Name of Work - DBOT (Design–Build–Operate–Transfer) model for Two (2) Foot Over Bridges (FOBs)
and 40 gantry/hoarding banner on various locations within Rajkot Municipal Corporation limits.
The bidder shall be a registered company, firm, or authorized contractor eligible to execute DBOT
Key Requirements:
The bidder shall follow all guidelines issued by RMC.
Necessary permissions and NOCs shall be taken at contractor’s cost.
The successful bidder will construct FOB and operate advertisements as permitted.
Financial obligations and risk shall be borne by bidder.
Public safety requirements must be ensured.
Annual monitoring and reporting shall be submitted.
The contractor must construct FOB using approved structural designs.
All terms mentioned in this tender shall be followed without deviation.
The bidder must comply with all requirements of DBOT (Design-Build-Operate-Transfer) for Foot
Over Bridge works under the Rajkot Municipal Corporation limits.
The selected contractor shall:
1. Collect site data, conduct surveys, and verify measurements.
2. Comply with all safety norms, structural stability requirements, and legal permissions.
3. Take full responsibility for execution, commissioning, operation, maintenance, and
advertisement rights.
4. Obtain all approvals from structural consultants, architects, RMC, and statutory authorities.
5. Bear all expenses related to permissions, drawings, designs, materials, manpower,
machinery, utilities, taxes, insurance, etc.
6. Ensure uninterrupted pedestrian movement and public safety during construction and
7. Maintain proper lighting, electrical installations, and advertisement display systems.
8. Transfer the complete structure and rights back to RMC after completion of the concession
period in satisfactory condition.
9. Abide by every condition, schedule, and timeline prescribed by RMC.
10. The bidder shall not claim any extra financial benefit beyond what is specified under this

Instructions to Tenderer
Clause 1 – Eligibility Requirements
The contractor must be financially and technically competent to execute design, engineering,
fabrication, erection, commissioning, and advertising operations of Foot Over Bridges.
Clause 2 – Submission of Tender
The tender shall be submitted online only.
Required documents, certificates, drawings, and undertakings shall be uploaded.
Any incomplete or misleading information shall lead to rejection.
Clause 3 – Site Inspection
The bidder must personally inspect the location(s), understand ground conditions, utilities, traffic
movement, and obtain practical knowledge before quoting.
Clause 4 – Technical Responsibilities
The bidder shall:
Ensure sound engineering practices, structural stability, fabrication quality, welding
standards, wind resistance, and corrosion protection.
Follow Indian Standards, IRC guidelines, NBC provisions, and other statutory codes.
Operate LED-based digital boards and static advertisement panels.
Clause 5 – Financial Obligations
All expenses including construction, repair, O&M, lighting, security, approvals, utility shifting,
and accident responsibility shall be borne by the bidder.
No escalation will be paid in any form.
Clause 6 – Permissions
The bidder must acquire:
Advertisement rights shall be granted for 40 identified locations, subject to approval from the Estate
Department of the Authority.
All advertisement structures shall be fully designed, fabricated, supplied, installed, operated, and
maintained by the agency at its own cost.

Clause 7 – Maintenance during Concession
The structure must remain safe, rust-free, and operational.
LED screens, advertisements, lighting, and electricity supply must run smoothly.
Any malfunction must be repaired immediately.
Clause 8 – Security & Safety
24×7 monitoring and security shall be arranged by the bidder.
Public accidents, incidents, liabilities, injuries, or claims shall be the bidder’s responsibility.
Clause 9 – Risk, Insurance & Liability
All risk is on the bidder.
The corporation shall not be liable for any dispute, claim, or damages.
Adequate insurance (public liability, structural failure, equipment) must be maintained.
Clause 10 – Revenue from Advertisements
Revenue from advertisement display belongs to the bidder during the concession period.
After expiry, entire rights and structure shall transfer to RMC.
The bidder shall share revenue if mandated by authority (as per final BOQ/terms).
Clause 11 – Monitoring
Monthly reporting must be submitted.
RMC can inspect anytime.
Violations may lead to penalty or cancellation.
Clause 12 – Structural Responsibility
The bidder shall ensure complete structural safety of the Foot Over Bridge and Gantry (Hoardings).
All structural members, fabrication, bolting, welding, painting, rust-proofing, anchoring,
foundation, staircases, railings, flooring, and roofing shall be executed with approved design.
Any failure or defect in the FOB/Gantry (Hoardings) shall be rectified at the bidder’s risk-

