CONSULTANCY SERVICES FOR SOIL INVESTIGATION AND DESIGN CONSULTANCY FOR PROVISION OF 50 MTR SWIMMING POOL AT NAVAL BASE KOCHI UNDER GE (P) (NW) KOCHI

SURVEY:-

Complete survey of the area with invert levels of the existing services (sewage, storm water drains, etc.) incl working out quantity of earth work as per survey sheet (Grid size 5m x 5m) and re-routing the existing service complete all as specified and as directed by Engineer in Charge.

SOIL INVESTIGATION:-

Mobilization:-

Mobilization and demobilization charges of men and machinery at site complete all as specified and as directed by Engineer in Charge.

Shifting of machinery from one point to another complete all as specified and as directed by Engineer in Charge.

Field Work:-

Boring through soil -drilling of bore holes of 150mm dia by shell and auger with MS casing as per IS 1892-1979(2002) . Conducting standard penetration tests and collection of samples up to a depth of 65m. Conducting tests on disturbed and undisturbed soil samples at an interval of 1.00 mtr or change of strata as per relevant IS code collected to find out the shear parameters, grain size analysis, index properties, natural moisture content, bulk density etc. as per relevent IS code complete all as specified and as directed by Engineer in Charge.

Laboratory Tests:-

Conducting tests on disturbed and undisturbed samples collected to find out the shear parameters, grain size analysis, index properties, natural moisture content, bulk density, consolidation test and chemical tests etc. as per relevent IS code (IS 2720 (Part I) -1983) and detailed result showing at relevant calculations, inferences, indices and parameters shall be given in the soil report complete all as specified and as directed by Engineer in Charge. Disturbed Soil:- (a) Sieve analysis and grain size distribution, (b) Hydrometer test, (c) Atterberg Limit, (d) Natural moisture content, (e) Particle size analysis test, (f) Bulk density (dry density). Un Disturbed Soil :- (a) Natural moisture content, (b) Bulk density, (c) Specific gravity, (d) Free swell index and swelling properties of soil, (e) Organic matter in soil if any, (f) Consolidation test (Compressed index value), (g) Triaxial compression test and determination of shear parameter (C & ϕ test)as per relevant IS, (h) Harmful salt (complete investigation as already ref), (j) Ground water table (Maximum and min levels of ground water in the area with source of information & Ground water table during the investigation)

Plate load Test for finding K Value:-

Mobilization and conducting the test. Setting up of loading platform, plate hydraulic jack and settlement measurement devices as per IS:1888 and loading upto the required load using aggregate to conduct the test. For conducting plate load test to determine the bearing capacity and load/settlement characteristics of soil at shallow depth by loading a plate and levelled steel plate kept at the desired depth and measuring the settlement under different loads until a desired settlement takes place or failure occurs conform to IS:1888 complete all as specified and as directed by Engineer in Charge.

Report and Recommendations:-

Submitting 06 (Six) copies of complete report consisting of each and every detail of locations, borehole profiles and cross sections, description of soil strata, laboratory and field test results, calculation details, comments and recommendations for multi storied and single storied building on use and type of foundation including dia of pile, length of pile and safe load carrying capacity as per IS and any at user recommendation, for single storied building, size of raft foundation, depth of foundation etc as applicable incl third party vetting from IIT/NIT complete all as specified and as directed by Engineer in Charge.

Complete consultancy services as undermentioned for buildings given below:- Design and preparation of Architechtural drawing , structural drawings, detailed project report (DPR), design of services and bill of quantities (detailed estimates, yardsticks and market rate analysis based on SSR-2020 and present Market rates for each and every building incl swimming pool etc.) for buildings and internal and external services for 50 m swimming pool at Naval base Kochi including core area ,RCC water tanks at terrace etc. with areas and capacities as given below: - a) Swimming pool (50 m x 21 m) b) Changing room, sanitery annx, gallery , side walkway, diving board etc. c) Plant Room and balancing tank d) Filtration Plant e) All other amenities and services required for swimming pool as per SoA 2022 and NBC

