Special Eligibility Criteria

   This is a PAC item. Preferably manufacturers should participate. Participating traders/agents must provide authorization letters issued by the OEM along with their offer. Authorization letter should preferably be tender specific. In case of general authorization letter, it must clearly indicate the validity period/expiry date. Offers with general authorization letter silent on validity Period /expiry date will not be considered for placement of order and that offer is liable to be ignored. OEMs can authorize its dealers to quote on their behalf provided the vendor takes full responsibility for the quality of the product including warranty obligations and the inspection of the product against Railways order is carried out at the manufacturers premises.

   1. Validity of offer: No deviation is permitted for validity of offer. The bid having validity less than that stipulated in tender (to be reckoned from closing date of tender) shall be deemed as commercially unresponsive and is liable to be rejected.
