PART-A (PIPELINE SURVEY)
RECONNAISSANCE SURVEY FOR PIPELINE
Carryout reconnaissance survey as per Specification/ Scope of work in the tender and instructions of Engineer-in-Charge and submission of four coloured drawings and report. The reconnaissance survey shall be carried out proposing minimum three or more feasible alternative routes and giving details of likely crossings and other constraints that is likely to be encountered during pipeline construction on each route, future development plans of land owning authorities like Municipal corporation, Gram Panchayat, PWD, NHAI , etc., availability of land including ownership details and recommending the best feasible route.
DETAILED SURVEY FOR PIPELINE
Carrying out detailed pipeline route survey and all associated works along the pipeline route including Centreline Survey, Detailed Route Survey, Crossing survey (minor) , Collection of population density data, permanent monuments along the pipeline route, collection of all data, submission of Alignment sheet, providing all manpower, tools, tackles, materials, equipment's and other support, facilities (including mobilization and demobilization as required) necessary for the work, in accordance with requirement of Scope of Work document no. (P161-SOW-P001) and in compliance Specification for Topographic Survey (Annexure) enclosed with the tender document and as per instructions of the COMPANY ’s Representative including meeting all responsibilities and furnishing all documents for survey. Note: All drawings shall be generated in coordinates.
SOIL STRATIFICATION & CLASSIFICATION SURVEY
Carrying out Soil Stratification work along the pipeline route as per specification including and providing all men, tools, tackles, materials, testing equipment and other equipment other support facilities including mobilization and demobilization as required etc. as per tender document, The boring minimum 150 dia bore hole shall be either terminated at a depth of 3 M below NGL or on top of bed rock if rock is encountered at a depth of less than 3 M. and Boreholes shall be made at intervals of 250 M along the pipeline route, at all intermediate points where there is apparently a change in the type of soil and at any other place as directed by direction of Engineer-in-Charge. Note: Interval can be increased to 500 M then to 1 km in case soil strata is found to be same.This will required Approval of Company`s Representative / EPMC. Atleast 2 borehole shall be carriedout on the two side of each NH & SH crossing.
CORROSION SURVEY
Carrying out corrosion survey including measurement of soil resistivity at a depth of 1.0, 1.5 & 2.0 m interval at every 500 m, chemical analysis of soil/water, collection of additional data related to cathodic protection as per specification including providing man power, tools, tackles, materials, soil resistivity testing equipment, pipe/cable locator & other supporting facilities etc. including mobilization & demobilization necessary for survey and associated works, including compilation and presentation of data in four sets of Corrosion Survey Report as per technical specification, drawings, implementation schedule and other provisions of the tender document and instructions of Engineer-in-charge
MAJOR CROSSING SURVEY
Crossing Survey (To carry out a detailed survey covering a proposed crossing for NEGDCL Gas Pipeline using survey instruments and Providing Planimetry and ground profile (Section) details and levels at 5m interval as per technical specification, tender document and direction of EIC ). Preparation of of Crossing drawings required for laying of pipeline, all complete work should be as per specifications and the direction on Engineer-incharge.
Road (NH/SH) covering at least width of 20m on either side of proposed crossing.
Railway crossing covering at least a width of 40m on either side of proposed crossing.
Major water Crossing (Rivers) / Major Canal crossing covering at least a width of 50m on either side of proposed crossing.
CADASTRAL SURVEY
Carrying out Cadastral survey for RoU acquisition involving Collection of; - (a) Village Maps(Revenue Map), digitization of Village Map and transfer of alignment and RoU under acquisition in the maps. (b) Ownership details. (c) Field Measurement Book (FMB) etc. and submission as specified in Scope of work/Technical Specifications by providing all man power, tools, tackles, materials, equipment and other support, facilities (including mobilization and demobilization as required) necessary for the work, and as per instructions. Submission of drawing/Documents in hard as well as soft copies for each pipeline as per requirement of tender documents and instruction of Client.
SEISMIC SOIL INVESTIGATION
The scope involves - Location of Major/ minor seismic fault crossings and identification of stretches of soil stratification having similar soil characteristics along with minimum soil investigations required to design the pipeline to withstand anticipated seismic / earthquake loading, as per details of scope of work of the tender document.
ACQUISITION OF ROU
PROVIDING SERVICES TO COMPETENT AUTHORITIES AS PER P&MP ACT 1962 UP TO ISSUE OF 6(1) NOTIFICATION Providing Services to Competent Authorities (CA's) for establishing Right of Users (ROU) of land as per P&MP Act 1962, for laying of pipeline including follow up for 3(1) Gazette notification, facilitating in preparation of Erratum, Addendum & Corrigendum (if required), facilitating in preparation & serving of 3(1) notices, carrying out joint measurement survey, facilitating completion of 5 (1) hearing & assisting CA in disposal of objections, preparation of schedule for 6(1) notification, additional 6(1) schedule, facilitating in preparation of Erratum, Addendum & Corrigendum (if required), entry of Gazette notification in village records, submission of 6(1) notification to MOP&NG ,follow up and publication of notification in the Gazette, obtaining approvals for all Govt Lands and Corporate body land etc and completion of all other items as per details of scope of work of the tender document. Note: Scope shall cover all work for ROU acquisition including all permissions.
