FOR APPOINTMENT OF TRANSPORT CONTRACTOR FOR HANDLING AND TRANSPORTATION OF PADDY FROM PROCUREMENT CENTRES TO RICE MILLS AND COARSE GRAINS FROM PROCUREMENT CENTRES TO STATE STORAGE POINTS UNDER MSP OPERATIONS FOR KHARIF/ RABI MARKETING SEASON 2025-26 BENGALURU SOUTH DISTRICT

A Turnover Certificate from a Chartered Accountant shall be submitted as per the format provided in Annexure VIII, supporting the Turnover and Experience criteria mentioned in Clauses 4 (A) and (M).

For a "Registered Partnership Firm," attested copies of the partnership deed and power of attorney shall be scanned and uploaded along with the tender. In the case of a company, the Articles of Association, Memorandum of Association, and copy of the Resolution passed by the Company authorizing the person signing the tender to do so on behalf of the company to sign the bid documents shall be scanned and uploaded along with a copy of the Memorandum and Articles of Association of the Company.

The bidder shall complete the particulars in FORM-I and provide details of branch offices in FORM-IV

A Resolution of the Board of Directors authorizing the signatory to sign the bid, as applicable, shall be uploaded. The Technical Bid shall also be accompanied by documentary proof of the remittance of the required EMD through the prescribed mode as specified in the bid document.

Bidders shall furnish EMD for Bengaluru North district as per Annexure-I and the Technical Bid shall also be accompanied by documentary proof of the remittance of the required EMD through the prescribed mode as specified in the bid document.

An Experience Certificate in the prescribed format (FORM-II) shall be produced from the relevant authority, verifying satisfactory execution and completion of contracts, including the nature, period, and value of the work handled. This certification should be done by the competent authority of the concerned organization only and shall be scanned and uploaded.

The bidder must submit Income tax returns for any three financial years of the immediate preceding five financial years. Additionally, attested copies of the Balance Sheet, Profit & Loss statement, and Audited Report of income tax must be provided for the period for which ITR is provided. GST bills will be desirable

Bank account details including IFSC code branch details, and address, shall be provided on the bidders letterhead.

A copy of the PAN card and GST Registration Certificate shall be uploaded

Tenders not accompanied by all required schedules, annexures, and forms, duly completed and signed, will be summarily rejected

Particulars of vehicles owned must be furnished. Particulars of owned vehicles must be submitted in the prescribed FORM IIIA. Qualified bidder will be required to furnish particulars of hired vehicles as prescribed in FORM-III B at the time of entering into contract

Bidders shall submit copies of Income tax returns for any three financial years of the immediate preceding five years. If any exemptions have been granted by the Income tax department, relevant documents shall be provided along with the bid. For individuals, personal IT returns shall be submitted for partnership firms, the IT returns filed under the firms name shall be submitted.

The bidder shall also submit fitness certificates for all vehicles listed in the tender, certifying their fitness for transportation.

Particulars of vehicles owned shall be furnished

Copies of RC Books, latest Form 24B (Registered Abstract), fitness certificates, insurance, and valid permits for owned vehicles listed in the tender shall be uploaded. For hired vehicles, the documents shall be submitted at the time of entering into agreement along with the hire agreements

The Bidder shall submit a power of attorney authorising the signatory to sign documents on behalf of the firm or corporate entity. The notarized power of attorney should be signed by all the partners in case of partnership concern, by the proprietor in the case of proprietary concern, and by the person who by his signature can bind the company in the case of a limited company. The power of attorney duly signed should be scanned & uploaded.

Trucks owned/hired by the bidder shall not have been involved in any proceedings before any court/forum for contravention of provisions of the Essential Commodities Act, 1955, filed either by the KFCSC or any other government department within the state or country. In this regard, the bidder must submit an affidavit to this effect, along with a certificate from the concerned organisations of the districts in which the bidder has worked in the past three years, and upload the same.

Bidders who have been blacklisted or debarred by the Food Corporation of India, any government department, or public sector undertaking are ineligible. In this regard, the bidder must submit an affidavit to this effect, along with a certificate from concerned organisations of the districts in which the bidder has worked in the past three years

MSME registration/UDYAM certificates, wherever applicable

For Start-ups, proof of their being registered with the agencies prescribed by Govt. of India must be submitted

Bidders shall submit an undertaking stating that they have read and understood all provisions of the bid document and are willing to participate in the tender. Each page of the bid document shall be signed

All the pages of the RFP document including Annexures/Forms shall be signed and uploaded in E-procurement Portal in confirmation that the bidder is aware and understood all the terms and conditions of this tender document.
