( A) INSTRUCTIONS TO BIDDERS (ITB)
1. Procedure for Submission of Tender
a). The Bidder should quote the price bid in tender form before schedule time Tender Document, tender fee
& EMD (Draft /DD) and all other enclosures as asked in tender.
b).The bidder shall submit the following Tender documents physically in hard copy in two separate
envelope (marked as “original” and other marked as “Duplicate”) in schedule time by RPAD/
Speed Post/ Hand Delivery in duplicate.The Bid envelopes shall be marked as follows:-

2. Assessment of Submission
2.1 The Employer will open the technical bid ofphysically submitted document of all the bids received
for the package (except those received late) containing the sealed Tender volume and other
enclosures then announce the names of bidders in the presence of bidders or their representatives
who choose to attend on the date and time mentioned in the NIT In the event of specified date of
bid opening being declared as a holiday for the Employer, the Tender will be opened at the
appointed time and location on the next working day.
2.2 In Physical submission, Bidders detailed and tender fee, E.M.D. shall be opened first. The Employer
at the opening will announce bidder’s names, , the presence/or absence of EMD, the amount and
validity of EMD furnished with each bid, is valid registration and such other details, as the Employer
may consider appropriate.
2.3 The Employer will determine whether the bid is accompanied by the required EMD.
2.4 If the EMD furnished does not conform to the amount and validity period as specified in the
Invitation for Bid and has not been furnished in the form, the bid shall be rejected by the Employer
as non-responsive and the Tender volume will be returned to the bidder.
2.5 Subject to confirmation of the EMD by the issuing bank, the Tender volume accompanied with
valid EMD will be taken up for further evaluation. In case, the Bank does not confirm the EMD, the
bid shall be rejected as non-responsive and no further evaluation carried out.
2.6 The tender volume will further be examined to determine whether the bid has been properly
signed, meets the eligibility and qualification criteria, has the required available bid capacity, is
accompanied by the requisite certificates, undertaking and other relevant information specified in
the bid documents and is substantially responsive to the requirement of the bidding documents and
provides any clarification for ascertaining the correctness of the information/details.
2.7 If the Tender volume is not substantially responsive, it will be rejected by the Employer and will not
subsequently be made responsive by correction or modification or withdrawal of the nonconforming
deviation or reservation.
3. Evaluation and Comparison of Tender volume
The Employer will evaluate and compare only those Tender volumes which are determined to be
substantially responsive in accordance with Clause 2and qualified for award of Contract in
accordance with Clause 5(General Terms and Condition).
4. Procedure for Tender Opening
Received copies of tender in physical form with in schedule time, will be open on schedule date and
time. In the event of specified date of bid opening being declared bidders who qualify the criteria
then bidder bid will be considered for opening of price bid.
5.1 The Employer will award the Contract to the bidder whose bid has been determined to be
substantially responsive to the bidding documents and who has offered the lowest Evaluated Bid
Price, provided that such bidder has been determined to be (i) eligible in accordance with the
provisions of Clause 3(General Terms and Condition); and (ii) qualified in accordance with the
provisions of Clause 5(General Terms and Condition).
6. Notification of Award
6.1 Prior to expiration of the period of bid validity prescribed by the Employer, the Employer will notify
the successful bidder by cable/fax and confirmed by registered letter that his bid has been accepted.
This letter shall name the sum which the Employer will pay the Contractor in consideration of the
execution, completion and maintenance of the Works by the Contractor as prescribed by the

7.A successful Bidder has to deposit security deposit / Bank Guarantee as per Circular after receiving
letter of Indent. Time limit of work will commence from the date of issue of work order.
8. Clarification of Bids
8.1 To assist in the examination, evaluation and comparison of bids, the Employer may, at his
discretion, ask any bidder for authentication the correctness of the information/details furnished by
him in his bid. Such request by the Employer and the response by bidder shall be in writing or by

9.1 Information relating to the examination, clarification, evaluation and comparison of bids and
recommendations for the award of a contract shall not be disclosed to bidders or any other persons
not officially concerned with such process until the award to the successful bidder has been
announced. Any effort by a bidder to influence the Employer's processing of bids or award decisions
may result in the rejection of his bid.
10.1 The bidder is advised to visit and examine the Site of Works and its surroundings and obtain for
itself on its own responsibility all information that may be necessary for preparing the bid and
entering into a contract for construction of the Works. The costs of visiting the Site shall be at the
bidder’s own expense.
10.2 The bidder and any of its personnel or agents will be granted permission by the Employer to enter
its premises and lands for the purpose of such inspection, but only upon the express condition that
the bidder, its personnel and agents, will release and indemnify the Employer and its personnel and
agents from and against all liability in respect thereof and will be responsible for death or personal
injury, loss of or damage to property and any other loss, damage, costs and expenses incurred as a
result of the inspection.

