Consultancy service for preparation of DRRP and DPR for the three Districts namely South Andaman District, North and Middle Andaman District and Nicobar District of AandN Islands, for the implementation of PMGSY-III.

Preparation of District Rural Road Plan including the existing road network, identified Through Routs / Major Rural Roads Links and initial Candidate Road which will be uploaded in OMMAS linked with GIS platform for all the three District of A&N Islands viz South Andaman, North & Middle Andaman and Nicobar District including CuCPLs and SLSC clearance. The State shall finalize the draft DRRP uploaded on OMMAS. No road work shall be included in the CUCPL unless it forms part of the approved DRRP. The same should also be uploaded on OMMAS website. No road work shall be included in the final Candidate Road List as well as CUCPL unless it forms part of the approved DRRP and the Candidate Road List will be allowed to be uploaded after DRRP has been finalized and approved on OMMAS website. The guidelines for DRRP Preparation should conform to Programme Guidelines (PMGSY-III) August 2019 issued by GoI, Ministry of Rural Development.

Preparation of Detailed Project Report (DPR) for upgradation of rural roads across A&N Islands under PMGSY-III involves the following: a) Detailed field investigation for alignment of road, Detailed Soil survey, Analysis of Survey data. Preparation of LS & CS and Plan, Soil Investigation, Traffic Survey, Hydrological Survey. b) Social and Environmental safeguard assessment (if required). c) Analysis of the traffic data. Design of Roads, Design of CDs/Protections as per prevailing IRC codes and report preparation including the preparation of Drawings. d) Geotechnical reports and design of pavements to be certified by technical experts. e) Preparation of estimates shall be based on the market rates prevailing at blocks/work site and BOQ/SOQ. f) Preparation of P-4, statutory forms and Annexure as per DPR template of NRIDA for PMGSY-III. g) All the above reports must be supported with photographs for field survey, alignment detailing, soil sample collection and testing. h) To provide assistance for scrutiny and vetting of proposals by State Technical Agency/CRRI, New Delhi both in offline and online modes. i) To provide GIS assistance in proposal of roads and DPR preparation as required. j) To provide Green Technology Vision 22 in consultation with Concerned Executive Engineer. k) Submission of DPR in the form of Book (4 hard copies and 1 soft copy) in presentable manner, addition & alteration or modification of the DPR as per requirement of ANSRDA/GOI as and when required including carrying out of instruction of higher authorities regarding preparation of the DPR in question and Submission of DPR within the stipulated time. l) To provide support to technical staff of the division in entry of proposals in OMMAS and any other related work as required from time to time.
