1. Average Annual Financial turnover during the last 3 years, ending 31st March of the previous
financial year, should be at least 30% of the estimated cost (Turnover Certificate).
2. Experience of having successfully completed similar works during last 3 years ending last day
of month previous to the one in which applications are invited should be either of the
a. Three similar completed works costing not less than the amount equal to 40% of the
estimated cost.
b. Two similar completed works costing not less than the amount equal to 50% of the
estimated cost.
c. One similar completed work costing not less than the amount equal to 80% of the
estimated cost.
4. The bidder have to submit the copies of similar nature work completion certificate showing
name of owner, name of work, order amount, final completion amount, time limit
commencement date and completion date.
5. Latest Bank Solvency Certificate of minimum 20% amount of tender not older than one year
of opening of technical bid.
6. Separate provident fund code number towards registration of your firm with Regional P.F.
Commissioner if applicable.
7. EMD & Tender fee as described in the tender document.
8. The contractor who has been blacklisted with GUVNL/ DGVCL/ MGVCL/ UGVCL / PGVCL/ GSECL/
GETCO shall not be considered.
9. The bidder must have Goods and Service Tax (GST) Registration with “ACTIVE” status & PAN
NO and same shall be submitted along with the Tender only. The tender of the bidder without
GST Registration will not be considered.
10. Cancel checked
Bidder has to upload all the above documents by scanned copies of original
(Notarized/Self attested copies of original) documents with bid and no physical
documents to be called from bidder.
It shall be sole responsibility of the bidder that the uploaded scanned documents
(in PDF form) remain legible and should not be password protected.

duly signed tender copy, failing which the bid will be rejected. The Bidder, who is newly registered

SECURITY DEPOSIT:-
The successful tenders shall be required to further remit amount equivalent to 5% of the
order value towards security deposit. This amount will be payable to Division Office,
Valsad city.. It will be refundable after completion of the contract & on production of no
objection certification.
The successful tendered shall also have to enter into agreement with the DGVCL towards
execution of the contract on non judicial stamp paper of appropriate value (cost of stamp
Rs.300/- shall be borne by the contractor). This agreement will be executed as per
standard format of the Division Office, Valsad city. before commencement of the contract.
INDEMNITY BOND:-
The successful contractor shall have to indemnity to the DGVCL for the entire liability of
the employee engaged in the work by contractor. The indemnity should also cover liability
towards road accident done by vehicles of the contractor during the execution of the
work. For this purpose an indemnity bond shall have to be given in standard format on
non-judicial stamp paper of appropriate value as per rules (cost of stamp Rs.300/- shall
be born by the contractor)
TERMINATION OF CONTRACT:-
The contractor is found to be lacking in execution of the work in any manner the company
reserves the right.
1) To get work done through any other agency at the risk and cost of the contractor.
2) To cancel the unexecuted part of the contract without any notice and towards this
place the order for that to any other agency at the risk and cost of defaulter, default
by Division Office, Valsad city. for non execution of contract, contract shall be
terminated and carry out the work as per condition of booklet of “tenders and contract
for works” and SD paid shall be forfeited and the contractor shall be blacklisted.