1. Scope of Bid
1.1 The Ahmedabad Municipal Corporation hereinafter called "the Employer" invites Tender document
for the construction of works (as defined in these documents, hereinafter referred to as "the Works")
detailed in the table given in the IFB.
1.2 The Works consist of: “as Above "

3. Eligible Bidders
3.1 This invitation for bids is open to bidders who has necessary bid capacity and who meet the
following requirements:
A bidder shall not be under a declaration of ineligibility for corrupt or fraudulent practice.
The bidders shall have a registration with State PWD, and/or CPWD for "E1" class and or
equivalent. If contractor is not registered with AMC in the relevant class, on award of contract
he shall be required to register himself with AMC within 3 month's time.
Bidders shall provide such evidence of their continued eligibility satisfactory to the Employer, as the
Employer shall reasonably request.Subject to Submition of SuccsesfulSubmition as per Clause –II of
4. Eligible Material, Equipment and Services
4.1 At the Employer's request, the bidder having offered the lowest evaluated financial bid may be
required to provide evidence of the origin of materials, equipment, and services to the satisfaction of

GENERAL SPECIFICATION
The work shall be completed with 12 Months after the order to start the works.
The details of reinforcement of R.C.C. work shall be as per design and instructions of City
Engineer/Addl.City Engineer and his order will be considered final.
The contractor shall have to maintain account of steel, cement and other materials that may be brought
by him on site. This account shall be regularly maintained and kept open for inspection by Municipal
Staff. Watering of all the items shall be as per instructions. Mixing of concrete shall be done by concrete
mixer machine. Arrangements of binding vibrator for R.C.C. works if required shall have to be made by
the contractor.
The contractor shall be remain responsible for Workmen’s compensation if any when such case occurs.
The contractor shall arrange formed ampersand in night and he shall be responsible for any damage of
life and limb or property if any happen, during the execution of work. In case of dispute for unseen or
overlooked items the decision of the city Engineer/Addl.City Engineer shall be final. The contractor shall
have to give site clean of all rubbish on completion of work and have over the building with final
finishing of the work as directed. All the rejected materials shall be removed from site within 24 hours
by contractor at this risk and cost.
For mixing mortar either for masonry or for plaster or for any other purpose contractor shall have to
prepare through of bigger size and mix the mortar in the required proportion. In on case he shall be
allowed to mix the mortar either on floor or any finished surfaces.
The contractor shall have to make his own arrangement for water required for the work and shall pay

If any extra item crops up during the progress of work the same shall be carried out by the contractor
and he shall be paid at the rate fixed by C.E . /Addl. City Engineer as per the rate analysis based on

If in the interest of the Corporation it is necessary to change either any site or the design of the propose
work the contractor shall carry out the same at his quoted rates without charges any extra and the
contractor will have to carry out the works and he will be paid at the rate quoted by him and no claim
for extra for subsequent changes may be entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors shall have
to prepare the measures boxes according to this measure.
The R.C.C. or specified work shall not be done on Sunday and holiday excepting emergency or when
technical requirements are such that continuity of work should be maintained and that to will be with
prior permission of the competent authority.

5.3 Disqualification

11. Format and Signing of Bid
11.1 The bidder shall prepare two copies of the documents comprising the bid as described in
Instructions to Bidders.
11.2 The bid shall be typed or written in indelible ink and shall be signed by a person or persons duly

11.3 The bid shall contain no alterations, omissions or additions, except those to comply with
instructions issued by the Employer, or as necessary to correct errors made by the bidder, in

Corrupt or Fraudulent Practices
The Employer will reject a proposal for award if he determines that the Bidder recommended for

Employer will declare the firm ineligible, either indefinitely or for a stated period of time, to be

firm has engaged in corrupt or fraudulent practices in competing for the contract, or during
“corrupt practice” means behavior on the part of officials in the public or private sectors by

Safety and Signage
Contractor has to arrange for the complete safety of the persons working for project, users of the
road i.e. public and vehicles also. All the arrangements of traffic drums, metal / fiber cones, traffic
blinkers, traffic signs as per design, safety tapes etc. to be arranged at site. Necessary florescent
marking on traffic signs to be provided so that it should be visible at night. During night working
hours safety in charge personnel shall be provided with florescent jackets. This shall be Provided at

AMC may support to get the temporary connection and may at its diseretien get the same
converted to permanent connection at the same of AMC if desired do,and contractor shall as no
extra cost support the same. In this case AMC my be as the remaining cost subject to approval.
20 :- CONTINGENT FEE:
The Contractor warrants that he has not employed any person to solicit or secure the contract
upon any agreement for a commission, percentage, brokerage or contingent fee. Breach of this
warranty shall give the Municipal Commissioner the right to cancel the contract or to take any
other measure as the Municipal Commissioner may deem fit. The warranty does not apply to
commissions payable by the contractor to establish commercial or selling agent for the purpose
of securing business.
No officer, employer of the Municipal Corporation be admitted to any share or part of this
contract or to any benefit that may rise there from.
21:-OVERPAYMENT AND UNDERPAYMENT:
Whenever any claim fourths payment of a sum to the Municipal Corporation arises out of or
under this Contract against the contractor the same may be deducted by the Municipal
Corporation from any sum then due or which at any time thereafter may become due to the
contractor under this contract and failing that under any other contract with the Municipal
Corporation or from any sum due to the contractor with the Municipal Corporation (which may be
available with Municipal Corporation), or from his retention money, or he shall pay the claim on
demand. The Municipal Corporation reserves the right to carry out post payment audit and
technical examination of the final bill including all supporting vouchers, abstracts, etc.
The Municipal Corporation further reserves the right to enforce recovery of any over payment
when detected not withstanding the fact that the amount of the final bill may be included by the
If as a result of such audit and technical examination any over payment is discovered in respect of
any work done by the Contractor or alleged to have been done by him under the contract, it shall
be recovered by the Municipal Corporation from the contractor by way of all the means prescribed

liable and which is chargeable to the contractor, the owner shall have the right to retain out of any
payment then due or thereafter to become due an amount sufficient to completely indemnify the
owner against such lien or claim or if such lien or claim be valid the owner may be or become due
and payable to the contractor. If any lien or claims remaining, unsettled after all payments are
made, the contractor shall refund or pay to the owner all money that the latter may be compelled
to pay in discharging such lien or claim including all cost and reasonable expenses.