Clause 13 – Quality of Work
Materials shall be of approved make.
Steel sections, plates, pipes, gratings, bolts, nuts, fasteners must have test certificates.
Fabrication must satisfy wind load, traffic load, vibration control, corrosion protection, and
Indian Standard provisions. and test certificates required of third party inspection.
Clause 14 – Operational Rights
The bidder shall operate advertisement panels/LED displays on FOB structures as permitted.
Advertisement content shall comply with authority rules.
Unauthorized advertisements are prohibited and may be removed without notice.
Advertisement Contract for 15 Years.
Clause 15 – Measurements & Verification
Before starting work, the bidder shall verify ground levels, utilities, site encumbrances, and
design coordinates.
The Corporation shall not entertain claims due to bidder's miscalculations.
Clause 16 – Time Schedule
The bidder shall complete construction within the prescribed period.
Delays shall attract penalties or LD or cancellation.
Clause 17 – Reports & Records
The bidder shall maintain documentation for designs, permission copies, insurance,
maintenance logs, electricity bills, advertisement operation records, and safety audits, and
submit them as required.
Further Technical/Operational Clauses
Clause 18 – Advertisement Operations & LED Systems
The bidder shall operate LED displays/advertising boards in accordance with law.
Continuous uptime, electrical backup, surge protection, and routine diagnostics are
If malfunctioning occurs, it must be repaired immediately without affecting the public.
Clause 19 – Electrical Installations
The bidder shall manage cabling, metering, electrical safety, panels, earthing, junctions,
lighting fixtures, poles, and connecting networks.
All electricity consumption charges are to be paid by the bidder.
Clause 20 – Safety for Pedestrians
Pedestrian movement must not be obstructed.
Temporary arrangements, barricading, signage, reflective markings, and night safety
indicators shall be provided.
The bidder shall prevent accidents and shall remain legally liable for any occurrence.
Clause 21 – Public Protection & Disaster Conditions
During fire, disaster, emergency situations, floods, storms, or structural incidents, the bidder
shall act immediately to prevent casualties.
Authorities may demand urgent actions and the bidder must comply.
Safety audits may be mandated periodically.
Clause 22 – Approvals during Construction
The bidder shall obtain approvals for structural drawings, architectural drawings, escalations,
advertisement schemes, electrical works, foundation drawings, fabrication methodology, and
erection methodology.
Work shall not commence without approvals.
Clause 23 – Insurance Requirements
The bidder shall maintain all required insurances at its own cost:
o Public liability insurance
o Workmen compensation insurance
o Insurance for structure, equipment, advertising installations, LED systems
RMC bears no liability.
Clause 24 – Accidents / Compensation
In case of injury, death, or loss to any public/personnel due to the FO B construction,
operations, advertisement structure failure, electrical accidents, fire, or similar event — the
bidder shall bear full legal and financial responsibility.
No claim shall be entertained against RMC.
Clause 25 – Security
The bidder shall provide 24×7 security at site for assets, advertisements, LED systems, and
structural safety.
Theft, vandalism, or damage shall be bidder’s responsibility.
Clause 26 – Disaster Management
At any major disaster, the bidder shall support authorities, provide access, remove
obstructions, restore systems, and ensure public access.
Failure shall invite legal and contractual action.
Clause 27 – DEFECT LIABILITY :
1. Contractor shall guarantee the work for a period of 15 (Fifteen) Years. Any damage or defect
that may arise or that may remain undiscovered at the time of issue of Completion Certificate
connected in any way with the equipment or materials supplied by him or in the workmanship shall
be rectified or replaced by Contractor at his own expense as desired by Engineer-In-Charge or in
default Engineer-In-Charge may cause the same to be made good by other agency and deduct
expenses of which the certificate of Engineer-In-Charge shall be final from any sums that may then or
any time thereafter become due to Contractor or from his security deposit or the proceeds of sale
thereof or of a sufficient portion thereof.
2. From the commencement to completion of work Contractor shall take full responsibility for
the care of the work including all temporary works and in case any damages, occur from any cause
whatsoever he shall at his own cost, repair and make good the same so that on completion, work shall
be in good order and in conformity, in every respect, with the requirements of contract and as per the
instructions of the Engineer-In-Charge.
3. If at any time before the work is taken over, the Engineer-In-Charge -
a) Decide that any work done or materials used by the Contractor are defective or not in
accordance with the contract or that work or any portion thereof is defective or do not fulfill the
requirements of contract (all such materials being herein after called defects in this clause) he shall,
as soon as reasonably practicably, give notice to Contractor in writing of the said defect specifying
particulars of the same then Contractor shall at his own expense and with all speed make good the
defects so specified.
b) In case Contractor fails to do so, owner may take, at the cost of the Contractor, such stops as
may in all circumstances be responsible to make good such defects. The expenditure so incurred by
owner will be recovered from the amount due to Contractor. The decision of Engineer-In-Charge with
regard to the amount to be recovered from Contractor will be final and binding on the Contractor.
Clause 28 – Corrective Action
If any defects are identified by RMC in structure, lighting, advertisement systems, or safety
— the bidder shall correct them immediately.
Non-compliance may lead to penalties, dismantling orders, or cancellation.
Foot Over Bridge/ Gantry (Hoardings) Structure Construction Terms
The bidder shall comply with the following essential conditions for FOB construction under DBOT:
1. The bidder must execute all works as per the approved structural design, architectural
drawings, fabrication designs, erection methodology, load-bearing calculations, wind-load
design, and safety standards.
2. The bidder will be entirely responsible for:
o Selection of materials
o Commissioning
3. The bidder shall use tested structural steel, plates, pipes, gratings, fasteners, and fittings
bearing lab test certificates.
4. All welding work must be done by qualified personnel and must follow:
o Approved welding techniques with certificates
o Multi-pass welding
o Ultrasonic or radiographic testing where required with certificate
5. Painting and anti-corrosive treatment must be strictly applied before and after erection.
6. Rust-proofing coating must be maintained during the entire concession period.
7. At the end of concession, the structure must be handed over to the authority in safe, rust-
free, functional condition.
8. No claim for deterioration, damage, corrosion, weathering, material failure, or equipment
failure will be entertained by the authority.
9. The entire cost of structural steel fabrication, erection, and maintenance shall be borne by

pedestrian safety controls, and compliance with NBC, IS, and IRC clauses.

frames—shall be maintained by the bidder without compromise.
16. The advertiser must ensure 100% uptime of LED boards and rectify faults immediately.
17. Structural inspections must be carried out by the bidder at regular intervals and whenever
demanded by the authority.
18. If RMC identifies unsafe structural components, defected sections, malfunctioning electric
systems, broken steps, or loose railings, the bidder shall repair them immediately.
19. Failure to act will authorize RMC to:
Impose penalties
Remove advertisements
Seal LED boards
Dismantle unsafe structures
Recover cost from bidder
20. At no point shall the authority bear any accident, damage, legal claim, or public liability
arising from the FOB structure or advertisements.
21. The bidder shall incur all insurance premium costs, including:
Public liability insurance
Contractor all-risk insurance
Structure insurance
Workmen compensation
22. All premiums must be current and renewed throughout the concession.
23. The bidder shall maintain a logbook of:
Daily operations
Electrical consumption
Maintenance performed
Advertising display records
Earned revenues (if required by authority)
24. Any violation of these provisions shall be treated as breach of contract, resulting in
termination without compensation.
Structural Safety, Defects & Penalties
25. If the Corporation determines that the Foot Over Bridge structure, staircases, advertisement
frames, LED boards, electrical installations, or steel members are unsafe, deteriorated, or
defective, the bidder must rectify them without delay.
26. If rectification is not done within the time instructed:
The Corporation may appoint a third party to execute the repair.
The full cost shall be recovered from the bidder.
The bidder shall have no right to dispute or claim compensation.
27. If any public accident or failure occurs on account of:
Structural collapse
Electrical failure
Falling advertisements
LED equipment malfunction
Fire or similar incident
The bidder shall bear entire financial, legal, civil, and criminal liability.
The Corporation shall not be responsible under any circumstances.
28. The bidder must take preventive actions, inspections, and maintenance as instructed by
RMC, including repainting, bolt tightening, and structural strengthening as required by
design consultants.
29. All structural members must be kept corrosion-free and rust-free throughout the
concession period. The bidder must incur this cost without any claim.
30. No additional rates, escalation, revision of price, or compensation shall be paid during the
entire DBOT period.
Advertisement Rights, Public Safety & Disaster Situations
31. During the concession period, the bidder may earn revenue from:
Advertisement display boards
LED video walls
Static branding frames as permitted by RMC.
32. The bidder may not install or operate illegal, religious, objectionable, political, tobacco, or
Government-restricted content.
Any violation shall lead to immediate removal and penalty.
33. In case of natural calamity, flood, storm, cyclone, fire or structural disaster, the bidder