1) Contract booklet of DGVCL for “Detailed specification of terms” and General terms
and conditions of work are available for reference in the office of The E.E. (O&M),
DGVCL Division Office, Valsad city..The contractor quoting for this tender is
deemed to have gone through this book of contract booklet and same will be
treated as binding of him.
2) The rate should be quoted both in words and figure as per units specified in the
Tender, should there be any discrepancy between the rates quoted in words and
figure. The rates quoted and words should be prevailing. Further should there be
any discrepancy between rates and amount the rates will prevail.
3) For reinforced cement concreting, centering will have to be done and also mixture
machine and vibrators used, without which the work will not be allowed. Nothing
extra will be paid for excavation other than mentioned in drawings &
4) Quantities mentioned in scheduled-B are approximate and before ordering any
materials, prior permission from the Deputy Engineer in charge shall be taken and
nothing extra will be paid for the materials collected in excess.
5) Where company cannot provide water supply, the contractor will have to make
his own arrangement for the water required for construction and other purposes,
and the company does not take any responsibility for the same. Testing materials
should be required before using row materials by contractor at his own cost.
6) However, during the course of work, later on if company is in position to supply
water to the contractors, the contractor may obtain water from the company in
such case the charges for the water supplied will be recovered at the rate of
percent of the cost of items as executed in which the water supplied by the DGVCL
is used as certified by the Engineer in charge.
7) As mentioned above if the contractor make his own arrangement for the water
required for the water required for the construction & other purposes & if the
contractor is getting water by drilling bore wells or construction well in the
premises of the company or by providing his own pump on the existing Bore
wells/well of the company &uses this water for civil works, then company will
recovered royalty at 0.25 % of the cost of the items executed in which the water
supplied by the Company is used / consumed .The contractor however will not be
allowed to use water by this way without the permission in writing from engineer
8) The successful contractor has to execute a work agreement with the company on
stamp paper in Prescribed Performa of the company ,the cost of stamp papers
are to be borned by the contractor.
9) The successful contractor has to give indemnity Bond on stamp papers in the
prescribed Performa of DGVCL. The cost of such stamp papers is to be borned by
the contractor.
10) The prices are inclusive of all government taxes as per government notifications
but except service tax. You will have to quote service tax extra.
11) In case of silent or nothing written or (-) or blank in service tax, it would be
understand that you have quoted rate including service tax. It means your liability
will be paid by you and liability of DGVCL will be deducted from your bill.
12) Any activity not specifically mentioned in the tender but necessary in the opinion
of Engineer In charge of work must be carried out for successful completion of
the job, on getting approval competent authority of DGVCL.
13) Before taking up construction activity, the agency has to cut the trees which
obstruct the working of any diameter , bushes , vegetation’s, roots , plants,
shrubs, grass etc including stacking and crediting to DGVCL as directed with no

nearby villages, equipment’s of the company or of the co-contractor working in
the area for other works. All the above conditions referred for the insurance
covered, shall be in effect from the date of commencement of the work until the
company has accepted the work. In the policies covering the insurance referred
above, the company, contractor and the sub contractor shall be as co-insured
where possible. The cost of insurance shall be borne by the contractor.
16) The electric power can be obtained from DGVCL at site at one mutually agreed
point, as a temporary connection at free of cost. Further distribution will have to
be carried out by the contractor as per requirement at their own cost. The
necessary bills for consumption charges will be borned by the contractor and the
same will be recovered as per the tariff rate of the DGVCL from time to time as
per company’s rules.
17) If your work is found not satisfactory or not progressing according to scheduled
programmer , DGVCL may take such actions as may be deemed fit to see that
the work is completed in time at your risk and cost
18) The Technical Bid of tender are required to be submitted on or before date
12/10/2026 up to 18:00 Hrs in online only. Submission of only Physical EMD and

