1 Registered agencies/companies/firms are eligible to participate in the bid. Registration should have been done 3 (Three) years prior from the date of Bid enquiry. Copy of the valid registration shall be submitted along with Techno Commercial Bid. The Bidder shall upload the relevant document

2 b. The bidder should have been executing the meter reading work contract for at least 90% installations/consumers estimated in the tender per month in any location of CESC for a period not less than TWO years. The bidder shall submit the order/agreement for the proof of the said experience and the same is operational as on the date of the tender. If the bidder intended to participate in more than one lot, then he shall fulfill the experience for each bid enquiry and cumulative for all the participated enquires (Total Meter reading experience of the bidder shall meet the total estimated installations/consumers in the participated tender). The Bidder shall upload the relevant document

3 The firm/agency shall submit the performance certificate for providing similar nature of service as mentioned in the above clause issued not below the rank of Executive Engineer. The Bidder shall upload the relevant document

4 d. The agency shall possess PAN, TAN, Labour license, EPF, ESI and service tax registration certificates as per Workmen Compensation Act and Factory Act and copy of certificates in proof of such registration shall be furnished along with the techno commercial bid duly mentioning requisite details in Annexure-A of Vol-II Sec-I – Techno commercial schedule. The Bidder shall upload all the relevant documents

a) EPF Registration Number with date.

b) ESI Registration Number with date.

c) Bidders PAN Card Number

d) Service Tax registration Number with date, allotted by tax Authorities.

e) Valid Labour License issued by labour department and it should be in force, duly indicating the period of validity.

5 The agency must not have been defaulted in services against Award placed by any ESCOM/Public/Govt. sector and should not have been blacklisted by any ESCOM/Public/Govt. sector. Also no litigations pending in any ESCOM/Public/Govt. sector. The bidder should furnish a self-declaration in this regard. The bidder should furnish a self-declaration in this regard.

6 The Bidder shall have a minimum of 30 employees on its payroll. The employees should possess atleast minimum qualification of PUC/ITI/ITC. If the bidder intended to participate in more than one lot/enquiry then bidder shall fulfill the eligibility of this clause cumulatively for each enquiry. Bidder shall furnish the necessary documentary evidence. The Bidder shall upload all the relevant documents

7 The bidder should have provided Total revenue management (TRM) software services including providing hand held devices for meter reading activity in any Government owned power distribution utility / ESCOMs in Karnataka. Document to be submitted: DWA copies and corresponding performance certificate not below the rank of Executive Engineer shall be furnished. The Bidder shall upload all the relevant documents

8 Labour license issued by the labor department of Karnataka for meter reading purpose only. The Labor license shall be valid for last Three years. Necessary proof Labour license should be provided as proof. The Bidder shall upload all the relevant documents

9 The average annual turnover from last three financial years of the agency shall not be less than the amount put to tender The bidder shall submit audited financial reports certified by the Chartered Accountant for last three years. If the bidder intending to participate in more than one lot then he shall meet the average annual turnover cumulatively of all the lots participated. The Bidder shall upload the relevant document

The liquid assets (Cash at Bank + Term Deposits + availability of fund based credit/OD facilities) of the bidder on or after the date of notification of tender, in any Nationalized/Scheduled Commercial Bank shall not be lesser than 25% of the amount put to tender. Document to be uploaded: Cash at Bank + Term Deposits + availability of credit facility/Overdraft shall be supported by a certificate issued by any Nationalized/ Scheduled Commercial Bank in the prescribed format uploaded. If the bidder intending to participate in more than one bid enquiry, he shall fulfil the financial requirement for each bid enquiry and cumulatively for all the enquiries.