( C ) FINACIAL CONDITION
1. Cost and Currencies of Bidding
The bidder shall bear all costs associated with the preparation and submission of his bid and the
Employer will in no case be responsible or liable for those costs.
Currencies of Bid and Payment
The rates and the prices shall be quoted by the bidder entirely in Indian Rupees

2.Earnest Money Deposit :-
2.1 Bank guarantees (and other instruments having fixed validity) issued as surety for the bid shall be
valid for 28 days beyond the validity of the bid.
2.2 The EMD of the unsuccessful bidders, except for L1,L2 and L3 bidders, will be returned as promptly

General terms & conditions
1. Tenderer should be registered in PWD/ in Govt. R&B /CPWD / AMC or equivalent registration
with any other state Govt. or institutions. Copy of registration should be attached with tender

from the site of work within 24 hours.
12. All work shall be carried out in a manner as per standard engineering practice.
13. All tools, templates, machinery and equipment for correct execution of the work as well as for
checking lines, levels, alignment of the works & all precautionary measures during execution
shall have to be kept in sufficient numbers and in good working condition at the site of the work.

14. Special modes of the construction not adopted in general Engineering practice, if proposed to
be adopted by the contractor shall be considered only if the contractor provided satisfactory
evidence that such special mode of construction and completion of work to the required
strength and quality. Acceptance of the same by the Engineer in charge shall not however,
absolve the contractor from the responsibility of any adverse effect and concordance of
adopting the same in the course of exaction or completion of the work.
15. The contractor shall be responsible for observing the rules and regulation imposed under the
"Minor Mineral Act", and such other laws and rules prescribed by the Government from time to
16. All necessary safety measures and precautions (incl. those laid down in the various relevant
Indian Standard) shall be taken to engrave the safety of men, materials and machinery on the
work and also of the work itself.

23. The contractor shall take no advantage of any apparent error or omission in drawing or
specification and the Engineer -in-charge shall make such corrections and interpretations as
necessary to fulfill the intent of the plants and specifications.
24. The quantities of items in BOQ (Bill of Quantities) may vary in case of necessity arises.

applicable of connection, meter installation, water consumed, water required for testing
purposes, disconnection and the laying, maintenances and ultimate removal of any distribution
system around the site.
29. Electricity:Electric supply will be made available at the site by the Contractor and the contractor
must make his own arrangements with the Corporation and Electricity Supply Authorities and
with other contractors to connect and to take a supply from such services, paying all costs in
connection therewith.
The Contractor shall be entitled to use supply Electricity as may be available on the site for
purpose of the work and shall pay such charges as is fixed by the appropriate supply Authorities.
In case there is any delay in supply of power site of any interruption or fault in the power during
the work. No compensation shall be paid for idle labor staff, machineries and for use of diesel
operating sets etc. as the case may be.
30. Tenders shall submit all the valid/certified documents in support of their initial/eligibility criteria
mentioned above along with the bid. They shall have also to submit the income tax clearance
certificate and solvency certificate.
31. No advance such as secured advance machinery advance, mobilization advance or materials
advance will be given.
32. The contractor shall get the electrical works executed through the authorized Government

Time limit for the work shall be 12 monthsafter the order to start the works. Progress of work should be

The contractor shall have to maintain account of steel, cement and other materials that may be
brought by him on site. This account shall be regularly maintained and kept open for inspection by

made to contractors. Mixing of concrete shall be done by concrete mixer machine. Arrangements of
binding vibrator for R.C.C. works if required shall have to be made by the contractor.

shall have to prepare through of bigger size and mix the mortar in the required proportion. In
on case he shall be allowed to mix the mortar either on floor or any finished surfaces. The
contractor shall have to make his own arrangement for water required for the work.
If any extra item crops up during the progress of work the same shall be carried out by the contractor
and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if item is
not available in SOR than based on current market rates. In case of extra item decision of Add. City
Engg. shall remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the propose
work the contractor shall carry out the same at his quoted rates without charges any extra and the
contractor will have to carry out the works and he will be paid at the rate quoted by him. No claim for
extra rate for subsequent changes in site and design is entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors shall have
to prepare the measures boxes according to this measure.
Octroi exemption passes shall not be given for any materials required for the work. Contractor will be
fully responsible for compliance of the various provisions under contract Act. 1970 and the Rules
framed the to under.
The tender for the work shall remain open for a period (180) days from the date of opening of the
tenders for this work and that the tenderer shall not be allowed to withdraw on modify the offer on his
own during the period. If any tenderer withdraw or makes any modifications or addition in the terms
and conditions of his tender not acceptable to the Municipal Corporation the Municipal Corporation
shall without prejudice to any right or remedy be at liberty to forfeit in full the said earnest money and
black list the contractor.
If work is not started within specified time limit the penalty as per rule & tender condition delay of start
shall be recovered separately from the immediate bills payable to the contractor. Contractor has to
make his own arrangement for procurement of steel and cement.