Comply with instructions issued by the authorities
34. The bidder must cooperate in emergency evacuations, disaster response, police
requirements, medical access, municipal access, and traffic management.
35. If the Corporation orders temporary closure or suspension of LED displays for safety or
regulatory reasons, the bidder must comply and shall not claim damages or compensation.
36. The bidder must maintain backup systems, surge protection, electrical trip systems,
earthing, and short-circuit protection for LED boards and lighting poles.
Concession Enforcement, Legal Action & Termination
37. If the bidder commits serious breach, negligence, misrepresentation, or violation of tender
conditions, RMC may:
Impose penalties
Suspend advertisement rights
Terminate the DBOT agreement
Take over the FOB/Gantry (Hoardings) Structure
38. After termination:
The bidder loses advertisement rights immediately.
No compensation, no refund, and no revenue settlement shall be payable.
The structure becomes property of RMC.
39. The bidder shall not demand financial assistance, subsidy, reimbursement, or loss recovery

Brand restrictions
Technical failures
Administrative orders
40. The bidder acknowledges that all market risk, business risk, operational risk, and public-
safety risk rests solely with the bidder.
41. Any dispute shall be subject to the jurisdiction of the competent court as decided by Rajkot
Municipal Corporation, and no claimant rights shall be granted against RMC.
42. The bidder is responsible to ensure continuous O&M, public safety, periodic inspection,
statutory compliance, documentation, insurance renewals, and reporting for the full
concession period.
Material Procurement, Fabrication & Testing
43. The bidder shall procure all construction materials at his own cost, including:
Structural steel
Plates, sections, pipes
Bolts, nuts, fasteners
Welding electrodes
Floor gratings
Crash barriers
Lighting poles and fixtures
LED advertisement boards
CCTV Camera And Accessories
44. All materials shall comply with reverent IS Codes and shall carry manufacturer test
45. Proof checking of all structural designs is mandatory, and the associated fees shall be borne
by the bidders.
46. The bidder shall arrange third-party testing if demanded by the Corporation.
No additional cost is payable.
47. Fabrication work shall be carried out in a certified fabrication workshop using approved
machinery, jigs, fixtures, QA checks, and documented processes.
48. No separate payment shall be made for scaffolding, staging, cranes, lifting equipment,
safety gear, or labour arrangements.
All such expenses are included in DBOT cost.
49. Prior to dispatch from the fabrication yard, the bidder shall ensure:
Dimensional checks
Ultrasonic or radiographic testing
Pre-painting and anti-corrosive application
Welding, erection certificate
Site Execution, Utilities & Public Interference
50. Before starting excavation or foundation work, the bidder must verify:
Underground utilities
Drainage lines
Water pipelines
Electric and telecom cables
51. If any shifting or protection of utility is required, the entire cost shall be borne by the bidder.
The Corporation is not responsible for reimbursement.
52. During site work, pedestrian access must be maintained by providing:
Temporary walkways
Warning tapes
53. The bidder must ensure that traffic flow is not hindered.
Traffic police permissions, if needed, must be taken at bidder’s cost.
54. Public complaints regarding obstruction, dust, safety negligence, or noise pollution must be
resolved immediately by the bidder.
55. If the Corporation receives lawful complaints and the bidder fails to remedy the situation,

60. Any accident involving labour or public shall be entirely the responsibility of the bidder and
shall not attract any liability to RMC.

62. Violation of labour laws shall be treated as breach of contract and may result in:
Suspension of work

63. The bidder shall routinely clean and maintain:

LED display areas
Advertisement boards
Electrical panels and wiring
Gantry (Hoardings) Structure
64. The Foot Over Bridge structure must always remain:
Free from obstacles
Free from rust and corrosion
65. Garbage accumulation, spitting, vandalism marks, bird droppings, torn flex, broken frames,
faulty lights, exposed wires, etc., shall be removed in a timely manner by the bidder.
66. The bidder must maintain proper illumination at night, and uninterrupted visibility of stairs,
platforms, and advertisement media.
67. Any complaint regarding lighting failure or advertisement panel malfunction must be
resolved immediately.
68. If defects are not rectified, the Corporation may impose penalties and recover repair cost
from the bidder.
Financial Responsibility, Billing & No Compensation
69. All expenses toward the following are fully borne by the bidder:
Advertisement installation
LED operation
Electricity charges
Labour deployment
Insurance premiums
Repairs & replacements
Renewals & upgrades
70. The bidder shall not demand compensation for:
Increase in material cost
Labour escalation
Market conditions
Advertisement business loss
Regulatory restrictions
Third Party Inspection
71. The bidder shall not demand financial support from RMC under any reason including:
Political restrictions
72. All advertisement business risks remain completely with the bidder.
73. The bidder shall pay any local taxes, advertising taxes, license fees, GST, service charges,
electricity charges, or statutory dues.
74. The Corporation shall not reimburse GST or any government tax liabilities beyond what is
mandated by law.
Concession Completion & Hand-Back
75. At the end of the DBOT concession period, the bidder shall:
Stop advertisement operations immediately
Shut down LED systems
Hand over the complete structure to RMC
76. The structure must be handed over in working, safe, rust-free, electrically-functional
77. Any missing items, damaged structures, non-working electrical equipment, or unsafe
components shall be replaced by the bidder before hand-over.
78. If the bidder fails to restore the structure to acceptable condition, RMC may:

Initiate legal action
79. After hand-over, the bidder shall have no ownership rights, no advertisement rights, and no
revenue claim on the structure.
80. The bidder must submit:

