsible for the conduct of his employees and ensure that
their behavior with the other company employees is always good and cordial. If it is found
that the conduct or efficiency of any person employed by the contractor is unsatisfactory
the contractor shall have to remove the person concerned and engage a new person.(It
may not be written that the location will decide the removal of CL)
The vendor’s workmen shall be subjected to security check at gate / office complex. The
security personnel are authorized to check the belongings of the workmen while entering
and departing for security measures.
The vendor shall obtain the details of the uniform as approved by the Location In charge
or his authorized representative to be provided by him to the personnel deployed. Colour
of the uniform will be advised to the contractor at the time of placement of LOI.
The vendor shall be personally responsible for ensuring that all his workmen wear proper
uniform everyday while on duty.
Workmen employed by the vendor will not be allowed to perform the job if not found in
proper uniform. No loose dress (Dhoti, Kurta or Lungi) will be permitted inside the plant.
Vendor shall ensure that no items prohibited by BPCL are taken inside the plant premises
The contractor shall ensure that no nuisance like noise, shouting and reciting slogans by
his workmen in single or in groups within the BPCL premises in any way during office hours
or at any other times. Participation in political activism / political interference against BPCL

and in/near BPCL premises shall lead to immediate termination of the contract.
In case of any unrest/ dispute arising out of non-implementation of any law, the
responsibility shall solely lie with the contractor and he shall remove / resolve the same
satisfactorily at his cost and risk.
BPCL shall not be liable to pay any compensation whatsoever to any worker for any
incident / accident during work for any reason including use of nonstandard tools, violating
safety norms, not following the instructions given by BPCL officer in charge. The vendor
shall be completely liable for any claims arising above.
The vendor shall comply with all Rules and provisions under Contract Labour (Regulation and
Abolition) Act, 1970, Factories Act, 1948, Minimum Wages Act, 1948, Payment of Wages Act
1936, Employee State Insurance act, 1948, Employees Provident Fund and Misc. Provisions
Act, 1952, Employee Compensation act, 1923, Equal Remuneration Act, 1976, Payment of
Gratuity act, 1972, Industrial Dispute Act, 1947, Payment of Bonus Act, 1965 and all such
other statutory rules and Acts with their latest amendments and by-laws as applicable or which
might become applicable with regards to the performance of the work included herein or in
connection with this contract or the works carried out under the purview of the vendor from
time to time. In case of introduction / implementation of any new act, rule, regulation by the
government or any such appropriate authority, the same will become immediately applicable
on the Vendor and the Vendor shall take all necessary actions to ensure compliance under
any such new act, rule or regulation.
