Provisioning of skilled electrician for management of main receiving station and E/S sub-station located at 3 AFSB, Sec-25 Gandhinagar comprising of HT incoming supply system and LT distribution system, operation of DG sets for AF nets, 11 KV RMUs, step down transformers, APFC panel, power disturibution board etc. installed at different locations of 3 AFSB Sec-25 Gandhinagar for round the clock (03 shifts for 08 hrs) complete all as specified and as directed.

Provisioning of skilled electrician for management of electric supply sub-station comprising of LT distribution system, step down transformers, APFC panel, power disturibution board etc. installed at different locations of 258 SU Sec-27 Gandhinagar for round the clock (03 shifts for 08 hrs) complete all as specified and directed

Rates required to be quoted for executing the work as described in Serial Item Nos. 1.00 and 2.00 above:-

Minimum Wages per person (Skilled Labour) as per latest MOL&E Rates/ existing rules.

Provisioning of semiskilled fitter grade mechanic (FGM) for management of water supply installation comprising pump house, submersible pump, centrifugal pumps, water pump, sluice valve and DG set installed at different locations of 3 AFSB, Sector-25, Gandhinagr for 16 Hrs (02 shifts of 08 hrs) complete all as specified and as directed.

Provisioning of semiskilled fitter grade mechanic (FGM) for management of water supply installation comprising pump house, submersible pump, centrifugal pumps, water pump, sluice valve, UG sump and DG set installed at different locations of 258 SU, Sector 27 AF Station Gandhinagar for 16 hrs (02 shifts for 08 hrs) complete all as specified and as directed.

Rate required to be quoted for executing the work as described in Serial Item Nos. 4.00 and 5.00 above:-

Minimum Wages Per Person (Semi-Skilled Labour) as per latest MOL&E Rates/ existing rules.

Note for BOQ Item Nos. 3.01 and 6.01 above:- The rate quoted by the tenderer shall include contrubution towards Employees Provident Fund (EPF), Employees State Insurance Contribution (ESIC), Contribution of Bounus, GST, Over head & profit and Labour Welfare Cess (LWC) as applicable, as per existing rules.

Notes for BOQ Item Nos. 1.00, 2.00 to 4.00 and 5.00 above:-

(i) Electrician hand tools, tester, meggar, test lamp, safety shoes, helmet and hand gloves, instulation tape, cotton waste and all tools DO rod, spanner set, tool kit, tool bag etc. hand gloves suitable for working pressure 11000 Volts and tested up to 22000 Volts and pressure guage clamp meter will be provided by the contractor without any extra cost.

(ii) The contractor should always keep in mind that it is only the services of these contract labours is outsourced & not manpower. So providing reliever will be sole responsibility of contractor.

(iii) DHPP for running of DG set shall be issued by department all as directed by Engineer-in-Charge.

(iv) Rates quoted shall be including minor repair as per daily weekly or monthly check.

(v) Electrcity as required shall be made available to the contractor free of cost by department.

(vi) Contractor shall maintain the shut down register and log books for running pump sets as per format and all as specified and directed by Engineer-in-Charge.

(vii) Cleaning of substation/ pump house premises and surrounding the area inside fencing/ compound wall complete all responsibility of contractor.

(viii) Emergency light will be provided by the contractor during night hours without any extra cost.

(ix) All safety precautions as per IE rules should be strictly followed by contracted employees & department shall not be held responsible for any untowards incident.

(x) Attendence register of staff employed will be maintained by JE E/M. If any labour found absent, necessary penalty/ recovery will be made by Engineer-in-Charge as per CA clause.

(xi) Qualification & experience certificate of contracted labours should be produced by contractor. (xii) Electrician (Skilled)/ FGM(Semi skilled) should have minimum Qualification ITI with 4 years Experiance. (a) One Electrician per shift for three shifts in a day shall be required to maintain/ checking the installations etc all as directed and specified by Engr-in-Charge. (b) The Electrician Personnel shall be provided with protective clothing & shall wear them while operating the plant. In case of any accident/ Injury, fatal or partial disability, the cotractor shall be solely responsible for setting all Claims/ Compensation. Department will have a right to recover any sum indicated/ Claimed by labour Commissioner/ Court directive. GE will however ensure that contractor has provided all adequate & required means to the workmen and contractor shall get his personnel insured.

(xiii) Contractor has to produce Photo ID of the staff employed with security pass number issued by Main Guard Air force Station. (xiv) Staff employed will be given 2 sets of uniform. (xv) GST/ EPF paid certificate should be enclosed with RAR. (xvi) It should be ensured by contractor that minimum labour charges are paid as per the minimum fare wages act and wages register duly signed by concerned labour will be produced alongwith RAR by the contractor. If rates quoted by the L1 bidder are less than Schedule of Minimum Fare Wages, then that bidder will not be considered bonafide and action will be taken as per the instructions of Accepting Officer. (xvii) The payment to every staff employed on work shall be made in the Aadhaar linked bank account through account payee cheque only. (xviii) If the quoted amount is less than the estimated cost of the work, then the lowest bidder will have to deposit FDR/ BGB in favour of Accepting Officer within 07 days of opening of Financial Bid for the difference in estimated cost & quoted amount. In case the said FDR/ BGB is not submitted within stipulated period as mentioned above, the contractor shall be banned for 06 months and his bid will be rejected. FDR/ BGB shall be released only after satisfactory completion of work including defect liability period of contract whenever applicable.