All the surplus earth etc. shall be carried away immediately from the site of work to a place within 5km.
distance or as directed and ordered by the Engineer, so as not to cause any inconvenience to the public
traffic finding which in view of public safety and traffic convenience. The corporation shall carry out the
work by any other agency at the contractor’s risk and cost. If the instructions are not completed within
days from the date of order to cart the surplus materials and clear the site, the said work shall be carried
out by the Municipal Corporation at the risk and cost of the contractor and no claim or dispute shall be
entertained in this respect.
If the filling in trenches after settlement of the earth filling in trenches is to be done and the same shall be
carried out by the contractor without asking any extra rate. The contractor shall have to cart the surplus
earth after the trenches we will watered and refilled with the sand. The rate of carting including carting of
brickbats, metal, rubble vegetable and garbage, if necessary to clear the road surface.

(A) Materials :

concrete mix shall be designed from preliminary tests, the proportioning of cement and aggregates

M-100, M-150, M-200, M-250, M-300, M-350, M-400, with prefix controlled added to it. The letter

The strength requirements of different grades of concrete shall be as under:

In all cases, the 28 days compressive strength specified in above table above be the criteria for
acceptance or rejection of the concrete.
Where the strength of a concrete mix as indicated by tests, lies in between the strength of any two
grades specified in the above table such concrete shall be classified in for all purposes as concrete
belonging to the lower of the two grades between which its strength lies.
c. The proportions for ingredients chosen shall be such that concrete has adequate workability for
conditions prevailing on the work in question and can be properly compacted with means available
except where it can be shown to the satisfaction of the Engineer-in-charge, that the supply of
properly graded aggregate of uniform quality can be maintained till the completion of work. Grading
of aggregate shall be controlled by obtaining the coarse aggregates, in different sizes and being in
them in the right proportions as required. Aggregate of different sizes shall be stocked in separate
stock piles. The required quantity of material shall be stock piled several hours, preferably a day
before use. The grading of coarse and fine aggregate shall be checked as frequently as possible, the
frequency for a given job being determined by the Engineer-in-charge to ensure that the suppliers
are maintaining the uniform grading as approved for samples used in the preliminary tests.
d. In proportioning concrete, the quantity of both cement and aggregate shall be determined by weight.
Where the weight of cement is determined by accepting the maker’s weight per bag a reasonable
number of bags shall be weighted separately to check the net weight. Water shall either be measured
by volume in calibrated tanks or weighed. All measuring equipments shall be maintained in clean and
serviceable condition. Their accuracy shall be periodically checked.
e. In is most important to keep the specified water cement ratio constant and at its correct value. To this
end, moisture content in both fine and coarse aggregates shall be determined by the Engineer-in-
charge, according to the weather conditions. The amount of mixing water shall then be adjusted to
compensate for variations in the moisture content. For the determination of moisture content in the
aggregates, I.S. 2389(Part III) shall be referred to. Suitable adjustments shall also be made in the
weights of aggregates due to variation in their moisture content. Minimum quantity of cement to be
used in concrete shall not be less than 220 Kgs./M 3 in plain concrete and not less than 250 Kg/M3 in
reinforced concrete.
(C) Mode of measurement and payment:

9 Providing TMT Bar FE500D reinforcement for R.C.C. work including bending, binding and placing in position
complete upto floor two level. (Building SOR 2023-24, Item Code 05014C,)
Providing & laying TMT bars reinforcement as per standard specification work should be carried out at any
depth running sever line.
The scope of work consists of providing and laying mild steel reinforcement and TMT CRS Fe-415 reinforcement
for RCC works of various components of the structure. This may be Tisco or any other approved manufacturer
branch and corrosion resistant steel bars approved by the Engineer Incharge. This includes cuttings, bending,
binding, placing, with all equipments and labour required for the work as directed by the City Engineer,
Ahmedabad and all operations covered within the intent and purpose of the specification.
Being of Reinforcement
Reinforcing steel shall conform accurately to the dimensions shown on relevant drawings and
conforming to the relevant IS codes (latest revision).
Bars shall be bent cold to the specified shape and dimensions or as directed by the City Engineer, AMC,
Ahmedabad using a proper bar bender, operated by hand or power to attain proper radii of bends.
Bars shall not be bent or straightened in a manner that will cause injury to the material.
Bars bent during transport or handling shall be straightened before being used on work; they shall not be
heated to facilitate bending.
The bending of the TMT bars shall be carried out as per the following:

