Supply and Commissioning of IGBT Inverter Based MIG/MAG welding Plants as per the enclosed Technical Specifications.

Special Eligibility Criteria

   (a) The Tenderer must have supplied at least 04 (four numbers) of IGBT Inverter Based MIG/MAG Welding Plants or similar nature of machines in last 05 years (Five Years) to Indian Railways (or) any other Central (or) State organizations (or) PSUs of Central or State Govt. undertakings. Documentary evidence i.e., Copies of Purchase orders, Supply, Installation and successful Commissioning reports issued by the user organizations must be furnished along with their offer evidencing the execution of such purchase orders. The offers of the firms will be evaluated only those who are submitted the valid credentials such as supply and commissioning reports issued by the organizations. The offers without the documentary evidence of the above shall be rejected summarily. (ii) A similar machine mentioned in para (i) above shall mean a MIG-MAG and/or MIG/MAG synergic and / or MIG/MAG Synergic pulse inverted based welding plant of 400 A DC current rating or higher. (iii) The tenderer shall, in their offer, submit performance certificate of atleast 01 machine in respect of the machines supplied by them which meet the criteria specified in para (i) above and the machine covered by these certificates must have been working satisfactorily for atleast one year from the date of commissioning. The certificate shall not be older than one year from the original date of closing of tender. To this effect, the performance certificate submitted by the tenderer must have been issued by the actual user organization of the machine, with their clear signature and address therein, in whose premises the machine is installed and commissioned. (iv) Technical Brochure of the offered model shall be submitted along with the offer.Tender deemed to be rejected if failed to submit the brochure / catalogue.

   The tenderer must submit the Technical offer as per the format given in Annexure- A. All the information as asked for, in the format must be given accordingly e.g. whenever a parametric value is asked it should be furnished, if a write up is asked for this should be provided and if a brochure or drawing or sketch is expected this should be provided. In case of incomplete/sketchy/illegible information, the technical offer will be considered as incomplete and is liable to be rejected.All other terms and conditions are as per the attached Technical specification.

   There shall be no exemption from submission of EMD for any tender or by any tenderer except following: (a) Limited tenders with estimated value up to Rs. 25 Lakhs (including single tenders, Global Limited tenders) & open tenders with estimated value up to Rs.10 lakhs- unless specifically mentioned otherwise in the tender. EMD amount will be 2% of the estimated value of tender (b) Micro and small Enterprises (MSEs) registered for the tendered item. (c) Other Railways and Government (d) Indian Ordinance Factories (e) PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them (f) Vendors registered with Railways for the trade group of the item tendered, up to their monetary limit of registration status being valid on the date of tender closing (g) Vendors appearing on the approved vendor lists of RDSO/ PUs / CORE, subject to approval status being valid on the date of tender closing (h) Vendors registered with Railways for supply of medicine, medical equipments and consumables shall be exempted from submission of EMD for these items, subject to valid registration on the date of tender opening (i) In tenders issued against PAC, OEM in whose favour PAC has been issued shall be exempted from submitting EMD. KVIC and ACASH shall be exempted from EMD for items supplied by them. For details bidder to refer SCR Instruction to tenderers document.

   If exemption is not allowed as per conditions incorporated in the Instructions to Tenderers, then required amount of EMD must be paid. If the offer is without EMD and exemption is not applicable as per these conditions then offer will be summarily rejected.

   Security Deposit (SD)/Performance Security for Stores Contracts will be applicable as per tender conditions: 1.1 There shall be no exemption from submission of Security Deposit (SD) for any tender or by any tenderer except exemptions as per tender conditions attached/ SCR Instruction to tenderers document. 1.2 In case of failure by contractor to meet deliveries for any lot, Railways may cancel the contract for defaulted part by forfeiting SD commensurate to that lot. 1.3 Wherever SD has been exempted, for any reason, and the supplier fails to supply goods as per conditions of contract, as amended from time to time, Purchaser shall have right to levy damages from the supplier for failing to comply with the contractual conditions, not by way of penalty, an amount equal to SD amount, as would have been applicable if the contract was with a non-exempted vendor. These damages shall be treated as recoveries outstanding against the vendor and dealt with accordingly. The Security Deposit amount shall be 5% of the value of the contract. Firm has to submit Security Deposit for Equipment after release of LOA.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   The welding plant including welding torch and Wire feeder should be offered with comprehensive warranty of Minimum 24 months from the date of commissioning on free of cost. The Comprehensive Warranty which will be inclusive of all spares except consumables specified at clause No.3.3 (l) of technical specifications and labour cost as per Technical Specifications clause 9.0.
