Schedule of Project Execution
No Brief Description Timeline from date of work order
1 Civil Works 9 months
Supply, erection of Plant,
Equipment and Machinery
3 Electrical Works 10 months
Testing and commissioning of
Plant, Equipment and Machinery
5 Supply of Vehicles Bidder shall deploy suitable and required
number of vehicle for smooth operation of plant
6 Compound Development 12 months
This is minimum tentative list of equipment’s/machineries required for the proposed
plant. The contractor has to deploy equipment’s/machineries according to his
technology and scheme for Operation and Maintenance.
Electric Control Room: An Electric control panel room will be made at one corner,
keeping in mind the requirement of electricity for running of machines auxiliary as well
as for lighting purposes of office and residential quarters. All the electrification work of
the plant shall be approved by licensed electric engineer / electric inspector. The
certificate for the same shall be submitted to VMC for approval before commissioning of
Diesel Generator set: - To ensure uninterrupted processing of MSW received from
Secondary Transfer Station, in case of interruption in the power supply, to ensure
continuous operation of the plant, the contractor has to arrange D.G. set at his own cost. It
is to be noted that no charges towards the D.G. set arranged during Concession period,
shall be not paid by VMC.
Landscaping & Lighting: The Complex/site shall be equipped with the LED lights and
the Complex shall be suitably landscaped.
Quarters: Quarters/Pre - fabricated containers for workers/staff and watchman shall be
constructed at the site. Site development and necessary fencing /barricading around the
boundary of the plant shall have to be done by the Contractor.
Concrete Roads: Concrete roads for both incoming and outgoing waste tracks/vehicles
shall be made to avoid traffic congestion. Also Concrete roads shall be made for all
internal transits within the plant connecting Presort, Windrow, Refinement section and
other units, etc.
Certification: All the equipment / machines of adequate sizes and capacity and
manufactures shall be ISO & CE certified.
Recovery of plastics and Refuse Derived Fuel: - The bidder has to install a RDF
processing unit for converting the hard to digest but combustible fraction of the Municipal
Waste into Fluff form. The RDF will be baled. The RDF is a useful material and is being
increasingly used in cement plants as part replacement for local deriving cost advantage as
well as in boilers in some process industries. Air Density Separators, Shredder and bailers
are the key equipment for the RDF stream.
All kind of plumber work, sewer and drainage work, electrification work in all
buildings, toilet blocks, open space, parking, sheds etc. shall be as per NBCC and
applicable relevant industrial codes.
Signature of The Contractor
12. SCOPE OF WORK:
Vadodara Municipal Corporation is desirous of implementing an „Integrated Municipal Solid

chemical analysis of waste etc.
8. The Contractor/ Bidder shall be provided weighed SOLID WASTE at the Project site
and they shall maintain daily records of the same and submit to VMC. Similarly, Contractor/
Bidder shall discharge the inert to VMC owned Sanitary Landfill Facility after weighing the
same at the weigh bridge of VMC. Inert generated from the plant is recommended to
keep below 20% of the total waste given for processing, while penalty @1.1 times of
quoted rate shall be recovered for additional quantum of inert/ reject. The existing SLF is in
operation which is situated at Jambuva Dump Site.
9. Moreover, the Contractor/Bidder shall have to ensure a designated place for temporary
storage of inert a site along with necessary arrangements for lifting of inert from the site.
Contractor has to make provision for required machineries/vehicles for lifting of inert at site
along with scientific disposal of inert at existing Sanitary Landfill Cell.