Placing of Reinforcement:
All reinforcing bars shall be accurately placed in the exact position shown on the drawings, and shall be
securely held in position during placing of concrete by annealed binding wire not less than 1 mm in size and
conforming to IS:280 and by using stays blocks or metal chairs, spacer, metal hangers, supporting wires or other
approved devices at sufficiently close intervals. Bars will not be allowed to sag between supports nor displaced
during concreting or any other operation over the work. All devices used for positioning shall be of non-
corrodible material. Wooden and metal supports will not extend to the surface of concrete, except where
shown on the drawings, placing bars on layers of freshly laid concrete as the work progresses for adjusting bar
spacing will not be allowed. Pieces of broken stone, brick or wooden blocks shall not be used. Layers of bars
shall be separated by spacer bars, precast mortar blocks or other approved devices.
Reinforcement after being placed in position shall be maintained in a clean condition until completely
embedded in concrete. Special care shall be exercised to prevent any displacement of reinforcement in concrete
already placed.
To protect reinforcement from corrosion, concrete cover shall be provided as indicated on the
drawings. All bars protruding from concrete to which other bars are to be spliced and which are likely to be
exposed for an indefinite period shall be protected by a thick coat of neat cement grout.
In the case of columns and walls, vertical bars shall be kept in normal position with timber templates having
slots accurately cut in for bar position. Such templates shall be removed after the concreting has progressed
upto a level just below them.
Bars crossing each other, where required, shall be secured by binding wire (annealed) of size not less
than 1 mm and conforming to IS;280 in such a manner that they do not slip over each other at the time of fixing
and concreting. As far as possible, bars of full length shall be used. In case this is not possible, overlapping of
bars shall be done as directed by the City Engineer, AMC, Ahmedabad. When practicable, overlapping bars shall
not touch each other, but be kept apart by 25 mm or 1 ¼ times the maximum size of the coarse aggregates
whichever is greater, by concrete between them. Where this is not feasible, overlapping bars shall be bound
with annealed steel wire, not less than [1 mm thickness twisted tight in eight shape around the lapped bars. The
overlaps shall be staggered for different bars and located at fixed locations only along the span where neither
shear nor being moment is maximum.
Welding of Bars
Welding of TMT bars can be permitted if specified on the drawings, joints of reinforcement bars shall
be butt welded so as to transit their full strength. Welded joints shall preferably be located at points where steel
will not be subject to more than 75 percent of the maximum permissible stresses and welds so staggered that at
any one section, not more than 33 per cent of the rods are welded. No –pre-warning or post heat treatment is
necessary. Interpass temperature should be limited to 200º C with low heat input and equivalent strength low
hydrogen type electrode. Suitable means shall be provided for holding the bars securely in position during
welding. It must be ensured that no voids are left in welding and when welding is done in 2 or 3 stages, previous
surface shall be cleaned property. Ends of the bars shall be cleaned of all loose scale, rust, grease, paint and
other foreign matter before welding. Only competent welders shall be employed on the work.
Welded pieces of reinforcement shall be tested. Specimens shall be taken from the actual site and their
number and frequency of tests shall be as directed by the City Engineer, AMC, Ahmedabad.
The TMT bars shall be tested for any or all of the following tests as directed by the Engineer Incharge

1.1 The shuttering to be provided shall be of ordinary timber planks and shall conform to M-26.
1.2 The dimensions of scantlings and battens shall conform to the design. The strength of the wood shall
not be less than that assumed in the design.
2.0 Workmanship:
2.1 The form work shall conform to the shape lines and dimension as shown on the plans and be so
constructed as to remain sufficiently rigid during the placing and compacting of the concrete. Adequate
arrangements shall be made by the contractor to safe guard against any settlement of the form work
during the course of concreting and after concreting. The form work of shuttering, centering,
scaffolding bracing etc shall be as per design.
2.2 Cleaning & Treatment of forms:
2.2.1 All rubbish, particularly chippings shaving and saw dust shall be removed from the interior of the form
before the concrete is placed and the form work in contact with concrete shall be cleaned and
thoroughly wetted or treated. The surface shall be then coated with soap solution applied before
concreting is done. Soap solution for the purpose shall be prepared by dissolving yellow soap in water
to get consistency of paint. Alternatively a coat of raw linseed oil or form oil of approved manufacture
may be applied in case steel shuttering is used. Soap solution or raw linseed oil shall be applied after
thoroughly cleaning the surface. Care shall be taken that the coating does not get on construction joint
surface and reinforcement bars.
2.3 Stripping time:
2.3.1 In normal circumstances and where ordinary cement is used forms may be struck after expiry of
following periods:
(a) Sides of walls columns and vertical faces of beam 24 to 48 hours.
(b) Beams soffits (Props left under) 7 days.
(c) Removal of props slabs
(i) Slabs spanning up to 4.5 m – 7 days (ii) Spanning over 4.5 mm 14 days
(d) Removal of props to beams and arches
(i) Spanning up to 6 m – 14 days (ii) Spanning over 6 m 21 days
2.4 Procedure when removing the form work:
2.4.1 All form work shall be removed without such shock or vibration as would damage the reinforced
concrete surface. Before the soffits form work and struts are removed, the soffits and the concrete
surface shall be exposed where necessary in order to ascertain that the concrete has sufficiently
2.5.1 The centering to be provided shall be got approved. It shall be sufficiently strong to ensure absolute
safely of the form work and concrete work before, during and after pouring concrete. Watch should be
kept to see that behavior of centering and form work is satisfactory during concreting. Erection should
also be such that it would allow removal of forms in proper sequence without damaging either the
concrete or the forms to be removed.
2.5.2 The props of centering shall be provided on firm foundation or base of sufficient strength to carry the
loads without any settlement.
2.5.3 The centering and form work shall be inspected and approved by the Engineer-in-charge before
concreting. But this will not relieve the contractor of his responsibility for strength, adequacy and
safety of form work and centering. If there is a failure of form work or centering, contractor shall be
responsible for the damages to the work, injury to life and damage to property.
2.6 Scaffolding:
2.6.1 All scaffolding, hoisting arrangements and ladders etc required for the facilitating of concreting shall be
provided and removed on completion work by contractor at his own expense. The scaffolding, hoisting
arrangements and ladders etc. shall be strong enough to with stand all live, dead and impact loads
expected to act and shall be subject to the approval of the Engineer-in-charge. However, contractor
shall be solely responsible for the safety of the scaffolding, hoisting arrangement, ladders, work and
2.6.2 The scaffolding hoisting arrangements and ladders shall allow easy approach to the work spot and
afford easy inspection.
2.6.3 The rate is applicable to all conditions of working and height up to 4 mts. The rate shall include the cost
of materials and labour for various operations involved such as:
(a) Splayed edges, notching, allowance for overlaps and passing at angles, battens centering, shuttering
propping, bolting, nailing, wedging, easing, striking and removal.
(b) Filleting to form stop chamfered edges or splayed external angles not exceeding 20 mm width to
beams, columns and the like.
(c) Temporary openings in the forms for pouring concrete, if required, removing rubbish etc.
(d) Dressing with oil to prevent adhesion of concrete with shuttering, and
(e) Raking or circular cutting.
2.7.1 Before re use all forms shall be inspected by Engineer-in-charge and their suitability ascertained. The
forms shall be scarred, cleaned, and joints gone over, repaired where required. Inside surface shall be
retreated to prevent adhesion of concrete.
3.0 Mode of measurements & payment:
3.1 Form work shall be measured as the area in square meters of shuttering in contract with concrete
except in the case of inclined member and portion of curved profile and upper side in which case only
area of underside shall be measured for payment.
3.2 Form work to secondary beams shall be measured up to the sides of main beams but no deduction
shall be made from the form work of the main beam at the inter section point. No. deduction shall be
made from the form work of a column at inter section of beams.
3.3 The rate is for the completed item.
3.4 The rate shall be for a unit of one Sq. meter