ARCHITECTURAL DESIGN AND DRAWINGS:- a) Preparation of conceptual architectural design and drawings along with site plan adhering to the floor areas and plinth areas given, keeping in view of all relevant codes and standards like National Building Code-2016/ MES Scales of accommodation -2022, Scales of furniture, E-in-C's technical instructions and Zonal specifications. Latest FINA guidelines. Technical Instructions and relevant IS codes to be followed for the Swimming pool design. Architectural design shall be sustainable and planned as per local climatic conditions and given building norms. Design of the buildings shall be functionally suitable, climatically responding and aesthetically pleasing. Three proposals for conceptual design to be submitted with relevant drawings like Site plan, Plans, Elevations, suitable sections and 3D views. The conceptual drawings shall be submitted in duplicate hard copies for approval of users and Arch-section HQ CE (NW) Kochi. Necessary revisions in design till the satisfaction of the user to be made complete all as specified and as directed by the Engineer-in-Charge. b) After approval of conceptual drawings, clearance from CFEES to be obtained. Consultant shall prepare necessary drawings for the same and shall co-ordinate with GE/users to obtain CFEES approval. Consultant shall prepare revised drawings as required in the CFEES recommendation.

c) After obtaining approval from CFEES, detailed architectural drawings to be prepared. Detailed architectural drawing shall include all level plans, roof plans, Elevation from all sides, adequate number of sections depicting the design and details, enlarged details of all toilets, staircases, all architectural features, fixing details, etc, Schedule of finishes, Internal Electrification and Internal water supply diagrams. Site plans to be prepared duly marked with all external B/R & E/M services. All B/R services and Schedule of Finishes to be approved by Dir(Plg)/E2(Plg) and all Internal & External E/M services to be approved by Dir (E/M)/E4 Sec of HQ:CE (NW) and GE. Four sets of detailed arch drawings in AO/A1 size shall be submitted for scrutiny and approval. d) After approval from CFEES, consultant shall prepare structural drawings parallelly. Once detailed arch drgs are approved, consultant shall co - ordinate arch drawings with approved structural drawings and other service drawings. Final submission shall include all drawings in original tracing duly signed by registered architect of the consultant (Regn no. with the council of Architecture shall be quoted), four sets of copies of all signed drawings, 3D views in colour good quality photopapers (min A3 size), along with soft copies of all drgs in Autocad/Revit software and PDF format and soft copy of colour rendered 3D walkthrough (min 3min) in CD. A comprehensive list of drgs shall be prepared by the consultant including all drawings and typical drgs if any. Apart from main swimming pool and ancillary areas, consultant shall prepare drawings of all service buildings and structures. required for the project like plant room, balancing tank, filtration tank, chlorination room, Pump house, Sump etc. All drawings submitted by the consultant shall be property of the Dept and the consultant is not permitted to use same the wholly or partly for any other project.

STRUCTURAL DESIGN AND DRAWINGS :- (i) Analysis and design of the structure as per latest IS codes in design software STAAD PRO/ ETABS (member /component design may be carried out in MS Excel /SAFE etc) also. (ii) Preparation of structural drgs including all details in AUTO CAD incl original prints in tracing papers A1 size and submission of 5 sets of ammonia prints /white prints and one set of drgs in soft copy copied in CD (All drgs shall be drawn to a suitable scale and shall not be printed in " fit to scale" mode. Scale shall be clearly mentioned in the drawings. The preferred scales are as follows:- (i) Main Plan 1:100/150 (ii) Details of component 1 : 25 (iii) Minor details/ cross sections of columns and beams etc. 1: 10. (iii) Vetting of design and drgs from IIT/NITonly , since professional competency for vetting is not comparable with other engineering establishments. (iv) Submission of design folder (one set of soft copy and hard copy) containing input files of STAAD/ output of design and forces in tabular form, details of calculations, copy of MS excel pages ,one hard copy of arch and structural drgs, softcopy of all arch drgs. and structural drgs in AUTO CAD as well as soft copies of signed and certified drgs scanned in PDF format.

