• 1. The bidder (Sole or Consortium) should have carried out design*/ engineering, supply, erection/ supervision of erection, commissioning/ supervision of commissioning of least 1 unit of Lime/ Dolo kiln of capacity not less than 200 TPD (Tonnes Per Day) in last 15 years, either under the same or different work orders, as on the date of NIT.
(*Design would mean basic data / basic engineering).
Self-attested photocopies of following documents shall be submitted by the bidder in support of the above:
i. Work order /any other letter of award of work /Contract document /Purchase order issued by the client.
ii. Commissioning certificate /Performance certificate /Completion certificate /Final acceptance certificate /any other documents issued by the client showing completion of the job; corresponding to 1.i above.
The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine.
• 2. The bid is also acceptable in Licensor (Indian/Foreign)-Licensee (Indian) mode. The licensor should have experience of design/ engineering, supply, erection/ supervision of erection and Commissioning/ supervision of commissioning of the facility mentioned in para 1 above.
The licensee should have experience of erection/ supervision of erection and supply in any single project in steel/ power/ oil/ gas sector having order value not less than Rs.20.0 Crore in the last 15 years as on the date of NIT.
In case the licensee opts to participate in a consortium, Clause 3 (PART B) is to be followed.
Bidder should submit self-attested copies of the following documents showing experience of the licensor and Licensee, as applicable:
i. Work order or any other letter of award of work or Contract document or Purchase order issued by the client
ii. Commissioning certificate or Performance certificate or Completion certificate or Final acceptance certificate issued by the client which shows completion of the job; corresponding to 2.i above.
The bidder should submit an affidavit stating that the documents furnished are genuine.
As per Standard Bidding Document (SBD), updated in September 2024 Revision: R1, following also should be submitted
a) Undertaking by Licensor
• 3. In case the bidder is in a consortium:
PART – A
a. One or more of the consortium members (maximum three consortium members are permitted) can either individually or together, fulfill the criteria of Para-1 above.
b. Foreign (Non-Indian) bidder can also be the consortium member in domestic open tender. However, payment will be made in Indian Rupees (INR) only.
c. The responsibility of design/ engineering, supply, supervision of erection and supervision of commissioning of the project should be taken up in the responsibility matrix by the respective members who fulfill the criteria as per para 1, above. Vetting of the detail engineering drawing based on the basic data and basic engineering would be the responsibility of the respective members who fulfill the criteria of design /engineering as per para 1.
d. Leader of consortium should be member having maximum job or share of work in value terms.
e. Balance of plant (BoP) jobs under this project can also be taken up by consortium members based on their respective experience in any project in the last 15 years as on the date of NIT, provided such experience is commensurate with responsibilities assigned to them in the responsibility matrix.

PART – B
a. Licensee fulfilling the eligibility criteria as per para 2 can also participate in consortium bidding. Maximum three consortium members are permitted
b. The responsibility of design/ engineering, supply, erection / supervision of erection and commissioning / supervision of commissioning of the project should be taken up in the responsibility matrix by the Licensee.
c. Leader of the consortium shall be Licensee and he should have maximum job or share of work in value terms.
d. Balance of plant (BoP) jobs under this project can also be taken up by consortium members based on their respective experience in any project in the last 15 years as on the date of NIT, provided such experience is commensurate with responsibilities assigned to them in the responsibility matrix.
Bidder has to submit Notarized copy of Memorandum of Agreement and Responsibility Matrix indicating percentage of scope of work to be carried out by each member in value terms of total contract value.
Self-attested of the following documents showing experience as per the responsibility matrix for each member of the consortium, as applicable, should be submitted by the bidder in support of the above:
i. Work order /any other letter of award of work /Contract document /Purchase order issued by the client.
ii. Commissioning certificate /Performance certificate /Completion certificate /Final acceptance certificate /any other documents issued by the client showing completion of the job; corresponding to 3.i above.
Each member of consortium should submit an affidavit stating that the eligibility documents furnished by them are genuine.
• 4. As per Domestically Manufactured Iron & Steel Products Policy-2025 (Revised on 17.12.2025), the minimum domestic content of Capital Goods (%) should be 50%.
Bidder shall
i. Self-certify the local content as per form-1 pertaining to Appendix-A and Appendix-B as defined in the DMI & SP policy, at the time of bidding.
ii. Provide a certificate from the statutory auditor or cost auditor of the company (in case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) declaring that the capital goods (Appendix-B) to be used in iron & steel industry are domestically manufactured in terms of the domestic value addition prescribed. (Refer DMI & SP Policy Revised on 17.12.2025).
• 5. The average annual financial turnover of the bidder (combining all consortium members in case of consortium bidding) during any three financial years out of the last four financial years ending 31st March 2026 (financial year ending in March) / 31.12.2025 (financial year ending in December) shall be at least Rs.20 Crore (Rupees Twenty Crore only) or equivalent in any foreign currency.
The bidder (each member of the consortium; in case of consortium bidding) shall submit audited annual financial reports in support of the above.
Net worth of the bidder (each member of the consortium; in case of consortium bidding) should be positive as per the audited annual accounts in the latest of the financial years considered for turnover.
Financial Year means, the accounting year accepted by the prevailing law of respective Country.
Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.19 onwards, shall contain the Unique Document Identification Number (UDIN).
Date of exchange rate: The SBITT Selling Card Rate of exchange on the respective Balance Sheet date to be taken.