foundations and plinth in cement mortar 1:6 (1 cement :6 fine sand) for conventional type bricks. (Building SOR

The proportion of the cement mortar shall be 1:6 (1 cement : 5 fine sand) by volume.
Wetting of bricks:
The bricks required for masonry shall be thoroughly wetted with clean water for about two hours before use
or as directed. The cessation of bubbles, when the bricks are wetted with water is an indication of through
wetting of bricks.
Bricks shall be laid in English bond unless directed otherwise. Half or cut bricks shall not be used except when
necessary to complete to bond; closer in such case shall be cut to required size and used near the ends of
A layer of mortar shall be spread on full width for suitable length of the lower course. Each brick shall first be
properly bedded and set home by gently tapping with handle of trowel or wooden mallet. It side face shall be
flushed with mortar before the next brick is laid and pressed against it. On copletion of course, the vertical
joints shall be fully filled form the top with mortar.
The walls shall be taken up truly in plumb. All courses shall be laid truly horizontal and all vertical joint shall be
truly vertical. Vertical joints in alternate course shall generally be directly one over the
The brick shall be laid with frog upwards. A set of tools comprising of wooden straight edges, mason’s sprit
level, square half meter rub, and pins, string and plumb shall be kept on the site of work for frequent
checking during the progress of work.
Both the faces of walls of thickness greater than 23 cms shall be kept in proper place. All the connected brick
work shall be kept not more than one meter over the rest of the work. Where this is not possible, the work
shall be raked back according to bond (and not left toothed) at an angle not steeper than 45 degrees.
All fixtures, pipes, outlets of water, hold fasts of doors and windows etc. which are required to be built in wall
shall be embedded in cement mortar.
Bricks shall be so laid that all joints are quite flush with mortar. Thickness of joins shall not exceed 12 mm.
The face joints shall be raked out as directed by taking tools daily during the progress of work, when the
mortar is still green so as to provide key for plaster or pointing to done.
The face of brick shall be cleaned the very day on which the brick work is laid and all mortar dropping

Preparation of foundation bed:
If the foundation is to be laid directly on the excavated bed, the bed shall be leveled, cleared of all loose
materials, cleaned and wetted before starting masonry. If masonry is to be laid on concrete footing, the top
of concrete shall be cleaned and moistened. The contractor shall obtain the engineer'’ approval for the
foundation bed, before foundation masonry is started. When puccas flooring is to be provided flush with the
top to plinth, the inside plinth offset shall be kept lower than the outside plinth top by the thickness of the

etc.at the time of excavation. Water lines, electric cables etc. coming in the way will be shifted by corporation but

Scaffolding : Wooden ballies, bamboos, planks, treatles and other scaffolding shall be sound.These shall be properly

Preparationofback-ground:
The surface shall be cleaned of all dust, loose mortar droppings, traces of algae, afflorescenceand other foreign
matter by water or by brushing. Smooth surface shall be roughened by wirebrushing if it is not hard and by racking
if it is hard. In case of concrete surface, if a chemicalretarder has been applied to the form work, the surface shall
be roughened by wire brushing andall the resulting dust and loose particles cleaned off and care shall be taken that
theretarderisleftonthesurface.Trimmingofprojectionsonbrick/concretesurfacewherenecessaryshallbecarried
outtogetanevensurface.
Raking of joints in case of masonry where necessary shall be allowed to dry out for
sufficientperiodbeforecarryingouttheplasterwork.
The work shall not be soaked but only damped evenly before applying the plaster. If the
surfacebecomesdrysuchareashallbemoistenedagain.
Forexternalplaster,theplasteringoperationshallbestartedfromtopfloorandcarrieddownwards. For internal plaster,
the plastering operations may be started wherever the buildingframe and cladding work are ready and the
temporary supporting ceiling resting on the wall
ofthefloorhavebeenremoved,Ceilingplastershallbecompletedbeforestartingplastertowalls.
ApplicationsofPlaster:
Theplasterabout15x15cms.Shallbefirstappliedhorizontallyandverticallyat notmorethan2metre intervals over the
entire surface to serve as gauge. The surfaces of these gauges shall betrulyinplane of the finished plastered surface.
The mortar shall then be applied in uniformsurface slightly more than the specified thickness, then brought to a
true surface by working awoodenstraightedgereachingacrossthegaugeswithsmallupwardandsidewaysmovementata
time. Finally, the surface shall be finished off true with a trowel or wooden float according as asmooth or a sandy
granular texture is required. Excessive trowelling or overworking the floatshall be avoided. All corners, arrises,
angles and junctions be truly vertical or horizontal as thecase may be and shall be carefully finished. Rounding or
chamfering corners, arrisesjunctionsetc.shallbecarriedoutwithpropertemplatestothesizerequired.
Cement plaster shall be used within half an hour after addition of water. Any mortar or

In suspending the work at the end of the day, the plaster shall be left out clean to the line bothhorizontally and
vertically. When recommending the plaster, the edges of the old work shall bescraped clean and wetted with
cement putty before plaster is applied to the adjacent area toenable the two to properly joint together. Plastering
work shall be closed at the end of the day onthe body of the wall and nearer than 15 cm. To any corners or arrises.