81. The bidder must clear all electricity dues, tax dues, labour payments, and insurance
liabilities before final acceptance by RMC.
Legal Compliance, Permissions & Indemnity
82. The bidder shall obtain and maintain, at his own cost, all permissions, NOCs, and statutory
approvals required from:
Municipal authorities
Advertisement / Estate department
Traffic police
Electrical authorities
Public safety authorities
Any other statutory body
83. The Corporation shall not be responsible for delays caused in obtaining permissions. The
bidder shall not claim extra time or compensation for such delays.
84. The bidder shall comply with all applicable:

Advertisement policies
Safety regulations
Electrical codes
Labour regulations
Environmental norms
85. The bidder shall indemnify RMC against all legal claims, disputes, losses, property damage,
pedestrian injury, or revenue-related disputes arising out of FOB operations or
advertisement activity.
86. All litigation, penalty, prosecution, or settlement due to the bidder’s negligence shall be fully
borne by the bidder.
87. Any illegal advertisement or objectionable content displayed by the bidder may lead to:
Immediate removal
Seizure of material
Suspension of rights
No claim shall be accepted in this regard.
Security Deployment, Public Order & Record Keeping
88. The bidder shall deploy adequate security guards and CCTV systems to safeguard:
Structural elements
Advertisement locations
Electricity panels
89. Theft, vandalism, trespassing, graffiti, or damage shall be prevented by the bidder.
RMC will not compensate for such losses.
90. The bidder shall maintain:
Daily operation records
Maintenance schedules
Electricity usage records
Insurance copies
Labour compliance registers
Cube and Approval Register
91. The Corporation may inspect these records anytime. On-submission or manipulation may
lead to cancellation.
92. The bidder shall follow all norms during public festivals, rallies, VIP movement, mass
events, and emergency situations, and shall immediately act upon instructions issued by
93. If instructed by RMC, the bidder shall turn off advertisement lights or LED boards
temporarily for public order, without any monetary claim.
94. The selected bidder shall design, construct, and complete the 2 (Two) Nos. Foot Over Bridge
(FOB) and 40 Nos. advertisement gantry / hoardings entirely at his own cost, risk, and
responsibility, and in consideration thereof, Rajkot Municipal Corporation shall grant
advertisement rights on the FOB and gantry / hoardings for a period of 15 (Fifteen) years from
the date of Advertisement, without any financial liability or guarantee of revenue on the part
of Rajkot Municipal Corporation.
95. Rajkot Municipal Corporation shall have the sole, absolute, and final authority to approve,
modify, alter, or change the design, specifications, scope, conditions, timelines, and any other
terms of the DBOT contract at any stage of execution or operation, in public interest or
administrative necessity, and all such decisions of Rajkot Municipal Corporation shall be final
and binding on the bidder; no claim, compensation, dispute, objection, litigation, or challenge
of any nature whatsoever shall lie against Rajkot Municipal Corporation or its officers in
respect of such decisions.
96. If during the DBOT Contract Period the Agency fails to maintain the FOB/Gantry/Hoarding in
proper, safe and serviceable condition or any structural defect occurs, Rajkot Municipal
Corporation (RMC) shall have absolute right to take over the structure and all advertisement
and revenue rights without any compensation and recover all rectification costs from the

on account of such action, and the decision of RMC shall be final, binding and conclusive in all
General Instruction for Tenderer
1. “Among the technically qualified bidders, the bidder quoting the highest financial offer (H1)
as per the prescribed DBOT financial bid format shall be considered for award. However,
Rajkot Municipal Corporation (RMC) reserves the absolute right to accept or reject any or all
bids, to disqualify any bidder at any stage, and to take any decision deemed appropriate in
the interest of the project, without assigning any reason, subject to compliance with tender
terms and conditions.
2. The selected bidder shall be responsible for the complete operation and maintenance of the
project for a period of Fifteen (15) years, commencing from the date of issuance of the
Commercial Operation Certificate by Rajkot Municipal Corporation (RMC), for the
FOB/Gantry, at its own cost and risk. The scope shall include routine, preventive, and
corrective maintenance, deployment of manpower, utilities, consumables, safety measures,
statutory compliances, and upkeep to the prescribed performance standards, strictly in
accordance with the tender conditions and directions issued by RMC.
3. The selected bidder shall be entitled to utilize advertisement rights including those on Foot
over Bridge (FOB), gantries, and hoardings structures only after certified completion of FOB
construction as approved by the competent authority. Such advertisement rights shall remain
valid from the date of certified completion until the end of the contract period, and shall be
exercised entirely at the bidder’s own risk, cost, and responsibility, without any financial or
legal claim whatsoever on Rajkot Municipal Corporation.
4. After award of the tender, the selected bidder shall prepare, finalize, and submit the complete
structural design strictly in accordance with the architectural design finalized and approved
by Rajkot Municipal Corporation (RMC), without any deviation whatsoever. The entire
responsibility for structural design, detailing, and all other necessary designs, drawings,
vetting, and statutory approvals shall rest solely with the selected bidder, at its own cost and
risk. All such designs shall be vetted and approved by the Structural Engineer of RMC prior to
execution. No separate payment or claim of any nature shall be admissible from RMC towards
preparation, vetting, approval, or revision of designs.
5. Defect Liability Period: The Defect Liability Period for FOB, advertisement gantry (hoardings)
including all structural, civil, finishing, painting and allied works shall be 15 (Fifteen) Years
from the date of certified completion, during which all defects shall be rectified by the
contractor at his own risk and cost.
6. Operation & Maintenance FOB/Gantry (Hoardings): The contractor shall carry out Operation
and Maintenance of the Foot Over Bridge (FOB) /Gantry (Hoardings) for 15 (Fifteen) Years
from the date of certified completion and handing over, including all routine, preventive and
corrective maintenance, at no extra cost to Rajkot Municipal Corporation.
7. Advertisement Contract Period FOB/Gantry (Hoardings): Advertisement rights on FOB gantry
structures (hoardings) shall commence only after certified completion and approval and shall
remain valid up to the end of the contract period 15 (Fifteen) Years, without any claim for
extension or compensation.
Earnest Money Deposit (EMD), Security Deposit Conditions:-
1. EMD Submission
The bidder shall submit the Earnest Money Deposit (EMD) of the amount specified Tender Notice
along with the technical bid at the time of tender submission.
2. Mode of EMD Payment
The EMD for each tender shall be submitted by Demand Draft / Pay Order / Banker’s Cheque drawn
in favour of the Rajkot Municipal Corporation. Tenders submitted without EMD shall be treated as
invalid. No exemption shall be allowed for EMD under any circumstances.
3. Security Deposit
As a contract security the Bidder to whom the award is made shall furnish a performance guarantee
(Security deposit) for the amount of 5% of the contract price to guarantee the faithful performance,
completion and maintenance of the works of the contract in accordance with all conditions and terms
specified herein and to the satisfaction of the Engineer-in-charge and ensuring the discharge of all
obligations arising from the execution of contract.
If the contractor fails to commence or complete the work as per stipulated time, or violates any tender
condition, the entire Security Deposit shall be liable to be forfeited.
Security Deposit Clause
The Security Deposit shall be retained by the Rajkot Municipal Corporation as a performance and
defect liability security.
The said Security Deposit shall be held and retained for a period of Seventeen (17) years from the
date of completion of the work or the date of issuance of the Completion Certificate, whichever is
The Security Deposit shall be released only after the completion of the stipulated period of 17 years,
subject to the following conditions:
1. The Contractor shall rectify any defects, damages, or failures arising during the retention
period at his own cost.
2. No outstanding claims, liabilities, or contractual obligations shall remain pending against the
In case the Contractor fails to rectify any defect within the reasonable time specified by the Employer,
the Employer shall have the right to carry out such repairs or rectifications at the risk and cost of the
Contractor, and the expenses shall be recovered from the Security Deposit.
The Security Deposit shall not carry any interest during the retention period.
4. Time Limit for Security Deposit
Within 15 (fifteen) days from the date of receipt of Letter of Acceptance (LOA), the successful bidder
shall deposit the Security Deposit by Demand Draft.
Failure to deposit the Security Deposit within the stipulated period shall entitle Rajkot Municipal
Corporation to forfeit the EMD and cancel the tender without any claim or compensation.
Delay beyond the stipulated time shall attract a penalty of 0.05% per day of the Security Deposit
amount for the delayed period.
5. Form of Security Deposit
The Security Deposit may be submitted in the form of Fixed Deposit Receipt (FDR) from a nationalized
/ scheduled bank in the name of “Rajkot Municipal Corporation”, valid for a minimum period of
(Seventeen) Years.
6. Refund of Security Deposit
The Security Deposit shall be retained by Rajkot Municipal Corporation as a guarantee for due
performance of the contract. Upon satisfactory completion of the contract and fulfilment of all terms
and conditions, the Security Deposit shall be refunded after expiry of the contract period.
On due performance and completion of the contract in all respects, THE PERFORMANCE GUARANTEE
(SECURITY DEPOSIT) WILL BE RELEASED TO THE CONTRACTOR WITHOUT ANY INTEREST AFTER
CONTRACT PERIOD IS OVER.
7. Right to Commence Work
The contractor shall be permitted to commence work at site only after full deposit of the Security

