HIRING OF 53 NOS ATTENDANT IN LIEU OF TADK AS PER TENDER CONDITIONS ATTACHED ON MONTHLY BASIS FOR THREE YEARS.

Bidders should submit all the annexures attached under 'mandatory annexures'. Also, the annexures/documents submitted by the firm should be in exact format as attached in the tender (whether it is an annexure or format of performance certificate). Non- submission of these in exact formatwill result in summarily rejection of the bidder.

The firm shall have satisfactorily completed [Completed service contract also includes on-going service contract subject to payment of bills amounting to at-least 35% of the advertised tender value] at- least one single service contract of minimum 35 percent of the advertised tender value of any Govt organization/PSU/Public ltd. company for tendered service / Supply of Manpower for housekeeping work during previous 3 years.This period of 3 years shall be counted with respect to date of tender closing. In this regard, Firms should submit a performance certificate issued by competent authority containing details as mentioned in "Annexure II - Performance Certificate" attached with the tender or a performance certificate issued by chartered accountant as per proforma at Annexure III. Failure to submit documentary evidence in the required format will imply that firm has no such credentials and the offer will be summarily rejected........

The firm shall have received contract/contracts, amount equal to or more than 150% of the advertised tender value in last 3 financial years including the current financial year. Contract copies or a performance certificate issued by chartered accountant as per proforma at Annexure III to be submitted by the bidder. Failure to submit documentary evidence will imply that firm has no such credentials and the offer will be summarily rejected.......

Minimum agency commission shall be 3.85% of the sum of total wages and Employers contribution as specified in Scope of Work- Annexure-I. Bidders quoting agency commission lower than 3.85% shall be summarily rejected. [Commission will be worked out considering Basic of 18000/-, DA of 60 percent, Employer contribution of EPF - 12 percent of 15000/- & - & GST of 18 percent]

1.Monthly Payment per attendant shall be made to the contractor as per below formulae - [Basic (18000) plus Applicable DA (As declared by the Railway Ministry) plus Employers Contribution (PF, Bonus, ESIC etc.) plus Commission] plus GST...... 2.Payments will be made only after submission of documentary evidence (i.e. invoices, attendance sheet, documentary proofs for PF/ESI/EDLI etc. payments, Bank Statement of having paid the wages)...... 3.All the penalties/ fine/ interest (if applicable) will be settled before making the payments. Service Provider shall not have any objection on the same......4.Payment shall be done on a monthly basis...... 5.Officer to whom the Attendant in lieu of TADK has been attached will certify the attendence, Bill Passing officer. Sr. DMM , bill paying authority is Sr.DFM

This contract is governed by Price variation clause w.r.t statutory variation in the duties/taxes/change in rate of various contributions (EPF, ESIC, Bonus) and the change in rate of Dearness allowance (DA) shall be considered payable/reimbursable on production of documentary evidence.

This tender is for entering in to a Rate Contract for a duration of 3 years for Manpower Hiring of Attendants in lieu of Railway TADK. The services of the Attendant shall be concurrent with the duration of Rate Contract or coterminous with the duration of posting of the concerned officer to whom the Attendant is attached, whichever is earlier. More than 1 firms can be considered for placement of Rate Contract against this tender. Counter offer can be given at the rate if the lowest acceptable offer to other tendrers There will be no minimum order quantity commitment from the Buyer...... 2.The buyer reserves the right to vary the contract duration by (+) 30% at any time, within the currency of the contract by giving reasonable notice...... 3.Bidders to indicate the HSN code of the tendered service along with their GST registration number...... 4.Bidders to indicate the SAC(Services Accounting Code) of the tendered service along with their GST registration number...... 5.The manpower will be entitled to 8 days casual leave per year on pro-rata basis. Contractor shall communicate the same to Railway in advance. Beyond specified leaves as applicable, leave will be treated as leave without pay (LWP) for which necessary deduction will be made by the Buyer in the amount billed by the contractor.

MSEs registered under Udyam Registration are only eligible to avail the benefits under the Public Procurement Policy for MSE......

Submission of EMD & Security Deposit shall be mandatory for all the bids received except for the exempted categories as per extant guidelines. Applicable SD Security Deposit shall be 5% of the total value [Commensurate to the Qty operated]. Amount at the rate of 6% of the bill amount shall be deducted against security deposit from the firms bill amount till the full Security Deposit is recovered.

Firm to provide the attendant as and when required by the Railways. Attendant shall be deployed within 15 days of requirement beingplaced by the Railways failing which Railway reserves the right to impose penalty or cancel the contract (Full/Partially) with appropriate penalty.