PROVIDING SERVICES TO COMPETENT AUTHORITIES AS PER P&MP ACT 1962 UP TO ISSUE OF 6(1) NOTIFICATION TILL OPENING OF ROU Providing Services to Competent Authorities (CA's) as per P&MP Act 1962 for all activities subsequent to publication of 6(1) notifications till completion of awards by Competent Authority including providing services related to opening of Total Right of Use (ROU) to the pipeline laying Agency / Agencies complete in all respects (free of objections, resistance, hazard etc.) including entry of final ROU details in relevant revenue records, inclusive of all labour, material, equipment etc. so that the pipe laying job can be progressed smoothly, as per details of scope of work of the tender document. Note: Scope shall cover all work for opening of ROU for construction purpose.
ACQUISITION OF PERMANENT LAND (SV's, TERMINALS, CNG STATIONS & MOTHER STATIONS/ CGS)
Providing Services for permanent acquisition of land for SV Stations, Terminals and Re-route infrastructure etc. by ascertaining the pattadars and occupiers with concerned office and land records, finalisation of compensation, obtain consent of the pattadars and occupiers, facilitating in execution of Agreement to sale, obtaining sale purchase permission from authority(s), facilitating in registration of sale deed till submission of application for mutation as per details of scope of work of the tender document. Note: In case of change in Plot size rate will be considered pro rata basis. Note: Value of Land shall be paid by the owner.
Plot 1 for SV (40M X 30M) For 3 plots considering 1200 m2 of each plot
Plot 2 for Terminal (60M X 40M) For 3 plots considering 2400 m2 of each plot
Plot 3 for Mother Station (60M X 60M) For 3 plots considering 3600 m2 of each plot
AREA SURVEY (FOR MDPE NETWORK)
Area Survey of MDPE Network to carry out Area Survey and propose feasible route for laying the proposed pipeline network and to indentify and record all the features of the area surveyed along with building, structures, drains pavements, roads etc. and including those likely to have bearing on alignment of proposed pipeline and to propose a pipeline route with respect to boundary giving forest from the nearest boundary which will have least obstruction, marking obstruction, if any, indentify the type of building type of road back lanes required to be cut to lay the pipelines, all the field data to be collected, superimposing the same on digitized satellite high resolution image (as mentioned in item no. ) and developing the drawings/ maps in scale 1:250 with full details marked, check and confirm completeness of data all complete as per specifications drawings and direction of the Engineer-in-Charge and giving drawings in 4 copies along with original editable CAD output including all data.
PART-B (PERMISSIONS)
Preparing the map for applying and Obtaining of permission from Municpal corporation, Gram Panchayat or various land owning authorities using Google map or secondary maps or survey maps or crossing maps as applicable ( With authorisation from concerned agency) and submission to concerned land owning agencies in the required format and /or uploading in the website as required for applying of permission and submitting 4 copies of the applied permission drawings along with soft editable copies and CAD output on CD to COMPANY/PMC. All liasioning works for applying and obtaining secondary maps is included in this item. Note: 1. Payment will be made for the final approved route for which application has been made to the land agencies. 2. Item covers all works towards successful receipt of Permision for Laying & OFC and stations from Concerned authorities & Land owners. 3. Number of permissions in terms of roads, i.e. if a certain no. of roads fall under the same jurisdriction, it will be treated as only 1 (one) permission. Bidder to quote accordingly.
NATIONAL HIGHWAY / EXPRESSWAY CROSSING Obtaining approval/ permissions from appropriate respective State /National and other authorities for the Gas pipeline crossings across National Highways etc. applicable for both pipeline and OFC laying, as per details of scope of work of the tender document.
ALONG WITH NATIONAL HIGHWAY (IN ROU OF HIGHWAY) Obtaining NOC from appropriate authority for laying pipeline & OFC parallel to National Highway/Express Highway , as per detailed scope of work of the tender document.
RAILWAY CROSSING Obtaining approval/permissions from Railway Authorities and any other authorities for the Gas pipeline crossings across Railways etc. applicable for both pipeline and OFC laying, as per details of scope of work of the tender document.
ALONG THE RAILWAYS (IN ROU OF RAILWAY) Obtaining NOC from appropriate authority for laying pipeline & OFC parallel to Railway, as per detailed scope of work of the tender document.
