Manufacture and supply of Metal Liner conforming to to RDSO Drg. No T-8793 & T-8794 Alt-1 duly galvanized as per IRS T-56-2025 for use on sharp curves.

Special Eligibility Criteria

   (i) The tenderer must have supplied any variant of Metal Liner to any of the Zonal Railways/ Production units. Documentary evidence (such as R/Notes, Inspection Certificates etc) may be furnished along with the offer evidencing the execution of such Purchase Orders. The tenderer with satisfactory past performance as mentioned above for supply of any variant of Metal Liner for a quantity at least 35 percent or more of the tendered quantity during the last three financial years and upto date of tender opening of the current financial year may be considered (as responsive to ECoR requirements) for placement of Bulk requirements) for placement of Bulk and regular Order. ( i i ) If such past performance is lower, then the offer may be considered for placement of Developmental Order not exceeding 20 percent of net procurable quantity. Tenderers who have no past performance as above, may also be considered for Developmental Orders. For consideration of such Developmental Orders, such tenderers must enclose along with their quotation, M&P, Testing and other facilities as per STR: TDG 0041 for Metal Liners issued by RDSO with latest alteration if any, QAP (if available), Technical Manpower/Financial status available with them and MSE registration certificate for same/similar items. (iii) For determining the past performance of supply of any variant of Metal Liner of the tenderers, the Vendor Performance Report available in iMMS portal will be relied upon and shall be treated as acceptable data to establish supply performance. (iv) In terms of Railway Board letter No. 2015/RS(G)/779/5 (Vol.III) dt. 15-09-2020, keeping in view with the Public Procurement (Preference to Make in India) Order 2017 as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quantity and therefore public procurement of the item is restricted to Class I Local suppliers only and the vendors who do not qualify to be Class I Local supplier should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor, who does not qualify to be a Class I local supplier for the tendered item, participates in the tender, it does so as its own risk and cost and Railway shall not be liable for any loss or damage caused to the vendor.

   Price Variation Clause: No deviation from the Price Variation Clause stipulated in the tender is permitted. Offers with any other PVC or without PVC will not be considered as per para 1.3 of general conditions of Tender in attached ECoR tender document .

I/We hereby certify that no other concerns or affiliates (such ashaving common partner/director/promoter/owner/holding company decision control etc.)have participated in this tender which can give rise to a conflict of interest or fall under anticompetitivepractices. We understand that the offers of all such sister concerns including oursare liable to be rejected as per relevant provisions of IRS terms and conditions. I/We, affirm that we shall abide by the Code of Integrity in general, with specific reference to conflict of interest [Para 2502 (e)], anti competitive practices [Para 2502(c)] and obligation to proactive disclosures [Para 2503]. I/We understand that we are fully responsible for the above declaration and it shall not be the Railway's responsibility to verify the same. I/We are aware that we shall be liable for all consequences of violation of Code of Integrity, if detected at any stage.