Notes:- (i) Structural design will be vetted by IIT/NIT. Design will be vetted/signed by authorized signatory on behalf of institute and not by professor/individual in his personal capacity. Vetting authority/institute will be responsible for ensuring that design and drawing are in compliance with laid down standards, IS codes, regulations and sound engineering practice. A certificate that all details have been throughly checked and are in compliance to standards, codes and regulation in respect of safety, soundness and economy shall be submitted by vetting authority. Vetting authority will also be liable and answerable for any design deficiencies detected during design life of swimming pool and other buildings and will address such deficiencies. The responsibility of getting the design/drawings vetted as well as payment for the same shall rests with consultant and department shall not be in any way resposible for delays or any other issues between the consultant and vetting agency complete all as specified and as directed by the Engineer-in-Charge. (ii) Design shall be carried out by qualified structural engineers only. (iii) All provisions in the IS codes shall be strictly adhered and forwarded. (iv) The drgs Shall be got approved from E2 Design section head director of HQ CE (NW) Kochi before taking final prints. (v) The consultant will be liable to attend the discussions and tender presentation after submission of drgs and issue required amendments drgs./ corrections as directed by the dept without any extra cost. The rates quoted here in will include the cost of any such drgs. (vi) The consultant also visit the proposed site before carrying out design if required by him without any extra cost to the dept. (vii) The structural Engineers of the consultant should attend HQ CE NW Kochi office to discuss drawings and all the design parameters with Dir (Design) or any other officer detailed for the purpose before proceeding with the actual work. Stage wise checking of design shall be got done from E2 (Design) (viii) The design of the building shall be scientifically designed using the latest codal provision/engineering practices and should be economically efficient and the grade of concrete shall be. M-35 and steel Fe-500D (CRS) as per relevant IS. Load combination shall be as per IS-875, IS-800, IS1893, IS 4326, IS: 13920 and IS 456: 2000 (latest version).

(ix) The consultant should be available at any mid-term review of design requirement during the currency of works due to site requirements. In case of any defect/damage detected in the designed infrastructure during its design life and if the same is attributed to faulty drawing/design, the consultant will be held responsible and financially liable for the same. (x) The vetting of designs and drawings and its report should be from the designated institute(duly signed by an authorized signatory on behalf.of the institute) and not from a professor/ individual of the institute in his personal capacity. The third party, vetting the designs, drawings shall also be liable for ensuring that the designs and drawings are in compliance as per sound engineering practices, adherence to NBC norms, (building to be designed for a life span of 50years) statutory orders and regulations and relevant IS codes etc. for which consultant shall be equally responsible. The vetting agency will also be liable and answerable for any design. (xi) A certificate in which all details have been thoroughly checked and are in compliance to standards, codes, regulations in respect of safety, soundness and economy should be obtained from the vetting agencies and submitted. (xii) The cost involving in visiting to CE (NW) Kochi / work site in connection with consultant work is deemed to be included in lump sum quoted by the firm till final completion of the construction work. Consultant may be required to give clarification/ site visit on required basis during execution. Nothing extra shall be admissible on this account.

PREPARATION OF E/M SERVICES :- (a) Complete consultancy of E/M incl. design , preparation of site plan , schematic diagram for internal water supply & Telephone / TV cable, schedules and estimates alongwith supported quotations/ price lists for the following as given below, all as specified and directed for the final approval of bldg plan including providing BOQ/ preparing item wise costed schedule complete all as directed by Engineer-in-Charge. (b) Fire Detection, alarms and fire fighting systems E/M incl staircase and lift well pressurization as per NBC / fire advisory as per CFFEES recommendation. (c) External water supply works and External Electric Supply works . The detailed BOQ of the work also be submitted. (d) Consultancy for design for centralized AC sysytem, Lifts(Passanger/goods), DG set, and lightening and protection. Notes :- The consultant required to be submit the following :- (i) submission of allied services schematic diagrams in connection with civil works i.e. pump houses, UG sump and other installations (ii) Site plan marked with existing and proposed external services .

PREPARATION OF B/R SERVICES:- (i) Preparation of Site plan/ drawings duly marked B/R and EM External services including schematic diagram for Internal water supply and internal electrification and providing BOQ/ preparing item wise costed schedule complete all of the services as per details given by the department and complete all as specified and as directed by the Engineer-in-Charge. (ii)Preparation of detailed estimate and providing BOQ/ preparing item wise costed schedule and credit schedule complete all for demolition of existing building proposed to be demolished complete all as directed by Engineer-in-Charge (iii) Preparation of detailed estimate and providing BOQ/ preparing item wise costed schedule complete all for Area drainage, road/path, sewage disposal and fencing works and other B/R and E/M services etc. complete all as directed by Engineer-in-Charge.

PREPARATION OF DETAILED ESTIMATES:- Preparation of detailed estimates and item wise yard stick including taking off quantities and abstract as per MES SSR 2020 and as per current market rates, market rates analysis for swimming pool and other buildings including preparation of tender and submission of details to CWE (NB) Kochi as per drgs approved by HQ CE (NW) Kochi for the above specified work complete all as specified and as directed by the Engineer-in-Charge.

Note for Item No 1 to 12:- The detailed scope and unforseen requirements will be finalised after discussion with User (s), MES and consultancy representatives.
