Schedule of rates and prices:-To be furnished by the tenderer in the schedule of Rate & Quantities.

The technical requirements should be as per RDSO/2016/EL/MS/ 0454 Rev.'0' dated 29-04-2016.

LOCATION OF WORK & FREIGHT CHARGES:- The complete work will be carried out by the contractor at Electric Loco shed/DDU and Diesel loco shed /DDU. For this the contractor will arrange to bring the entire required material etc. as per the scope of work "Annexure-"A" from their works to Electric Loco shed/DDU and Diesel loco shed/DDU at their own cost. To & fro transportation charges for contractor's personnel and freight charges for above said material will be borne by the contractor.

COMPLETION PERIOD OF WORK: The entire work shall be completed within 24 (Twenty Four) months from the date of issue of this acceptance letter. The completion period of each loco shall be 24 Hrs. from the time of handing over of loco for said modification.

The Railway is not responsible to pay compensation/insurance in case the Tenderer/His authorized representative/contract employee's gets injury/an accident or in the event of death during working or in the premises. It is total responsibility of the Tenderer to take care and liability in such issues.

Contractor is responsible for safe custody of their materials, tools etc.

The Contractor shall take all pre-cautionary measures not only to ensure protection of his own personnel moving around or working on the Railways premises; but also confirm the compliance of the rules and regulations of the Railways in this respect.

No claim whatsoever will be entertained by the Railways on account of any delay or holdup of the work (s) arising out of delay in approval of changes, modifications, alteration, additions or omission due to any other factor on Railway account.

The contractor shall obtained necessary permits/gate passes from the railways to enable his workers to work to bring & take material from the work spot.

The contractor is responsible for providing the required tools and manpower having adequate knowledge & working ability i.e. skilled, semi-skilled, and unskilled staff, tools, tackles, machines, and the necessary length of the electrical extension box for electric supply to the place of work. The contractor is also required to provide safety kits/PPEs for staff to ensure the safe execution of work.

The contractor has to submit Certificate of police verification of their contractual staff deployed in Railway premises before execution of work as per Railway board letter no. DO No.2020/Sec (CCB)/45/50/MISC Dt. 03.02.2020. As per the prescribed format given in the tender document as Annexure-H.

Issue of Identity cards: - The contractor should issue identity card to each and every person employed by him and deployed for execution of the contract work as per the prescribed format given in the tender document as Annexure-I.

Condition on Labour:-Contractors are instructed adhere to following Law/Conditions.(a)Contract Labour (Regulation and Abolition) Act (CLRA), 1970.(b)Contract Labour (R&A) Rules1971.(c)Minimum Wages Act (MWA) 1948 & Minimum Wages Rules (MWR), 1950.(d)Employees' Provident Fund and Miscellaneous Provisions Act (EPF and MPA) 1952 and Employees Provident Fund Scheme (EPFS) 1952.(e)Employees' State Insurance Act (ESIA) 1948.(f)Employees' Compensation Act (ECA), 1923.(g)ECR Letter No. ECR/HRD/MPP/Contract Labour dt. 20-02-2023.Contractors are also advised to visit https://trial.ireps.gov.in/CLIP/clip.jsp labour payment portal for payment of their labour.

SHRAMIK KALYAN PORTAL: The contractor shall be responsible for uploading details of the contractual staff employed for the subject work on the Indian Railways Shramik kalyan portal (website: www.shramikkalyan.indianrailways.gov.in).

Apart from above, these Special conditions of Contract (SCC) shall be read together with the terms and conditions incorporated in this uploaded pdf Tender document no. TRS-G- TND-OPN-01-2026-27 and the General Conditions of Contract 2022 (GCC April 2022) with all its correction slip issued after of GCC 2022 of the Railway. If there should be any conflict between the provisions of the SCC and GCC 2022, the condition of GCC- 2022 with all its correction slip issued will prevail upon SCC.
