Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Technical Proposal Submission Form duly signed by the authorised representative of the Bidder (Section 3A).

A brief description of the consultants organization and an outline of recent experience on assignments (Section 3B) of a similar nature

Any comments or suggestions on the Terms of Reference and on the data, a list of services, and facilities to be provided by the Client (Section 3C).

A description of the methodology and work plan for performing the assignment (Section 3D). The Consultant should submit this document at the time of the technical presentation

The list of the proposed staff team by speciality, the tasks that would be assigned to each staff team member, and their timing (Section 3E)

CVs recently signed by the proposed key professional staff and the authorized representative submitting the proposal (Section 3F). Key information should include number of years working for the firm/entity, and degree of responsibility held in various assignments

Power of Attorney of Authorised Signatory (Section 3G). For a Power of Attorney executed and issued overseas, the document will also have to be legalized by the Indian Embassy and notarized in the jurisdiction where the Power of Attorney is being issued. However, the Power of Attorney provided by Bidders from countries that have signed the Hague Legalization Convention 1961 are not required to be legalized by the Indian Embassy if it carries a conforming Apostille certificate

Certificate of the Financial Capacity of the Bidder (Section 3H). Certificate from Statutory Auditor / Independent Auditor showing the turnover of the bidder for the last 5 Financial Years. In jurisdictions that do not have Statutory Auditors, the firm of auditors which audits the annual accounts of the Bidder or its Affiliate may provide the certificates required under this Tender Document

Legal Entity The Bidder shall be a Company registered under the Companies Act or Partnership firm registered under the Partnership Act of 1932 or registered (converted to) under the Indian Limited Liability Partnership Act, 2008 or a company registered in the jurisdiction of its incorporation under the relevant laws or a or any foreign company in consortium with an Indian company, as per applicable FDI norms or a proprietorship Firm. The legal status shall be demonstrated through a copy of registration certificate issued by registrar of companies/firms. Need to submit - Copy of Certificate of Incorporation, Copy of LLP Registration Certificate, Copy of Partnership Registration Certificate, Copy of GST Registration, Copy of PAN Card

Years of Experience The Bidder should have at least 5 (five) years of experience as on the date of notice inviting tender in providing consulting services to government agencies. Need to submit the following -Certification of Incorporation Technical Proposal Submission Form at Section 3ADetails of the Bidder at Section 3I

Average Annual Turnover -The Bidder should have had an average annual turnover of at least INR 250 Crore (Rupees Two Hundred and Fifty Crore only) for any 3 from the last 5 (five) completed financial years (i.e., FY 2019- 20, FY 2020-21, FY 2021-22, FY 2022-23 and FY 2023-24). For the avoidance of doubt, the financial year shall, for the purposes of a Bid hereunder, mean the Accounting Year followed by the Bidder in the course of its normal business. Certificate from Statutory Auditor / Independent Auditor showing the turnover of the company for any 3 (three) from the last 5 (five) completed financial years (i.e., FY 2019- 20, FY 2020-21, FY 2021-22, FY 2022-23 and FY 2023-24) in the format at Section 3H. In jurisdictions that do not have Statutory Auditors, the firm of auditors which audits the annual accounts of the Bidder or its Affiliate may provide the certificates required under this Tender Document.

Experience with Consultancy Services for Airport projects - Need to submit - Bidders References in the format at Section 3B. The following documents issued by the client for the project / work should be submitted as proof of undertaking for the respective assignment. Work Order/ Contract / Agreement Completion certificate or issue of letter of award to concessionaire or proof of signing of contract with concessionaire.

Not Blacklisted / Barred and Not Involved in Major Litigation Affecting Service Delivery. Need to submit- Technical Proposal Submission Form at Section 3A

Technical Criteria

Past Experience

Experience of the Bidder -Experience with Consultancy Services for Airport Projects - The Bidder should have experience of undertaking Techno-Economic Feasibility studies / DPR preparation / consultancy services/ project structuring for development of Greenfield airports in India for a Central Government / State Government or its entities / Public Sector clients. Note: Experience showcased for technical criteria should highlight the key scope elements like site evaluation, traffic forecasting, cost estimation, financial feasibility analysis etc. Out of these assignments, at least 1 project should have a project cost of more than INR 2,000 cr. The said assignments should meet the following criteria in addition to the above. The assignment must have been completed within the last 10 (ten) years from the date of notice inviting tender. Marking Scheme- 10 marks for each eligible greenfield airport, upto a maximum of 30 marks

Experience of the Bidder -Experience in assessing dual/multi airport system in India -The Bidder should have Strategy advisory/consulting experience for greenfield airport in a dual/multi-airport system near (within 150 Kms) any existing airport in India. The said assignment should meet the following criteria in addition to the above- The assignment must have been undertaken within the last 5 (Five) years from the date of notice inviting tender. Marking Scheme - 5 marks for 1 eligible assignment. Additional 5 marks for Bidders, if above experience includes assessment of airspace challenges for dual/multi-airport system in India. Bidders references in the format at Section 3B
