Request for Proposal for Comprehensive annual Operation and Maintenance of 20 MLD Capacity Sewage Treatment Plant at Madihal and Wetwell at Kolikere Dharwad, Karnataka.

3The bidder should have satisfactorily completed Operation and Maintenance of at least one similar work such as Operation and Maintenance of Sewage Treatment Plant or Effluent Treatment Plant of capacity not less than 20 MLD of SBR technology for a value Not less than Rs 64.00 Lakhs in the previous 5 Years (i.e. FY period 2020-21, to 2024-25), confirming to prescribed standards of the State Pollution Control Board for a continuous period not less than one years in the last five years issued by an officer of rank not less than Executive Engineer. Further details refer RFp cluase no.2.15.3

5The bidder should be currently performing at least one similar work such as operation and maintenance of a sewage treatment plant of SBR technology of capacity not less than 1 MLD which satisfactorily produces treated wastewater as per the wastewater standards set by the State Pollution Control Board Further details tender document clause no.2.15.5

1The bidder should be a company registered under applicable Indian Companies Act, or a Partnership Firm registered under Indian Partnership Act, or a Proprietorship firm or Limited Liability Partnership Firm under Limited Liability Partnership Firm Act. The company/firm should have been in continues operations in the same field for a minimum period of at least 10 years

4The bidder must possess valid ISO 9001:2015 from ISO reputed institutes Valid ISO Certificate for Operation and Management system of ETP/STP

6Labour Registration certificate issued by competent authority

7Valid ESI Registration copy to be submitted issued by competent authority

8Valid EPF Registration copy of to be submitted issued by competent authority

9The Firm/Company shall upload Valid EPF and ESI remitted documents / returns for continuous period of last past 3 years

10Notary Self Attestation regarding Agreed to Terms and Conditions as per -bid document- on face value of Stamp Paper Rs 500

12Every Bidder shall swear and upload an Affidavit accepting the above conditions and also stating that he / she has not been blacklisted by any Government Department / Autonomous Body / Corporation / Company / Local Body and that he / she is not involved in any litigation against any Government Department / Autonomous Body / Corporation / Company / Local Body.

The Bidder shall possess a valid GST Registration for the HSN Code 999411 Sewerage and sewage treatment services

15The tenderer should possess a valid contractor license issued by competent authority in appropriate class (Class-3 Civil and above).

16The Tenderer or his identified sub-contractor should possess required valid electrical license for executing similar electrification works or electrical works as mentioned in the scope of work. The tenderer, should submit, Memorandum of Understanding (MoU) along with experience Certificate for successful operation and maintenance of electrical works.

21The bidder shall possess a minimum in-house key staff for the smooth and efficient functioning of the Sewage Treatment Plant. Chemist 1 No. The Chemist shall have a minimum of five 5 years of total experience in the Comprehensive Annual Operation and Maintenance of a Sewage Treatment Plant or Water Treatment Plant. The Chemist shall possess the requisite educational qualification of Environmental Engineering or M.Sc or B.Sc in Chemistry from a University recognized by the Government of India GoI, Government of Karnataka GoK, or any other State Government

22The bidder shall possess a minimum in-house key staff for the smooth and efficient functioning of the Sewage Treatment Plant. Pump Operator Mechanic 03 nos More than 2 years of total experience in Comprehensive annual Operation and Maintenance of Sewage Treatment Plant or water treatment plant with the required qualifications of ITI mechanic or fitter from the recognized Institutions

23The bidder shall possess a minimum in-house key staff for the smooth and efficient functioning of the Sewage Treatment Plant. Electrician 02 nos More than 2 years of total experience in Comprehensive annual Operation and Maintenance of Sewage Treatment Plant or water treatment plant with the required qualifications of ITI electricals from the recognized Institutions

2The bidder should have minimum annual Turnover of INR 256.00 Lakhs in any two years in last five (5) financial years ending 31st March of the previous financial year i.e. FY FY 2020-21, 2021-22, 2022-23, 2023-24, 2024-25.

13Liquid assets and or availability of credit facilities of not less than Rs.38.40 Lakhs Unconditional Credit lines letters of credit certificates from banks for meeting the fund requirement etc. Format as per Government Circular FD-CAM 16 2022 P2 dated 22.08.2022

11Notarized Affidavit Declaration on Stamp Paper of face value Rs. 500, agreeing that the bidder shall make the labour payment on time as per the Minimum Wages Act, failing which the bidder may be blacklisted and/or the tender may be cancelled.

19Bidder should upload ITR filed copies of the last five years in the name of participating bidder

20Bidder should upload Profit and Loss statement for the last five years.