STATE HIGHWAY Obtaining approval/permissions from appropriate respective State and other authorities for the Gas pipeline crossings across various State Highways, PWD Roads etc. applicable for both pipeline and OFC laying, as per details of scope of work of the tender document.
RIVER CROSSINGS Obtaining approval/permissions from appropriate respective State /National and other authorities for the Gas pipeline crossings across Rivers etc. applicable for both pipeline and OFC laying, as per details of scope of work of the tender document.
OTHER PIPELINE AND UTILITIES Obtaining approval/permissions from appropriate authorities for the Gas pipeline crossings across various other pipeline and utilities etc. applicable for both pipeline and OFC laying, as per details of scope of work of the tender document.
FOREST CROSSING PERMISSION SOCIAL FOREST (PER DIVISION) Obtaining approval/permissions/NOC from appropriate respective State /National and other authorities for the Gas pipeline crossings across the Forests land & Wildlife applicable for both pipeline and OFC ,as per details of scope of work of the tender document. Any survey (DGPS, etc.) if required by the Forest Department the same to be done by the vendor and no extra payment would be done for the same.
FOREST CROSSING PERMISSION PROTECTED AND RESERVED FOREST (PER DIVISION) Obtaining approval/permissions/NOC from appropriate respective State /National and other authorities for the Gas pipeline crossings across the Protected and Reserved forest land & Wildlife applicable for both pipeline and OFC ,as per details of scope of work of the tender document. Forest Approvals, includes proposed reserved forest/protected / reserved / sanctuary etc. all complete. Any survey (DGPS, etc.) if required by the Forest Department the same to be done by the vendor and no extra payment would be done for the same.
MDR/ODR, MUNICIPALITY ROAD & OTHER ROADS Obtaining approval/permissions from appropriate respective State /National and other authorities for the Gas pipeline crossings across Other roads including village roads etc. applicable for both pipeline and OFC laying, as per details of scope of work of the tender document.
NALA/ DRAIN (UNDER JURISDICTION OF AUTHORITIES) Obtaining approval/permissions from appropriate respective State /National and other authorities for the Gas pipeline crossings across Nala & Drains etc. applicable for both pipeline and OFC laying, as per details of scope of work of the tender document. Note: Small Nala/ Drain will not be considered.
CANAL/ FIELD CHANNEL (UNDER JURISDICTION OF AUTHORITIES) Obtaining approval/permissions from appropriate respective State /National and other authorities for the Gas pipeline crossings across Canals & Field Channel etc. applicable for both pipeline and OFC laying, as per details of scope of work of the tender document. Note: Canal/ Field Channel will not be considered.
ALONG THE STATE HIGHWAY/OTHER ROAD/CANAL (IN ROU OF SH/OTHER ROADS/CANAL) Obtaining NOC from appropriate authority for laying pipeline & OFC parallel to State Highway/ Other Road/ Canal , as per detailed scope of work of the tender document.

Topo Graphical Survey Works For Terminal/ SV Stations/ IP Stations/ Mother station/ CGS
Conducting topographical survey in specified area as shown in the tender drawings by conventional/GPS or any other standard method, covering details of physical features like Rivers, Nallahs, Lakes, Ponds, wells, Pits, Forest, Trees, Road, Culverts, transmission lines, telegraph / telephone and electric poles, underground or any other services , cross drainage works including cross sectional details of nallah etc. including establishing high flood levels with source of information , identification of any monuments, historical structural , wild life sanctuary in the vicinity, storm water disposal point with levels, cross-section details of nallah, recording spot levels, including providing in tabulation grith wise no. of trees etc. as specified, plotting sand developing topographical contour maps, showing true north including establishing survey reference stations, key plan etc. including all equipment personnel's clearing of bushes as per requirement of intervisibility to carry out survey work etc. complete work in all respects as per drawings, specifications and direction, Specifications and directions of Engineer-In-Charge including submitting hard copies of drawings/documents and supply of electronic files. Note: Survey work shall be carried out by survey agency approved by Contractor and shall be submitted to EPMC/EPC for review. Note: (1) Surveyors having adequate practical knowledge and experienced in survey works with advanced equipment is essential. Man and equipment required are to be arranged by the contractor at his own cost. (2) The Surveyors shall include the cost towards mobilisation/de-mobilisation of equipment and men . (3) The Surveyors shall include the cost towards clearing of bushes/vegetation/cutting and removing tree branches (if required), in his quoted rates. (4) This work shall be carried at different stations. Surveyors shall recommended suitable land for stations. (5) Surveyors shall include the cost of Grid Pillar,Boundary Pillar & Permanent Pillar etc. in the quoted rates
GEOTECHNICAL INVESTIGATION For STATIONS/TERMINALS/MOTHER STATION/ CGS Mobilization of plant and personnel at site including shifting of plant and personnel from one site to another and demobilization, complete for soil investigation work as described in scope of work ,Specifications, and as per instruction of Engineer –in –charge