SPECIAL CONDITION FOR USE OF CEMENT IN WORK
1. The rates in Schedule-B are inclusive of cement cost. Contractor has to purchase
fresh 53 grade cement confirming to IS 8112 and of approved brand by DGVCL.
2. Contractor has to construct kachha godown due to any work so that cement bags
can be preserved properly to avoid damages due to any kind of water/weather.
3. Contractor has to bring sufficient quantities of cement bags and sufficient quantities
of cement bags to maintain progress of work. The work should not suffer for want of
4. Cement should give the required strength of cement concrete.
5. To bring sufficient and timely cement at site is fully responsibility of contractor.
Nothing extra will be paid on account of any reason to maintain progress of work and
to complete the work in schedule time.
6. Contractor has to submit material account for consumption of cement used with
every bill. In case of not submitting the same, bill will not be passed. Party has to
submit the copy of cement /purchase bill along with R.A. bill / Final bill.
7. No negative variation will be allowed for the consumption of cement than prescribed
as per booklet of technical specification of company / mix design & nothing will be
paid extra for over consumption.
8. Contractor is fully responsible for safety of cement at site. Nothing will be paid on
extra on account of safety.
9. If company’s authorized representative wants to check cement stock at site,
contractor has to allow for the same at any time.
10. Contractor has to maintain day to day cement consumption / balance account at site.
11. As far as possible, contractor has to maintain supply cement of only one brand &
grade throughout the work & on account of closure / shortage of approved brand,
cement of other brand in accordance of condition no. (1) Will be allowed by Engineer-
12. Minimum cement consumption considered for cement concrete having grade of M-15
/ M-20 /M-25 is 300 kgs/320 kgs/340 kgs respectively. Contractor has to use
minimum cement as above. Contractor should not use less than the prescribed
quantities of cement even in the case of mix design recommends lower quantity.
13. Contractor will be allowed to carry out work only after physical verification of cement
brought at site.