31 Providing TMT Bar FE500D reinforcement for R.C.C. work including bending, binding and placing in position
complete upto floor two level. (Building SOR 2023-24, Item Code 05014C,)
Providing & laying TMT bars reinforcement as per standard specification work should be carried out at any
depth running sever line.
The scope of work consists of providing and laying mild steel reinforcement and TMT CRS Fe-415 reinforcement
for RCC works of various components of the structure. This may be Tisco or any other approved manufacturer
branch and corrosion resistant steel bars approved by the Engineer Incharge. This includes cuttings, bending,
binding, placing, with all equipments and labour required for the work as directed by the City Engineer,
Ahmedabad and all operations covered within the intent and purpose of the specification.
Being of Reinforcement
Reinforcing steel shall conform accurately to the dimensions shown on relevant drawings and
conforming to the relevant IS codes (latest revision).
Bars shall be bent cold to the specified shape and dimensions or as directed by the City Engineer, AMC,
Ahmedabad using a proper bar bender, operated by hand or power to attain proper radii of bends.
Bars shall not be bent or straightened in a manner that will cause injury to the material.
Bars bent during transport or handling shall be straightened before being used on work; they shall not be
heated to facilitate bending.
The bending of the TMT bars shall be carried out as per the following:

Placing of Reinforcement:
All reinforcing bars shall be accurately placed in the exact position shown on the drawings, and shall be
securely held in position during placing of concrete by annealed binding wire not less than 1 mm in size and
conforming to IS:280 and by using stays blocks or metal chairs, spacer, metal hangers, supporting wires or other
approved devices at sufficiently close intervals. Bars will not be allowed to sag between supports nor displaced
during concreting or any other operation over the work. All devices used for positioning shall be of non-
corrodible material. Wooden and metal supports will not extend to the surface of concrete, except where
shown on the drawings, placing bars on layers of freshly laid concrete as the work progresses for adjusting bar
spacing will not be allowed. Pieces of broken stone, brick or wooden blocks shall not be used. Layers of bars
shall be separated by spacer bars, precast mortar blocks or other approved devices.
Reinforcement after being placed in position shall be maintained in a clean condition until completely
embedded in concrete. Special care shall be exercised to prevent any displacement of reinforcement in concrete
already placed.
To protect reinforcement from corrosion, concrete cover shall be provided as indicated on the
drawings. All bars protruding from concrete to which other bars are to be spliced and which are likely to be
exposed for an indefinite period shall be protected by a thick coat of neat cement grout.
In the case of columns and walls, vertical bars shall be kept in normal position with timber templates having
slots accurately cut in for bar position. Such templates shall be removed after the concreting has progressed
upto a level just below them.
Bars crossing each other, where required, shall be secured by binding wire (annealed) of size not less
than 1 mm and conforming to IS;280 in such a manner that they do not slip over each other at the time of fixing
and concreting. As far as possible, bars of full length shall be used. In case this is not possible, overlapping of
bars shall be done as directed by the City Engineer, AMC, Ahmedabad. When practicable, overlapping bars shall
not touch each other, but be kept apart by 25 mm or 1 ¼ times the maximum size of the coarse aggregates
whichever is greater, by concrete between them. Where this is not feasible, overlapping bars shall be bound
with annealed steel wire, not less than [1 mm thickness twisted tight in eight shape around the lapped bars. The
overlaps shall be staggered for different bars and located at fixed locations only along the span where neither
shear nor being moment is maximum.
Welding of Bars
Welding of TMT bars can be permitted if specified on the drawings, joints of reinforcement bars shall
be butt welded so as to transit their full strength. Welded joints shall preferably be located at points where steel
will not be subject to more than 75 percent of the maximum permissible stresses and welds so staggered that at
any one section, not more than 33 per cent of the rods are welded. No –pre-warning or post heat treatment is
necessary. Interpass temperature should be limited to 200º C with low heat input and equivalent strength low
hydrogen type electrode. Suitable means shall be provided for holding the bars securely in position during
welding. It must be ensured that no voids are left in welding and when welding is done in 2 or 3 stages, previous
surface shall be cleaned property. Ends of the bars shall be cleaned of all loose scale, rust, grease, paint and
other foreign matter before welding. Only competent welders shall be employed on the work.
Welded pieces of reinforcement shall be tested. Specimens shall be taken from the actual site and their
number and frequency of tests shall be as directed by the City Engineer, AMC, Ahmedabad.
The TMT bars shall be tested for any or all of the following tests as directed by the Engineer Incharge

