2. INSTRUCTION TO THE GA MRO/AMO Operator
2.1. The Financial bid of tender should be submitted online only through www.nprocure.com.
2.2. Ensure that the “Technical Bid Envelope” contains the following:
(a) All documents of technical bid and compliance of Technical Qualification as mentioned in para
of this Tender.
(b) TENDER Acceptance Form as per APPENDIX A duly endorsed and accepted.
(c) TENDER Fee, EMD – Original to be submitted at address in 1.3.12.
2.3. The Technical Bid Envelope will be sent in a sealed envelope by post/courier/by hand clearly
mentioning “TENDER INVITED FOR ALLOTMENT OF SPACE for GA MRO/AMO
ANKLESHWER AIRSTRIP OF THE GUJARAT STATE.” at office, GUJSAIL Complex, Nr.
Torrent Power Substation, SVPI Airport, Ahmedabad-380004.
2.4. Financial bids should be submitted through N-Procure website only in the format given in
APPENDIX B. Do not mention the price in any technical documents and do not submit the
financial bid along with physical Technical bid document.
2.5. Proposals not accompanied by TENDER fee & EMD shall be rejected outright as nonresponsive.
2.6. GUJSAIL shall not pay any interest on the EMD and the same shall be interest free. Exemption
Certificate will not be accepted as EMD.
2.7. The EMD of the unsuccessful Service Provider(s) would be returned back within one month of
issuance of LOA to the successful Service Provider(s).
2.8. TENDER fee, EMD and other documents received later than the time specified above will not
be accepted in any case and the bid of that MRO shall be considered non-responsive.
2.9. No other condition in any form shall be considered at all, at the time of evaluation of the TENDER
i.e. the MRO shall have to submit unconditional offer without differing from any of the TENDER

2.12. GUJSAIL reserves the rights to reject any or all TENDERs without assigning any reason thereof.
2.13. The MRO are required to submit the details only in TENDER format, any additional details

in the end of the TENDER document.
2.14. EMD & TENDER Fee of requisite value and validity and EMD in the form of cash will not be
acceptable in any circumstance.
2.15. Ensure that each page of the TENDER document is signed by the Bidder in acceptance
and returned in original to this office along with the technical bid
2.16. GUJSAIL will not be responsible for loss of any TENDER Document or for the delay in postal
transit and will not entertain any correspondence in this regard. TENDERs by
Telex/Telegram/Fax/E-mail will not be accepted.

4. SCOPE OF WORK
The purpose of this Tender is to select a DGCA Approved GA AMO/MRO organization(s) for
utilization of Hangar at Ankleshwer Airstrip on lease basis.
The organization must have adequate technical staff and support manpower for the safe operation
of proposed services in the Hangar.
The site earmarked for the facility will be provided on as is where is bases. All requirements and
infrastructure for setup and operations shall be responsibility of selected organization. However,
non-fiscal support and guidance if any required to the organization will be provided by GUJSAIL.