extension in the contract period or increase in rates shall be granted. The decision of the Municipal
Commissioner shall be final and binding.
Contract Period Conditions: -
1. Initial Contract Period & Extension
The initial contract period shall be 15 (Fifteen) years, calculated from the date of advertisement.
Subject to satisfactory performance, the contract may be extended for a further period on terms and
conditions decided by Rajkot Municipal Corporation.
2. Unsatisfactory Performance
If the contractor’s performance is found unsatisfactory, Rajkot Municipal Corporation shall have the
absolute right to terminate the contract before expiry of the contract period, as decided by the
Municipal Commissioner.
3. No Extension for Default
In case of delay or default in payment of Security Deposit, or violation of contract conditions, no
extension of time shall be granted.
Any decision regarding extension or termination shall rest solely with the Municipal Commissioner,
whose decision shall be final and binding, and no reasons shall be required to be assigned.
The pre-qualification requirement is as under:
i) Financial Criteria:
1. The Bidder must have achieved a minimum annual turnover in any one year over the last seven
financial years of the annual value of contracts value.
2. The Bidder should give undertaking that he has access to or has available, liquid assets and/or credit
facility equal to 25% of the value of the contract / contracts applied.

Architectural / Structural / Lighting Provisions
This section specifies visual, aesthetic and lighting requirements for Foot Over Bridges/ Gantry
(Hoardings) Structure.
Architectural Requirements
Design must follow RMC-approved aesthetics.
Structural members must be aligned, symmetrical and visually presentable.
No sharp edges, loose bolts or unfinished weld shall remain exposed.
The finished bridge must look neat, uniform and modern.
Lighting Requirements
Adequate night illumination must be maintained.
Staircases, landings and walkways shall be clearly visible.
Electrical panels must be protected against moisture and tampering.
Earthing and short-circuit protection is mandatory.
Lighting shall be restored immediately if a failure occurs.
Schematic Drawings
The tender includes schematic drawings showing:
o Location of stairs, platforms, and main bridge truss
o Proposed advertisement panel placement
o Lighting arrangement
The bidder shall strictly follow these drawings or obtain written approval before deviation.
Final Compliance
At concession completion, architectural and electrical fitness certificates must be submitted.
All lighting, display elements, and structures must be handed over in working condition.
No claim is admissible after hand-back.
GENERAL CONDITIONS FOR TENDERERS
1. SCOPE OF WORK
1.1 The scope includes design, structural engineering, fabrication, installation, illumination, CCTV
surveillance, operation, repair, and annual maintenance of 40 Nos. Gantry/Hoarding structures
and 2 (Two) FOB Structure at approved locations on the 150’ Ring Road.
1.2 Structures shall conform to size/dimensions issued by RMC and any revisions thereafter.
1.3 Work includes full ownership of fabrication, foundation, erection, branding boards, wiring, and
signage installation at the cost of the Concessionaire.
1.4 The Concessionaire shall maintain continuous uptime, public safety, and asset security
throughout the concession period.
1.5 Advertising rights are granted subject to compliance with RMC Advertisement Policies and
Government Laws.
2. PERMISSIONS, APPROVALS & REGULATORY CLEARANCES
2.1 The Concessionaire shall obtain Estate Department Permission for each gantry as per approved

