Bhavnagar Division: Supply, Installation, Programming, Testing and Commissioning of Electronic Interlocking (E.I) system along with outdoor S&T work and provision of MSDAC in connection with Wansjaliya Jn - Upgradation of Interlocking from Standard I to Standard II (R) with provision of EI & MSDAC of Bhavnagar division.

The tenderer must have minimum average annual contractual turnover of 'V/N' or 'V' whichever is less; where, V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

Definition of similar nature of work: - Any RI or EI or CLS or ABS or IBS work involving indoor & outdoor work (Cable laying & termination)

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Checklist for Tenderer: The Tenderer shall submit signed copy of Check-list placed in documents attached with tender. The Tenderer shall also submit relevant documents of compliance of the checklist if any.

Procurement of price sensitive equipment: - MSDAC, IPS, UFSBI & HASSDAC are price sensitive items. Procurement of these items should be done as per WR HQ policy 03/2024 dated 15.04.2024 para 1.3 (l) "Procurement Rates of price-sensitive items shall not be purchased more than store PO rates + AOR limits through works contract (BOQ). Suitable conditions to be incorporated in tender conditions". To comply with these instructions, a separate schedule for supply & installations of these items has been included in the rate schedule. To curb the tendency of increasing the rates in supply of these items (MSDAC, IPS UFSBI & HASSDAC) in Works contract, a reasonable limit needs to be imposed while quoting rates for this schedule. As per AOR of USSOR 2021 of Railway Board rate analysis, 15% overhead charges are applicable on basic purchase rates of individual items. Thus, AOR limit/upper limit for quoting rates on this schedule will be 15%. Further, as HQ letter no. SG.32/0 (Policy), Computer No.73950, dated 18/07/2025, "Supply of IPS, UFSBI & Axle counters should not be clubbed with any other schedule and should form part of a separate schedule with the facility for the tenderer to quote percentage above/below/at-par for each item of the schedule."