5. BID EVALUATION PROCESS
5.1 TECHNICAL QUALIFICATION
(a) The Company should be registered in India (Attach Certificate of Registration) or in case of
proprietorship should have valid GST.
(b) The company should not be blacklisted in any way by the DGCA, BCAS, AAI or Airport
Operator, the government, or a public sector undertaking company. (Letter of Undertaking to
be submitted on company letter head)
(c) The Company shall have PAN/TAN of Income Tax. (Attach copy)
(d) The Company shall have a GST Registration number. (Attach GST Certificate).
(e) The bidders must a DGCA approved GA AMO/MRO with valid regulatory certificate, as
applicable operating anywhere in India.
NOTE 1: Based on the technical criteria listed above, the committee will shortlist the Company. Further
consideration is to be given to only technically qualified MRO.
5.2 Financial Evaluation Stage: -
(a) The highest price quoted above base price will be allocated space at Ankleshwer Airstrip.
(b) Currency of quote shall be Indian Rupees only.
(c) The Authority will decide if the Financial Proposals are comprehensive, without conditions, and
unconditional. The cost stated in the Financial Proposal (as per price bid in Appendix B) is final
and covers the overall cost of the services. Omissions in costing any item, if any, will not entitle
the firm to compensation, and the Lessee will be responsible for fulfilling its duties under the
terms and conditions of this tender within the total quoted price.
(d) The Lessee shall submit their bids online on or before date and time as mentioned above.
(e) GUJSAIL will charge applicable airstrip utilization charges for flying operations for aircraft
coming in for MRO Services. The aircraft operator/NSOP/Owner shall submit the requisition for
landing at Ankleshwer clearly mentioning the purpose.
(f) The opening price (ceiling price i.e. Rs. 40.00 lakh plus applicable GST per annum, the bidder
has to quote the charges higher than this base price. The Bidder providing the Highest Bid will
be allotted the Space for the lease period.
(g) Chief Executive Officer at its sole discretion and without assigning any reason thereof, reserves
the right to accept and / or reject the whole or part of any or all the Bids received at any stage
(h) Interested organizations have to register with the Website: https://tender.nprocure.com and get
valid user ID and Password.
(i) Bidders will have to procure a valid Digital Certificate from Authorized Certifying Authority using
the valid use ID, Password and Digital Certificate, Bidders can log on to the above website.
(j) Priority will be given to VVIP/State operations at these location, hence the Lessee may be asked
to stop operation for various reasons like- VVIP/VIP operation, Rescue or Emergency, defense
operation, re-carpeting or maintenance etc. and no compensation shall be paid for that if it is
less than 30 days.
(k) GUJSAIL reserve right to provide slots and permission to other operator at same airstrip and
allow them for their flying operation activity.
6. RESPONSIBILITIES OF LESSEE.
6.1 GA MRO/AMO Operator shall ensure compliance of all requirements of Indian Aircraft Rules, CAR,
Circulars issued by the DGCA, BCAS, AAI, MoCA, Airport Operators and MHA, Government of
India and adhere to all relevant guidelines issued from time to time for the safe operations.
6.2 For each and every flight commitment, the operator shall obtain necessary clearances from all
concerned authorities applicable for the proposed services.
6.3 Lessee should be responsible for arrangement of necessary equipment at existing airstrip required
for undertaking proposed services.
6.4 Arrangement of necessary safety equipment and staff such as Ambulance, fire fighting vehicle etc.
will be responsibility of operator unless such services are already available for other commercial
flight operations. If these are available at the airstrip, then it may be provided on the chargeable
basis but it not bounded to GUJSAIL.
6.5 If the airstrip is closed for more than 30 days due to maintenance of runway, then annual rental
charges will be relaxed every 30 days in the next cycle year during advance payment of the annual
charges for the allocated space.
6.6 If the LESSEE required additional land same may be provided on pro-rata charges. (As identified
under the tender) at discretion of GUJSAIL.
6.7 The site will be allotted to the DGCA approved MRO/AMO operator.
6.8 Operator shall provide statement of aircraft serviced on monthly basis. same shall be cross
checked by authorization provided for landing for the services.
6.9 The Operator shall pay to GUJSAIL ten percent (10%) of the Gross Revenue generated from the
said location, wherein Gross Revenue shall mean the total sales, including all direct and indirect
income earned by the Operator or through any affiliate or third party, and the Operator shall
maintain proper records for verification and audit by GUJSAIL.
7. GENERAL TERMS AND CONDITIONS
7.1 Lease Duration: The Lease will be for a period of 10 years, with any renewal or extension subject
to the sole discretion of the Government of Gujarat and contingent upon compliance of lease
7.2 PAYMENT TERM: -
The lease charges will be applicable from Commencement of Operations/Training School
or 12+6 months total 18 months from date signing of agreement, whichever is earlier.
The payment for the first year shall be paid in advance along with intimation of
Commencement of Operations. In case this is not achieved invoice shall be shared at
closing of 18 months from date signing of agreement.
The payment for the lease for consequent years shall be deposited in advance every year
on annual basis. It should be done at least 30 days in advance of the cycle (30 days before
anniversary) and the year shall be counted as stated above. if operator is in requirement of
invoice for the payment of lease same shall be intimated before this period (30 days before
7.3 Amount Escalation: The lease amount will be subject to escalation at 10% every year.
7.4 Municipal TAX: The lessee will be responsible to pay the relevant Municipal tax for the area
allocated/occupied by Operators.
7.5 Jurisdiction: Jurisdiction will be Ahmedabad/Gujarat.
7.6 Security deposited: Security deposit of 5 % of total lease amount incl.GST (total rental of 10 years)
as Demand Draft on the name of “Gujarat State Aviation Infrastructure Company Limited” payable
at Ahmedabad, must be deposited before signing of agreement and after issue of letter of Allotment.
It is specifically agreed between the parties that the terms and provisions of this agreement will be
treated as strictly confidential and neither party shall divulge or leak out the same to any third party
without first obtaining a written consent of the other to this agreement. This will apply equally to
information on or about Aircraft operation and other related details.
10 TERMINATION- The agreement shall be terminated under the following circumstances:
10.1 If applicable lease charges of the allotted area not paid in advance and on time, GUJSAIL may
discontinue the agreement before Agreement period with notice of 3 months to lessee.
10.2 If the Government feels proper and recommended procedure all requirements of Indian Aircraft
Rules, CAR, Circulars issued by the DGCA, BCAS, AAI, MoCA, Airport Operators, MCA and MHA,
Government of India and adhere to all relevant guidelines issued from time to time for the safe
operations are not being followed. It may lead to immediate termination. In such case, Security
deposit will be Seized.
10.3 During the agreement period the approval/NOC/Clearance from regulatory authority cancelled or
not valid any more.
10.4 If lessee become defaulter or any other authority seal or close the premises for any pending payment
or outstanding, litigation etc. then GUJSAIL has right to closed the agreement. and invite fresh bids
from other operators for the same space.
10.5 If existing bidder does not have adequate financial condition to vacant the space, then GUJSAIL
may auction belonging of GA MRO/AMO Operator eg. Aircraft, supporting equipment, infrastructure
(all movable or immovable assts. Of the lessee at airstrip) and deduct the amount of outstanding
payment of rental, electricity, water and municipal etc. form recovered amount and return balance
amount. A committee may be formed for this procedure on approval from Govt. In such case,
Security deposit will be Seized.
10.6 If operation of GA MRO/AMO is closed for more than 3 consecutive calendar months due to reasons
other than force major such as condition of epidemic, natural calamity, cyclone, earth quick etc. In
such case, Security deposit will be Seized.
10.7 GUJSAIL reserves the right to cancel/terminate any or all the TENDERs/ agreement without
assigning any reason at any stage.
10.8 Either party may terminate the agreement by giving the other party three months' notification in
writing in advance.
10.9 The operator shall submitted proposed work plan, layout showing, Hanger, Apron, Annex building,
Connecting Road, Parking, taxi link etc. within 06 months from date of signing of agreement.
10.10 If changes required by GUJSAIL in regard to connecting road taxi link, drainage etc.in the layout
same shall be incorporated by the operator at their cost.