3. DESIGN, STRUCTURE & FOUNDATION REQUIREMENTS
3.1 Structural designs shall comply with:

3.2 All welding shall undergo visual and non-destructive testing as directed.

6.3 All lighting must remain functional with minimum 90% uptime.
6.4 Any malfunction must be rectified within 24 hours.
6.5 RMC reserves the right to carry out surprise inspections.
7. REPAIR, RECTIFICATION & EMERGENCY RESPONSE
7.1 In case of breakdown, hazard, light failure, camera failure, or structural risk, repairs must be
executed at no cost to RMC.
7.2 Safety threats must be mitigated within 4 hours of notice.
7.3 RMC may execute emergency work and recover costs if the Concessionaire fails.
8. RISK ASSESSMENT & LIABILITY

SPECIAL CONDITIONS FOR BIDDERS
1. 100% of display area can be utilized for RMC advertisements at free of cost during 15 days minimum
in each year till contract.
2. After license period of 15 years, the advertisement structure will be the property of RMC. If during
the DBOT Contract Period the Agency fails to maintain the FOB/Gantry/Hoarding in proper, safe and
serviceable condition or any structural defect occurs, Rajkot Municipal Corporation (RMC) shall have
absolute right to take over the structure and all advertisement and revenue rights without any
compensation and recover all rectification costs from the Agency.
The Agency shall have no right to raise any claim, dispute or demand whatsoever against RMC on
account of such action, and the decision of RMC shall be final, binding and conclusive in all respects.
3. In case of advertisement on respective source through lighting, the lighting can only be started after
getting a certificate of Chief electrical inspector approved License Holder, Electrical Contractor and
Electrical Supervisor of Gujarat regarding setup made for display, consisting Internal wiring and
electrical equipment / item, is safe. Agency has to produce safety certificate every year.
4. Safety of surrounding assets and people
5. ON completion of contract, the Licensee fails to vacate the advertisement space within seven (7)
days of termination of License Agreement or end of the contract, the Licensee shall be deemed to be
an unauthorized occupation of the advertisement space and shall be liable to pay the penalty @ Rs.
5,000/- (Rs. Five Thousand)per location per day.
6. If agency has not utilized the space for advertisement on sides of FoB structure, RMC will give
advertisement rights to another agency. The bidder will have to consider this while designing and
quoting the rate for FoB.
Ownership and Protection of Property
1) Authority shall retain the title and ownership of any site allotted by Authority to Licensee for
purposes of carrying out Licensee’s obligations in relation to this Project. Such title and ownership of
Authority of any such site shall not pass to Licensee.
2) For the purpose of the License Agreement, the Licensee shall have rights to the use of site as sole
licensee and protect the asset created by Licensee subject to and in accordance with this Tender.
3) All the elements including Non-display elements of the Advertisement shall be the property of the
Licensee and the Licensee shall take the possession of it and vacant the site at the end of the License
period. It means at the end of license period, licensee can take possession of structure and all other
relevant elements thereof.
4) The Licensee shall keep the entire site elements in original condition at the end of the License
5) In case of damages by the Licensee, the Licensee shall replace any damaged element of Site
including lighting assets as per directions of the Authority with new one comprising the original
specifications, original brand and approved by the Authority
Advertisement Rights
1) The successful bidder (Licensee) will be granted the rights for display of advertisements at the places
designated for itself / its clients against charging such fees as it may find appropriate.
2) Authority shall furnish license for Advertisement rights on the Hoarding Boards / Gantry / Kiosks at
different locations in the city of Rajkot.
3) Design for advertisement spaces and size of advertisement at each designated places are presented
in Annexure-5. Any violation from stipulated design may be rectified by the Licensee immediately on
being given notice by the Authority. Any violation further shall attract damages of Rs 5000/- (Rs. Five
Thousand) per location per day.
4) The advertisement rights granted to the successful bidder under this Agreement is subject to the
a. The content of the advertisement shall maintain standards of decency and uphold public
morals. The Authority shall reserve the right to prohibit any advertisement in which it finds
having objectionable content.
b. Advertising should not adversely impact upon the safety and functioning of a road,
walkway, junction, any other public passage, people and/or assets.
c. Advertising does not obscure or conflict with traffic signals, informational and directional
signs or street signs.
d. Advertising is appropriate with regard to the architectural design of buildings on which
signs are displayed.
e. All National/ State local level rules and norms in terms of products, themes, content and
mode of display would continue to apply.
f. All lighting associated with any advertising device shall be directed solely on the
advertising device only. Level of illumination shall not pose safety hazards. In general, the
average maintained luminance shall be reduced to 0.5 candelas.
g. ON request from agency, RMC will give NOC for lighting along with work order.
h. In case of advertisement on Hoarding Boards / Gantry / Kiosks through lighting, the
lighting can only be started after getting a certificate from the Office of the Chief Electrical
Inspector, License Holder Electrical Contractor and Electrical Supervisor of Gujarat regarding
setup made for display, consisting Internal wiring and ele. Equipment / item, is safe. Agency
has to produce safety certificate every year.
i. Materials used in advertisement device shall be non-polluting, fire resistant and injury