4.1 The shuttering to be provided shall be of ordinary timber planks and shall conform to M-26.
4.2 The dimensions of scantlings and battens shall conform to the design. The strength of the wood shall
not be less than that assumed in the design.
5.0 Workmanship:
5.1 The form work shall conform to the shape lines and dimension as shown on the plans and be so
constructed as to remain sufficiently rigid during the placing and compacting of the concrete. Adequate
arrangements shall be made by the contractor to safe guard against any settlement of the form work
during the course of concreting and after concreting. The form work of shuttering, centering,
scaffolding bracing etc shall be as per design.
5.2 Cleaning & Treatment of forms:
5.2.1 All rubbish, particularly chippings shaving and saw dust shall be removed from the interior of the form
before the concrete is placed and the form work in contact with concrete shall be cleaned and
thoroughly wetted or treated. The surface shall be then coated with soap solution applied before
concreting is done. Soap solution for the purpose shall be prepared by dissolving yellow soap in water
to get consistency of paint. Alternatively a coat of raw linseed oil or form oil of approved manufacture
may be applied in case steel shuttering is used. Soap solution or raw linseed oil shall be applied after
thoroughly cleaning the surface. Care shall be taken that the coating does not get on construction joint
surface and reinforcement bars.
5.3 Stripping time:
5.3.1 In normal circumstances and where ordinary cement is used forms may be struck after expiry of
following periods:
(e) Sides of walls columns and vertical faces of beam 24 to 48 hours.
(f) Beams soffits (Props left under) 7 days.
(g) Removal of props slabs
(i) Slabs spanning up to 4.5 m – 7 days (ii) Spanning over 4.5 mm 14 days
(h) Removal of props to beams and arches
(i) Spanning up to 6 m – 14 days (ii) Spanning over 6 m 21 days
2.4 Procedure when removing the form work:
2.7.2 All form work shall be removed without such shock or vibration as would damage the reinforced
concrete surface. Before the soffits form work and struts are removed, the soffits and the concrete
surface shall be exposed where necessary in order to ascertain that the concrete has sufficiently
2.8.1 The centering to be provided shall be got approved. It shall be sufficiently strong to ensure absolute
safely of the form work and concrete work before, during and after pouring concrete. Watch should be
kept to see that behavior of centering and form work is satisfactory during concreting. Erection should
also be such that it would allow removal of forms in proper sequence without damaging either the
concrete or the forms to be removed.
2.8.2 The props of centering shall be provided on firm foundation or base of sufficient strength to carry the
loads without any settlement.
2.8.3 The centering and form work shall be inspected and approved by the Engineer-in-charge before
concreting. But this will not relieve the contractor of his responsibility for strength, adequacy and
safety of form work and centering. If there is a failure of form work or centering, contractor shall be
responsible for the damages to the work, injury to life and damage to property.
2.9 Scaffolding:
2.9.1 All scaffolding, hoisting arrangements and ladders etc required for the facilitating of concreting shall be
provided and removed on completion work by contractor at his own expense. The scaffolding, hoisting
arrangements and ladders etc. shall be strong enough to with stand all live, dead and impact loads
expected to act and shall be subject to the approval of the Engineer-in-charge. However, contractor
shall be solely responsible for the safety of the scaffolding, hoisting arrangement, ladders, work and
2.9.2 The scaffolding hoisting arrangements and ladders shall allow easy approach to the work spot and
afford easy inspection.
2.9.3 The rate is applicable to all conditions of working and height up to 4 mts. The rate shall include the cost
of materials and labour for various operations involved such as:
(f) Splayed edges, notching, allowance for overlaps and passing at angles, battens centering, shuttering
propping, bolting, nailing, wedging, easing, striking and removal.

2.10.1 Before re use all forms shall be inspected by Engineer-in-charge and their suitability ascertained. The
forms shall be scarred, cleaned, and joints gone over, repaired where required. Inside surface shall be
retreated to prevent adhesion of concrete.
6.0 Mode of measurements & payment:
6.1 Form work shall be measured as the area in square meters of shuttering in contract with concrete
except in the case of inclined member and portion of curved profile and upper side in which case only
area of underside shall be measured for payment.
6.2 Form work to secondary beams shall be measured up to the sides of main beams but no deduction
shall be made from the form work of the main beam at the inter section point. No. deduction shall be
made from the form work of a column at inter section of beams.
6.3 The rate is for the completed item.

Materials: M. S. sliding shutters shall be fabricated of M. S. component as given in the description of
item. M. S. sheet 1 mm thick shall be fixed to the frame with rivets or welds as approved. The
shutters shall be provided with top and bottom guide rails of angle or T-iron as specified and
25 mm dia steel pulleys ant the top. The frame shall be riveted and/or welded and wherever
riveting shall be done 3.15 mm gusset plates shall be provided at the junctions.
2.0 Workmanship:
2.1 The shutters shall be single or double leaf shutters as specified. The guide rails shall be
sufficiently long and continued along the wall on both ends so that the sliding shutters can
rest against walls, living full opening when so required.
2.2 The guide rails shall be fixed to the floor by means of anchor bolts embedded in the cement
concrete floor. The steel section at the top shall be suitably supported from the walls. Two
channel sections shall be suitably fixed vertically below the extreme clamps in the wall and
floor to avoid the shutters from going out of the supports at the top and bottom. A suitable
clamping arrangement will be provided at eighter end of the opening to avoid the shutters
from rolling back into opening.
2.1 All the adjoining work damaged while fixing shall be made good to match the existing work.
2.2 All members of the sliding shutter including T-iron shall be thoroughly cleaned of rust, scales,
dust etc. and given a priming coat of red lead before fixing them in position.

measured from outside to cut of the guide rail and width outside to outside of shutters
