Operation and maintainance of Electrical System such as Distribution Substation, Transformers, HT/LT Distribution Panels, DG Sets, AMF panels, HT/LT cables, Battery chargers with battery banks etc. for a period of one year with the field staff in round the clock in 365 days in S.V. Vedic university Sub-station , T.T.D, Tirupati. The following works are to be attended by the operator.
NOTE: I) SubStation
Daily inspection of the substation duly cleaning the yard , verify the HG fuse condition , apply gel to the AB switch if required , marking the maintenance schedule on the transformer plinth etc., No bushes are to be seen in the yard. Verify the condition of Lightning arrestors if necessary replace the defective-I and keep the yard neat and tidy.
Water to be poured in the earth pits every day to improve the earth resistance. The earth resistance is to be measured once in 6 months and register the same in the given proforma.
III) Transformers:
1) The Transformer oil must be verified periodically.
2) The Silica gel of the transformer is to be verified regularly. In case colour change is found, the same need to be replaced with new silica gel immediately.
3) Check the unusual noises and any leakage in transformer.
4) Everyday the load details have to be registered at regular interval in the performa given by the department to study the load pattern.
5) Once in three months, all the cable joints must be tightened.
6) Neutral & Lightning Arrestors earth resistance are to be measured and submit the report to Concerned site Engineer once in a year.
7) Check all the connections & bus bar joints etc.,
8) Day by day Pouring of water to Earth pits around Transformer Sub-station Yard.
9) The Transformer maintenance should be taken up by the authorised person / Firm approved by the T.T.D / C.E.I.G of A.P.i.e., Filteration of transformer oil and testing of Di-electric strength etc., and one set of service and tested copies submitted to the concerned section engineer. The filteration should be done by the form once in a year.
10) New Transformer oil to be filled when the oil level of the Transformer decreases.
11) Painting to the Transformer and 8 pole structure of the sub station should be done once in a year.
12) The A.B. Switches , LA's and H.G.Fuse units to be replaced whenever they damaged.
Failure of transformer due to natural calamities, heavy lighting is excluded. In such cases, the necessary repairs will be attended by the tenderer and cost there on will be paid separately by the department as per actual. However if failure is due to mis-operation, it will be tenderer account.
IV) Control Room:
The control room is equipped with Diesel Generator, AMF Panel, LT panel and APFC panels along with UG Cables. The control room is to be kept neat and clean.
a) Diesel Generator Set:
1) Clean the D.G.Set every day with cloth and keep the surroundings clean and Tidy.
2) The DG Set shall be provided with operator round the clock to run the DG set within one minute as and when the Electricity board main power failure.
3) The DG Sets have to be operated daily for 5 minutes irrespective of the working hours of the DG Set. The DG Set shall be tested at morning every day duly recording all Electrical & Mechanical parameters in a register as specified by the department.
4) The diesel oil has to be accounted and recorded as per the guidance of the department.
5) The battery voltage along with the battery charger must be maintained above 24V so as to quick start of the DG Set. In case less than 24V, replacment of battery is to taken by the tenderer.
6) Day by day Pouring of water to Earth pits around Generator Control room.
7) Monthly check up / Maintenance of the D.G. Set is to be allow with the authorised service agency as approved by the department.
8)The Service (i.e., B-Check) of the D.G.Set to be done twice in a year with authorised sevice agency approved by the T.T.D and the service reports submitted to the concerned section engineer. The authorisation certificate should also submitted to the department.
9) The tenderer have to make own arrangements to bring the diesel from TTD transport to the work spot and pour the same into the diesel tank duly taking the invoice from th S.V.Vedic university authorities.
Failure of DG Set due to natural calamities, heavy lighting is excluded. In such cases, the necessary repairs will be attended by the tenderer and cost there on will be paid separately by the department as per actual. However if failure is due to mis-operation, it will be tenderer account.
b) AMF Panel board:
The Automatic mains failure (AMF) panel is to be checked once in a month duly checking the contactors, relays, indication lamps, HRC fuses, etc., and checking all the connections and bus bar joints duly replace the worn out parts with the TTD approved agency.The service report is to be submit to the department.
c) L.T.Panel Board : The Low Tension (L.T.) panel board is to be serviced once in three months duly tighten the terminations, removal dust, replacement of worn out contactors,
relays, indication lamps, lugs etc., and report must be submitted to the Concerned Site Engineer. Ther O&M including the spare parts.
d) APFC Panel board:
The Automatic Power Factor Correction (APFC) panel is to be serviced monthly through authorised agency duly tighten
the terminations, removal dust, replacment of worn out contactors, relays, indication lamps, lugs, Capacitors, SCRs etc., and report must be submitted to the Concerned Site Engineer. The O&M including the spare parts. The set power factor is to be monitored daily. In case , the Power factor is less than 0.98, check the capacitor working condition and if necessary capacitors is to be replaced in 48 hours so as to improve the P.F. In case the tenderer is not able to maintain Power factor above 0.98 suitable penalty will be imposed.
Note:- The ACB's , MCCB's and SDFU's available in AMF , APFC and L.T.Distribution panels should be service by the authorised service agency three times in a year. The service reports submitted to the department.
Lighting and Fans:
All the internal and external lighting provided in the generator room and the substation yard for operation during the night time is to be maintained in tip top condition duly replacing the worn out parts in the fixtures.
General Conditions :-
1) Daily the consumption details of APSPDCL and department side is to be recorded in separate register.
2) Monthly report on consumption of Electricity and as well as diesel consumption is to be submitted.
Preventive Maintenance of all Electrical Installations:-
1) All the works should be in the tender schedule is to be attend with out fail.
2) The operator must be a ITI (Electrician) wireman certificate holder issued by the Government of A.P.
3) The operator must be Hindu and he must has faith on God.
4) The Operation must be 24 x7 and 365 days
5) Preventive maintenance and electrical gadget are to be maintained as per the manufacturer guidelines and as per IE act.
6) The preventive mainteance of DG set, AMF, APFC panel & LT panels is to be takeup with authorised service agency with the approved of the department.
7) The tender is the sole responsible for all the equipments mentioned in the agreement. Any theft is at his risk and replacement is to be made with the approval of department.
8) The monthly preventive maintenance reports to be submitted to the concern section engineer so as to make payments accordingly.
9) The agreement concluded authorised agency personnels should be attend on if any emergency call by TTD concern engineers.
10) The replacement of spare in the all Electrical installations to be as per TTD approved brands only. If any other brands, prior permissions to be made from competitive authority.
11) The Sevice to be taken up the authorised agencies only.
12) The tenderer has to be bear the expenditure at their own cost on Electrical spares/repairs up to Rs. 50,000/- per each Electrical spare/repair, beyond the limit, the firm have to be claim separately after replacing the spare duly accord permission for payment from TTD.
13) The tenderer have to surrender all the equipments in good working condition at the time of expiry of the agreement period. In case any defect is to be attend by the tenderer. Other wise department will be attend the same and the amount will be deduct from final bill.
Note:- The details of the electrical installation available in the substation and condition etc., are noted in the Annexure-I, II & III. The bidder should verify the same before quoting the bid.