n. No Advertisement or display that is on the negative content hereunder shall be allowed to
be displayed irrespective of the time of the day and scale of the advertisement. Such list is
mentioned below:
i. Advertisement banned by the Advertisement Council of India or by law.
ii. Advertisements of goods or services which are prohibited by any law or whose advertisements
prohibited by any law.
iii. Advertisements of any kind of prohibited drugs, hard drinks (Alcohol) and all kind of tobacco
products for smoking.
iv. Advertisements containing pornographic contents and/or an "indecent representation of women"
within the meaning of the Indecent Representation of Women (Prohibition) Act,
v. Advertisements containing sexual overtone and/or nudity.
vi. Advertisements glorifying exploitation of women or child.
vii. Advertisements showing violence and cruelty to either human being or any kind of organism.
viii. Advertisements showing racial abuse to any caste or community or propagating ethnic
ix. Advertisements related with lottery tickets, sweepstakes entries and slot machines.
x. Advertisements accompanied by sound.
xi. Advertisements which are prohibited by any law except mentioned above.
5) Successful bidder will have to follow the following instructions regarding Model Code of Conduct
during Election period.
If there is a specifically earmarked place provided for displaying advertisement in a public place e.g.
bill boards, hoardings etc. and if such space is already let out to any agency for further allocation to
individual clients, the District Election Officer through the municipal authority concerned, if any,
should ensure that all political parties and candidates get equitable opportunity to have access to such
advertisement space for election related advertisement during the election period”
Any other instructions regarding MCC, received from the District Election Officer / R.O./ M.C.C. nodal
officer / Municipal Authority will have to be follow by the successful bidder.
Special Conditions for Hoarding and Gantry Board Installation:
1. Ground clearance of Hoarding Board should be of minimum 8 ft.
2. Height of the Gentry Board will be 10 ft. Width of the Gentry Board will be as per Bridge / Road
3. Ground clearance of gentry Board should be of 18 ft. In case where sign board of RMC is exists,
Gentry board should be erected above that sign board.
4. Gentry Board should be erected on single round pole design as per sample photo given in Annexure
5. For the purpose of beautification of the city, hoarding board/ gantry board structure must be
painted in silver / Black colour only.
6. For the purpose of beautification of the city, all agencies have to ensure the arrangement of
hoardings in a uniform way in the case where no. of hoarding boards are two or more than two at any
location / circle. Agency will have to follow the instructions of RMC regarding Height and arrangement
of hoarding boards in such case.
7. No road side hoarding board should come outside the edge of footpath in any circumstances
8. While erecting hoarding board structure (except gentry board) on obligatory span & near bridge
pillar of Jaddu’s chowk bridge and hospital chowk bridge, licensee has to submit design/drawing and
way in which they will anchor hoarding board structure on or near bridge, from structural engineer.
Such design will be submitted to the structural engineer of bridge which had been appointed by RMC.
Licensee is bound to follow the instructions and suggestion of structural engineer of bridge. Once
approval is given by structural engineer of bridge then only licensee can erect board on obligatory
span & near bridge pillar.
9. The foundation of the gantry board shall be kept underground. Above ground gantry boards and
structures i.e. poles etc. shall have a maximum height of 1.5 feet.
10. Any illegal boards on pole found will be removed with coordination of respective department.
Accordingly, the total cumulative area of all gantry / Hoardings shall not exceed 3500 sqm. under any
No additional gantry/ Hoardings, increase in size, relocation, or excess area beyond the above-
mentioned limit shall be allowed. Any installation exceeding the permitted quantity or total area shall
be treated as a serious violation of tender conditions and shall be removed immediately at the

The final location, size, design, and placement of all Standee / Hoardings shall be subject to prior
written approval of the Engineer-in-Charge / PMC / RMC, and the Contractor shall strictly comply with
all applicable local rules, safety norms, and statutory regulations.
General Conditions for Bidders:
1. Commencement of Advertisement Work
The work of advertisement display for hoardings shall be permitted to commence only after
completion of 25% of the total work of Construction of FOB and after obtaining written approval
from the concerned authority.
2. Permission After Partial Completion
Upon completion of 50% of the total work of Construction of FOB, permission may be granted by
the authority to proceed further for Advertisement Rights Give to Bidder, subject to compliance
with all applicable rules and conditions.
3. Validity Period
The 15 (fifteen) years validity period shall be calculated from the date of publication of the tender
advertisement, and not from the date of award of work or execution of agreement.
4. Static and Digital Boards
Both static boards and digital boards shall be permitted, strictly as per the approved design, size,
and technical specifications.
5. Compliance with Advertisement Rules
All advertisement boards shall be installed strictly in accordance with the Advertisement Hoarding
Policy, Town Planning Rules, and CGDCR Rules and provisions. Any violation shall be the sole
responsibility of the agency.
6. Joint Venture Allowed
Joint Venture (JV) is allowed for this tender.
The successful bidder/agency shall be permitted to display advertisements only on the designated
LED Screen installed on the Foot Over Bridge (FOB), as approved by the Authority. No advertisement,
hoarding, banner, flex, vinyl, glow sign board, standee, kiosk, or any other form of display shall be
allowed on any other part of the FOB structure, including but not limited to:

Any temporary or permanent structure within or attached to the FOB. Installation of any
advertisement material other than the approved LED screen display shall be strictly prohibited. In
case of violation of this condition, the RMC/Engineer-in-Charge shall have the right to: Immediately
remove such unauthorized advertisement at the risk and cost of the agency, impose penalties as per
contract conditions, and terminate the contract without prior notice in case of repeated violations.
The decision of the Engineer-in-Charge / Authority shall be final and binding in this regard.
Rights for Shops / Structures on FOB
1. The successful bidder/agency shall have the right to operate, manage, and rent out the
approved shops, kiosks, or commercial spaces constructed on the Foot Over Bridge (FOB),
strictly as per the design, layout, and approval granted by the Authority.
2. The agency shall not construct, alter, modify, or expand any shop, kiosk, stall, cabin, or any
temporary/permanent structure without prior written approval of the Authority / Engineer-

Allotment of Shops on FOB
1. Restriction on Type of Vendors
The successful bidder / agency shall not allot, sublet, lease, or permit use of any shop/commercial
unit located on the FOB (Foot Over Bridge) to:
● Pan/Galla vendors
● Tobacco or Gutka sellers
● Temporary hawkers
● Unauthorized street vendors
● Any illegal or nuisance-creating activities
● Any vendor not permitted under Municipal norms
No shop shall be used for activities that create hygiene, safety, or public inconvenience issues.
2. Mandatory Verification & Approval by RMC
All shops/commercial units on the FOB shall be allotted only after verification and written approval
from Rajkot Municipal Corporation (RMC).
The procedure shall be as follows:

1.1 The successful bidder/agency shall be permitted to display advertisements only on the approved
LED Screen installed on the Foot Over Bridge (FOB).
1.2 No hoardings, banners, flex boards, vinyl prints, glow sign boards, kiosks, standees, or any other
advertisement medium shall be allowed on any other portion of the FOB including railings, columns,
staircase walls, roof, side panels, entry/exit gates, or structural members.
1.3 Any unauthorized advertisement shall be removed immediately at the risk and cost of the
agency, and penalty as decided by the Authority shall be imposed.
2. Shops / Commercial Structures Rights
2.1 The agency shall have the right to rent out only those shops/kiosks/commercial units that are
approved in the sanctioned layout.
2.2 No additional shop, stall, cabin, temporary or permanent structure shall be erected without prior
written approval of the Authority.
2.3 The agency shall be solely responsible for:
Collection of rent from tenants
Execution of rent agreements
Electricity, security, and housekeeping of commercial area
Compliance with statutory permissions
2.4 Ownership of the FOB and all permanent structures shall remain with Rajkot Municipal
Corporation at all times.
3. Revenue Sharing with Rajkot Municipal Corporation
3.1 The revenue share shall be calculated on gross collection amount before deduction of any

