Conversion of 2 Phase to 3 Phase EHV Power Supply for Nandurbar, Nardana & Dharangaon Railway TSS using High Temperature Low Sag (HTLS) Conductor on Monopole towers under jurisdiction of MSETCL in state of Maharashtra.

The tenderer must have minimum average annual contractual turnover of V/N or "V" whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

The tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited

Three similar works costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works costing not less than the amount equal to 40% of advertised value of the tender, or One similar work costing not less than the amount equal to 60% of advertised value of the tender

In case of composite works (e.g. works involving more than one distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges - substructure, superstructure etc.), tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:

Three similar works costing not less than the amount equal to 30% of advertised value of each component of tender, or Two similar works costing not less than the amount equal to 40% of advertised value of each component of tender, or One similar work costing not less than the amount equal to 60% of advertised value of each component of tender. Note: Separate completed works of minimum required values shall also be considered for fulfillment of technical eligibility criteria for different components

In such cases, what constitutes a component in a composite work shall be clearly pre-defined with estimated tender cost of it, as part of the tender documents without any ambiguity. Any work or set of works shall be considered to be a separate component, only when cost of the component is more than 2 crore each.

To evaluate the technical eligibility of tenderer, only components of work as stipulated in tender documents for evaluation of technical eligibility, shall be considered. The scope of work covered in other remaining components shall be either executed by tenderer himself if he has work experience as mentioned in clause 7 of the Standard General Conditions of Contractor through subcontractor fulfilling the requirements as per clause 7 of the Standard General Conditions of Contract or jointly i.e., partly himself and remaining through subcontractor, with prior approval ofChief Engineer in writing. However, if required in tender documents by way of Special Conditions, a formal agreement duly notarised, legally enforceable in the court of law, shall be executed by the main contractor with the subcontractor for the component(s) of work proposed to be executed by the subcontractor(s), and shall be submitted along with the offer for considering subletting of that scope of work towards fulfilment of technical eligibility. Such subcontractor must fulfill technical eligibility criteria as follows:

The subcontractor shall have successfully completed at least one work similar to work proposed for subcontract, costing not less than 35% value of work to be subletted, in last 5 years, ending last day of month previous to the one in which tender is invited through a works contract. In case after award of contract or during execution of work it becomes necessary for contractor to change subcontractor, the same shall be done with subcontractor(s) fulfilling the requirements as per clause 7 of the Standard General Conditions of Contract, with prior approval of Chief Engineer in writing.

1.In reference to sub para-01 above, similar single work means " a.Manufactured and erected by a manufacturer incorporated in India with established manufacturing facility in India, for High Temperature Low Sag (HTLS) Conductor (of the same Technology as to the offered Conductor complying with specifications mentioned in Technical specifications for reconductoring with High Performance Conductors) issued by MSETCL for transmission line of 110KV or higher voltage. Or b.Erection of High Temperature Low Sag (HTLS) conductor (of the same Technology as to the offered Conductor complying with specifications mentioned in Technical specifications for reconductoring with High Performance Conductors) issued by MSETCL for transmission line of 110 KV or higher voltage and should have valid authorization by manufacturer meeting the requirement at (a) above (for manufacturing of conductor) at the time of bid submission.

Tenderer should submit certified copy of partnership deed, Memorandum & articles of association if applicable.

Tenderer should submit attested copy of Annexure I.

Tenderer should submit EPFO/ESIC certificates , if applicable.

Tenderer should submit certified copy of Power of attorney, board resolution/ Memorandum of Association & Article of association authorization to sign the tender documents on behalf of partnership/Limited/Pvt Ltd firm if applicable

For Technical Eligibility Criteria, Tenderer should submit completion certificate issued by the concerned executive of Similar nature work: Note- Work executed with Central/State Govt./Semi- Govt. Organisations/Authorities, PSUs, Govt. of India under takings shall only be considered to qualify above eligibility. Certificates from the private Individuals/Organizations shall not be considered. DOCUMENTS TO BE UPLOADED ALONG WITH TENDER : The following documents are required to be uploaded along with tender. a)List of personnel, Organisation available on hand and proposed to be engaged for the subject work. b)List of Plant & Machinery, available on hand (own) and proposed to be inducted (own & hired to be given separately) for the subject work. c)List of works completed, in the qualifying period giving description of work, organisation for whom executed, approximate value of contract at the time of award , date of award & date of scheduled completion of work, date of actual start, actual completion and final value of contract should also be given. d)List of works on hand indicating description of work, contract value, approximate value of balanced work yet to be done & date of award. Note : 1) In case of item (c) & (d) above, supportive documents/ certificates from the organisation with whom they worked/ are working should be enclosed. 2)Certificates from the private individuals for whom such works are executed/being executed will not be accepted.

Tenderer should submit attested copy of pan card.

Tenderer should submit certificate stating that the company is not Blacklisted/Debarred

Tenderer should submit attested copy of Employment/ Partnership or Non employment/partnership of Retired Railway Employee as per Clause 16 and 59(9) of GCC April 2022.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

In case the date of submission / opening is declared as holiday by the Central Govt., then the tender shall be opened on next working day in the same manner.

GST will be applicable as per latest rule

Tenderer are advised to update the all required details mentioned in Shramik Kalyan Portal of Indian Railway website www.shramikkalyan.indianrailways.gov.in and as well as LOA details early.

The Tenderer have to visit the work site and should be aware of the site conditions.

The Tenderer have to read and go through the Tender document and GCC April 2022 and if any conditions or any criteria which has not been mentioned in tender document but are applicable as per GCC April 2022, it should be strictly followed.

The tenderer shall procure materials in accordance with MSETCL-approved technical specifications and only from MSETCL approved sources.