TERMS & CONDITIONS REGARDING INDUSTRIAL LAWS & OTHER RELATED MATTERS.
1. Wages to be paid & time of payment etc. by the contractor:-
The contractor shall pay minimum of as per latest minimum wages act or as may be
specified hereafter or rates fixed under the minimum wages act whichever is higher. The
wages of every contract labour employed by him under this contract shall be paid by him
before the expiry of 7th day of the last of the month in respect of which the wages are
payable (i.e wages of month have to be paid him in the first week of the next month.) The
payment shall be discharge in the presence of Management representative during the
working hours in factory premises & the contractor shall get entries certificated in the
register of wages by the representative of the Board. Any default will result in cancellation
of contract forthwith or else the contractor shall be punishable to the extent of Rs. 100 /
fine per each day.
The Contractor shall give his telephone number and address to the DGVCL, so that in case
of labour trouble etc. the contractor can be contacted.
2. Labour Laws:-
Person below age of 18 years shall not be employed for the work.
No female worker shall be employed in the night shift between 7 p.m to 6 a.m
Contractor shall maintain a valid labour license under the contract labour (Regulation &
abolition) act for employing necessary manpower to be required by him. In the absence of
such license the contact shall comply with as under.
1. Payment of contribution by way of employer’s contribution towards provident fund,
family pension scheme, Deposit linked insurance scheme, Administrative charges etc. at
the rates applicable from time to time by Government of Gujarat / Government of India
or other statutory Authority.
2. Payment of deposit in respect of each contract labour at the rate of Rs.30/ with the office
of frame there under of labour as per control labour. (Regulation & abolition) Act.
3. License fee as prescribed under the control labour (Regulation & abolition) Act & rules
frame there under depend upon the number of workmen employed by the contractor.
4. Paid leave facility & wages as per the provision of the factories act at the rate of one day
for every 20 days of working.
5. Identity cards as prescribed under the facilities act with photo affixed there to the same
for identification.
6. Payment of retrenchment compensation notice pay & other liabilities as per industrial
disputes Act. Any payment to the contractor’s employees arising out of any claim or
disputes under the industrial dispute act 1947 or any other labour laws.
7. Payment of compensation in case of accident injury.
8. Provision of ereche if the female labours employed are more than 30 numbers.
9. Maternity leaves as per the provision of maternity Benefit Act.
The above are some of the major liabilities of the contractor in addition to other liabilities
prescribed under the various labour laws in force from statutory authorities like state
Government / Government of India which the contractor shall have to comply with.
3.Provident fund & Family pension scheme:-
The contractor shall submit along with his bill (month wise) a statement regarding
deductions against employees provident fund & family pension scheme in respect of each
concerned against employee. provident fund & family pension scheme at the rate of 8.33%
( or at the rate made applicable by the Government from time to time ) of the wages. The
contractor’s contribution & his workers contribution towards provident fund, family pension
scheme shall be deposited by the contractor with Regional provident fund commissioner
4.Deposit Link Insurance:-
The contractor shall have to deposit 0.5% of the wages in respect of employees who is a
member of the provident fund as the contribution to the Deposit link insurance scheme with
Regional provident fund commissioner, Ahmadabad.
5.Administrative charges:-
Administrative charges for monitoring provident fund A/C shall be deposited by the
contractor with Regional provident fund commissioner, Ahmadabad at the rates applicable.
Paid leave facilities:
Paid leave facility at the rate of one day of every 20 days worked by the contractor labour
shell be provided by the contractor to his workers. He shells maintain leave record/ leave
card for individual labour, which shall be duly verified and approved / certified by the
authorized officers of the DGVCL.
6.Workmen’s compensation fund & employer’s liability Insurance:-
The contractor shall cover all his employees under workmen’s compensation fund & under
the liability insurance.
The contractor shall employ adequate number of experience staff at site for daily supervision
& for maintenance of various register & records required under the law & contract. No
payment for supervision shall be admissible.
7.Contractor to Indemnity the DGVCL:-
The contractor shall indemnity the company & every member officer & employees of the
company also. Engineer in charge his staff against proceedings claims, demands, costs &
expenses what so ever arising out of or in connection with the matters referred herein above
elsewhere & against all actions. Proceedings claims, demand costs & expenses which may
be made against the DGVCL or Government for or in respect of or formance of his obligation
under the contract documents. The DGVCL shall not be liable for in respect of or in
consequences of any accident or injury to any workmen or other person in the employment
of contractor or his sub contractor & the contractor shall indemnity & keep indemnified The
company against all each damage & compensation & against all claims, demands,
proceedings costs, charges & expenses what so ever in respect thereof in relation there.
8.Work compensation & employer’s liability insurance:-
Insurance shall be affected for all the contractor’s employees engaged in the performance
of his contract if any of the work is subject the contractor shall require the sub contractor
to provide workmen’s employees unless such employees are covered under the contractor’s
The DGVCL reserves the right to terminate this date of contract at any time during its
pendency without giving notice of termination or any reasons thereof.
The DGVCL will be entitled to deduct directly from the bills, to be paid to the contractor any
sum payable by you & which sum / sums the DGVCL is required to pay a principal employer
on account of your default in respect all liabilities referred to in above clauses.
9. PENALTY FOR DELAY:
The time limit allowed for carrying out the work as entered in the tender shall strictly be observed
by the contractor and shall be reckoned from the date on which the order to commence the work
is given to the contractor. The work shall throughout the stipulated period of contract proceed
with due diligence (time being deemed to be essence of contract) and for delay, the contractor
shall pay compensation, an amount equal to half percent (0.5%) per one week/part of week on
the work carried after time limit out completed or on contract amount of work or such smaller
amount as per the decision of the Competent Authority of the DGVCL plus GST at 18% on penalty

agreed point as per the contractor’s request. Further distribution will have to be carried out by
the contractor as per his requirements and at his cost. Water shall be supplied on chargeable
basis and recovery for water charges shall be made at two percent of the cost of items as executed
in which the water supplied by Company is used & as certified by the EIC. If the contractor drilling
bore well at his own cost, in the premises of Company after getting necessary approval and using
water after providing his own pump then company will recover royalty at ¼% of the cost of the
items as executed in which the water is used.
11. ELECTRICITY CONNECTION:
The electric power can be obtained from Dakshin Gujarat Vij Company Ltd., at site at one mutually
agreed point, as a temporary connection (connection only) at free of cost. Further distribution will
have to be carried out by the contractor as per requirements at their own cost. The necessary
bills for consumption charges will be recovered as per the tariff rate of Dakshin Gujarat Vij
Company Ltd. from time to time as per Company’s rules.