1. The bidder quoting the highest revenue share / most advantageous financial offer to Rajkot

2. Merely being declared as H1 or L1 Bidder shall not confer any automatic right to claim award

Item No.1 :-Site clearance & barricading - Clearing vegetation, debris, and obstructions with
levelling of site. Providing 2.4 m high GI/MS sheet barricading with gates, reflective strips, lighting,
and safety signage. Includes erection, maintenance, dismantling, and disposal of cleared material
as per Engineer’s instructions.
All materials shall be new and of approved quality. Barricading shall be 2.4 m high using GI/MS sheets
minimum 0.63 mm thick, corrugated or plain as approved. Sheets shall be fixed on MS angle/pipe
framework comprising minimum 40×40×3 mm MS angles or 48 mm OD MS pipes, including base
plates, clamps, nuts, bolts, and anchor fasteners. Gates shall be fabricated from MS sections with
GI/MS sheet infill and lockable arrangements. Barricading shall include retro-reflective caution strips,
warning signage boards, and solar/electric blinker lights at regular intervals. All MS members shall be
treated with one coat zinc chromate/red oxide primer and two coats of approved synthetic enamel
paint. GI sheets shall be free from corrosion, properly overlapped, and securely fixed. All safety signage
shall conform to IRC / MoRTH / local authority norms.
Work includes clearing vegetation, shrubs, debris, rubbish, and surface obstructions, followed by
levelling and dressing of the site to required profile. Barricading shall be erected true to line, level, and
plumb with rigid fixing to withstand wind and site conditions. All edges shall be smooth, joints properly
aligned, and corners safely finished. Gates shall operate smoothly and remain secure at all times.
Barricading shall be maintained throughout the contract period, including cleaning, repainting if
required, replacement of damaged sheets, lights, or signage, and shifting as directed by the Engineer.
On completion, barricading shall be carefully dismantled, and all cleared material and dismantled
components shall be removed and disposed of at approved locations, complete in all respects.

operations, complete in all respects as directed. Reinforcement, concreting, tremie work, and pile

corrosion-free hot dip galvanised GI pipes with outer pipe dia 50 mm (80–200 micron galvanising) and

the street light pole/fixture ensuring effective earthing continuity. The work includes testing of

directed, including uniform spreading, compaction, watering if required, and making good the pit. The

Providing and erecting copper strip earthing by laying, routing, and fixing the copper strip neatly along
walls/floors/structures as required, making firm and electrically sound connections to equipment
earth terminals using copper clamps. Work includes cutting, bending, jointing where permitted,
tightening of connections, ensuring electrical continuity, and protecting strip against mechanical
damage. Earthing connections shall be tested for continuity and made good complete as per directions
of the Engineer-in-Charge.

following main features:The Rates of the following items are for the lift with Machine room (A)
GENERAL DESCRIPTION OF LIFTS.[1] GEAR LESS LIFT DRIVE (MRL) comprising of High Starting torque
Lift 3 phase 440 V A. C. Permanent Magnet Synchronous motor of proper rating with high efficiency
shall be used.[2] Micro processor based / PLC, ACVVVF, vector control drive with encoder feedback
closed loop system shall be used for lift car and door operation which shall be full collective selective
operation hall call demand response, UP/DOWN hall stops, Main, Up/ Down Contactor with
overload and phase reversal relay and safety controls.[3] Car with M S platform with bracings of
adequate size and to sustain the impact load cabin + passenger with safety factor of fire for steel
and side panels of Stainless steel of sheet of grade 304 duty. Car ceiling will be S.S. finishes with
aesthetic appearance with LED ceiling lights. Car flooring shall be of anti skid PVC with choice of
colour of engineer in charge. Car doors shall be of stainless steel grade 304, hairline finish with
centre opening / telescopic automatic doors. Car panel will also be S.S. 304 finished with emergency
stop device, mechanical door safety device, facility of auto/ attended mode.
[14] Mechanical over speed governor with governor calibration as per actual site parameters and
submission of calibration certificate submission, door key holes in the floor doors, fireman switch
shall be provided.[15] Lift machine hoisting arrangement in the lift machine room and monkey
ladder for lift pit should be provided by the lift agency, along with the other steel structure works,
foundations for the machine etc…[16] In the hoist way fascia plate shall be provided without any

Work includes clearing vegetation, shrubs, debris, rubbish, and surface obstructions, followed by
levelling and dressing of the site to required profile. Barricading shall be erected true to line, level, and
plumb with rigid fixing to withstand wind and site conditions. All edges shall be smooth, joints properly
aligned, and corners safely finished. Gates shall operate smoothly and remain secure at all times.

ensure durability. Work includes necessary MS purlins, runners, brackets, self-drilling/self-tapping
fasteners with EPDM washers, sealants, and overlaps to make the roof fully watertight. Proper
alignment, slope, cutting, and finishing shall be ensured for effective drainage and aesthetics.
Installation shall include flashing, ridge pieces, and protective edge details. Complete with labour,
tools, equipment, scaffolding, and accessories for a finished, weatherproof roofing system.
Roofing shall be provided using 0.45 mm thick factory pre-coated galvanised iron (GI) sheets, colour-
coated and UV-stabilised, conforming to IS:277 / IS:15961 with minimum zinc/aluminium coating as

scaffolding, access platforms, and tools, ensuring uniform finish and clean appearance.

Item No.19 Elastomeric bearings (4 sets) - Supplying and fixing elastomeric bearings of specified size
and load capacity as per IRC/IS standards. Properly aligned and installed between deck and pier. -
Supplying, transporting, and installing elastomeric bearings of specified size, shape, and load-
bearing capacity, manufactured from high-quality neoprene/natural rubber, conforming to IRC:83
(Part II) and IS:3400 standards. Bearings shall be placed between the deck slab and pier/pier cap to
accommodate vertical loads, rotations, and horizontal movements caused by traffic and
temperature variations. Work includes surface preparation, alignment, levelling, and grouting of
recesses with non-shrink cementitious mortar. Bearings shall be free from defects, laminated with
steel reinforcement if required, and installed as per manufacturer’s guidelines. Complete with
testing, inspection, and approval by Engineer-in-Charge, ensuring safety and long-term
