Eligibility Criteria

The Bidder shall be registered under the Indian Companies Act, 1956/2013, or a Partnership Firm registered under the Indian Partnership Act, 1932, or Limited Liability Partnership firm registered under 2008.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Bidder shall be a single entity, consortium is not allowed.

The Bidder shall not have been blacklisted by any Central Government/State Government/PSU under a declaration of ineligible, for corrupt or fraudulent practices as of the date of Bid Submission.

The Bidder shall have been in business operation for at least 1 year.

The Bidder shall have in its name a valid PAN (Permanent Account Number) with Income Tax authority in India.

The Bidder shall have in its name a valid GST Registration Number in India.

The Bidder shall have an office in Karnataka.

The Bidder shall have an annual turnover of at least Rs. 1 crore in any of the last three financial years (FY 21-22, FY 22-23, and FY 23-24). In case if the Bidder is registered under the Startup Karnataka, the Bidder shall be exempted with 50% from the annual turnover criteria.

In case of the Bidder is not an OEM, only one OEM per bid item shall be allowed per bid.

The OEM shall have an office/authorized service centre in Raichur district in Karnataka.

The OEM shall have been in business operation for at least 10 years.

The Bidder shall have executed at least 20 projects for the supply of digital room or digital lab to the Central Government/State Government/PSU in Karnataka. If the Bidder is registered under the Startup Karnataka, the Bidder shall be exempted with 50% from the experience criteria.

The Bidder shall demonstrate the goods that are to be supplied, and the acknowledgement shall be signed by the Tender Inviting Authority officer for confirmation.

The OEM shall have executed at least one project for the supply of digital room or digital lab to the Central Government/State Government/PSU in Karnataka.

The Bidder shall have a valid Medium, Small, and Micro Enterprise (MSME)/Udyam Aadhaar certificate and Startup Karnataka certificate.

The Bidder shall be duly authorized by the OEM as per the Manufacturers Authorization Form whose solution is proposed by the Bidder.

Technical Criteria

Past Experience

The Bidder shall have executed at least 20 projects for the supply of digital room or digital lab to the Central Government/State Government/PSU in Karnataka. In case if the Bidder is registered under the Startup Karnataka, the Bidder shall be exempted with 50% from the experience criteria.

Others -- Copy of valid Work Orders or Work Completion certificates.

The OEM shall have executed at least 1 no. project for the supply of digital room or digital lab to the Central Government/State Government/PSU in Karnataka.

Others -- Self-declaration certificate with the list of government clients from the OEM on the OEMs letterhead.

Capabilities of Vendor

The Bidder shall have been in business operation for at least one year.

Others -- Copy of Certificate of Incorporation or Registration Certificate or Partnership Deed.Others -- Copy of PAN Card.

The Bidder shall have a valid Medium, Small, and Micro Enterprise (MSME)/Udyam Aadhaar certificate and Startup Karnataka certificate.

Financial Status

The Bidders and OEMs company profile and capability, technical specification compliance, past experience, demo of the goods to be supplied, and implementation methodology.
