TERMS AND CONDITIONS.
The work shall be executed as per HPIPH specifications, CPHEEO manual with latest amendments, relevant IS codes and to the entire specification of the Engineer-in-Charge.
All rates should be inclusive of all taxes i/c G.S.T.
Security, Income tax ,G.S.T, labour cess and surcharge as applicable under various clauses of form PWD 6&12 will be deducted from the each running bill of the contractor by Executive Engineer under building and other construction for workers welfare cess act 1996.
The Cement, Steel & MS pipe item No. 20 shall be issued by the department from JSV Divisional Store Raghunath Ka Padhar Mandi Cement @ 368/- per bag, Steel Rs.7371/-only per qtl. against proper indent thereafter carriage of material to the site of work and storage/ watch and ward of issued material shall be responsibility of the contractor in all leads and lifts by all means of transport shall be born by the contractor.
The MS & GI Pipe except item No.20 Shall be provided by the Contractor at their own Cost.
All machineries/equipments required for laying/hoisting of pipe line will be arranged by the contractor/firm at its own cost and nothing extra shall be paid on this account.
The firm shall make all the arrangement for working during night hours at its own cost.
The rates of all the items shall be inclusive of the carriage of all the materials to charged all leads and lifts to the site of work.
Only crushed well graded stone aggregate shall be allowed in concrete
The final payment will be made to the contractor after testing/completion of work.
The firm/contractors has to submit its working schedule of various components by proposing/completion target dates of each component and adhered to these target strictly. also get it approved from Engineer-in-charge. before start of the work.
Nothing shall be paid for rejected work/material
No deviation shall be allowed without the prior permission of the Engineer-in-charge.
To provide MS & GI pipe "HP JSV" engraved on each pipe after every one meter of Jindal / Tata/ Electro steel make as per NIT specifications and to the entire satisfaction of the Engineer-in-Charge.

SPECIAL CONDITIONS
The alignment of pipe line is subject to change as per site conditions. Most suitable and technically feasible alignment as per directions of Engineer-in-Charge shall be followed at site and nothing extra shall be paid beyond the approved rates.
The firm has to give its working schedule for various components before start of work and get the same approved from Engineer-in-Charge.
The measurement for providing and laying and jointing of pipes laid be made only after the same is tested. The back filling shall be allowed only after the said testing.
L-Section /plans of the pipe line can be seen in the divisional office at any working day.
Any damage caused to metalled/un mettalled road, street ,and parks and to any other structure during the execution condition by the firm at its own cost.
The rates of all items shall be inclusive of the carriage of all the materials within all leads and lifts to the site of work.
The work shall be executed as per BIS codes, HPPWD specifications recommendation of mannual on water supply and treatment and to the entire satisfaction of the Engineer-in-charge.
The pipes shall be inspected by the Inspecting Officer appointed by the Engineer-in-Charge before dispatch of same from the manufactures works.
No. and location of air valves and scour, tees is tentative and is subject to change as per site requirements. Actually location shall be decided by Engineer-in-Charge and payment shall be made as per actual number provided at site without any deviation limit.
The firm shall quote rate for the requirement thickness as provided in the schedule of quantity otherwise tender will not be accepted.
In case the pipes of required thickness stipulated in the schedule of quantities are not in the manufacturing range, the firm may quote rate for tolerance as approved by ISI. But nothing extra shall be paid for (+)side telereance.The rate for (-) side telerance will be decided accordingly. In case the pipes are supplied in (-) side telerance, recovery will be effected for the difference of weight of pipe required and pipe supplied on the basis of their rates.
Thesite shall be inspected by the tender or before offering his rates,
The contractors will be responsible for watch and ward of material at site of work will completion and handing over works to department.
Statement of length where the pipe is not buried underground due to rocky terrain shall be attached with every bill for the inspection of Engineer-in-charge.
The pipe will got inspected from Engineer-in-charge before laying and under specification pipe will be rejected and nothing will be paid to the contractor for the same.
The work will be executed as per PWD specifications to the entire satisfaction of the Engineer-in-charge.
The offer shall be included all transportation charges Octoroon any other tax levied on route and the rate quoted should be inclusive of all such levies and taxes.
The entire pipe line before actual commissioning shall be thoroughly disinfected and finished in accordance with standard practice.
Technical Specifications
Pipes.
All pipes shall conform to relevant code/specifications indicating in the schedule of quanity and shall be ISI marked.
Laying of pipes shall be Governed under BIS No.5833.code of practice for laying of welded steel pipes for water supply.
All pipe lines shall be tested in suitable sections after laying, The test pressure shall not be less than 1/2 time the working preessure at the lowest point or the static head pressures,which ever is higher .The duration of test shall not be less than 24 hours .The procedure for test shall be in accordance with the clause 10 of IS-5822.
BENDS.
Bends for MSERW/GMS pipes shall be fabricated from the parent tubes to be used in respective sections.Bends shall have three or more gussets with a bending radius of 5 times pipes dia to keep the frictional losses to bare minimum and should be factory made.
The circumfrantial butt welding,wherever required for the fabrication of bends and other specials,shall be accomplished with three weld layes using 3mm dia and 4mm dia electrodes aftrer levelling the pipe ends.
All cut ends of pipes shall be levelled properly prior to welding operation.
WELDING.
The electodes to be used for welding shall conform to IS-814 and shall be overcord and type of Advani/Qerlikon make.
Slip on flanges shall be welded on to the pipes with size of the lag of fillet weld equal to 1.4 "t" where "t" in the thickness of pipes.
Seal welding shall be provided to all flanges with atleast two passes,using 3mm electodes.
FLANGES.
Flanges shall conform to IS-6392,table as indicated in the schedule of quantity.The flange facing and contract surface finish shall strictly and conform to the provisions of this code. The flanges shall be marked with class rating,as per clause-II of IS-6392.
GASKETS.
Compressed as bestos fibre(CAT),3mm thick shall conform to 2712,Hindustan Ferrado make and ISI marked or systhetic rubber,gaskets conforming to BIS-638-1979 both latest with upto date ammendments suitable for working pressure of 25kg/Sqm.
BOLTS.
Bolts of carbon steel shall conform to IS-1364.
